03:37Good evening Miss Husbands, good evening Trinidad and Tobago and to our international viewers
03:42on behalf of the Commissioner of Police, Deputy Commissioners, Assistant Commissioners and
03:47First and Second Division officers of the Trinidad and Tobago Police Service.
03:51Miss Husbands, it was quite a day, but I'm here.
03:55Show must go on.
03:56How was your weekend though?
03:57My weekend was quiet and I did not go anywhere.
04:01Get some rest.
04:03May is very, very active for me so I took a position to try and get in this month of
04:14relaxation
04:15before because as of May heading straight down, I would be very, very busy.
04:20You say relaxation, I don't know what that is called because most of the times you're always
04:25active with the TTPS so I'm hoping either way that what you're telling us here, you're
04:30really getting rest and you're not just saying that.
04:32So with me, once I am able to get in a nap or watch a little movie on the couch,
04:38it comes
04:40as relaxation for me.
04:41Alright, so let's dive straight into what's happening because I understand some activities
04:45were taking place.
04:46There was the active directed grid.
04:49Now, before we go into that, I know that we have a serious update when it comes to the
04:55Eversley case and there were three persons who were denied bailed and here we have the
05:01three men charged with the murder of Municipal Police Corporal Anushka Eversley also yesterday
05:08faced charges related to a massive cache of illegal firearms and ammunition including more pistols
05:16that of course was found and wrongs of ammunition.
05:18They were denied bail and remanded into custody.
05:22Now, Municipal Police Officer, we see here Javan Biggs Cooper, 28 Construction Worker, Kwame Arnold,
05:3120 and Scrap Iron Dealer, Nicholas Niko Ramdas, 24.
05:36All of Claxton Bay appeared before Master where the charges were laid by ASB Maharaj and of course,
05:45we're seeing the multiple charges that they'll be faced.
05:49Yes, ASB Maharaj of the Homicide Region 3 is the person tasked with the responsibility of
05:55this investigation and I assure you, not only you but Trinidad and Tobago that the operations
06:01continue, the audit continues, we have intensified operations and we are pursuing all leads.
06:09We will get every last one of those firearms and the commissioner will update the public accordingly.
06:18Yes, and of course we want persons to understand, you can correct me if I'm wrong, ASB when it comes
06:23to the information
06:24with the pistols, the ammunition where persons are just running with numbers.
06:29And this is why I said the commissioner will update the public accordingly.
06:36Persons are just creating and throwing all sorts of figures out there and we have to be careful
06:40because this also contributes to enhance fear within the society, within the community.
06:48People are just throwing numbers out there and you know we want to caution persons,
06:53whether it's for the likes, the clicks, etc. Just allow us to disseminate the information please.
06:59Yes, which is very important. Now let's talk about the active directed grid patrol which took place at the police
07:05academy in Senji.
07:06Just tell us a little bit more. Yes, and I will start by saying congratulations first off to the government
07:14for really gathering the resources and placing them in the hands of Richard and Tobago Police Service.
07:21I want to say thanks to the commissioner and the entire executive of Richard and Tobago Police Service
07:27and all the ministers that took time out of their schedules yesterday to attend.
07:33Then we had the Attorney General, Mr. John Jeremy SC.

