03:40Yes, and a very special good evening Trinidad and Tobago and the rest of the world.
03:43I'm Arlon Hopkinson.
03:44As always, welcome to Beyond the Tape on this beautiful, rainy, wet evening in Trinidad
03:52and Tobago.
03:53And we do have a very special guest with us on the program today.
03:55He's a member of the family, you know, so you can't welcome the gentleman.
04:00The gentleman, he lives here.
04:02So, what do I say?
04:04Good evening, Brent Batson.
04:05Yeah, good.
04:06Good evening, Mr. Hopkinson.
04:07Always a pleasure to be here on behalf of the TTPS to spread the message of road safety.
04:13Mm-hmm.
04:14And, of course, you would remember that Brent, he is the coordinator of the TTPS's Strategic Road Safety Project.
04:24And, of course, you would remember that Brent over the years, how many years now, Brent?
04:29A decade, two?
04:30With the police.
04:30A decade, two?
04:31Yeah, police, 14 years.
04:3214 years.
04:33So, we've been with the police, and before that, we would arrive alive for five years.
04:36Yeah, almost two decades.
04:38Yeah, yeah, yeah.
04:39So, he has been out there in the field, in the vineyard, really trying to speak to you all,
04:47asking you all to behave when it comes to road safety.
04:50And, you know something, Brent?
04:52I'm coming down this evening on this wet road, and I get vexed almost immediately
04:58because two individuals are speeding in and out from the right lane to the middle lane to the left lane,
05:06and I'm wondering what sort of person is this?
05:09Yeah.
05:10And then there's this other individual, I have to say something to you, eh?
05:15Right?
05:16Because we're on the tape again, so I must get some things off of my chest.
05:20Please do.
05:20Yeah, yeah, that's right.
05:21So, TDH 6954.
05:24Oh, you're calling out the number.
05:25Oh, yeah, man.
05:26He's on the right lane.
05:27TDH 6954.
05:29He's on the right lane.
05:30Right lane, huh.
05:31And he's speeding, and all of the motorists on that right lane, he's flicking the lights
05:38at them if you see him, man.
05:40Yes, speeding in and out.
05:42Wow.
05:42That is the sort of behavior that we are experiencing this evening on our roads on the eastbound
05:50lane.
05:51In some areas, the traffic is moving, but in certain areas, it's gridlock.
05:55So, my advice is if you do have the opportunity, maybe you could leave late from Port of Spain
06:02or get something to eat and drink because you are going to be in that traffic for a while.
06:07On the southbound, yeah.
06:08Yeah.
06:08And I also want to, I'm glad you raised it because, you know, I also have to remind drivers,
06:14Marlon, when these adverse conditions present themselves, we ask them, like, sometimes,
06:19drivers especially, like, that isn't, like, it's suddenly.
06:22You know what I mean?
06:24Folks, you have to have your vehicle roadworthy, first of all, okay?
06:28And that means having good tires.
06:31I always remind persons, you know, people say cars run on gas.
06:35They don't.
06:35You know, cars run on tires.
06:38It's friction that stops the car on the surface.
06:40So, you want to make sure that that's a proper investment because you're not always going
06:46to have good conditions.
06:47You're not going to have dry, perfect conditions.
06:49And it's critical that you have safe tires to make sure that vehicle could stop when you
06:55want it to stop.
06:57Stare when you want it to stay because direction is also a critical part of what that tire
07:01does.
07:02And make sure that you, the other day, Marlon, we were on patrol.
07:06It started to rain by CRAM Brothers on the southbound.
07:10There's a guy with a pickup whose wiper is not working.
07:14And he has his hand outside wiping his windscreen.
07:17Yes.
07:17You believe that?
07:18Yes.
07:20So, we pull him aside.
07:22You know what we're doing?
07:22He says, it stopped working all of a sudden.
07:25That didn't stop.
07:25You were hoping that that rain wasn't going to bust down by the time you left where it's
07:31going.
07:32You know what I mean?
07:33So, folks, it's not you all going on the road.
07:36You know, you mentioned that guy, that TDY, flashing lights as if, alright, you're not
07:41an emergency vehicle.
07:42People are supposed to move out the lane.
07:43No.
07:44If you're late, you're late.
07:45You don't put other people's lives at risk.
07:47And that's the selfishness that we're always trying to combat from an enforcement standpoint.
07:53Our job when we're enforcing is to coerce a behavior, a safe behavior, to ensure that
07:58everybody uses the road safely.
08:01You reach your journey or your destination safely.
08:05Or even reach back home safely.
08:07But we all have our parts to play.
08:08And it's not just, you know, drivers.
08:11Even pedestrians.
08:12I mean, when we're coming into Port of Spain, it starts to rain.
08:15And the pedestrians are running across in front of vehicles.
08:18People have to slam on the brakes sometimes.
08:21As pedestrians, you'll have to remember, cars don't just stop like that.
