03:04Now the countdown is on for one of the biggest days that many persons look forward to which is Christmas
03:11Day.
03:11And it's 84 days until Christmas and Christmas is falling on a Friday to be exact.

03:18So all those people who love Christmas, prepare yourself, start putting things in place.

05:07The Trinidad and Tobago Police Service executive led by the commissioner, the deputy commissioners, assistant commissioners, and all first division
05:14officers, second division officers, civilian staff.
05:18And also our support in law enforcement agencies, private industry.
05:22You know, I want to recognize you this afternoon.
05:26A lot is happening in Trinidad and Tobago.
05:27And most importantly, these people who are, you know, glued into the television, Whitney.
05:33The citizenry of Trinidad and Tobago, very important.
05:36You know, no citizenry, no country, simply put.
05:39But, you know, we all, in terms of where the media is concerned, where law enforcement is concerned, where the
05:44Ministry of Homeland is concerned, you know, it all geared towards the responsibility that we have in some way or
05:49the other to the citizens of Trinidad and Tobago.
05:51So, you know, so I want to salute you this afternoon and I look forward to engaging you.
05:55But let me neatly hand back over to you to continue the proceedings.
05:58So it's time for me to crack into that brain of yours because we need to simplify things for the
06:05layman out there when it comes to things that they're seeing happening.
06:08And what is trending and what is trending is the miscellaneous provision of the alcohol, cannabis, dangerous drugs, gambling and
06:15tobacco bill 2026 has been passed in the lower house.
06:19Now, the legislation was passed with 23 votes for and 10 against with no abstentions.
06:26Now, after being committed to the committee of the hold for consideration, clause by clause, the bill was approved with
06:35amendments.
06:36After being put to the vote, the bill was read a third time and passed.
06:41So what does that mean, Mr. Ali?
06:44Well, it simply means that the parliamentary process for lawmaking has been triggered.
06:48And, you know, the lower house, what we call the House of Representatives, have in fact deliberated on the bill.
06:54They have made amendments to the bill.
06:55They have accepted amendments.
06:57And at this time, it has, you know, passed the lower house.
07:01The next step now is to enter the upper house, which we refer to as the Senate, which we're going
07:05to have the government senators, opposition senators and, of course, the independent senators.
07:09And, you know, that's a very sensitive point.
07:11Very, very sensitive.
07:12You know, I'll admit that I have not read the bill in its entirety, so I am not aware whether,
07:16in fact, the bill requires any special majority or simple majority.
07:20And, you know, I'm also not aware whether the bill, after it goes through the Senate and pending the outcome
07:26in the Senate, whether it will require the intervention or what we call the proclamation of her excellency with reference
07:33to this matter.
07:34But, you know, generally speaking from a citizen context, from a Ministry of Homeland context, I'm seeing a deliberate step
07:40by the government of the Republic of Trinidad and Tobago to protect all young people.
07:44And I want to stress that we know that there's a lot of discussion in the public domain.
07:48We know that there may be different perspectives to look at it, which is healthy in a democracy.
07:52Everyone needs to be given a chance to be heard.
07:54But the lens that I'm looking through it is when I see a move to protect the young people, and
08:01especially where the psychologists and other experts,
08:05they are speaking about the importance of dangerous drugs and alcohol and vaping to a certain extent,
08:12on the development of young people and, you know, giving us that science behind it, I think is a very
08:18bold step, a very strong step.
08:20And I think that in a society where we've seen our young people in particular, we've seen a lot of
08:26psychological strain.
08:28And sometimes one may wonder what is causing that psychological strain.
08:32And when you look at it, you kind of dismiss dangerous drugs, alcohol, gambling, vaping, and all these other matters.
08:38So I'm very happy to see the steps, you know, that have been taken in relation to protecting our young
08:42people.
08:43Because, of course, we have spoken about it.
08:45They are the present and they are the future of Trinidad and Tobago.
08:48And it's important for us to invest from the rule of law to be able to support it.
08:52But like anything else, if and when it passes and becomes law, we are seeing that, for example, age limits.
08:58It's, for example, 18 to 21, 21 to 25 for the respective drugs, alcohol and narcotics, respectively.
09:06Enforcement will be significant.
09:08And like in anything else, you have law, but if there's no enforcement, you would not really derive the full
09:12value.
09:13It may be a deterrent in the first instance.
09:15Yes.
09:15But you need to enforce it.
09:16But I'm happy that you engaged me on that.
09:17Now, with the law, and you could let me know with regards to what I'm seeing here now.
09:23Yes.
09:23Persons who are 18, by law, it's an adult.
09:27A person, that person is an adult.
09:28Yes.
09:29And if they have to work in establishments that may have to sell items like the tobacco, the alcohol, and
09:37also now the gambling.
09:38Yeah.
09:38How does that work?
