03:18And it's 10 days, the countdown is on before the costumes officially hit the stage
03:23and on the road Monday and Tuesday.
03:25I know many persons are preparing.
03:27We said that the pace is on as we get ready for the biggest and the grandest
03:33and spectacular show on earth, which is Trinidad and Tobago Carnival.
03:39And today is what? It's Friday.
03:41So that means only one thing.
03:42I have my co-host here with me, ASP Russell.
03:45Good evening to you, sir.
03:46And how is your evening going thus far?
03:48Good evening, Ms. Husbands, and good evening, Trinidad and Tobago,
03:51on behalf of the Commissioner of Police, Deputy Commissioners, Assistant Commissioners,
03:55and First and Second Division Officers of the esteemed Trinidad and Tobago Police Service.
04:01My day has been busy.
04:04My telephone rang a lot today, but I'm here to do it for the people.
04:08We are here to share the information to make sure that Trinidad and Tobago remain safe
04:12and that you are brought up to date of all the initiatives that the Shantibigo Police Service are engaged in
04:19to keep the public safe while you're party and while you're at home.
04:24Of course, that's very important.
04:25Now, you mentioned the initiatives, so let's go straight into it.
04:28Securing the Vibes Initiative.
04:29How are things looking up from there moving forward with that set initiative?
04:33Things are looking great, you know.
04:35And Carnival is not just about security measures, but it's about also meet-to-match your stakeholders.
04:42And the goal commander for the Carnival this year, 2026, Deputy Commissioner of Police, Ms. Susan Martin,
04:50has met recently with Trinidad and Tobago Tourism.
04:56Yes, I saw that there were many persons from the diplomatic corps along with the tourism stakeholders
05:02to strengthen the collaboration along with the Mounted and Canine branch and GEB public order team.
05:11That is the emergency branch that is also available.
05:14So what we did, we met with the tourism board and the hoteliers to let them know
05:18of all our initiatives to keep their guests safe as well.
05:22To focus the patrols not only on the areas that are engaged in Carnival activities,
05:27but also around the hotels to make sure that their guests are safe,
05:30to have them encourage persons to come, we give them our commitment.
05:34We also met with the diplomatic corps, you know, so that they now can inform their citizens
05:40that they represent in the various countries of our initiatives and all the safety measures
05:46that we, the Trinidad and Tobago Police Service, will put in place for this Carnival
05:50to ensure that persons visiting the sweet country of Trinidad and Tobago
05:56will have a wonderful time and return to their various countries safely.
06:02Yes, and I know many times other countries look at us as a blueprint when it comes to festivities,
06:08the festivals as they call it, which is, we know it as Carnival,
06:11where we are able to have the control and movement of thousands of people
06:15that are moving simultaneously during that period, that Monday and Tuesday period.
06:20So, I am sure that the TTPS continues to make sure safety is paramount, that is number one,
06:26and we are seeing the different stakeholders who were involved,
06:29where the TTPS briefs the diplomatic corps and the Trinidad and Tobago Police Service,
06:34in collaboration with the Ministry of Foreign Affairs,
06:37hosted a safety briefing for the members of the diplomatic corps ahead of the Carnival 2026,
06:43along with the Tourism Industry Association of Trinidad and Tobago,
06:48recently hosted a stakeholder engagement, which you're also meeting at the Courchard by Marriott in Port of Spain,
06:55aimed to address safety and security arrangements for Carnival 2026,
07:00and the Trinidad and Tobago Police Service, Mountain and Canine branch.
07:06Can we talk a little bit more on this?
07:07Because I am seeing, with the collaboration, with the Card and Emergency branch and the public order team,
07:13they officially commence the operational preparation ahead of Carnival 2026, yes, ma'am.
07:18But what you're seeing there, other than the seniors of the job, the commissioner,
07:25and all his entourage and support staff, and the deputy commissioner as well,
07:30we have to prepare the horses, because mounted and canine branch play a significant role as it pertains to safety throughout the Carnival season.
07:41So we want to ensure that when we bring these horses on the road,
07:45that they are familiar with persons, with the crowd, because these type of animals are easily spooked.
07:51So you want to make sure that we do the necessary training, and it is ingrained in the brains of these animals,
08:00that when they see people so they know how to react, it wouldn't be the first time for them.
08:04So it makes the jockey's life a lot easier, even with dogs.
08:10And it's also a test to see how ready we are.
08:13You would see the Garden Emergency branch displaying smoke.