08:26First of all, you cannot assume the driver saw you.
08:29Suppose he was looking down at that point.
08:31He could be changing the station.
08:33He could be doing this.
08:33And then you suddenly both, unless you have some confirmation that that driver has seen
08:39you acknowledge and is giving you right away, don't step out into the traffic.
08:43You know, it's not something that we like to respond to, you know, when pedestrians get hit.
08:50Because we always say that there's no protection for the pedestrian, you know, there's no bumper to crumple on the
08:56human body.
08:57But they have a key role to play all to ensure their own safety.
09:01I stopped at CityGate a few weeks ago for a young lady to cross.
09:06My light was green.
09:08And she's crossing from, that would be what?
09:11From south.
09:12It would be south, yeah?
09:14To north, right?
09:15And this is her.
09:17I stopped my vehicle.
09:18She never once looked at me.
09:21Yeah, yeah, yeah.
09:22And I'm glad you mentioned it.
09:23So it's not just distracted drivers, right?
09:26Culture, you know, the technology has changed a lot.
09:28And it's always reminding persons, you know, when we got a license,
09:32I didn't have to wonder if somebody's sending a WhatsApp message.
09:35That risk didn't exist.
09:37This is a different driving environment with so much distractions.
09:40When Minister Zakir was making the comments, I remember,
09:43when there was a big hoveloo, he used to take over the distractions.
09:46You saw the size of these screens cars come with.
09:49All kind of 14-inch, you know, on the dashboards that become more interactive to give lots more information.
09:55You know, so they call it now, not even dashboards, but in 14-month centers, you know?
09:59And it goes to show that we, as road users, have to really be more attention,
10:07or pay more attention to ensure that drivers have acknowledged us,
10:11especially when you're giving right away or if you're moving forward, you know?
10:15When people flash lights, that's another good example.
10:17We had an accident that responded to, but the man flashed the lights.
10:20What does flashing lights mean?
10:21Does it mean come true?
10:23Does it mean I come in true?
10:24Does it mean, what, police up ahead?
10:26I mean, come on!
10:28You know, so it's a tough balance with the culture.
10:32But the good thing, we've seen success, especially this year,
10:36in the reduction in road traffic deaths.
10:39And that's the trend that we want to maintain.
10:41All right.
10:42So, Brent, let's talk a little bit about the reversible lane control system
10:46that was implemented along the Eastern Main Road between St. Joseph and Mount Lambert.
10:50Sure.
10:51Yeah, yeah.
10:51I know the Ministry of Transport and Civil Aviation has implemented this.
10:57That's across the Eastern Main Road.
10:59That's from St. Joseph to Mount Lambert.
11:02And so far, you know, folks, the feedback we're getting from the public,
11:07they're actually grateful for the guidance.
11:10You know, I always remind people, once you have clear communication to drivers
11:13so what their roles and functions are, it actually helps with traffic management.
11:17Peak Owl, as persons know, so for example, from 6 to 9, you have a dual carriageway heading westbound
11:26and then it reverses from 2.
11:28So that helps, like I said, manage volume through the space.
11:32Outside those designated times, the center lane becomes a turn lane for right turns off the roadway itself.
11:40And like I said, so far it has been working.
11:42I was telling Jackie before we started that I'm trying to get some data in from the St. Joseph station
11:48to see if there's been any reduction in road traffic accidents with regards to the implementation of the technology.
11:55And I was speaking to the chief traffic engineer and he was also telling me that it's the first of
12:01its kind in the Caribbean.
12:03So the system is being tested.
12:06And so far, so good.
12:08To me, it also reminds traffic engineers that, you know what, give drivers clear notification and it helps.
12:15When we have to give evidence in court that a person was on the shoulder, right, or improperly overtaken on
12:25the left,
12:25it doesn't help when there's no line.
12:28You know, so maintenance and clear demarcation, it helps communicate to the driver what their role is
12:35so that the enforcers themselves can do their job.
12:38Yeah. All right. We also have this for you, accidents and fatalities.
12:43Sure. Yeah. So this is just a good example.
12:46Like I said, for the year where we've seen that decrease overall a 28% decrease in road traffic.
12:52That's a 23% decrease in fatal road traffic accidents.
12:57What is interesting, if you see our biggest spike there was in April.
13:01When we had a 71.
13:02Well, we believe it was an anomaly.
13:04Usually that usually happens in me when rainy season kicks in.
13:07Yeah.
13:08But this year, April for the first time was our deadliest month for the year.
13:13And still, like I said, we've also seen coming down to the end of the year is where we get
13:19our main concern in the last, you know,
13:21quarter of the year going into that Christmas and carnival.
13:25And what's more disturbing from us is such a short season.
13:29When it's a short season, of course, it's compressed amount of events.
13:33Persons from barn launches to FETs and stuff like that.