09:39Because we are seeing persons who could be employed in the police service as well from the age of 18
09:44upwards.
09:45Well, I think it's a beautiful question.
09:46As I said before, I'm going to lean on the side of caution, where I have not read the different
09:53respective provisions of the bill.
09:55So that particular question, permit me to respond to it at a subsequent time.
09:58Of course.
09:59But it's a very important question, because on my way down, I got several calls asking a similar question as
10:05to how they're going to treat with those persons.
10:06And perhaps, you know, the bill perhaps may have responded to it, but I've not looked at the bill.
10:11Or if it didn't respond to it, perhaps it may be a good time, you know, because it's in the
10:15process.
10:16It's in the lawmaking process, you know, and we could always open it up and look at it.
10:19But a very significant point that you raised there.
10:20Well, as we mentioned just now, with regards to being in the law house, they said they're going to have
10:24amendments.
10:25Yes.
10:25Let's see, as you said, as we get the information, I know you are a man, you deal with facts,
10:29and you're not going based on just whatever comes your way.
10:33You have to get all the information, and then you could respond accordingly.
10:36Now, responding to something that has been trending, and since you're here legally, we're hearing persons, and also seeing persons
10:43on social media,
10:43coming out saying why the TTPS has not arrested this individual who was seen on social media circulating, abusing a
10:55woman.
10:55By law, if it is no one or the victim does not make a report, we speak in law here,
11:01not feelings and what should happen,
11:03but by law, the victim does not make a report, or does, or then retracts.
11:09What could happen next?
11:11Whitney, you're asking very sensitive questions, and I want to treat it like this.
11:16If there's a viral video, and it's in the public domain, and it is clear, authentic, and it suggests that
11:25the criminal law may have been breached,
11:28in my respectful view, the police will have a responsibility and a duty to investigate that matter, and to take
11:33the necessary step, and I'm keeping it very broad.
11:35When I use the word investigative, if I'm speaking in another environment, in a caucus, I know what steps I
11:42will advise the police to take.
11:43But for this purposes here, all I'll say is that if this comes to the attention of the police in
11:47the public domain, it should trigger an investigation.
11:49Yes.
11:50And trigger an investigation in a context where, is it that you're going to intercept whatever alleged offense may be
11:56taking place, you stop in that offense, you perhaps may have the needy opportunity to preserve life,
12:02persons may need to be separated, children may be involved, there may be many things happening.
12:05So, your duty to intervene, and in keeping with the Domestic Violence Act, the power of police officers, if there's
12:11a report, to enter premises.
12:14While this may not resemble the report in itself, it's of someone coming and saying something, someone would have placed
12:19that out there.
12:20We don't know whether that came from the house.
12:22We don't know whether that came from the victim.
12:24It's the only means of saying, hey, look what's happening.
12:27Or, someone who may have viewed this, have the opportunity.
12:30So, if you really want to be very technical, it's in fact a report, because it didn't fall from the
12:35sky.
12:35Someone placed it for what?
12:37For the view of persons.
12:39So, I will always advise the police to take a proactive step, and I'm certain the Special Victims Unit would
12:45act on this to ensure that they are preserving life and limb,
12:48and if there's any need to preserve evidence to be able to prosecute.
12:50The second question that you ask in relation to whether the victim, once identified, in our criminal justice system, he
12:58who alleges must prove.
12:59Correct.
13:00And it's important for the victim to play their role in the criminal justice system.
13:03Now, I am aware, I'm not naive to say that there may be many reasons why a victim may be
13:07reluctant to come forward and give the evidence.
13:10But this is where I think, when we're speaking reform, if the victim advances a position of continuing to be
13:15unfair and cannot confront the aggressor and the offender,
13:18should that be the end of justice for that individual, or should we be looking for ways in which that
13:22person could still be held accountable,
13:24notwithstanding that the victim is not coming in person to give the evidence?
13:27So, discussions, proposed reform should be directed to those areas, but I will always and strongly advise the citizens of
13:35Trinidad and Tobig on those who will be in domestic violence situation.
13:39If you do not speak up on it, Whitney, and I always, let me use this three limbs here, that
13:45I always use, which is, I think is applicable in many, in probably every circumstance.
13:51If you are seen in justice, and in this case, injustice to you, if you can fix it with your
13:56hand, fix it with your hand.
13:57And that may be literally saying, listen, let me lodge a report, let me give a statement, let me come
14:01forward, or let me defend myself if there's any need to defend myself in relation to that situation.
14:06If you cannot fix it with your hand, speak up on it, and again, you're calling for what?
14:10Don't hide, don't be afraid, find some strength within you, you know, team up with persons and say, listen, I'm