08:19Yes, things that would happen.
08:21So let me tell you something, Ms. Husbands.
08:24And Trinidad and Tobago, rest assured that the Trinidad and Tobago Police Service and its other partners
08:28and stakeholders in Ministry of National Securities, we are trained and ready for any eventuality
08:35that can come our way throughout this Carnival season.
08:40So we're happy to see that the TTPS is ready for anything that may occur.
08:45Not saying we don't want to knock on wood that something will happen,
08:48but they have prepared a proactive approach moving forward into the Carnival season 2026.

11:54Now, I'm not sure of this situation, but this could happen to anyone who is visiting Trinidad and Tobago,
11:59where you get a bit confused, especially where you're driving, on which side of the road,
12:02and in this situation here, ASP, this was very dangerous, extremely.
12:09And I'm not sure where the individual came out from on the said highway,
12:14but they got confused.
12:16And don't call the gender, please.

13:03And persons were polite enough to give the person light, and we stopped for him to turn around.

13:56because if you're coming down the road, you would just see a vehicle stopped in the middle of the roadway, you know,
14:01so they may not have seen exactly what was taking place there.
14:06But you wouldn't slow down just to observe because on a highway, seeing a car that is stopped with no traffic in front of you,
14:13wouldn't that raise some sort of suspicion as an officer, again, being observant?
14:17But those who are trained, and again, I don't know, none of us will know if they were really going on, you know,
14:25If they were responding to an emergency or something.
14:26All the sirens salute anyone, and they were just proceeding.
14:30But if the lady then sub, they could have collided with the officer as well.
14:33Definitely, but then when you look at the angle of the vehicle pass, this vehicle is now reversing to,
14:37so there could be a clear chance that, because see, we've only seen it through one point of view,
14:41so there could have been a clear chance that this vehicle is indeed a vehicle that has some height
14:45and would have blocked that whole particular view from the police.
14:49I mean, I believe my officers in Trinidad and Tobago Police Service,
14:52if they had actually seen it, they themselves would have stopped.
14:55But let's say you're going down the highway, even if they saw it,
14:59they would have had to pull to the side and make sure it's safe to stop,
15:01because they could not have stopped abruptly there either,
15:03because they would have caused another accident as well, because that is the freeway.
15:07They were still slowing down, whatever they said, pulling to the shoulder to observe
15:11and make sure everything was okay.
15:13But, I mean, there are many scenarios that we could, it's assumptions that we're putting out there,
15:17but I just think the officers, some of them, not all.
15:20Should have been more observant.
15:21Yeah, with situations, and your window down.
15:25Yeah.
15:26If you're on Tobago, I assure you, I would reach out to my officers
15:29and, you know, ask that they be more observant on the roadway, especially now,
15:33because we are here asking the public to be more observant and vigilant,
15:37and we need to lead by example as well.
15:39So, I hear you and I understand you, and I will take your point to my officers.
15:42All right.
15:43At this point in time, let's take a look at what's making today's headlines.
15:46And those are the stories making today's headlines.
16:09One stood out to me that was very disturbing, ASP,
16:12where we're seeing, again, the home invasions that we mentioned, even yesterday,
16:16and one in particular, a pensioner, A.T. robbed during home invasion.
16:20And, you know, she called on the men and basically said to them that, you know,
16:27do you all know God?
16:30They said yes or no.
16:32And she responded to them, what you all are doing is wrong.
16:36God is going to punish you all.
16:38And they said, you know what, okay, I hear what you're saying, moms.
16:42They took $500 from my purse, and then they took $100 from the $500
16:47and put it back on the dressing table.
16:51See, it's silly.
16:52What, what?
16:53Come on, man.
16:54I am, I remember the old days when in communities it was a total no-no
17:03to interfere with children and the elderly.
17:06And it pains me to see where Trinidad, some persons in Trinidad and Tobago,
17:13what kind of mentality that they have.
17:16And I am almost certain, and Ms. Husband, I tell you something,
17:19in a lot of these home invasions, there is somebody there or somebody behind it
17:26that knows the individual.
17:29Yes.
17:30Persons, because even criminals do their homework and their intelligence.
17:34Because they also got the U.S. as well, from the report.
17:37Definitely.
17:37So they, somebody would be, maybe, they are aware that at a certain time in the month,
17:45the victim's family or friend or children that lives abroad sends a certain quantity,
17:51a certain amount of money to her from abroad.
17:55So we have to really be careful.
17:58Keep your business to yourself.
18:01And then persons that may be hiring individuals,
18:04they either come and clean, you work in your homes,
18:07be very clear on all information possible, even vetting.
18:11Sometimes I know persons feel a little bit,
18:12oh, I can trust this person because they seem cool.
18:15You leave them in your home and you're operating, you come back,
18:17and then next thing, everything is gone.
18:19Or they put you in place because they're able to traverse throughout your home
18:23and see certain things you don't want them to see when you are not at home.
18:27So again, as the ESP mentioned,
18:29please be careful when you're engaging and giving information to individuals.

