02:51It's Thursday and with us today is ASP Ishmael Pitt of the Trinidad and Tobago Police Service.
02:58Welcome sir, how are you?
02:59Not too bad Mark, thank you for being here.
03:01Good afternoon Trinidad and Tobago.
03:03What's up? How are things with you?
03:05I'm good as can be and I know that it's a little bit of stormy waters for the Trinidad and Tobago Police Service.
03:13Grabbing all the headlines in the last couple of days of course.
03:19Amidst controversy ending with Police Commissioner Christopher being sent on 66 days leave.
03:27Of course the Prime Minister in a post-cabinet conference just a short while ago indicating that that leave will be paid for.
03:38But certainly of course there are certain questions that her attorney raised over the last 24 hours, Senior Counsel Ms. Pamela Elder.
03:46About the situation and I know in terms of how the entire situation was handled after the court said that the suspension was lifted and so on.
03:59It took quite a while for the Police Service Commission to give that letter indicating that she's now officially back on the job.
04:10And there are obviously questions asked about was there some kind of interference from various ministries and instructions being handed down of course.
04:22Well what we know for sure is that what occurred was novel, unique, we have never experienced something like that in the past ever.
04:33We are a young nation and for that reason there are things that continues to come up that probably we didn't anticipate or we didn't prepare for or we just hope that it never happened.
04:50So we were faced with a circumstance and it was addressed, it was addressed by persons who had the authority to address it.
04:58The issue for us as an organization is how do we move forward from here and looking at how things unfolded and a lot of humility that was exhibited by persons within or who were directly involved.
05:18I think that it placed the organization in a position where the impact of what took place did not necessarily impact our ability to perform our role and function.
05:30But it doesn't stop there, it doesn't only stop with us and our ability to perform, it also captures the way the public view the organization, how persons view the TTPS and our ability to address certain issues.
05:48So in that regard and I mentioned the term humility, based on the humility that was exhibited, it's something that I personally as an individual, as a police officer, I felt it was commendable.
06:02Because if persons who were directly involved behaved a particular way then it could have made a situation that might be deemed bad worse.
06:15So we were able to overcome as the saying goes and as I said before it's a matter for us to pick up the pieces and go forward.
06:23I trust that it did not impact the public trust and confidence that we are seeking to restore to the extent that it now pushes persons further away or takes away from that level of confidence and the way they view the TTPS as a whole.
06:42You took the words out of my mouth because I was angling my next question along those lines.
06:47How does the public, seeing this played out from day one and not just the public of course but the region and internationally as well made headlines across the region and of course even internationally that you are the sitting police commissioner arrested for allegedly misbehaving in public office.
07:09So obviously as you said the public will have their qualms about what has happened and I guess in your estimation you think that it has impacted or the TTPS has taken a little hit from this episode.
07:24I mean as you said before it's unique of course.
07:28Well there are certain things that are unavoidable and yes definitely there would be an impact.
07:35The degree of the impact is more or less how we are able to manage things going forward.
07:40So we are in a good position now to mitigate and to buffer.
07:44What I must add though it wasn't limited to the TTPS.
07:49There were several other players involved in this situation and rightfully so and they had to make decisions.
07:58Decisions were made but nonetheless the face of it is the TTPS.
08:03So yes definitely there is an impact but the degree of the impact is one that we may not be able to measure at this particular point in time but we could more or less do things in order to mitigate, to buffer, to lessen so that relationship that I spoke of before is not one that would be further strained.
08:29Yes most certainly and you know as I said the public will be looking on and we are hopeful under acting Commissioner Benjamin that you know things can proceed as and then of course the initiatives and all those plans that you will have will continue ensuring the safety and security of the public.
08:46Definitely and you mentioned Mr. Benjamin and I kept using the word humility.
08:54You know it's very good as senior police officers, police officers on the whole that we are able to demonstrate a high level of humility.
09:04Some persons see it as weakness but really and truly if we look at the core of it, it's a lot of strength that it takes to behave a particular way and allow good sense to prevail.
09:17You know we don't need to go out of character to get what is destined to be ours so to speak.
09:26So it is important that as office holders we behave in a particular way to demonstrate the members of the public that we believe in the process that we have sworn to uphold.
09:39Alright well said and you know just changing gears a bit there was some missing gear from the locker of the garden emergency branch.
09:48I don't know if you have any further information about what would have happened or you know what kind of investigation has unraveled since this came to light.
09:58Yes well I have no further information regarding what took place but I am certain at this point in time my information is that a robust investigation is ongoing.
