04:41And we want to welcome persons who are coming into the country this weekend to next week for the greatest show on earth as they say.
04:50Our carnival.
04:51And of course the man who's in charge of all the, overseeing all the carnival operations.
04:58Gold Commander, ACP Richard Smith also of the Criminal Division and Special Operations.
05:05Welcome sir.
05:06How are you?
05:07And I know you've had a lot going on over the last couple of days.
05:11Sweet Pan and Sunday I was there.
05:13Sammy's North Stand and I know you were there in a different capacity.
05:17Yes I was.
05:18Good evening Mark and thank you so much.
05:20And good evening to the viewing and listening public of Trinidad and Tobago.
05:23And yes it was indeed an excellent event at Pan Semifinals in Queen's Park, Savannah on Sunday.
05:30You know we were out there from since 9 o'clock from as early as 9 a.m.
05:35We were out there.
05:36Gates opened at 11 a.m.
05:37We ensured that all security systems were in place.
05:41And we were there together with the fire officers as early as 9 a.m.
05:45And you know everything went well.
05:47We had no incidents there.
05:49We achieved our main goal.
05:50Our main goal was to prevent overcrowding at the North Stand.
05:53Yes.
05:54Even the Grand Stand as well.
05:55Last year there was approximately 8,000 persons at the North Stand.
06:01It was overcrowded.
06:03So we decided this year that would never happen.
06:05So in fact this year tickets were sold in the vicinity of 5,100 tickets for the North Stand.
06:12And at peak time we had just over 4,900 persons at the North Stand.
06:17And, you know, I just want to commend the persons who attended, the patrons who attended,
06:21because, you know, I came here and I spoke about the large-size coolers as well as the no-firearm policy.
06:27And all persons, they submitted their firearms for lodging.
06:32And we didn't have any problem as it related to the large-size coolers.
06:37So we had more space.
06:38The stands were safe and everything.
06:40We had more access through the pathways that were identified on the North Stand.
06:47And, you know, everything went well.
06:49And, you know, at approximately 9 p.m. when a particular band played,
06:55North Stand became almost half of the person left because they were waiting on that particular band.
07:02So if anybody knows that band that played around 9 p.m., they will know what I'm speaking about.
07:08But I have to agree with you that, you know, it felt to me like, I mean, in all the years going there,
07:15clearly there were fire officers on location there ensuring that people did not stand in the pathways where people had to walk freely.
07:25It wasn't as packed, as you said, from previous years.
07:29And, of course, that's observing, of course, all protocols and ensuring that it did not exceed the capacity.
07:36And, you know, we have had issues in the past and, of course, concerns in terms of safety of the structure and so on with overcrowding.
07:45So that was good.
07:46And I know that you have, I think, something to share with us if you would set it up for us on that day when the police officers worked.
07:55Yes.
07:56So on that day when police officers worked, you know, we had the Garden Emergency Branch was the team that was designated to deal with the bands going on stage and preventing persons from coming on.
08:07So that level of tactical support that we had there was, in fact, needed because, you know, at one point in time, we had approximately 2,000 to 3,000 persons in the drag coming in with these bands.
08:17So we have to keep them at bay.
08:19Otherwise, they would flood the stage and even try to enter into the Grandstand or even the North Stand.
08:23So Garden Emergency Branch, you know, kudos to you, led by ACP Collis Hazel.
08:28They were there in full force from early o'clock.
08:31And, you know, we really appreciate their support.
08:33The traffic branch officers who were on the roadway from 9 a.m. till it was completed, the Yeoman service, as well as the other officers who were on the inside.
08:44You know, some persons spoke about wrecking.
08:48We had to bring out the wrecker on that day because we had illegal vending taking place in the areas where we told them exactly not to do that.
08:56They parked their vehicles in the vicinity where these bands were staged in order to move off onto the stage when the time came.
09:05And we had to be looking for persons to have them move their vehicles.
09:08So the wreckers were called in.
09:11However, having removed these illegal vendors, some persons were parked indiscriminately on the roadway.
09:19Let's take a look at the video.
09:20So we had to go after them.
09:41Ladies and gentlemen, Trinidad and Tobago Police Services today provided safety and security to the Panorama celebrations.
09:57I am Assistant Commissioner, Tactical Support, Collis Hazel, responsible for the operations today at the Savannah.
10:06A very historical day for Pan within Trinidad and Tobago.
10:10A day in which we are witnessing 31 bands parading before the judges in the national semifinal competition being held at the Peace Park Savannah.
10:22And of course we know the story behind this is that the Pan has been declared a national instrument in Trinidad and Tobago.
10:30One in which we are all proud as a nation.
10:34And this is the competition that signifies and brings the unity of the people together.
10:40Of course, the Pan giving that recognition is being celebrated here with thousands of persons.
10:47And it's Trinidad and Tobago Police Services at this point in time providing security and safety to all patrons, ensuring that we have a clean and safe carnival.
10:58I ask all to make use of the police officers. We are all in our numbers outside here today.
11:03And we look forward to a safe and successful carnival as we go right into the morning enjoying the sweetness of the Pan.
11:12So it was certainly an event to behold. One of the most premium events I would want to boldly say during the carnival season that everybody or at least a lot of people like to attend.
11:33And you know this didn't come about just like that. It just took weeks of planning with the security team at the Queen's Park Savannah NCC.
11:39And I must say, you know, commendation and kudos to all the persons who are on that team from the CEO of NCC, the chairman, Mr. James Philbert, you know, Mr. Darian Marcel.
11:49All of them, you know, we came together late into the night to plan this event. And, you know, we have other events coming up.
11:54Likewise, we will be planning. We have already started planning for Skinner's Park on Saturday and then Pan in Tobago on Sunday.
12:04Yeah, I know. I know you have a packed schedule. And I know part of that, that whole remit of the carnival is also this new WhatsApp app that you all have introduced.
12:16Yes. The TTPS to kind of make it very safe and easy for persons wanting to know certain things.
12:22Yes. You know, I just wanted to give us a quick walkthrough on that.
12:26So we launched that WhatsApp channel recently that was launched last week, Friday, and it is a channel that you can go to to gather information or obtain information as it relates to Carnival 2025.
12:38You know, we saw it was needed because of the fact that persons do not know or do not have much information as to what is actually taking place.
12:45So we have information as it relates to the locations of the hospitals, the routes, relocation of taxi hubs, you know, all types of information.
12:55We even going to put information about the drones, the use of drones as well, even the use of the glass bottles as well in Carnival 2025 that has been prohibited as of this week.
13:07Legal Notice 38 of 2025 states that glass bottles are also prohibited for Carnival 2025 for the period 4 a.m. on Monday, the 3rd to 12 midnight on Tuesday, the 4th of March 2025.
13:22All right. Thank you so much. Yes. ACP Smith. And today is day 51 of the state of emergency.
13:28Yes. We're going to just take you through some numbers.
13:35Yes. So if you see there on the screen, you know, we have we had 2722 operations thus far.
13:44We targeted 2172 priority offenders and the number of searches conducted thus far is 18,530.
13:53We had 2437 traffic operations and thus far we have arrested 2006 persons.
14:03We have detected 9681 traffic offenses and recovered 91 firearms thus far.
14:11Ammunition recovered is one thousand nine hundred and fifty four of assorted ammunition.
14:15And we recovered just over 304 kilograms of marijuana as well as one point eight kilograms of cocaine.
14:26The cocaine is a lesser amount that have been recovered thus far.
14:30I know for some additional information, we have also prepared detention orders and sent up 23 persons for 90 day detention.
14:42And, you know, there is some persons were asking whether we can prepare detention orders for the 90 days or persons that we do not have in custody.
14:51Yes, we can, because once we have information that these persons are capable of causing disrupting public safety, as well as they could cause mayhem in this country, we can prepare those documents.
15:03And whenever we arrest them, it comes in the same form of a warrant. Yes.
15:08Or they surrender. Yes, it takes the form of a warrant. We can arrest them and send them up for the 90 days.
15:13Just to mention, we were talking about the seizure of cocaine and cannabis.
15:17I know yesterday, Northern Division Task Force near the Grand Bazaar area intercepted a vehicle with seven hundred and thirty three thousand dollars worth of cocaine.
15:27So obviously, these operations are yielding illicit, not just firearms, but but drugs and as well as persons wanted for various crimes.
15:36Yes, yes. And this is this is what we are looking for in this type of operation.
15:41I know we intend to continue in this vein, even post S.A.
15:44You know, we intend to continue like that. All right.
15:47We're going to take a look now at our headlines.
16:10So those are some of the headlines within the last 24 hours.