14:17going to take a stance on this,
14:18because if you don't take a stance, you don't know whether the next hour, that's the end of you.
14:24So it's better you give yourself a chance to survive, than you remain in a coward position, and allowing the
14:32offender to becoming stronger and stronger and stronger.
14:34So I will urge those who are in domestic situation, find it within you, to speak up on it, and
14:39those who are wrong, those individuals, please intervene, and intervene in a meaningful way.
14:44You know, Whitney, I've always also made mention of this point, third parties in Trinidad and Tobago, and I'm using
14:49third parties.
14:50If two persons in a relationship, whether boyfriend, girlfriend, common law, marriage, what have you.
14:56Third persons, I want us to be responsible in what we say into the parties, because sometimes, Whitney, let's say,
15:01for example, I see you having a discussion with a male person.
15:04I don't know what's in nature the discussion, but if I'm not responsible, and I go, and I meet your
15:09significant, and I say, hey, I saw Whitney, and it's clear, you know, talking to a man, and knowing that
15:14the man may have a tendency of jealousy,
15:16why am I acting irresponsible when I do not know the circumstances, so third parties outside there, because I've seen
15:22it many times, let us understand that our recklessness sometimes,
15:26our irresponsible behavior can lead to serious domestic violence and death, and very serious situation.
15:33I'm not saying that the situation in all circumstances, sometimes it may be just within the two parties, but as
15:38third parties, let us be responsible in how we are intervening in persons relationship.
15:44But very good question you asked me this afternoon.
15:45By in our law books, do we have anything put in place, if you could tell me, with regards to
15:50if a victim doesn't come forward on evidence, show that a person is or was abused, that the TTPS could
15:57step in, or we have to do a reform?
15:59No, as I said before, if you've seen a viral video, that in itself can trigger an intervention by the
16:04police.
16:05But in terms of leading a criminal prosecution, let's say, for example, you go, remember the victim should be interviewed.
16:12The victim should be able to what? To cooperate on what? Support that viral video.
16:16A simple question may be what? Is that you in the video?
16:19Correct.
16:20And there may be other, besides what you've seen in the video, you don't know whether, in fact, let's say,
16:23for example, you see a two-minute video.
16:26Do you know if two minutes before, you would have been on the opposite side, and what you see now
16:31is what?
16:32A matter of someone trying to defend?
16:33Yes.
16:33So you need to look at the circumstances, you need to look at the situation as a crime scene, you
16:38need to process it like any other crime, investigate, interview,
16:41and then you seek proper advice in terms of how you're going forward.
16:44But, again, I will, and perhaps, in the very near future, having had a discussion with the executive of the
16:52Ministry of Homeland Security,
16:54in the capacity now as policy, it's an area that we have discussed, and perhaps, in the very near future,
17:01you'll be seeing some very aggressive discussions as it relates to that area, and I know that you're very passionate
17:05about that area as well.
17:06Yes, yes, because I don't like to see it at all now.
17:09Not only as a woman, but as a citizen.
17:11Yes, of course, as someone's life we're dealing with here, male or female.
17:15Now, Mr. Ali, persons experienced some strong winds today, trees fell, and a lot of property was damaged.
17:24This was in the Karenage area.
17:27Oh, gosh, boy, this is just like, to be in a position like this at this time, with your property
17:32being destroyed,
17:33and you have to now try and build things back.
17:36I am sure persons will, in the community, one will step in, and, of course, the relevant authorities will also
17:42step in as well.
17:44Some, look at that, lines were ripped.
17:47We're seeing trees.
17:49Yes.
17:50That fell, and this was in the Santa Cruz area, so you know what's going on now.
17:54That is going to be some serious one.
17:57Yes.
17:57Traffic persons trying to get to their destination, and I'm hoping it is cleared by now,
18:03because I'm sure the fire service will be, you know, most present trying to deal with that matter.
18:08What I may want to add to what you're saying is that the regional corporations,
18:11I would strongly advise that the regional corporations in particular, and if possible with TNTech,
18:16to do a canvassing of the areas that may have been hit severely with the weather pattern that we are
18:24seeing,
18:25and in this context, the high winds, to really determine whether, for example,
18:29trees need to be pruned and cut, because it probably, you know, with the winds, branches,
18:35but more importantly, those electricity, those poles, and those, you know, we need to look at it,
18:38because, you know, it may be exposed.
18:40So this is where we need that immediate response, and don't wait for something to happen,
18:44and then we are responding to a situation.
18:46Just to add to what you're saying there, and those who may be on the roadway,
18:49please exercise due diligence, because there may still be the, not the opportunity,
18:55but the circumstances may arrive, where branches and trees may, you know, can fall.
19:03So you need to exercise that due diligence, especially when you start to lose light.