13:36It's also a drain of resources from the police.
13:38Remember, it requires a lot of extra duty policing it takes from patrols.
13:43So this is just a good example where we've seen the decreases overall across for the year.
13:48And like I said, totals are 28% decrease for 2026.
13:52And it's a trend we want to continue for the rest of the year into 2027.
13:57All right.
13:58So, Brent, we will discuss that a little further as we move on into the program.
14:03But I do have this as some housekeeping.
14:05So, the Trinidad Tobago Police Service is investigating a fatal police-involved shooting,
14:09which occurred around 8.15 p.m. on Wednesday, October 28th, 2026,
14:14along Orange Hill Road at Patience Hill within the Shervin Police District.
14:20All right.
14:21So, officers of the Tobago Division, Gang Intelligence Unit,
14:24and the Deputy Commissioner of Police Operations Team, Special Investigations Unit,
14:28Tobago, were conducting an anti-crime operation when they received intelligence,
14:32which led them to the area.
14:33Upon arrival, the officers observed a white Nissan Tida without or without registration plates
14:39parked along the roadway with one occupant inside.
14:42As the officers approached the vehicle, the occupant allegedly pointed an object
14:46resembling a firearm in their direction.
14:49Of course, the officers would have discharged their service-issued firearms
14:54in keeping with the TTPS use-of-force policy.
14:57All right.
14:58We do have some headlines for viewers, Jackie.
15:04Thank you Vera, and three.
15:11Thank you very much.
15:14Thank you very much.
15:18Woo-hoo.
15:19It's a blast, now.
15:26Hello.
15:28Wait.
15:28Hey.
15:29Hi.
15:31Hello.
15:31Hey.
15:32Hey.
15:41All right, so, and just to remind all callers of our numbers, 623-1711,
15:46the extensions are 1996 and 1997.

15:55you can do so by emailing beyondthetape at gmail.com.
16:00What? The email remains, you see?
16:02All right, or WhatsApp.
16:04This is new, right?
16:06New to me.
16:08WhatsApp, 765-8383.
16:11All right, so Jackie has me on a short leash as it relates to our time.
16:17So I'm on time.
16:19So here's what, everybody.
16:20Let's go to a very short break.
16:24You need five.
16:26Five minutes.
16:27That's all it will take for you to complete the Trinidad and Tobago Police Service
16:31Public Satisfaction Survey on your phone.
16:35Yes, five minutes.
16:37That's all it will take for you to share your experience with the police,
16:42what we're doing well,
16:43and even ways in which we can improve.
16:47Your feedback will help us improve the quality of service we give to you
16:52in our stations, on our streets, or even when you call for help.
16:57So just give us five minutes.
17:00Take this away, share your perspective,
17:03and help us improve our service.

17:37And it's also gentle on my stomach,
17:40because my greatest gift is giving them special moments.
17:46If you want some peace of mind,
17:49peace of mind to change your life and coverage,
17:54that will keep your future bright,
17:56well, don't worry about everything,
17:58because peace of mind is what we bring.

18:23So you have one less thing to worry about.
18:28WhatsApp 336-CUNA for more info.
18:37In sacred moments, only the finest will do.
18:43Gold medal key.
18:47Pure ghee, pure devotion.
18:52Taste the gold medal difference today.
19:19If the most famous October Florence, the Soviet Union is a popular color of ink, opinion.
19:20So it is open to this world, and you will be able to see the gold medal requirements.
19:20In linkage by conviction on this supply chain, 1913.
19:20In number two inime quarterly audio card-upation.
19:58And that's for accurate forecasts, time your lids and the weather information you need every day.
20:04Because when the forecast changes, you should never be caught off guard.
20:57Yeah, the music has brought back some memories, Jackie.
20:58I want to get down to you with the man to deal with, mainly with the traffic.
21:03Correct, right?
21:04Yeah, I'm going to try my best.
21:07The traffic to deal with traffic mode.
21:10Go ahead.
21:10I want to tell you, please, I spoke on this same program twice already about the traffic light by the
21:176th Avenue and the bus route.
21:21It's about three years ago when the bus route was not open, the traffic coming along 6th Avenue heading south
21:27couldn't turn right or left.
21:30It had to go straight down and you make one block and you get back on the 5th Street.
21:34Since this, a few years now that we could turn left on 6th Avenue and it was a tremendous amount
21:40of traffic damage on the morning when cars were in front of one another.
21:44But if you could look into making that how it was previously, it would be a lot of congestion.
21:50I want you to personally look into it from a police.
21:54You can't register two different options and that's what happened.
21:57No problem.
21:58It's easier for a man to spend, let me say, one minute and he's saving a real traffic damage and
22:03he just makes one block instead of cutting the traffic.
22:06But stand, stand, stand, stand.
22:08Before you do that on your staff, I don't get a red pressure drop in their ground.
