05:06And as we're speaking of continuation, we are still asking persons to understand the importance
05:11of please taking it easy on the nation's roads.
05:14Be aware of your surroundings, the way in which you're driving.
05:17You're not just driving for yourself, but you're driving for others.
05:20Pay attention to signs.
05:21Pay attention to roads that may be no entry.
05:24Pay attention also to your speed because there was an incident that took place,
05:28and we're asking persons to please, again, be careful.
05:31This was earlier today.
05:32There was an incident along the SMR Coover Road.
05:36A 40-foot container overturned blocking the free flow of traffic on both sides.
05:43Police officers diverted traffic east along Cedar Hill Road in Claxton Bay
05:48to ease the said situation.

05:52So please, again, we're asking persons to pay attention when you are driving.

06:04Speaking of Paul Campo, who was missing.

06:21and he's going to give us more info on what's taking place in his said division.
06:25I'd like to welcome with us this evening Acting Superintendent Steve McKenzie,
06:30who is representing the Northern North Division this evening.
06:35Superintendent, how are you this evening?
06:37How was the beginning of your week?
06:40Because, I mean, we just started the week.
06:42It was a good week.
06:43Yes.
06:44Firstly, let me say thanks once again for having me back on the program.
06:48It's been a while.
06:49And, of course, I'm happy to be here to share, you know, my experience and, of course,
06:53all that we have to offer as an organization.
06:55Not just with you.
06:56Yes.
06:57So, thanks once again for having me on the show.

