00:00A reduced speed limit is set to be imposed on a section of the Leeds Ring Road
00:04as part of the £13m Lawnswood Roundabout Improvement Scheme.
00:09The reduced limits will be introduced between the roundabout, King Lane
00:13and the University of Leeds' Wheatwood Sports Park.
00:16A council report said the roundabout has a long-standing poor safety record
00:20where the ring road meets Otley Road.
00:23Pedestrian crossings, traffic signals and cycle lanes are also proposed
00:27in a bid to improve road safety and cut delays for buses.
00:31Leeds City Council said the proximity of the roundabout to Lawnswood School
00:36lends particular weight to the importance of providing safe crossing facilities in the location.
00:41Designs have been drawn up for the roundabout scheme
00:44but the construction phase is subject to separate approval by the council.
00:49A public meeting held in July last year was attended by around 100 people
00:53with letters sent to people living nearby last January.
00:56No objections were raised by the emergency services, bus operators or ward councillors.
01:03Funding for the scheme will be provided by the West Yorkshire Combined Authority
01:07and Central Government with a report saying the development and delivery of the scheme
01:12does not require use of Leeds City Council funds.
01:15The council is planning to publish legal notices required to implement the project
01:20and public objections to the traffic regulation orders would have to be considered
01:24by the council's chief highways officer.
01:27Speaking to the Yorkshire Evening Post, some locals expressed fears
01:31that it could result in more traffic on what they said is already a congested area
01:35and increased air pollution outside the school.
01:37The roundabout is one of the busiest in North Leeds
01:40with over 60,000 vehicles moving through the junction each day.