22:12Sure, on the sincere, I hope, Jackie, can we get his number on here?
22:18Alright, what you can do, sir, is that if you do have the opportunity, you can call back and give
22:23Jackie your phone number.
22:26Alright, Jackie, we do have some more calls.
22:31Good evening, caller.
22:33Caller, good evening, go ahead.
22:37Caller, go ahead, good evening.
22:39Good afternoon.
22:39Yes.
22:40Good afternoon, Mr. Marlon and Sergeant Bastille, you are so informative and I must compliment you.
22:46But Marlon, you have said two things that I will like to add to.
22:53You mentioned of the people driving fast on both lanes, in and out, ducking in and out, and especially blinking
23:01lights on the right.
23:02But there are times that people are driving very slow, extremely slow on the right, and in order for them
23:07for it to pass, because all lanes are occupied, sometimes I myself bring the light.
23:12I would like to know if I'm doing something that is wrong.
23:15No, sorry, so let me talk.
23:17Yeah.
23:17Yes, good night, good night to the panel.
23:19Yes.
23:20All right, B, I've heard your question, sir.
23:21Good.
23:22I've heard you.
23:22So you're not doing something wrong by flashing your lights.
23:26You're not committing any traffic violation or offense for that matter.
23:31I want to remind person, so I hear you, Kola, because I want to thank Traffic Management Branch of the
23:37Ministry of Transport and Civil Aviation, and I'll say Chief Traffic Engineer, Mr. Piggott.
23:43One of the complaints we were getting in from the public was persons were driving too slow in the right
23:50lane.
23:50Yes.
23:51Causing persons to occupy center lanes, even left lanes, some complete overtaking maneuvers, right?
23:57And so they listened to us, even from the feedback from beyond the tape, and I always tell people it's
24:04one of the good examples of a good feedback loop, Marlon, just through this program.
24:09We liaised with the government stakeholders, and I'm pretty sure all drivers have seen an increase in signage across the
24:16Church of Roosevelt Highway, the Uriah Butler Highway.
24:19This is Solomon, Uriah Highway, where it's reminding drivers, please keep left unless overtaken.
24:27Slower traffic, occupy the left lanes, you know, the leftmost lane and center lane.
24:32So you really want to keep out of that right now unless you're completing an overtaking maneuver.
24:38There's some times, and I have to remind persons where, you know, persons call in and they say, oh, these
24:44truck drivers, they're blocking the right lane.
24:46But I have to remind persons, you know, coming closer to Grand Bazaar, if they have to continue east, they
24:53have to occupy the right lane to make the turn to continue east.
24:57So they are going to be in that right lane.
24:59So I always remind, it requires patience.
25:02You know, everybody has your right to the road.
25:04The drivers have to reach where they're going to.
25:06So you also have to have some understanding.
25:08But your correct driver, that drivers also have to be respectful and occupy the center and left lanes if you're
25:14moving slow.
25:15Let's make a point on that, on the flicking of the lights.
25:18Because in 99.9999999999% of the cases.
25:25You sure you didn't leave out one more nine?
25:27Nine.
25:27I just checked in.
25:28The flicking of these lights, it's always to intimidate the driver who is in front.
25:35I hear you.
25:35And in most cases.
25:36It's aggressive.
25:37It's aggressive.
25:38It's a form of aggression, right?
25:38In most cases, that person is on your bumper.
25:41And that person is flicking these lights.
25:45And that is why, so it may not be against the law.
25:48No, but it's a form of aggression.
25:50And aggressive driving, it triggers other behaviors.
25:53I actually think that there's a video that's queued up where we talk about this type of aggression.
25:59And you guys are right in that.
26:02Persons, right?
26:03It's interpretations of a behavior.
26:04So, you think you have right of way.
26:06So, you're flashing your lights.
26:08We're blocking my lane four.
26:09And flash.
26:10Well, okay.
26:11Sometimes, you know, I always have to remind a person, there's a new driver.
26:15She just got a license.
26:16She just got a license.
26:18One elderly driver.
26:18And she'll move across.
26:20But, you know, right up and up.
26:21She's afraid to move, right?
26:24With your aggressive stance.
26:25And then you pelt out.
26:26And then suddenly they cut back.
26:27They cut back in front of them as if they sent a message.
26:29What are you doing?
26:30Of course.
26:30So, it's a tough balance sometimes.
26:32But I also remind persons, they have unintended consequences.
26:36You know, and this is why just being patient, being courteous, you know, being respectful for everybody on the roadways.
26:42It goes a long way.
26:43Let's take another call.
26:44Good evening, caller.
26:46Hi, good evening.
26:47Good evening.
26:48All right.
26:49Hi.
26:52Caller, caller, stop.
26:54If you could change your position a little bit so that we can hear you.
26:58Let's try again.
26:59Can we hear you?
27:02Go ahead, sir.
27:03All right.