10:08There are several leads at this point in time and we are hopeful that within a short period of time we will be able to hold persons to account.
10:17It's never a comforting moment for us when we have to investigate internally but we understand that this is commonplace with human nature and for that reason we have to do what we have to do.
10:31Yes certainly.
10:32Alright we are going to take a quick look now at our headlines.
10:47So those are some of the headlines within the past 24 hours and you know our next story of course is a pretty sad one.
11:04I don't like to stand here and tell people about you know young aspiring sports persons you know passing of course in the most unfortunate of ways a most violent death of course by the gun.
11:20No fault of his own of course we learnt that the 15 year old footballer Zaid Allen who was shot in the head a couple of years ago in the Maloney area succumbed to his injuries earlier today and I know ASP Pitt will be able to give us a better idea of you know the situation now.
11:41Yes so your information is indeed correct he is confirmed dead. You know things like this it rips through our community and we often just focus on the family but it's a community that is impacted by this and not only the community that the deceased resided in but also the footballing community and also probably whatever youth group.
12:10School he went to.
12:12So the impact of this is so widespread that you know we must always look at how these things have a ripple effect. So based sometimes on its prevalence we tend to become desensitized regarding these type of violent crimes.
12:33But let's say who feels it knows it. We need to ensure Mark that these circumstances, these situations, these incidents don't go without persons being held accountable and we often cry out and say persons in the community the very said community are aware as to who might be responsible for carrying out these acts and we will appeal to persons tremendously.
13:00Please come out and give us the information. The persons reside right within your space. Come out and give us the information. Now we know there will always be the concern of being targeted and lack of trust. These are common issues that have been brought forward previously to suggest why persons don't want to provide information.
13:24But we have gone beyond that as an organization and we have said here what you don't need to speak to us face to face. We have anonymous means by which you can provide the information and we will take it from there.
13:35So by all means we are asking persons please seize the opportunity through these methods in order to give us the information so that the life that was lost, this young man and his family and the persons he went to school with and the persons he played football with and those who had hope for his future and the prospects of him probably being a national footballer. These persons could get some sense of justice. Is that serious Isil?
14:01Now I want to ask because you know we had the other young 15 year old shot and killed in April in the Lahokete area and then we had this unfortunate incident and then the day before yesterday another lady was in a bathroom of her home in the Maloney area also shot in the arm I believe.
14:19What is happening there? Is it that there is a feud between war and gangs because obviously they are going at groups unsuspecting persons might be in that group who are obviously shot and injured or shot and killed in this incident as well. What can you tell us in a nutshell?
14:39Well it's no secret that there are gang activities in the area. We have experienced some quiet for the past months and we were very grateful for that. A lot of policing effort went into that and a lot of community effort as well. We cannot discount the efforts of the persons who reside within the community but sometimes things occur and it sparks and it sparks to the extent that persons believe that the only way of addressing it is through violence and unfortunately in the process innocent persons die.
15:09Regardless death on the whole by that means that unlawful means is something that we would not condone but it's even worse to digest when it's someone who was totally alien to what was taking place and it's just you are a victim of circumstance just because you live in a community where persons don't always subscribe to the rule of law.
15:30So yes there are issues within the community regarding gang and gang related activity. What I can tell you though is that the incident that you referred to concerning the young lady and this incident concerning the young man they are not related in terms of. They are not but except to say that it's within the same community.
15:52Yes well we hope for that day arrest day persons responsible for the murder of that young man as well as for the shooting of that lady as well. And speaking of which we have video of a shooting in the KP lands area in Valencia in which a victim I believe was shot in his arm.
16:15So you're seeing someone going into a vehicle here. This would have been on let's say a Sunday. So a couple of days ago.
16:31At a glance it appears as though the street is a bit flooded but it's just the footage.
16:38Yes I guess it's just how the footage comes across. Now that it's cleared up so now you can see. So the person obviously is trying to make his way out of the car.
16:50Then two men armed with firearms comes and shot. He's shot of course he's injured and he luckily escapes and leaves his car of course rolling on onto that garbage bin. Luckily I guess he escaped with his life more importantly.
17:10Yes indeed he was able to take evasive action and it was sufficient to preserve his life. And in order for him to have done that it meant that he was looking at his environment and he was able to observe persons approaching him and based on that he made a decision and fortunately the decision that he made is one that was able to protect his life.