07:01We appreciate you.
07:02So, let us know what's going on with your crime plan in your said division.
07:06I am now attached to Northern Division North.
07:09And Northern Division North is that area that spans from Maloney Police Station to the far west.
07:15And it goes as far as Pinto Police Station.
07:18In Northern Division North, we have seven police stations.
07:21And, of course, it covers a wide land mass.
07:25Yeah.
07:26We are led by none other than our senior superintendent, a very auspicious lady, senior superintendent, Maydard Wilson.
07:34And a very good leader, I might add, as well.
07:37In Northern Division, we follow the operating plan of the Chianto Beagle Police Service.
07:42And, of course, the police service is the commissioner as the superintendents of the police service.
07:47And Northern Division is just one of ten divisions.
07:51Yes.
07:52Of course, so, in our initiatives, we follow the plan of the wider TTPS.
07:58You spoke about Festive Shield a short while ago.
08:01Yeah.
08:02And in Festive Shield, it's an operation plan, sorry, that for the Christmas period, you'll find different divisions involved in different operations
08:14to ensure that you are kept safe at your homes or as you go about your daily business.
08:19The commissioner has also rolled out what we call 12 days of Christmas, which would have started on the 12th and will culminate on the 23rd of this month.
08:30So each day, there are different initiatives that will be executed across the length and breadth of this organization,
08:36or across the length and breadth of Trinidad and Tobago, I might say, from different divisions.
08:41And on different days, we would have different activities all geared towards ensuring that you feel that festive spirit from the police officers.
08:52And, of course, some of the initiatives are meant to keep you safe.
08:55Some of the initiatives are just to show that different side of policing in this Christmas season.
09:00You know, it's not just about arresting and charging.
09:03It is part of what we do as police officers, but there's a softer side to policing.
09:07That community partnership is something we want to focus on quite strongly for this Christmas season.
09:13Yes. So with that being said, we will touch a little bit more what's happening in your division.
09:18Yeah.
09:19As well, superintendent.
09:20But as I mentioned a few minutes ago, of course, with the great news that we found out from the hunters search and rescue.
09:25Earlier today, we had some great news for the family and also friends and persons who were also concerned about Paul Campo from the Guaraguiarri village has been found after 70 hours in the forest.
09:40Wow.
09:41And we are really thankful to hear the news because we had Captain Rambarat who was here with us yesterday.
09:47And he spoke about, you know, the concerns and persons who are also hunting and they were really on a mission moving forward as to what was taking place with him.
09:57And as the update we found out here today.
09:59So a job well done to the hunters search and rescue as they continue to succeed.
10:05Now we have a video as well from Captain Rambarat that we want to take a look at.
10:09Let's take a look at that.
10:11Hunter search and rescue team will here in the deep forest of Guaraguiarri main field, an area that connects Moruga to Guaraguiarri.
10:24The hunter, Paul Campo, he has just been located.
10:27It seems as if he made his way from Guaraguiarri over the last 70 hours and would have journeyed to the Rio Claro Guaraguiarri road and started to make his way out to Rio Claro where he was picked up.
10:44The Rio Claro police station has just alerted us that he is in their company and we have a large entourage down here in Guaraguiarri comprising the special investigation unit, the Miaro police and other specialized units, villagers and his fellow hunters down here in Guaraguiarri.
11:05We are so happy that Paul Campo, who is 49 from Valencia, has been safely located.
11:14So we are going to leave this area now and make our way to Rio Claro where we will meet up with him.
11:21So we can use and congratulations to Hunter search and rescue where they are always, you know, in the mix of making sure we find missing persons and persons who may be stranded out there and we appreciate the hard work.
11:36At this time we take a look at what's making the update today with our SOED number 153.
11:46Number of operations 11,532.
11:51Target priority offenders 3,517.
11:56Searches conducted 76,348.
12:00Traffic operations 8,246.
12:05Total prisons arrested 4,748.
12:09Total prisons charged 2,537.
12:13Traffic offenses detected 42,523.
12:18Firearms recovered.
12:20Pistols we are seeing an increase at 117 along with revolvers at 66.
12:25A total of 252.
12:27Ammunition recovered.
12:28We are seeing an increase again with the rounds of 9 millimeters.
12:32Millimeters, sorry.
12:33And that is 1,803.
12:35A total of 3,437.
12:38And we are not seeing an increase thus far from yesterday with the dangerous drugs seized.
12:44So those were the updates of your SOE superintendent.
12:47Well, I can tell you that the Northern Division North has definitely added to that tally.
12:52And of course, I want to commend the good effort and the good work at the Northern Division North.
12:57In particular, on yesterday's date, a team of officers would have also added to the tally of operations.
13:04And in that tally, sorry, in that operation, they would have recovered two pistols with a quantity of ammunition.
13:11And sometime today, around June 11 and I think 1 p.m., they would have recovered another shotgun and, of course, two bulletproof vests.
13:21And that should be worth your attention in the coming hours.
13:25So I just want to commend the officers, you know, that continue to, you know, really give of themselves, give of them times.
13:32And, of course, sometimes we also have to say thanks to those persons who lend support to the officers behind the scenes, your families, your loved ones.
13:39To be a police officer is a sacrifice.
13:41And, of course, it means that a lot of the time that you would prefer to be at other spaces, you have to spend on the job, ensuring that you keep Trinidad and Tobago safe.
13:49So thank you so much, men and women of Northern Division and the wider Trinidad and Tobago Police Service.
13:55Before you go, I just want to also commend the search and rescue team that continues to assist the Trinidad and Tobago Police Service and the wider public in its endeavors.
14:05And the latest being the recovery or the locating of this missing man in the Rio Claro Forest.
14:13Persons, again, who self-sacrifice, who give up their time and sometimes endanger themselves by traversing some dangerous territories, you know, in aid of probably protecting someone or locating someone in this instance.
14:30It cannot go unnoticed and it cannot go without the level of compliment and the level of recognition it deserves.
14:37So from a policing perspective, I can tell you when, you know, we hear fire, we run into the fire as police officers.
14:43So as civilians, when we see what they tend to do, it has to be commended.
14:48So I commend you that body of persons.