27:05Recently, when it's 177, a ticket went to Mount Lambert traffic light.
27:13I just want the highlight coming into the zebra.
27:19That was a hole right before the traffic light.
27:24Officer, how old?
27:25Well, we can't go down any hole.
27:26So, I end up in Mount Lambert, and it's also a given message for the service of others.
27:33It has a hole.
27:34I might even have a light on.
27:35You're guessing it?
27:37Hmm.
27:37All right.
27:38It's breaking up a bit.
27:39So, I do apologize, eh?
27:40But I think it would be a disservice to you if we continue with your call because we're
27:45not hearing you, and Sergeant is not hearing you.
27:47He can WhatsApp, but if you can WhatsApp, yeah.
27:49If you can, yeah.
27:51You WhatsApp.
27:52The WhatsApp number, it's 765-8383.
27:57All right.
27:57So, the WhatsApp number, it's 765-8383.
28:02Again, 765-8383.
28:05So, if you do have the question, send it to the WhatsApp, and we'll have Sergeant respond
28:10to your concerns.
28:11All right?
28:11Sure.
28:12All right.
28:12We're just getting ready to take a few more calls on Beyond the Tape for this evening.
28:18We do have another call.
28:19Good evening, caller.
28:20Hi.
28:21Good evening.
28:21I'm Margaret.
28:22I'm Charles.
28:24Hi.
28:25Hi.
28:26Hi.
28:26Hi.
28:26Hi.
28:26Hi.
28:34All right.
28:35All right.
28:36Hold on.
28:36Hold on, caller.
28:38If it is possible that you can change your direction just a little bit, we are having
28:43some great difficulty in hearing you, and I want Sergeant to hear you so that he can respond
28:48to you.
28:48All right?
28:49So, let's try again.
28:50Good evening, caller.
28:52Good evening, Marvin.
28:53I'm Charles.
28:54Yes.
28:56I would like to hear you from the next year.
28:59I had an experience.
29:00Yes, sir.
29:02All right.
29:03All right.
29:06She's...
29:06Ma'am, I apologize, but you're gone altogether now, so we're not hearing you.
29:10If you do have the opportunity, please call us again.
29:14Yeah, I don't know if it's the weather or anything that's affecting our connection.
29:17As they say, it has water in the line.
29:20Yeah?
29:21Back in the telco.
29:22It's the real telco days.
29:23It's telco days.
29:24Jackie, can we go to the video?
29:27Or we can go to a break?
29:28All right.
29:28We're going to a very short break, everybody.
29:29We're coming back.
29:34Over 40 years in the Trinidad and Tobago Police Service has taught me one important lesson.
29:43Evidence matters.
29:46In policing, we rely on evidence to establish the facts and make informed decisions.
29:54Therefore, improving policing should be no different.
29:59That's why your participation in the TTPS Public Satisfaction Survey is so important.
30:07Your honest feedback provides the evidence needed to understand what's working, what isn't, and where improvements are necessary.
30:17Don't leave it to someone else to tell your story.
30:21Your experience is evidence.
30:23Your perspective matters.

32:53I'm just here for two days.
32:54So with me, it's supposed to be back on Monday, right Jackie?
32:56Jackie, so she's in, she's in Tobago as part of the carnival, right?
33:02Frolicking.
33:03Working, I don't know.
33:04I didn't want to see.
33:05Brent said so anyway.
33:07Brent said, she's on the radio.
33:09Whitney, I close.
33:10Yeah, but do some partying too.
33:12The red morning show is over there.
33:14Alright?
33:14Yeah, well, she'll do some partying too.
33:16Alright, so here's what everybody.
33:17So we do have this for you.
33:19Two very, very interesting videos.
33:21As I understand, the first one is in Trinidad and Tobago somewhere.
33:25And the other one, I believe it is in Jamaica.
33:28So let's show now the one from Trinidad and Tobago.
33:32The end is coming and losing again.
33:36All right.
33:45I believe it is in Germany.
34:00Onlarıê.
34:01Well, I'm not too sure if this is, I've not seen a number plate, so I'm not too sure if
34:05this is Trinidad and Tobago.
34:06You know, sometimes this happens across the entire Caribbean.
34:09But one thing for sure, it's a public roadway.
34:11All right, so that itself is illegal by itself.
34:14If it is Trinidad and Tobago, this person may have a lot to answer for, even from a licensing perspective.
34:23This one I actually saw before.
34:26And what's terrifying for me, Marlon, is that the persons that are posting these things are for their own benefits.
34:34Social media views, which are going to go viral.
34:38But this is on a public main road.
34:41This is not even a carriageway.
34:43You know, so all it takes is some unplanned event, some pedestrian to run, because you have no control of
34:50other people.
34:51I don't know if people who practice this type of behavior watch too much WRC and, you know, Formula One.
34:59And they do seem to forget that those are closed circuit tracks with professional drivers.