19:44Welcome back to be on the tape. I'm your host Mark Bassan joined today by ASP Ishmael Pitt of the Trinidad and Tobago Police Service. We just want to remind you of the numbers to call 623-17-11 extensions 1996 and 1997 and we have a video to share with you.
20:00You know a lot of concerns have been raised over the last year or so and we've done more about home invasions and we have one to show you in Kelly Village.
20:09So you're seeing here some suspects apparently walking onto the compound. One appears to be armed with a firearm at the top of it's at least three individuals or is it four? Four individuals. Yes. Yeah. I guess they're trying to find a way to get into the home.
20:30And you know the opportunity that CCTV presents it's tremendous with the purpose of investigation. So we are now able to observe patterns modes of operation individuals and you know it adds to our investigative prospects.
20:50Actually it's five of them here and you see this gentleman here apparently. Something occurred there because they were looking at the window and then. This gentleman I said Mark. Well. Okay. Suspects. Okay.
21:04They ran off and then they came back. Something was up. Something appeared to have alarmed them and of course they jumped the wall and escaped. So I'm not certain whether or not that the owner of the premises might have had a licensed firearm of some sort.
21:23Or some kind of a. You see the door opens. Two fleas and then the others look into the door and then I realize I don't know something spooked them of course. Yes. Because they took evasive action. Yeah.
21:40And I would want to believe you one of that promises of the persons who were on that inside the home that is might have had something that they didn't expect. Could be. It could have been an alarm as well. It could have been a horn. It could have been something that caused them to be concerned as to their presence there and they likely would have been caught.
21:59It could have been a firearm as well. But at the end of the day fortunately they weren't able to accomplish what they set out to accomplish. Nonetheless they are accountable for an offense and anyone with information regarding this we would always ask for them to cooperate with us. As I was saying during the showing of the footage cameras present a wonderful opportunity for investigators.
22:26Now in the first instance it can act as a deterrent because persons may be canvassing your area and they are looking for the softest possible target and if they don't see cameras you know they might be more inclined to carry out a particular act. Yeah. So we always encourage that. We're glad that nobody was sued. Yes. Alright I think we have our first caller on the line. Caller good evening.
22:50Hello good evening Mr. Bastan and to the officer with you again. I have a little contribution that I want to know if it is against law or if it is permitted to do so.
23:10Now I am from the Balfour area. There is a police shop across from where I live. There are some Venezuelan nationals. There are local people involved there. And we keep on playing this loud music and disabilities all over the night all over the day. We keep on calling the station. The station has nothing to do with it.
23:35They don't even come. And when they are calling at a certain time or a certain time the officer especially our senior officer that is there when she is on duty she is very arrogant to the fact what they are doing and keep on rushing up to call us when we call to make this report.
23:54I want to know if it is that loud music is permitted at any time any day or is it illegal to do so?
24:25And you said that you communicated with the police and the response was less than desirable. So can you please leave your number off air so that we can address that issue first hand.
24:39Alright I think he might have gone. Hopefully he calls back and leaves his number. Of course we didn't quite catch whether or not it was a business place or it was a house. We don't know. Because of course if it happens to be a business place I know they are guided by certain times to operate and so on in comparison to a house where you are playing music loudly at any hour of the night.
25:03No but even if it is within a private residence it will still have some breach taking place. Now the issue is and I know at Norseum we have been engaged with this particular issue and it is a case of sometimes the police being seen as powerless and I know that that very issue was even raised during the political campaign as something to address.
25:33And you know that as an organization we would hope that the laws are much more enforcement friendly so to speak regarding this particular issue because it definitely impacts the quality of life within the community.
25:48There are persons who are just insensitive as to the other persons who reside within their space. Yes you are entitled to use your property, you are entitled to enjoy your property but you ought not to do it at the expense of other persons.
26:04And if it's a business place it is a bit easier let's say a bar or what have you because that person now will be desirous of renewing their license and for that reason now the investigators, police that is, would rely on the account of other persons in the area and your input now could impact whether this license is issued or not or the terms and conditions under which it is issued.
26:28So Kola please provide your information, well he's gone now but I just as he would have provided his information so that we can be a little more in depth in addressing the issue.
26:38Our producer said that she got his number so obviously we can have a conversation with him at some point after the show. But you know you raised a very salient point because this issue has also been ventilated quite recently and referencing the concert held last Saturday at the Queen's Park, Savannah.
26:57A couple of persons have chimed in on the government side as well as other persons who have complained about the loud music that echoes across into the St. Ann's area and all those other areas close to the Queen's Park, Savannah which obviously they are asking for the relevant authorities to take a look see at this and see where they can I guess make sure that they operate within a certain decibel range.
27:27Within reasonable, yes.
27:28Yes.
27:29Within reasonable.
27:30And Kola don't, he also mentioned the behavior of the officers, you know it's something that will be addressed, we'll be speaking to the senior officers at that particular location so that you know some customer service engagement could take place.
27:45Yes, certainly that interaction with the police and with the civilians when they call, you know you have to be able to treat every report that you get with the same or equal, you know in a way that you deal with people and how you speak to them because customer service as you say is something that is very important across the board in Trinidad and Tobago.
28:06Of course.
28:08But you know at stores or restaurants or groceries as a case maybe.
28:11Yes.
28:12And when people have a good experience, they obviously will want to talk about it.
28:15Yes.
28:16And vice versa as well.
28:17But hoping for better experiences in the near future with the TTPS and when civilians interact with them via phones.