20:33And last night unfortunately there was a shooting incident in the La Joqueta area.
20:39Where the victim was later identified as Dylan Marshall.
20:45Shot and killed in that area.
20:49See some footage here. Apparently he was riding a bicycle.
20:53Not too suiting. I don't know if ACP Smith you could speak to anything further on this matter.
20:59Yeah well last night officers received information that loud explosions took place at that location.
21:05And when they arrived they discovered the body with the bicycle lying next to him.
21:10You know information was received that men came up and fired shots at him while he was riding his bicycle.
21:14And he later succumbed to his injuries.
21:17You know this is something that we are frowning on.
21:21Because although we have a reduction in murders this year.
21:24But you know one murder is too much anytime.
21:27So you know we are still trying our best to hold on the murders.
21:31But you know it's something that some people have intent in their minds to commit these murders.
21:36And it's difficult to even patrol.
21:38And you know some people speak about information.
21:40But the fact is information we get it after the fact.
21:43Somebody always knew that he was going to do that after.
21:46Most times we don't get it before.
21:48So now and that's the reason why this S.O.E. is so important.
21:53Now when we receive information like that.
21:55This is the reason why we put people for the 90 day detention.
21:58Because you know we have information that they could be a threat to public safety.
22:02We will put them away for 90 days.
22:04Conduct our inquiries.
22:06If we get the requisite evidence we will proceed against them.
22:09Charge them for the conspiracy or whatever.
22:12And he was the 47th murder victim.
22:15And of course we also had another unfortunate murder victim by the name of Brian Felix St. Paul.
22:22Also known as Woogie.
22:24He was apparently stabbed to death sometime last night.
22:27In the Fort George Road area in Indian Walk.
22:31Yeah that's in the Southern Division Princess Town.
22:33You know again another unfortunate incident.
22:36You know we are working with the community as well trying to get information.
22:40As well as closely with the intelligence agencies.
22:43Our S.I.U. and our divisional gang units to get information as it relates to this.
22:47But you know one positive is that there was a murder in Belmont yesterday.
22:50Marvin Phillip yes.
22:52And one suspect is currently in custody in relation to that murder.
22:56So you know at least there is some positive as it relates to that.
22:59We might have somebody to put before the court for that.
23:03And another note of course we know that you know there were two escapees from the St. Ann's Psychiatric Hospital.
23:10Last I think Wednesday the 12th.
23:13Yes.
23:14And the following day a prison officer managed to detain one of the guys in the Motu area I think.