35:06Here, you're on a public road where so many things can go wrong.
35:09And unfortunately, people might click on and say, wow, you're awesome, you're amazing.
35:13Well, you're such a fan.
35:14You could rail drive, so you're, uh-huh, yeah, he got away this time.
35:17But when things go wrong, people will die.
35:21At those speeds, it is unsurvivable if a pedestrian gets hit.
35:24It is unsurvivable if he ends up T-boning somebody at an intersection.
35:28And unfortunately, that's sometimes the behaviors that people think is cool, but we have to deal with the consequence.
35:34And that's a good point that you have made, because the argument has always been, I could drive and you
35:40car drive, right?
35:41You car drive, but I could drive.
35:43But he or she doesn't have control over the dog that is crossing.
35:48That's right.
35:49The elderly person who is crossing, the child who is running across the road, the person who is cycling, the
35:55person who is jogging.
35:56You don't have control over that, and you don't know what they will do.
35:59Yeah, it's a closed track, and I have to remind, you know, young people, yeah, you can look up to
36:05Formula One races.
36:07I do.
36:08I love WRC, but I understand it.
36:11You know what I mean?
36:13Here, on that black carpet known as the public roadway, there are too many things you have zero control over,
36:21and the consequences to when things go wrong will be life-altering.
36:26I told you, if people die, if people become paralyzed because of an impact, and sadly, it will all be
36:34preventable.
36:34So, I just have about two minutes before we go to our break.
36:37Speak to the issue of drifting on the public roadway.
36:42All right.
36:42So, I want to get, because like I said, there were also a couple of clips, I know, down south
36:48where it's very popular.
36:49Here's Barakpur and stuff like that, where guys actually, I want to be clear.
36:54Drifting is a sport.
36:55It's a motor sport.
36:56Right.
36:56I've seen them in Wallerfield.
36:58They carry their special vehicles on wreckers, no number plates, and the tires are not normal roadworthy tires.
37:07They're roadworthy for what they're going to do.
37:11But you can't practice it on the public roadway.
37:14You know, for one, it is a fence that you could be ticketed for, you know, for speed trails and
37:19gauging, anything like that.
37:20Plus, if you are driving in a dangerous manner, it's another thing that, and we see it, it's something that
37:28we can arrest you for.
37:29Yeah.
37:30All right, Brent, hold your point.
37:31We do have another call.
37:32Good evening, Carla.
37:34Hi, good evening.
37:35Yes.
37:36I would like to make a recommendation, something I've been studying for a while now.
37:43That's Queen Street, between St. Vincent Street and Richmond Street.
37:50I don't know about the going north and south, going with the flow of traffic, like if you're going to
37:55a drive-thru.
37:57If they can make that part of Queen Street back there one way, I think it will solve a lot
38:03of problems.
38:04Because Queen Street is a one-way, from Pickett-Billy Street right up to St. Vincent Street, it's one-way
38:10going towards Wrightson Road.
38:13And then from St. Vincent Street to Richmond Street, it's a two-way.
38:19And it always has problems, because cars are parked on the side of the road, especially by industrial force, you'll
38:29see the police sign on the vehicle.
38:31So vehicles are parked on both sides of the road.
38:34So if you have a two-way street, and cars are parked on the side of the road, it always
38:41has incidents, it's always having traffic, it always has some people have to come out and try to direct.
38:48But if it is a one-way, it eliminates that problem.
38:52So if we just put Queen Street back to a one-way, I think that will solve that issue, that
38:58it has so regular in that stretch.
39:01Sure, ma'am.
39:02So I promise that the recommendations, we'll bring it to the traffic management branch.
39:07I want the public to understand how it works with regards to implementing changes, like true recommendations.
39:14The recommendations come in, they go into the traffic management branch of the Ministry of Transport, and the traffic engineers
39:24come in, do a site visit.
39:25They do things like capacity analysis, look at the volume of traffic moving in, do traffic counts, and then they
39:32look at conflicts, right?
39:34That being the case, though, you raised an excellent point.
39:38And I know you took a job at the police, and you kind of did it very, very smooth, right?
39:43You said the parked cars that are illegally parked with the police sticker on it, all right?
39:49So, ma'am, I want you to know that that is a perpetual problem.
39:54And the police officers, actually, who work in Port of Spain, they get upset with me because they say,
39:58I do work in, you do work in Port of Spain, you work in Highway Patrol, that's not even in
40:01town.
40:01And it's true, but I always remind the same police, you travel to the states, you won't even think of
40:08parking in the cities of Miami and New York, the way we park here.
40:12This is critical capacity to the city, but we are part of the problem.
40:18And the enforcers, of course, say, well, we can't wreck the police vehicles.
40:21And the police, hello, you think you can do that?
40:23That is crazy, all right?
40:25So, we have a problem with congestion, and we cause a lot of these problems just through poor parking.