33:12And then I was having a conversation with a senior officer who was saying to me that there's also SUVs that they're looking at as well.
33:19Going forward, they're trying to target as well.

33:22And strangely enough, she said an accent, Hyundai accent.

33:27It's not the usual vehicle of choice when it comes to lastly motor vehicles.
33:32You hit it there, the Tidas, the Aquas, those are the vehicles that persons would usually target.
33:39It means to say that there was something about this vehicle or some reason.
33:47Obviously, it would be a reason generally.
33:49But something specific as to why they targeted this vehicle.
33:52Whether it's for the fact that probably parts scarce or what have you.
33:57But you are correct.
34:01It's a case of persons targeting particular vehicles.
34:06And it's now being observed to be a gang activity.
34:10So persons are organized.
34:12And we may think that they are operating in isolation.
34:15We may think that they are just being sporadic.
34:17But they are very calculated.
34:19They do their homework, so to speak.
34:22And it is important for persons to secure their property in a particular way.
34:26We are not victim blaming in any way.
34:29Yes.
34:30But we have made a significant investment.
34:33And it is important that we try to preserve this investment in terms of making it a high target.
34:38Whether we want to use alarms, whether we want to use GPS,
34:42whether we want to go with the hardware and put on the lock on the steering wheel,
34:46the lock on the gear shifter, kill switch.
34:51What we have observed is that because of technology, persons have now deemed those hardware items obsolete.
34:59So you are going to put GPS in your vehicles.
35:02And if they are able to override the GPS, then there is nothing else that is stopping that person from removing that vehicle.
35:09We are saying no.
35:11If it is that you can put all those things in your vehicle, then definitely someone is going to have a hard time.
35:18Right?
35:19So we need to take these things into consideration.
35:22Again, it's not victim blaming.
35:25But we can learn from the circumstance of somebody else and put ourselves in order and make ourselves harder targets, make our properties harder targets.
35:35Exactly.
35:36All right.
35:37So we wanted to – I know that we have been talking about a lot of safety and roadways.
35:42And we have an actual video involving a vehicle that crashed into a trailer.
35:52And, you know, a parked trailer, of course, on the side of the roadway.
35:56And I don't know if you want to give some tips.
35:59From both sides, I would say, rather, in terms of what to do, what not to do, that person – I mean, that vehicle looks very, very mangled.
36:08Yes.
36:09And, you know, coming up against a very steel structure of that magnitude.
36:15Yeah.
36:16I'm hopeful that the person survived, to begin with, seeing where it ripped through the entire vehicle.
36:24And then we had another vehicle, of course, also would have been involved in some sort.
36:29But I don't know if there's any advice, you know, for persons.
36:33Even for those who park trailers on the side of the road during the night, it should be properly lit, yes?
36:38Yes.
36:39So that motorists who are traversing that roadway or roadways would be able to see it.
36:45I'm glad that you also looked at it from the other end.
36:48Yes.
36:49And, you know, I don't think a week goes by without us paying some kind of observation to road safety.
36:57And, yes, we have been seeing lots of accidents.
37:01And, you know, largely persons already know there's social media.
37:05And we are able to take pictures and take videos and pass it on.
37:10So persons are aware of what is taking place, generally speaking, regarding road safety.
37:14And road safety is everybody's business, as we would say.
37:17Yes.
37:18It's not just the drivers. It's not just the passengers.
37:21It's even persons who are pedestrians.
37:25DUI, drinking and driving, is definitely something that contributes to accidents, exceeding the speed limit.
37:32The simple things that we may neglect to do in terms of ensuring that our vehicle is roadworthy,
37:38our braking system is appropriate, our brake lights are functional, our tires are roadworthy,
37:44even down to the windscreen wipers.
37:46Because, yes, we are going into the rainy season.
37:49And you wouldn't want that rain to fall to such an extent that if your wipers are not working appropriately,
37:54it now makes it difficult for you to see the roadway.
37:57So all these things can contribute to accidents.
38:00You mentioned lighting.
38:02And lighting is not just limited to the vehicle that is being driven by you or I.
38:09It's a case of even other objects that might be on the roadway, other vehicles like the one that we observed there,
38:16having the necessary mitigation apparatus to warn oncoming traffic that it exists.
38:27Because you can well imagine something like that in a dark area,
38:31and there's nothing more or less to have it illuminated where the driver can say,
38:37hey, there's something beyond my vehicle.
38:42So there are so many things that can contribute to an accident.
38:45And we tend to take it for granted.
38:47And then there's the youthful exuberance, as you would say,
38:50persons who just believe that I can drive so good.
38:55And usually there's an age group for that.
38:58But sometimes that age group is defied by alcohol.
39:03So as much as we might see it as juvenile, sometimes even grown men and women,
39:08because they have taken a beverage, they go back into that juvenile state,
39:13and they behave poorly on our nation's roadways.
39:16So it's a combination of things, but the end result could be fatal.
39:21And, you know, largely accidents are avoidable.
39:24We are saying that accidents will happen,
39:26but we are also saying that largely accidents are avoidable.
39:30Yes. Incidentally, the second video we showed you was not related to the first.
39:34That was actually a road traffic accident in the Four Roads area,
39:39in Digger Martin there, the intersection there.
39:42And we've had a few of those.
39:45You know, this is the accident here in the Four Roads area in Digger Martin,
39:51involving two vehicles.
39:53Of course, you know, it's an area where in the last couple of weeks
39:56we've seen a couple of accidents along that highway and so on.
40:00And we want to tell persons to exercise extreme caution
40:05while traversing the nation's roadways.