19:06You know, but again, that's nature.
19:09That's nature.
19:09And, you know, when I saw that, you know, while there was not a storm watch,
19:14if you measure that speed, that would win.

19:22So we head into south now, because there was an RT that took place on the Paris streets,

26:43I draw the parallel between Monos Island and Bavos Island the last two or three weeks ago,

26:52And as I said yesterday to your colleagues, I want to commend the police on the 1.5 billion destruction

27:04massive drug cocaine.
27:06When we last spoke, I identified a lot of parallels.
27:11And one of the key parallels identified with the Monos Island is right around that area, subsequent to that headless
27:20body.
27:21There is a headless body in coal mine.
27:23I'm just throwing it out.

28:52My third point is, I saw on the papers where a cop with expired permit crashes quad car.
29:00And I am saying, if you were to set the example, you should have an expired permit because you don't
29:06want to go driving to have expired permits.
29:09So that, oh, if you set an example, you're supposed to make sure that you know how long you're permitted,
29:14you know, it's the last thing.

30:10It's important that they provide legitimacy in terms of who they are.
30:14Because if you don't have that, police officers sometimes are called upon to rely on an alias, on a name.
30:21And may I say, and I can speak, you know, from a personal context here.
30:26If you're giving a name and address to me, and I feel that it is suspicious, I may invoke a
30:33particular law to be able to check to see whether you are in fact who you say you are.
30:38Because I may look at you and you may be fit in the description of someone who I believe is
30:42wanted by the police.
30:44Or you may have a warrant on file.
30:46And for those purposes, I may have to what?
30:47To restrain you temporarily in order to do an investigation.
30:51So I want us to look at this thing in context.
30:53The ID may just serve your best interest as well.
30:56Because I love to look at it in a balanced way.
30:59So I am in agreement with the Minister of Homeland Security and the thinkers in terms of enforcing upon adults
31:05to ensure that they have a form of ID.
31:07And if you, for example, if you don't have a form of ID, there must be good reasons why you
31:13don't have a form of ID.
31:14And what that does as well, Whitney, let us understand something.
31:18If you want to develop responsible people, you know, just as you're leaving home, you want to ensure that you
31:23wear the best perfume.
31:24Yes.
31:25Because you want to smell good.
31:26You're wearing your deodorant.
31:27You want to wear proper clothing, proper shoes.
31:29You want to have money in your back pocket, your wallet.
31:31Well, hear what?
31:33Let me know who you are too when you're moving around.
31:35So that it's about the public interest and ensuring that there's public safety and security.

32:18general, that calls for a deeper level of responsibility.