40:33You know, it will take us zero tolerance of enforcement levels.
40:37And from what I understand, there are still plans to bring in the parking meters.
40:42So, it's nothing personal, if you understand what I'm saying.
40:46You know, you park up by the meters, nobody to blame except yourself.
40:50You're not going to interact with any police warden anyway to have that uncomfortable conversation when your car got wrecked.
40:57So, we're hoping that will help as well.
40:59But point made, ma'am.
41:00Yeah.
41:01All right, everybody, we are going to a very short break.
41:03We're coming back.
41:04Four important numbers and facts you should know about the TTPS's Public Satisfaction Survey.
41:12100.
41:14Because the survey is 100% anonymous.
41:17No, we are not coming after you.
41:2116.
41:22Because you must be 16 years and over to participate in the survey.
41:28Five.
41:30Because the survey can be completed in just five short minutes.
41:36Two.
41:37Because the survey closes November 2nd.
41:41You can't improve what you don't measure.
41:44Five minutes of your time helps build the police service you want to see.
41:49Take the survey.
41:51Share your perspective.
41:52And help us improve our service.
41:59Wait, wait, wait.

43:36Brought to you by Woodland Dance Academy.
43:50All right, everybody.
43:51So, welcome back.
43:52And, of course, Sergeant Brent Batson is here with us.
43:55Sergeant, this is Carnival Week.
43:58Or it was, I should say, Carnival Week in Tobago.
44:01You know, a lot of activities over the past few days, and I know that things are going to reach
44:06fever pitch on the weekend.
44:08Well, I would say it's...
44:10It's already a fever pitch.
44:11Yeah, it's already a fever pitch, right?
44:13So, I've worked in Tobago for Carnival consecutive years, and I have to admit, they carry it to sometimes our
44:24next level.
44:25All right?
44:25I respect them for that.
44:27They enjoy themselves.
44:28Right, right.
44:28Enjoy themselves.
44:29However, they also are, unfortunately, tend to, just like us, and anywhere else in any celebration, can get wrapped up
44:37in the revelry, right?
44:38I would like to notify all persons who are taking part in Tobago Carnival, all persons that are visiting our
44:49sister island, whether if you're partaking or not,
44:55or not, or not, or not, or not, or not, or not, or not, or not, or not, or not,
44:59or not.
45:00Through our senior superintendent, Mr. Daly, a special traffic team across there, all right?
45:07And we're talking about full-speed enforcement capabilities, DUI enforcement specialists for Brett Eliza.
45:15So I am asking and I continue to plead, have fun, enjoy yourself.
45:23But please remember, we don't want you to incur any unnecessary costs personally through fines or, God forbid,
45:31be harmed or involve an incident that results in serious injury or death because you took something too far.
45:37Especially when it comes to drinking and driving.
45:40I want to remind persons in Tobago, the fines that we get here in Trina is the same you're going
45:46to get in Tobago.
45:47What does that mean?
45:49Your first time offense, $24,000.
45:53Second time offense, $45,000.
45:57And third time, you can get in addition to the $45,000, permanent disqualification.
46:03So you're traveling the maxi for the rest of your life.
46:06Wow.
46:06We must go to very short.
46:07Not break.
46:08We must go to a call.
46:09Let's take a call.
46:10Good evening, caller.
46:12Caller.
46:13Good evening.
46:14Good evening.
46:14Good evening.
46:16Caller.
46:18Caller, you're live on air, you know.
46:20Yeah, when you're ready.
46:21Okay, okay, yes, yes.
46:22So I have a question for Mr. Bach.
46:25Yes.
46:26At the corner of the Padre Main Road and the state of Roosevelt, I.
46:31There is a business place there that has an exit and an entrance right by that flashlight on the eastern
46:38side.
46:39On the left.
46:40Yes, and what happens is that when that light changes, a lot of times there are people coming out with
46:46India.
46:46And as a result, only two vehicles are allowed to go to the green light before the light changes are
46:52ready.
46:52Yes.
46:53I need somebody to look at it.
46:55The other comment I have is, with regards to what we were talking about, the people on the overtaking lane
47:01on the highway.
47:03With regards to that, a new driver should not be on that lane to start it.
47:08And secondly, a lot of times, police themselves, they end up in that situation behind a vehicle and they do
47:14nothing.
47:15They just overtake to the left and side.
47:17So I believe police are in a position to do that.
47:20To do something about it, pull a side, drive all through it.
47:24That's my question.
47:25I can't talk about it.
47:26Sure.
47:27Bye.
47:28Well, thank you, Caller.
47:30So two things I always remind you in person, right?
47:33One is you said a newly licensed driver should not be in the right lane.
47:36And I hear you on that.
47:37But you see, it goes back to what I always say.
47:39Okay, but she's there now.
47:42She should not be there, but she is there.
47:45Don't get upset.
47:46You see, this is the point Marley.