42:19And sometimes even on the flip side,
42:22the police also have situations where they themselves have to deal with.
42:28And this is a classic example that we are about to show you,
42:31a video where some officers would have entered the premises of a female.

44:04Despite the abuse and despite the obscenities of the individual involved.

44:10So in local parlance, the person properly will cuss up the police.

44:16And oftentimes persons would say the police is too wicked.
44:21The police abusing the authority.
44:24It's usually the police doing something untoward.

44:29And in the background we will be saying no.
44:32There are reasons why force might be used.
44:35And sometimes the story is not necessarily balanced.
44:39We have it first hand here.
44:41Where, and you said it, based on your observation, police officers were very professional.
44:48They were very tempered.
44:50They exercised a significant amount of restraint.
44:54And you have a member of the public, albeit within their residence, behave in a particular way.
45:03And from where we stand, it looks as though it's an unprovoked sort of situation.
45:10If it is the police come to your residence and they are seeking answers.
45:15And you choose not to cooperate.
45:18There are polite ways by which you could express that.
45:23But when you behave a particular way, you tend to want to aggravate the situation.
45:29And then now if the police responds a particular way, you have the aha moment.
45:35You know, people are just waiting to say aha, you see.
45:38So the moral of the story is respect goes both ways.
45:42And the same way we would want police officers to respect members of the public,
45:47the same way we would want members of the public to respect police officers.

46:58But we are doing 40 or 50 feet during the week for safety.

47:04So I hate to be so sour and so bitter.
47:08But the police are doing nothing about it.
47:11And I rang back on police twice and gave my name, gave everything,
47:17all the information.
47:19And it's the same.
47:21Nothing has happened.

48:51and how it is as members of the public we can contribute towards making
48:56society better and being true partners with law enforcement,
49:00these are the things that we are speaking of.

56:11And, you know, persons will have the opportunity to get to know their community police officers.
56:16Police officers who are responsible for governing their space or ensuring that their space is safe and secure.
56:24So all this will take place on Saturday the 31st of May between the hours of 9 a.m. and 3 p.m. at La Retreat Arima.
56:31Most importantly, fun activities for the children.
56:35So, Mark, this is something we are really, really proud of as a division.
56:39We know that La Retreat is an area that has been challenged in recent times regarding gang activities, violent crimes.
56:48And we were able to get our community policing apparatus within that area.
56:53And the levels of relationship that has been realized within that period of time, it's tremendous.
57:01And now we are able to have an activity of this nature where we can see that relationship come together for a common purpose.
57:10Where persons are going to be exposed to things beyond policing to have a greater appreciation as to the society that they live in.
57:16Right. Sounds good. Something, of course, for the long weekend for those who are looking for something to do.
57:21Or maybe just interacting with persons from a different space and support.
57:25You know, who knows, I might even pop by.