19:08If you're now joining us, we have Acton Superintendent McKenzie here with us, who's representing the Northern North Division.
19:16And speaking of Northern North Division, let us know a little bit more what's taking place in the division with the Festive Shield.
19:21So, Festive Shield in the division, recently we had a visit to some of our senior citizens' home as recent as last evening.
19:30We are at the Arima, next to the Arima village home.
19:35We had Carls and Cans.
19:38And Carls and Cans is an initiative where we invited NGOs, feed-based organizations, persons from our youth clubs.
19:47The police band was there.
19:50And, of course, we invite them to come Carls with us in this spirit of Christmas.
19:57And, of course, as you Carls, we also wanted persons to patronize by way of donations, canned goods, non-perishable goods,
20:06so that, of course, we can extend a helping hand to those persons who are less fortunate.
20:11The event started sometime around Minister 5 yesterday and went on, probably until about Minister 8 after.
20:18We had in attendance our Commissioner of Police, Mr. Guevara.
20:21We had our Deputy Commissioner of Police, Ms. Suzette Martin.
20:24Our Assistant Commissioner of Police, Mr. Rishi Singh.
20:26And several other Foos Division officers.
20:29We had also support from our partners, the fire service and the prison service.
20:35And the mayor's office, the mayor himself was in attendance yesterday.
20:40The persons who probably reside or go in the vicinity of the borough of Arima, they would have also, you know, lent listening air.
20:50And, of course, at the end of it, we must say it was a resounding success.
20:54And we thank the patrons or those persons, the residents of Arima for just being there yesterday.
21:02And it was our way as an organization of saying thank you.
21:07And, of course, the love that you shared or you deposited into those boxes that were provided in terms of those cans on the 21st is our day.
21:18And it's consistent with our Festive Shield initiative.
21:21So, on the 21st, we're going to, you know, hand over those cans or those non-perishable items to those needy families.
21:31And, of course, they won't be our fanfare.
21:33So, they expect photos for this particular initiative.
21:36But, of course, just know that as police officers, it's part of our initiative now just to go one step further and lend a helping hand.
21:45Mr. Princeton, I know you feel when you see the executives of the TTPS more so, we're seeing more on the ground interacting with the public more and persons are being, you know, aware of these individuals, not just by name but also by face.
22:02Well, the police service is definitely changing.
22:03The expectations continue to differ and it continues to change.
22:07Of course, as police officers, we have to understand what's happening and what are the demands, what people actually, you know, want.
22:15And, again, tell you from a personal perspective, as we walk the ground, as we attend town meetings or we interact with members of the public, the cry continues to be the same.
22:24The persons who live in communities or who travel, they want to see, they want to feel, they want to get that sense of belonging.
22:33They want to hear from our police officers.
22:35And, of course, so when you have that example being led from the top, Commissioner of Police, Deputy Commissioner of Police, and the executive officers taking time to interact with members of the public, I can tell you there is that feeling of gratitude.
22:49One patron last night said to us, he would have said to myself and Ms. Maynard Wilson, after the show, some of those children who would have performed yesterday,
22:59and we had some performances from Arima Boys, I see Lahokata, Youth Club, about three or four different youth clubs, we even had a skit, and some faith-based organizations.
23:09But he was actually making the point that some of those children that performed yesterday, performed knowing that the commission of police would have been there,
23:21and, you know, those high-ranking officers would have been there.
23:23And, of course, we know that that is something that they would hold dear to them, probably for a lifetime.
23:29And a simple touch like that to the heart can bring about such a change in behavior, such a change in lifestyle for the future that, you know,
23:41it is obviously something that we would want to, you know, be very proud of, yeah?
23:45So I want to thank even my commissioner of police and the deputy commissioners and all those senior officers who continue to show that level of support to members of the public
23:57by reaching out, by, you know, walking the ground, by interacting, you know, meeting the doubles man, the taxi driver, the bus driver,
24:05and, you know, the average person, and just spending a little time to hear from him, his or her concern, yeah?
24:11The residents, and town meetings are there for a purpose, and it's there so that we can extract from you how we can better serve you as police officers.
24:20So I urge you here this afternoon, even when we come to you in your districts for town meetings or any opportunity, engage with us.
24:29Come out. Let's hear your voice. Let's hear what are your concerns.
24:32So as police officers, we can navigate ways. We can shift our ways in which we operate so that we can better serve you.
24:41So our job is to protect and serve, and the only way we can do better or be better is when we understand how to maneuver as police officers.
24:49I appreciate that a lot because I remember in my days, I used to see the officers along with the police commissioner
24:55and the presence coming into schools and in the communities, so it's nice to see that the commissioner is also pushing that as well,
25:01along with the other executive officers of the TTPS.
25:04So from one Cardinal Point to another, from north to south, and we continue the Festive Shield, day number five,