47:48Can you control what she's doing?
47:51No.
47:52So don't get yourself upset and say, what are you doing there?
47:54Flashing lights and intimidating her.
47:56The person is there now.
47:58Control what you can.
47:59All right, thing, thing.
48:00You try to, you know, one or two flash because maybe, you know, they forgot that they're in that overtaking
48:04lane.
48:04It could happen.
48:05But you're riding the bumper and things.
48:07So our concern is when it becomes an element of aggression.
48:12The TTPS has ticketed persons for, like I said, one, obstructed traffic with regards to occupying that right lane.
48:21But it's not, it happens, to be honest, it happens so often that we're glad for the signage to remain
48:27drivers.
48:28All right, Brent, if you don't allow me, let's take another call.
48:30Sure.
48:31Good evening, caller.
48:33Yes, good afternoon.
48:34Good evening, yes.
48:36Question.
48:38Go ahead, sir.
48:40Go ahead, sir.
48:41Now, I don't think you can really understand any problem yet.
48:46They're not actually answered, but a lot of staff can still.
48:52All right, sir, stop.
48:53Hold on, huh?
48:54If you could just change your position a little bit, maybe that would help because we're not hearing you.
48:59Go ahead, sir.
49:00Okay.
49:01Go ahead, let's try again.
49:03Anything?
49:04Go ahead.
49:05Okay.
49:06No, I'm just saying, I hope that we have been something more about the TINs.
49:11Oh, yeah.
49:13The TINs is vehicle.
49:15Yeah.
49:16On the nation.
49:17Yeah.
49:17And I look at the weather, but they are going to have an upshot station.
49:23Some people can't have it already, but they have to have those TINs.
49:26Yeah.
49:27Yeah.
49:27And after you spend the vendors, is there anyone that's in the station that has to drain those fluids out
49:37the TINs?
49:39Okay.
49:40That's a great...
49:41That's not the TINs, but...
49:43Okay.
49:44So, caller, I just want to...
49:45All right, thank you.
49:45So, two things.
49:46So, one is, with regards to that issue you raised before, drivers, I always have to remind,
49:58personally, regards to the point he was making on the position of the cars.
50:05Was it in the station?
50:06Because I know it was breaking up there.
50:07But draining fluids out of the engines and stuff when it comes into the station, I'll be honest with you,
50:15it is, for want of a better word, environmental nightmare sometimes.
50:19Because the vehicles, especially after serious road traffic accidents, they're wrecked to the station.
50:26Sometimes the engine oil pan is damaged and it's leaking slowly.
50:31And then, all of a sudden, by the next morning, it's literally a field of oil where it is.
50:38So, we don't do it.
50:41I want you to understand.
50:42And our requirements is that if somebody's injured and it's a CRSRT, licensing has to come to inspect the vehicle
50:50to check its road readiness for the investigator.
50:54So, but we do not, to be honest, we don't have a place that we can place those vehicles to
51:00ensure that the oil drains out somewhere safely.
51:04It's a great recommendation that I am, that I think it's something we can look at.
51:09So, thanks for that.
51:11Yeah.
51:11All right.
51:12So, Brent, I just have about one minute before we wrap up.
51:16What?
51:16Okay.
51:17Time flies when you're having fun.
51:19Definitely.
51:20Folks, there was a, sorry we didn't have time to show it, but there was a video where I think
51:25there was a small RT and the person actually, it resulted in violence.
51:29Yes.
51:30And that was circulating.
51:30He actually, the same one was, cuffed down the man and he dropped out there.
51:35Okay, great.
51:36Jackie.
51:37So, you know, so this went from a traffic incident to a criminal incident.
51:44Assault occasioned actual body harm because it's bruising and said that may have definitely taken place here.
51:51Assault by beating.
51:52Yeah.
51:53So, what I remind persons is that you can get upset by these things.
51:57Yeah.
51:57Even if it's a small fender bender.
51:59These are traffic incidents.
52:01Nobody's hurt.
52:02It's just property.
52:05So, please try and step back.
52:07I know you might be upset.
52:08You just bought your car.
52:10All right.
52:10And this is what this guy overtake, rubbed down his side.
52:12Oh, God.
52:13I just buy this.
52:14We understand that.
52:16But it's just property.
52:17Nobody's hurt.
52:18Insurance is going to sort it out.
52:20And because when those things happen, you've taken a different direction.
52:25Right?
52:25You've gone into a criminal direction.
52:27And so, we're asking that.
52:29It's important to step in back, reflecting, and reframe your way of thinking.
52:35So, just continue to do the right thing.
52:37Brent, it's always good to see and speak with you.
52:39Thank you very much for coming today.
52:41We do appreciate it.
52:42Sure.
52:42Until we speak again.
52:43The news is up next, everybody.
52:45Join us right back here tomorrow evening at 6 o'clock.
52:49See you then.
