04:08But ASP, a lot has happened over the past few days,
04:11and one of the major developments over the past few hours
04:14is you had a major development at around just after 11 o'clock last night.
04:20So after more than a month in prison, 69-year-old Star Sabga is now under house arrest
04:25after being released late Monday night when the state failed to secure an extension
04:29of a six-hour stay granted following a high court ruling ordering her release.
04:34So that's a major development concerning this matter.
04:37Well, Marlon, you know, you know, the courts played their role with respect to this entire situation.
04:45It is one that is causing a lot of concern.
04:48There's a lot of public discussion, opinions in the public's domain.
04:54So, you know, as the TTPS, we would want to tread a bit lightly and not delve too far into
05:01it.
05:02But what is most important is that the courts made the decision, which was adhered to.
05:09Yes.
05:10All right.
05:10So, again, she's under house arrest.
05:12And after, was it after?
05:15No.
05:16Just before I'm speaking about the leaked audio now, the police commissioner, Commissioner of Police,
05:22Alistair Guevara, has ordered an immediate investigation into the circulation of an audio recording on social media
05:28that is alleged to contain intercepted communication, saying yesterday the matter raised serious national security concerns.
05:36And let me just tell you what the concerns are.
05:38The concerns are, since the weekend, since this audio tape would have been leaked,
05:45that private conversations between individuals, between me and you, could be put out in the public domain.
05:55And I think that is what, that is the first issue that the citizenry has.
06:01Right.
06:01Marlon, well, the TTPS has a strong social media policy and a strong confidentiality policy as well.
06:09So I was happy to see that the commissioner indicated to the public that an investigation has been,
06:15not is going to be, but has been launched immediately when the audio was leaked.
06:22Another thing that really concerns me, and I know it will concern citizens of Trinidad and Tobago,
06:27we are always asking the public to partner with us.
06:31And how could we encourage the public to partner with us when situations like this happen?
06:36And if it could happen to something as sensitive as this,
06:40you could understand any future problems we may face.
06:44So that's one of the critical things in it for me as well.
06:48But I know an investigation has commenced.
06:51It is being led by Assistant Commissioner of Police at Tiwari.
06:54And he has very good investigative skills.
06:57And I know he would spearhead the proper team.
06:59And we will indeed get to the bottom of this and hold that person or group of persons accountable.
07:06And, you know, I don't have to tell you that when we do speak about trust and confidence,
07:11trust and confidence is very, very important to the people of Trinidad and Tobago.
07:16And when they feel or they detect that there is a breakdown in the systems that are there to protect
07:23them,
07:24this has to be dealt with in a very, very serious way.
07:29And, yes, we're seeing the probe here by the commissioner.
07:32I see that there has been also talk that persons or the person who would have been involved in this
07:41or who is responsible for this, and I'm speaking in a general sense now,
07:46that there are serious repercussions for persons who would leak such sensitive and private information.
07:53Fine and imprisonment, man.
07:55Yes.
07:55Fine and imprisonment.
07:58So, you know, I'm hoping that we get to the bottom of it as quickly as possible
08:02and we are able to, you know, restore and start back.
08:07Because every time situations like this happen, our trust and confidentiality, it takes a hit.
08:12Yeah.
08:13It really, really takes a hit.
08:15And that was one of my main concerns, especially now where we have so much of other things,
08:20criminal activity, taking place within the society and the streets of Trinidad and Tobago.
08:23So, you know, it really, really, really puts a damper on all the progress that has, you know, been made
08:30over the past.
08:30So I know that the commissioner will stay on top of it, and I am really hoping, fingers crossed,
08:37that we really, really, really find the person responsible and be able to put them before the court.
08:45All right.
08:46So, ASP, let's get right into the first issue or topic on today's show.
08:52And this should be very interesting to all of you out there.
08:57So go call your neighbor.