35:21A couple of issues.
35:22I want to commend the police service for the gains they have gotten within the recent past.
35:29The intangible drop in homicides and serious crime throughout Trinidad and Tobago.
35:39I want to also commend him when he said that citizens should make themselves hard-tagged.
35:50That is the preventive action that we as citizens have to do because the corrective action might never happen.
35:59And the corrective action is the response of the police and the judiciary system.
36:04So that's something to fix.
36:05What I want to get, the gains the police has made, the significant decrease in homicide and the serious decline in major criminal activity in Trinidad and Tobago.
36:23In order to sustain that and mitigate that, we have to determine the rate-limiting step.
36:33And I'm using a chemistry term, and I'm going to basically juxtapose that into what I believe has to happen.
36:43We have to have transformational, organizational transformation within the police.
36:50The police, TTPS, has to acknowledge the weaknesses and how to fix this.
36:55And there's a lot of weaknesses, and I'm going to go to the police officer who was charged right in the car in it, just before the major drug lord.
37:07And the person in charge of that unit, the extortion unit, say it is a sad state of the affair.
37:14And I want to juxtapose that to the day of policing.
37:20The day of policing, a number of senior police officers who are in the executive leadership couldn't answer about their charges.
37:30And we have those, a lot of those, in senior officers.
37:35And this ACP saying is a sad state of the affair.
37:38And I'm saying it is the same thing happened 10 years ago.
37:42It's the same thing.
37:43Some of the leadership doesn't understand their role and responsibility.
37:47They have to take action against their charges.
37:51They have to know, as if they know about the charges, then they should go.
37:56And a number of the leadership, current leadership, have always gone back to the day of policing, where are we with that?
38:03And that is why I've said the organized transformation of the police service to maintain and sustain the gain
38:10have to come within the police service and the police service commission, who I am always saying is currently found wanting, not action.
38:18And so many policemen have been brought before the court, and it takes long, and files are missing, and nothing decisive has taken.
38:30And I am hoping that the police actually push for legislation to weed out the rotten apples in the police service.

38:45And according to my records here, there is a drop in the homicides, as a matter of fact, for this period, last year, as of until the 15th, we had, where is it, 62 homicides for 2024.
39:03For the month, sorry, in Northern Division.
39:06Okay, we're speaking of Northern Division.
39:07In fact, let me speak about Cheyenne-Tobago.
39:10As of today, in Cheyenne-Tobago, for 2024, we had 589 murders, and for 2025, 349.
39:19Now, I think if the number was one, it would have been too high, Stella, because we would really like to live in a society where murders would be a thing of the past.
39:29Yeah, we'd really like that.
39:32The caller did ask the question, what steps are we taking to ensure that the drop in homicides is sustained?
39:41And I can tell you that it's a multicarm approach in terms of what we are doing.
39:46A number of things we are doing to change and ensure that that drop in homicides is sustained.
39:52And one being as simple as you may think this festive shield is, or this 12 days of Christmas, these are all intended with or towards cultural change, change in behavior, changes in mindset, sorry.
40:11Of course, we have, and of course, when we have persons who, when given the opportunity to change, they choose not to, you know, be a meaningful participant in society.
40:24Then, of course, we have those arms of the state that cater for that cross-sectional persons.
40:31In the state of emergency, we have given, as police officers, additional powers that we are using.
40:40And, of course, I'm referring particularly to the prevention and detention orders.
40:46And, of course, it's that group of persons that are intent on creating crime or disrupting society, as the case may be.
40:57We use that aspect of the law.
40:59And, of course, it has shown results.
41:03I'll use La Retreat in the Arima District as an example.
41:08And in La Retreat, I'm kind of straightened a bit, but nonetheless, let me finish it.
41:12Go ahead.
41:13In La Retreat, the police would have partnered with the community.
41:18And we got the support of the community in that particular district.
41:23Now, La Retreat was an area that was crime-ridden.
41:27And we had elements of gangsterism and that kind of stuff.
41:32And, of course, the community was living in fear.
41:35And the police went in.
41:37And, of course, we cannot do it on our own.
41:39We have to get the support of the persons living in the community.
41:45And coming out of that, and again, in partnership with the University of the West Indies, we have five persons that participated in our training program and came out with a landscaping certificate.
41:58You are now empowered for employment for a lifetime.
42:01We have a youth club coming out of La Retreat.
42:06And as an example, we have persons who are on preventative detention orders from the La Retreat area that has directly affected positively a reduction in crime.
42:19And I'm saying that as police officers, to answer the callers' question, as police officers, yes, crime is our responsibility.
42:27But we need your support.
42:29We need your ears.
42:30We need your eyes.
42:31We need you to listen.
42:32We need you to participate to ensure that Trinidad and Tobago is safe, not just by the police alone, because we live in communities.
42:38We are part of society.
42:40When I take off this uniform, I am just like you.
42:42Yes, you're not like Batman.
42:43Correct.
42:44And I don't have a cape on.
42:45Yeah, so he asks about crime prevention as citizens, and pretty much as I was saying just now, you do your part.
42:56Yeah, transformational policing.
42:58Caller, I trust that you would agree with me, the way we would have policed once upon a time.
43:05In today's world, we police far different.
43:07Our policing is evidence-based and technology-driven.
43:12We depend heavily on the use of technology to assist us, and of course, our techniques in our investigative capacity continues to evolve.
43:23And as a police officer, I can tell you, every time you sit in a classroom and you participate in some form of training,
43:30you recognize that, well, this is not how I went to the last time.
43:33There's a change.
43:34So policing continues to develop, and of course, as policing develops, we would be transformed, and we're hoping that we'll be transformed for the better.
43:44Of course, as police officers, we also have to work within the laws that exist, and that in itself is a process.
43:50And of course, there are a lot of things that we would hope could change or would change in the future,
43:54but as it stands right now, we have to function with the existing laws and department orders and policies and everything else.
44:01But on the last point, he spoke about the total day of policing, and he spoke about the seniors at the time.
44:09And the responsibility and knowing of their charges.
44:13Yes.
44:14And, you know, Trinidad and Tobago probably would agree with me that that was a dark day in Trinidad and Tobago.
44:20As police officers, action was taken, and the general public frowned on it.