07:41We had the Honorable Dr. Minister Kennedy Surat Singh.
07:45Of course we had the Minister of Homeland Security, Mr. Roger D. Alexander.
07:51And it was really, really nice and other distinguished guests of course.
07:55And it was nice to see that. Let me first start by saying General and Tobago that we have implemented
08:01a robust vehicle care and maintenance policy
08:05as it pertains to those vehicles. Let me start by informing the public that the commission of police should be
08:12commended.
08:14We are the first police service within the Caribbean region to have electric vehicles on our fleet.
08:22It builds the efficiency as it reduces the cost of fuel for our daily operations.
08:31So that's a couple of ticks in our boxes there.
08:34But I know persons are wondering, what really is this initiative?
08:38Yes, what is it about?
08:39It's an initiative where the vehicles will, the patrols will not just be a routine patrols,
08:45but will be deployed based on our statistics, based on data.
08:51There will be a combination, what we want to do is to ensure that there is a 20 minutes respond
08:59time maximum for any crime related offence.
09:03It also includes policing of what? The priority bus route. So the transit police, they are also involved.
09:11And given a perimeter of the bus route, should we require them to respond to anything?
09:17Are you all going to train the officers when it comes to maintaining the vehicles and understanding how the vehicle
09:23works?
09:24The officers were already trained and training continues because the vehicles are some nice vehicles and they're quick.
09:32They're very quick. What we want, what was also encompassed in this and packaged together is everything is linked to
09:43the fusion, the operational command.
09:45So we see where the vehicles are, we know where to direct the vehicles in the wake of something happening.
09:51There's a particular, how to put it by, initiative also involving using facial recognition cameras.
10:00So when persons are wondering, what are we doing about crime?
10:03You know, I can stand here and say we are indeed, and we would have heard the Honorable Prime Minister
10:11speaking about the initiative where they're about to roll out mobile boots, mobile police boots in certain communities.
10:20So at its heart, the initiative is about putting the right police resources in the right place at the right
10:27time based on data and real-time intelligence rather than routine random patrols.
10:34What are the key features?
10:36Data-driven deployment, patrols guided by crime and data trend, and intelligence to target hotspots and priority offenders.
10:48There's a central coordination point called the fusion center, which I said just now, and other hub monitors such as
10:57CCTV networks, facial and vehicle recognition, GPS tracking of police vehicles, databases of wanted suspects, etc.
11:07I don't want to put too much out there.
11:09Well, I know you can't put everything out there.
11:11You know, when we have new toys, and there is something else that we want to initiate that will also
11:18be part of this rollout, but I want to leave the commissioner.
11:21However, let's speak about it. However, very, very soon, we will get back some ear support, and I will leave
11:30it there.
11:31Let's circle back a little bit with the facial recognition.
11:33Is it that now persons will only be placed in the database based on if they were caught doing a
11:40crime, or is it that it's going to be a nationwide thing where you'll be gathering information so we could
11:45recognize your faces as on your system?
11:47It would be more crime related. However, we do have certain information where things have happened, or where persons, like
11:58for instance, sometimes we do something, we call a stop and search, and it may point you in the right
12:03direction with respect to something.
12:05You may have a description fitting someone, and they keep seeing, they keep getting reports about this particular description of
12:14person.
12:14Yeah.
12:15Liming in a particular area, let's say the corner of Park and Henry Street in the vicinity of the bank.
12:23Every time you pass it, that person is there. Eventually, it helps build that case.
12:28You start to gather particular information. Some persons may observe something differently on the point in time.
12:34And by you doing your stop and search and taking that description and stuff like that, it would lead you
12:39in a direction where you might be able to link this person to the crime.
12:43Yeah. Just a quick suggestion, if you think it makes sense, and of course, those who are the experts dealing
12:48with this here, would it help if you link it to someone's ID card where you gather the information?
12:55Because they're getting a description of all of us, and it is now placed in the database waiting, then waiting
13:00for someone to say, well, this person has been on this corner every day, and then waiting to see if
13:06we could get information, when we could just get it gathered.
13:09Because the majority of us are supposed to have our ID cards.
13:13Yes. And the majority of us are supposed to have our ID cards on us. It's true.
13:18And I'm happy that you touched on that, because one of the laws I would like to see implemented in
13:22Trinidad and Tobago is where that everybody, once they are leaving their residence, must have some form of photo ID
13:31on them.
13:32You know, some security companies may go to a place and they may ask you, write your name here, but
13:38they haven't asked you for any ID. How are they certain that the name you wrote there is the correct
13:44name?
13:46True.
13:47Some person might put Daffy Duck, some person might put John Doe.
13:50Daffy Duck.
13:51You never know. So, I would love to see a law like that where persons must leave home with a
13:57photo ID on them.
13:58But, I mean, they could have fraudulent photo IDs too, you know, with a name, whatever name they decide to
14:04put, and use a photo of themselves, but it's a different name.
14:07But we will always have the holes.
14:10They will always have the holes.
14:11It's not pinpoints in that.
14:11My thing is, it's to assist when it comes to gathering information for the database that you all clearly will
14:18need to have.
14:19Because if you could pick up my face immediately in a situation that may have happened, I'm not going to
14:23commit no crime.
14:25But if I pick up something that's not mine, and you're trying to identify the person, and you pick up
14:29my facial recognition, you get a full description, name, location, everything,
14:33then waiting for me to then commit the crime, or then gathering the information after the fact.
14:38But, you know, if you are firmly in possession of a fraudulent ID, that's another offense.
14:43Of course, yes, yes, yes.
14:44So, we would want to caution persons who may choose to do that, but I think it's a great idea
14:48where the legislators, if they're listening, could really pass a law by a person, and it will help.
14:54It's just like thinking, like when you travel.
14:55Because now, if somebody, let me say, XX is wanted in Port of Spain for certain crimes, but he's not
15:07wanted in South, he goes to South, and they pick him up there, you'll be like, this is XX who
15:14is wanted in Port of Spain.
15:15I think y'all could follow the model of, you know, when you travel with your passport, you have all
15:20the information that's there, and it could assist, which is a plus for y'all, to make it a bit
15:25easier.
15:26Now, right now, we got a video here that is a little disturbing, and of course, we want the public
15:32to be aware of this.

17:56at a total of 2,995.
18:00Dangerous drug seized.
18:01We're seeing an increase, again, with the cannabis.

18:05The things of today, firearm ammunition and drugs, eh?
18:09And I know some persons may become tired of hearing me say, but this is our mandate.
18:17This is our mantra.
18:18To protect and serve.
18:21To make every place in China and Tobago a safe place.

28:52So their equipment, some of their firearms would differ from what we have.
28:58You know, we have different standard issues to them.
29:02So they will more or less do it.
29:04Even the parliament police.
29:05Different.
29:06They are different.
29:06They are hired under different contracts by a different body.
29:11SRPs as well?
29:12Special reserves really more or less under the TTPS.
29:15Understood.
29:16Because we commission the commissioner for the special reserves.
29:19But when it comes to like parliament and municipal, there are some differences.
29:26Notwithstanding we all wear gray and blue, there are some differences.
29:30So their equipment is purchased by either by local government or by the corporation.
29:33It is managed by either local government or the corporation.
29:36So the commissioner does not have that direct charge over the day-to-day running of the municipal police.
29:45But in this case, it's just an investigation.
29:47So we are doing our investigation.
29:49Of course, we see Mr. Meister, ACP Meister, took up the controls, the helm at the municipal police.
29:57And we would now bring some enhanced policies from the TTPS, which we would tweak to suit that situation at
30:05the municipal to ensure that something like this does not happen again.