09:31ASP, what are you seeing there?
09:34Marlon, we are seeing some young, I even want to say young people, but we are seeing men playing with
09:41a firearm,
09:41and I'm certain if a firearm is illegal in the community as well.
09:45And I know that their neighbors are familiar with the area.
09:49He almost injured himself.
09:50He has no idea how to even control the firearm.
09:55What if somebody was in an obsessed house somewhere and he may have shot that person as well?
09:59Because you realize the hand went that particular direction.
10:04And it's been videotaped, and now placed on social media.
10:08So when we start to talk about, you know, dismantling criminal gangs, crime suppression initiatives,
10:18and asking the public to pardon, because that is well in the neighborhood, eh?
10:22And I am saying, how comfortable are you knowing that these guys have such firepower so close to you?
10:30And we know, and it's something I always admit, that we have the trust issue with the TTPS.
10:35We are asking you to utilize 800-TIPS, 555-999, especially more so 800-TIPS and 555.
10:43So, excuse, you know, don't just sit by and say, well, we don't trust the police.
10:48We're not giving them the information, because who knows?
10:51This could be the same firearm that comes back at you, your loved one, your relatives, your friends,
10:56at some point in time later down the road.
10:58So I ask the public not to ignore these illegal firearms.
11:02You know what is my issue with things happening during the state of emergency?
11:07It's that there is a state of emergency, and all of this activity is still happening.
11:13And I do take into consideration what the police have been saying, that crime is down, serious crimes are down,
11:20murders are down.
11:21We're just over 200 and something murders for the year, and I give the police credit for that.
11:27But when I see things like that, as I would have just seen, I have to be very concerned.
11:32And I have to also ask, what is the police doing?
11:35How can the police allow all of this activity to still take place?
11:39Well, Marlon, I wouldn't say the police are allowing all of the activity to take place.
11:43I am saying that the police, the members of the TTPs, we're not omnipresent.
11:49We cannot be everywhere.
11:50Yes.
11:51And with the advent of technology, it's a simple cell phone, because you go into a community,
11:55somebody on the corner watching, somebody have a shortwave read you.
11:59Yeah.
11:59Somebody is a lookout.
12:02To see when the police are coming into the areas.
12:04Yes, the SOE is really a tool, and it gives us certain powers when it comes to searching houses and
12:10stuff like that.
12:12But we know that more needs to be done.
12:16One of the things that trouble me the most, though, is that it speaks to our borders as well.
12:21Yeah.
12:22Because we have no firearm company in Trinidad and Tobago.
12:25Of course.
12:25We have no ammunition company in Trinidad and Tobago or the Caribbean.
12:30Yeah.
12:30So it means that our borders, these things are coming in, whether it's through the legal ports or the illegal
12:40ports.
12:40Yes.
12:40And anywhere in Trinidad and Tobago, because I spent quite some time in the Narcotics and Fire Bureau, I joined
12:46the deal when I was OCNU.
12:47Yes.
12:48Yeah.
12:49And my sad thing is, anywhere the water meets the land, persons are taking that chance.
12:55How do we police that?
12:57So we need to, you know, hopefully the state can really pump the resources into the Coast Guard, into the
13:04Defense Force, so that we can really lock down the borders.
13:06I know recruitment is taking place in all of those agencies, the TTPS, the Defense Force, the Coast Guard.
13:12And, you know, we look forward to having committed and honest members joining the organizations who come to work and
13:21to really make a change so we can deal with this.
13:24But we need the equipment.
13:25All right.
13:26So we're moving on.
13:27So let me see.
13:28A 33-year-old Tobago man is expected to be charged with manslaughter of Angelica Jogi, which occurred on April
13:358, 2026.
13:36You remember this, everybody?
13:37So the charge arises from an incident at Pigeon Point Marine Park, Tobago, where seven-year-old Angelica died after
13:43a jet ski collided with her within an era designated for bathing.
13:47Let me tell you what is troubling about, well, you have this, but a few days ago I would have
13:53spoken to one of the persons in the industry.
13:57And from what I understand, because, you know, when this incident happened, there was a big outcry and stakeholders decided,
14:05well, here's what, we are going to follow new regulations.
14:11And the THA had a lot to say.
14:12Also, I was shocked to learn over the past few days that some people have been flouting the regulations.
14:21And then, again, it calls for enforcement.
14:23Of course.
14:24It calls for enforcement.
14:26So probably we need to have, maybe we have to open our jet ski unit for the TTPS and put
14:32them on the water as well.
14:34You're not lying, you know.
14:35You know.
14:36And this is where our resources are constantly being stretched.
14:40You know, persons don't understand that to really get the results that they want, some of them have to really
14:45monitor their own behaviors.
14:46Yeah.
14:46Because if you, the man who's driving on the shoulder, the man who's going where he's not supposed to go
14:50with the jet, you can behave yourself, then we can deploy the resources where it could have a more positive
14:56impact.
14:56It could have a more positive impact on areas that are really, really crime trouble hotspots for want of a
15:02better description, you know.
15:03So I continuously ask, person, when you look yourself in the mirror, that change starts with you.
15:09Yeah.
15:10What we're lacking in Trinidad and Tobago is discipline.
15:12That is what all we're lacking, discipline.
15:14All right.
15:14We're moving on.
15:15So 32 persons were arrested and 104 warrants executed during a tri-divisional warrant operation conducted throughout the Southwestern Division
15:24yesterday.
15:24So those arrested comprise of 31 males and one female ranging in ages 20 to 63 years.
15:3120 to 63 years?
15:34From communities across Separia, Fisabad, Pinal, Oropuch, Cedrus, La Brea, Point Fortin, Rancho, Kemado, Guapo, and Captiville.
15:44Man, the 63, it surprised you.
15:47You're telling me?
15:47Man.
15:48When you're supposed to be taking care of your grandchildren and cooking some oil dung or some callaloo or something
15:54for them?
15:55Last week, there was a media release that we read with respect to somebody who was involved in fraud, and
16:00I think the female was around that same age as well.
16:04So, you know, there was no age limit of favor with sex or gender as it pertains to crime and
16:11criminal activity.
16:12Jackie, we have an update for our viewers, an SOE update.
16:17Oh, officer.
16:23All right, so today's SOE update is as follows.
16:26Number of operations, 10,511.
16:30Number of targets, priority offenders, 2,744.
16:35Searches conducted, 3,931.
16:38Traffic operations, 6,513.
16:42Total persons arrested, 4,664.
16:46Total persons charged, 1,140.
16:51Firearms recovered.
16:53We are seeing movement.
16:5545 revolvers and 41 shotguns.
16:57So we are seeing movement with firearms.
16:59Ammunition recovered.
17:00We now see a total of 5,013 with an increase in the 9mm rungs to 2,478.
17:09511 rungs of 12 gauge and 846 rungs of 5.56.
17:15The 5.56 is very troubling, eh, Marlon?
17:18Yes, it is.
17:18And the dangerous drug sees.
17:20We see an increase in both cannabis and cocaine.
17:26577,420 grams of cannabis and 7,206 grams of cocaine.
17:31Marlon, as I always say, normally my husbands would read it.
17:34Now, what I say is firearms, ammunition, and drugs.
17:38And almost daily, we see movement.
17:42Some of them are constant.
17:44Now, we miss some movement in the firearms recovered.
17:49But the amount of firearms seized there is still troubling.
17:52The amount of drugs, the amount of ammunition.
17:545,013, you know?
17:56Yeah, yeah.
17:57Like 5,013 lives saved.
18:01And let me tell you, from what I'm seeing there, that's good work by the police.
18:04But Jackie, the slide before this, just go back there for me.
18:09And this is where I have a bit of concern, officer.
18:14Total persons arrested, 4,664.
18:17Total persons charged, 1,140.
18:21That is, that's kind of concerning to me.
18:25Yeah, because it's less than half.
18:26Yeah, yeah.
18:28Well, I know my experience with you all.
18:31I know what you all are going to say.
18:33Well, investigations are continuing and so on.
18:36But I think that is what the citizenry would be very good to say.
18:38And Marlon, I understand that.
18:41And the TTPS know that there's always room for improvement.
18:45Right.
18:45But a big part of the investigation as well is the partnership with the public, Marlon.
18:52Marlon, a big part of the investigation is the partnership with the public.
18:57But then the public have their trust issues and is brought on by things that we would have done.