44:28And we would have learned from it.
44:29We would have learned from it, and I think we are better for it.
44:33And, of course, if today, well, we do expect a similar circumstance, but, of course, as law enforcement, we are better for it, yeah,
44:41in terms of, you know, taking the necessary steps to ensure that we don't get to that point ever again.

52:21And of course there are some persons who may be wrecked and may have this fear of going for the vehicles because they have no insurance.

52:35Sometimes, I'm just saying that as a possibility
52:37it may not be the actual reality.
52:39Because they're not just paying for it just like that.
52:41They have to show you have a valid insurance certificate along with a valid license.
52:47That's right, you have to produce your insurance.
52:49And when they do come to the vehicle eventually they face
52:53or you see the surprise on their face
52:55they won't aware that an additional fee is incurred as the days go by.

53:03Just make sure everything is in a gear in your park where you're supposed to park or go in a car park.

53:08Any tips you'd like to give to the public as well?
53:11Well, again we want to stay pretty much in terms of the mindset of the individual.
53:20Tip number one, be alert, be aware.
53:24There's something we call the sixth sense.
53:27If it doesn't feel right then probably it isn't right.
53:30So sometimes you just need to listen to that sixth sense.
53:34And we talk about heart targeting and heart targeting is common sense for the most part.
53:39It's doing things that would, you know, make you safer.
53:44If you're in your home as an example, get to know your neighbors.
53:48Communicate with your neighbors.
53:49We encourage strongly community watch groups.
53:52We encourage strongly communities coming together to make the communities safe spaces
53:58so that we can have a sharing of CCTV.
54:02Yes.
54:03And you can encourage or incorporate the police within your district to be part of that initiative
54:09community watch as well.
54:10Community watch as well.
54:11So that you have the ears and eyes of the police within your district helping you.
54:16As police officers, we are always happy to partner and to work with those community groups
54:21who choose to police their own communities.
54:25And we're not asking you to be vigilantes.
54:27We're asking you, of course, just to do the necessary to ensure that the persons with ill intent would know not here.
54:34Go somewhere else.
54:35In fact, don't go nowhere else.
54:36Stay right there.
54:37Just don't come here.
54:39Look at your surroundings.
54:41Look at your home.
54:43You know, put on the mind of a burglar.
54:45Look at your home.
54:46If for some reason you see in your home an opportunity probably where a burglar can enter your home
54:53or probably if I forgot my keys I know how to get into my room.
54:56It means that someone with ill intent could probably do the same.
54:59Yes.
55:00So you need to fix those areas of concerns.
55:03You need to remove those things from within your yard that could cause someone to hide.
55:08And then, of course, enter your home.
55:10You need to move things from those spaces in your home that people can see from the outside
55:15and, of course, be attracted to stealing or breaking into your homes.
55:19And, of course, sometimes you just need to exercise good judgment if you're going away.