23:27And we understand that the second escapee he was held yesterday afternoon by police in the Chagones area.

23:36So both persons are back in custody.
23:38And you know I just want to say this.
23:41Sometimes persons have their plan you know.
23:44They pretend they are mad from early and go in sentence.
23:48It's an easy escape.
23:49Yes.
23:50And that gentleman that we just showed you Joshua Gary was actually he's under you know he's been questioning for robbery and so on.
23:57Yes.
23:58And you talk about the citizen's engagement.
24:01I think somebody in the area saw the photo of him.
24:05Yes.
24:06And I think over a day or two they would have been looking at the person to ensure that it was the person.
24:10Yes.
24:11And then they contacted the police.
24:13Yes.
24:14And I just want to congratulate that citizen or citizens that assisted the police in getting that person back into their custody.

24:23And this is what we are looking for you know members of the public to assist the TTPS.
24:26You know because we cannot do it by ourselves.
24:28We cannot be omnipresent.
24:30You know we need your help.
24:31And you know strange persons in your areas.
24:33Yes we welcome that information.
24:35And you see now while we are doing this essay we have a lot of migration of these priority offenders.
24:41Some have been moving into far far out areas.
24:43Yes.
24:44Where persons may not be you know may not know them.
24:47But the fact is if you see these persons in your area that you know and not accustomed being there.
24:52By all means you can call the police.
24:54Call anonymously.
24:55Call 999.
24:56Call 555.
24:57And we will respond.