19:02But we have to understand that Trinidad and Tobago is ours.
19:07We have to fix it.
19:08So sometimes we have to take the chance.
19:10Or like I say, if you know you don't want to partner with the police,
19:13you could still give the information to the anonymous hotlines like 800-7555.

19:20So I am not really one to really support the argument so much that we interest, we interest.

23:52Within recent times, you have had several boat incidents in and around, I think, Los Eros, Saudia,
24:10which basically has been Venezuelan coming in and Venezuelan leaving the country.
24:21We have a new law, A-C-I-S, the Advanced Passenger Information System.
24:33Is that in place at that port entry?
24:39Because there are a lot of searches going on,
24:42and people seem to be confused with who is lost and who cannot be found.
24:47If that law is effective in that area, it's an easy win.
24:52Now, I have asked you, and I'm hoping that you understand what has happened in Barima, boat accident in Guyana.
25:02It happened on the 18th and 11 days after charges have been made against the captain, the mate, etc.

25:23I'm juxtaposing that with the Tobago jet ski,
25:27where it took the police and inordinate time to bring charges.

26:45We are looking to charge somebody and secure a conviction.
26:48And there are processes involved in the investigation skills of Richard and Tobago police service.
26:52So, you need things like post-mortem.

26:57Certificate of analysis.
26:59You need statements.
27:01Feed your footage, if any.
27:04Et cetera, et cetera, et cetera.
27:05Then you may need expert evidence that we may not be able to give at the point in time.
27:10I mean, we have to call somebody with the skill set to give the expert evidence and information.
27:15So, I understand what he is saying, but we prefer not sacrifice accuracy for speed.

27:24But maybe, and I'm not, and you can't ask the police to give information to prejudice any matter.

28:23And we invite all the reporters, all the media houses to come and ask their questions.

28:50or even an advisory, because up to last week we did an advisory with respect to new fordulent activities we've

29:24to the public, it is facts.