23:24Now, ASP, what is going on in the West?
23:25Because we're seeing here two men shot dead in separate Digo Martin killings.
23:29So, police are investigating two separate murders in Digo Martin District
23:33following fatal shootings in River Estate and Pity Valley on Tuesday and Thursday nights.
23:40In the latest incident, a man identified as Keston Butters Suknanan, 39,
23:45was shot and killed near his home at Tomato Trace River Estate, Digo Martin,
23:50shortly after 10 p.m. on Thursday.
23:53Now, the second killing took place Tuesday night in Pity Valley.
23:57What is going on in the US, ASP?
24:00Well, there seems to be some, I want to say, a bit of an upsurge with respect to the gang violence.
24:09We have our detectives out there in our gang unit as well as our intelligence apparatus
24:14really, you know, combing the field and chaffing the corners that we look at, corner and cranny.
24:20But it seems like they have been waiting after the SOE to come out and commit these crimes.
24:26Well, I wouldn't say wait until after the SOE.
24:29What we observe in the SOE, there was indeed a decrease.
24:33Now, we have to look at it all together, you know.
24:36Sometimes we may see something happen twice in a particular week and believe, well, okay, everything gone crazy,
24:45when, you know, there may only be that two twice, and then you may not hear nothing for a long while.
24:52So we have to be careful in narrative.
24:53We push out there.
24:55But I assure you that the senior superintendent, Mr. Williams, together with all the members of the Western Division executive,
25:03the inspector crime, Mr. Grant, well, I am also part of the executive of the Western Division, Trinidad and Tobago.
25:09So we, when we hear of a murder in our division, we don't take it lightly.
25:15We press our guys very hard because we want to know what is going on.
25:19Yes.
25:20Well, we saw yesterday the presence of the TTPS along with the regiment that was moving in Digo Martin,
25:25in the West in particular.
25:27We don't know exactly where, but it was felt.
25:31So I know that you all are trying to make sure to let the citizens and persons in the community know that you all are there and present.
25:37And as I stand before you, I can assure you and the citizens that we will bring this situation to rest.
25:44But what they tend to find happen, when you concentrate your resources in a particular area,
25:49sometimes we have what is called crime migration, where persons run out from that area into another area
25:56because they realize, as they say, quote-unquote, the place hot, it's happening to police.
26:02But we will be diligent, we will be wise, we will be smart, we will be intelligent, led and driven.
26:09And the deployment of our resources to treat with the situation.
26:14Yeah?
26:15I assure you that.
26:16Yes.
26:16So as we move again, the TTPS is trying their hardest to find ways to control.
26:21We can never stop crime, you know.
26:22Let's be real.
26:23That is a reality.
26:24And that is something that I think persons may need to understand.
26:28Yes, going to the good old days, as you referenced before,
26:31where we had opportunities, where we could have left the door open
26:35and persons were free to operate in a manner where they felt safe.
26:40Times have changed.
26:41Persons mentally developed in a way where the way in which they deal with individuals,
26:48they don't value life the way they used to.
26:50They don't see that it is priceless.
26:53So they operate in a way that it's my way or the highway.
26:56But I want to say something at the moment, and I want Trinidad and Tobago to think a bit.
27:04Even the criminals, because I know the criminals look at the show, right?
27:07Yes, correct.
27:08The illegal gun that you're bringing, whether it's through an authorized port or an unauthorized port,
27:18if that firearm is used against your family member, how would you feel?
27:23Because we are doing things and not thinking, not stopping for one moment to think and analyze,
27:32if this was a member of my family, what would I have done?
27:37How would I have felt?
27:40We need you all to stop that nonsense.
27:42We want persons to look out for each other.
27:45You see, too many times, you see, we as a society are also guilty by your mission,
27:50by way of our actions, because you are telling me we are in a situation where somebody may feel comfortable
27:58shooting somebody on the Brian Lara Promenade, which at any given time have 200 persons on it,
28:06whether going to work, whether it's lunchtime, whether it's coming home, and nobody sees anything.
28:10So by you not seeing your omission to act also contributes to the craziness that we are seeing now.
28:19Because persons feel comfortable in thinking that no one will come forward.
28:24So you, Trader and Tobago, have some work to do on your own self.
28:27We, in Trader and Tobago Police Service, we have some work to do as well,
28:31but we cannot do it without the partnership with you.