24:59So just switching gears a bit there we talk about safety on the roads.
25:04And as carnival approaches of course we implore people not to drink and drive.
25:08But still we are also seeing you know accidents happening during the day.

25:13There was actually an accident along the M2 ring road sometime today involving at least I think two vehicles.

25:22Are you seeing a car down in the ditch there and the truck of course just to the side of it.
25:27I'm not sure.
25:28I feel like I don't know if it's the tire looks busted there of the truck.
25:33Yes.
25:34Some sort.
25:36But certainly we want to obviously implore motorists to be extra vigilant and careful on the roadways even during the course of the day.

25:46You know people must be conscious of how they are driving on the roadway because you're not driving for yourself alone.
25:51You drive for the other users of the roadway.
25:53And I even saw a car just before Grand Bazaar after between Grand Bazaar and Karuni.

26:01It's still there.
26:02It has been there since I think Monday last week since last week.
26:04You know we are seeing that persons are not heeding these warnings drinking and driving.
26:09And you know there was a seven car smash up.

26:17It was on Friday evening actually.

26:19It caused serious traffic.

26:27So you know people must take cognizance of what is taking place on the roadway.
26:31And be mindful of utilizing your cell phone while you're driving.
26:35Because you know you see a lot of persons using cell phones on the roadway.
26:38Even in a private capacity you're seeing that.
26:40And this can distract you a lot and cause a lot of accidents.
26:43Especially when you're moving in traffic.

27:36Today there was a damning judgment on the promotion of police officers.

27:49And this is a cascadation on a DCP.
27:54Where they say she had an obligation to provide the evidence to the court so they could assess it.
28:02So that tells me that officer must be investigated.
28:07And likewise, the judge was an escalating attack on the former police commissioner.
28:13So how is the police themselves?
28:16You are handling those sort of things when it comes from a judge.
28:21You all have to get your act properly in the leadership of the police.
28:26Because I can go about five cases where judges have identified senior police officers who they believe had...

51:03for the 2025 Carnival and uh I
51:06know that uh ACP Smith just
51:08wanted to share some further
51:10information as it pertains to
51:12the Brasso or reopening of the
51:14Brasso Police Station. Um I
51:16know that there was uh some you
51:18know, disquiet following the
51:20incident. Yes. Yes. And you
51:22know, um unfortunately, the
51:24Brasso took longer than we
51:25expected to reopen because I
51:27visited there in another
51:28capacity about a month and a
51:30half ago to um to assess the
51:32condition of Brasso Police
51:34Station. However, we were
51:35experiencing um bat infestation
51:37in the building as well as air
51:39condition issues and um some
51:41other remedial works that
51:42needed to be done. So, we are
51:44in the process of having that
51:45done. We have completed the
51:46remedial works. We are only
51:48dealing with the air condition
51:49issues now. We should be
51:51finished by the end of this
51:52week and in order to open by
51:54next week as um suggested by
51:56the commissioner or stated by
51:57the commissioner, mister Junior
51:59Benjamin. So, you know,
52:00residents of Tabakit and
52:02Brasso can be can rest assured
52:04that we would be opening soon.
52:06We are sorting out the officers
52:08who would be posted to that
52:09police station and you know, it
52:11it has been long in coming. We
52:12we need to put back there. How
52:14long now that would have that
52:15been? If you could jump my
52:16memory, I I think that was
52:18close somewhere around twenty
52:2019 or 20. So, a pretty long
52:22time. Yes. So, you know, we
52:23needed to do some works on
52:25inside that that station there.
52:26We also have the juvenile
52:27detention center at that
52:29station as well. So, you know,
52:30we need guardianship in that
52:32area based on what we are seeing
52:33now and because of the distance
52:35between stations, you know, we
52:37need that that um station to be
52:39yes because II know for quite a
52:41while, we've been hearing that
52:42call a clarion call from from
52:44residents and and the Tabakit
52:46area for the reopening of the
52:48Brasso Police Station. Yes.
52:49Yes. Yes. And I imagine there
52:51were other obstacles and
52:52challenges that perhaps uh the
52:54citizens don't know about that.
52:56Yes. I would have encountered
52:58trying to to get that station
53:00up and running again. Exactly.
53:01So, you know, so we have sorted
53:02it out and it's just a it's
53:05air conditioning units at this
53:06time. Alright. So, uh residents
53:08of Tabakit, rest assured that
53:11your police station, Brasso
53:13Police Station will be reopened
53:15come next week. Hopefully,
53:17you know, the commissioner
53:19acting commissioner, mister
53:21Junior Benjamin at the press
53:22conference yesterday and mister
53:24Smith, of course, also giving
53:25that reassurance to you all and
53:28some of the reasons why there
53:30was uh a delay perhaps in uh
53:32opening the police station.
53:34Moving on to some lighter news.
53:36We have the carnival
53:38celebrations. Uh mister
53:40Shabadi Sergeant Shabadi
53:41reminding us at the St. James
53:45Carnival on February 20th,
53:492025 at 7 PM. 25 years of
53:52traditional masks. Old time
53:54competition. Uh St. James
53:57Social and Cultural Committee
53:59and the NCC Regional Carnival
54:02admission is free of course.
54:04Uh register now and there's a

54:11and uh mister Smith, I don't
54:13know if you're going to be
54:14passing down there to support
54:16your colleague or you know, on
54:18Friday night. Yeah, of course,
54:19I will be there to support, you
54:21know, and you know, it's part
54:22of our tradition as well, you
54:24know. So, apart from my gold
54:26commander status, right? You
54:27know, I will be there to
54:28support um Sergeant Shabadi and
54:30his team, right? I think it's
54:31it's it's it's on Tuesday. My
54:33bad. I'm thinking Friday. I'm
54:35getting beside myself. I'm
54:36hoping that the week is
54:37finished. Yes. Uh I don't know
54:39if there's any tips you would
54:40like to to leave with our
54:42commander for 2025. I know we
54:44were talking earlier about the
54:46fact that you're going to have
54:47a lot of police officers
54:48involved in in carnival
54:50celebrations but there's also
54:51others doing special
54:52operations. Yes. Yes. Yes. You
54:54know, and um I just want to say
54:55quickly that, you know, people
54:56speak a lot about Trinidad and
54:58all the high crime but we are
54:59having a lot of visitors coming
55:01in by the thousands coming to
55:03Trinidad. Despite we have an
55:04SOE, we have visitors coming to
55:06Trinidad for Carnival 2025. You
55:08know, so we want to show them a
55:09good time. We want to show them
55:11that they made a right choice.
55:12They made the right choice to
55:13come here and we will have
55:14special arrangements in place
55:15in Port of Spain as it relates
55:17to security, tight security. We
55:19have taken officers from other
55:21parts of the country to work in
55:23Port of Spain because this is a
55:24mecca of carnival. So, we have
55:26officers here and you know,
55:27person would be concerned as it
55:29relates to what would be taking
55:31place apart from carnival. How
55:33are we going to manage this
55:34country? And we would be, we are
55:36going to manage the country
55:37because we have set our
55:39operations properly. We have
55:41officers assigned for carnival
55:42duties as well as officers
55:43assigned to call for service in
55:45the station districts. Officers
55:47assigned to conduct SOE duties
55:49even during carnival 2025. And
55:51you know, we have also been
55:53collaborating with different
55:55agencies. So, our major agencies
55:57external agencies that we
55:58collaborate with is the TTDF,
56:00the municipal police, the
56:01transit police, pretty last in
56:03the squad, even the traffic
56:04wardens as well and you know, we
56:06have reached out as well to the
56:07private security companies who
56:09assist us in providing community
56:11comfort patrols as well as
56:12industrial estate patrols during
56:14the season. So, during this
56:15festive season, we have these
56:17private security assistant and
56:19you know, they do human service.
56:21We have the amalgamated
56:22security, SESL security, SWAT
56:25security, G4S, they assist us
56:27immensely in our patrols in the
56:29residential as well as
56:30industrial, industrial estates.
56:32Alright, and I know you, your
56:34hands are going to be filled
56:36and I know you told us there
56:38will be over about 250 officers
56:40for the semis of the Calypso
56:42Monarch at the Skinner Park.
56:44Yes. On the Saturday. This
56:46Saturday. Working in shifts. So
56:48we ask that you know, we thank
56:50the officers for for your hard
56:52work and for keeping the these
56:54events safe. Alright, remember