29:48I could never go against the police, you know.
29:50It's embedded.
29:51It's in my DNA and in my blood.
29:54Do the right thing, and that's that.
29:56If you don't want to get caught up in the mix, just be a law-abiding citizen.

42:58don't have it now, but what does the TTPS, PSU's direction with respect to addressing this,
43:06this prolonged issue?

47:24And as a result, we have launched the Riverine Branch, the Coastal and Air Support Unit that really deals with,
47:31because we have a few vessels, not the size of the Coast Guard, but we have a few vessels that we go out there.
47:37I mean, the vessels are not designed to go way out as the purpose-built, hostile vessels that the Coast Guard have,
47:46but we do have a few boats that we would go out and do that sea patrol from time to time,
47:54and we do that aerial coastal air patrol by way of the air support as well through our devices and stuff like that.
48:03In addition to which, we would have increased strength at what you call the coastal stations
48:10to ensure that they are properly staffed to the best of our ability and our resources
48:15so that things like roadblocks can happen within short notice or at specific times based on the intelligence that we have.
48:23So we are not going to sit idly by.
48:25Of course, I am a police officer. I represent the Trinidad Tobago Police Service.
48:29Since I cannot delve into the efforts of the Trinidad Tobago Coast Guard, I am not a Coast Guard,
48:35so I cannot dive into what they do and their role that they play.

48:47With respect to your second question, as you spoke about the ability and the permission to grow the marijuana home
48:56at your residence, if it contributes to persons being dealers, I would say no, because it has a process.
49:05And you're only allowed four male plants at the end of the day.
49:09So you cannot get a big quantity from four male plants.
49:14So you would more see, you know, if you look at the programs often,
49:18you see those one kilo block or 999, 998 grams blocks,
49:22those are the real compressed marijuana that has been treated in a particular way.
49:28I understand persons' experience at different high and stuff like that when they use that type.
49:33So even the ones at home would never be as potent as those.

49:39So those for whom it's just really just for your recreational use, for want of a better word.