35:49that took place in the mover area, and it is a mover pensioner who was stabbed to death at home.
35:56Now, a 68-year-old mover pensioner was stabbed to death at his Angelina Terrace home yesterday afternoon.
36:04Now, the deceased has been identified as Cohen Mark.
36:07Police said they received a report of a stabbing of Angelina Terrace mover around 12.58 p.m.,
36:15and officers were dispatched to the area.
36:18Officers found the front door of Mark's home open, but no one was inside.
36:22They subsequently learned that Mark had been taken to the Portisbane General Hospital after being injured.
36:29Police said residents had earlier assisted in taking Mark from his home
36:33and placing him in a vehicle before transporting him to the hospital.
36:38He was pronounced dead at 12.41 p.m.
36:42Investigations revealed that shortly before the incident,
36:45Mark's male relative had left the family home.
36:49Police were later informed by Mark's brother that the deceased had been stabbed by the relative
36:55and needed assistance.
36:57The relative, who police said is a patient of the wellness center in Barataria,
37:02could not be located after the incident.
37:04Crime scene investigators possessed the Angelina Terrace home
37:08and recovered a ice pick and a knife.
37:11Police are in search of the suspect.
37:15Really sad condolences to the family there.
37:17And I want to join with you as well.
37:18You know, condolences to the family.
37:20Very unfortunate situation.
37:21And, you know, the way you read the report in terms of the neighbors getting involved
37:27to try and support and get the necessary medical care for the individual.
37:30But, you know, when you talk about the Barataria wellness,
37:34I am seeing perhaps a person who may require care from a psychosocial fundamental context.
37:49And, you know, Whitney, I'm very big on her disease.
37:52I believe in that psychosocial approach.
37:54And it seems to be required in every aspect of life,
37:57whether it be a domestic situation, to be able to deal with struggles,
38:01whether it be an issue of youth.
38:03You know, I'm seeing here.
38:05The mind, the mind.
38:07Very, very important.
38:08Persons dealing with.
38:10Very important because there are so many things happening.
38:12Yes.
38:12But at the same time, you know, we have to know how to be able to treat with us.
38:15And I'm very big on that.
38:16And, you know, again, unfortunate situation.
38:18But persons who may have families who are experiencing those kind of challenges.

38:24Let's pay particular care to them.
38:26Let's pay particular attention to them to ensure that we always manage them
38:29because they can switch at any point in time.

40:18This is, this is unaccepted, necessarily.
40:21And I believe that when you watch this yesterday, what happened to Tobago, you have a lesson to learn from
40:28this, and that should never happen again.
40:30Or they are the domestic violence, leave the children alone, or leave the house alone, or some family could use
40:35the house, or the vehicles.
40:37This man has everything.
40:39This is where a lot of people have, man has vehicles, he has vehicles, he has everything in line to
40:46be happy.
40:47He did not, I said he did not cancer.
40:48If he had cancer, he was going to be sick.
40:51I'm really sorry for both parties, and I have a blessed one, sir.

41:23When persons want to get married, or even coming together, you have a number of persons who come and celebrate
41:32that moment.
41:33In other words, they are witness to that beautiful moment, right?
41:36And, just as we'd be saying a village and a community should raise their child, or should be involved in
41:40a process.
41:41When all these persons coming to celebrate their relationship, my question is, or what, not only a question, but to
41:48put back to the citizenship of Trinidad and to begin, all of us.
41:51Where's that group?
41:53Where's that society?
41:55Where's that village?
41:56Where's that community?
41:57When these two persons are having their issues.
41:59Just as we all came to touch a glass, we come and eat some nice food, we clap, we see
42:04the cake curtain, we see the dance.
42:06Everybody's having a good time.
42:08We support this union.
42:10Then, at the very next hour, when that wedding comes, that curtain's come down.
42:15Both of you all.
42:17Where is the community and the village to continue to nurse that?
42:19Where's the witnesses who stand to say, okay, to see they sign the documents?
42:24Where are those persons?
42:25And I'm saying that, just as we use the principle of that village, and our community raises our child, let
42:30me make a very strong call this afternoon.
42:32As an advocate for preventing domestic violence.
42:36Let us not only come to that union.
42:38But can you just play a very close role and function with reference to that relationship?
42:45So that, if perhaps there's a strain in the relationship, somebody may be there to say, listen, look, we saw
42:50great times.
42:51I saw the love in your eyes.
42:52What is happening now?
42:54We can work it out.
42:54And he said something very important.
42:57For the men and women, because it's not an issue of men alone.
43:00We know it has issues of women as well.
43:02You see your freedom of liberty, and your freedom of movement?
43:06If you didn't pay attention to that, pay attention to that.
43:09Freedom of movement and freedom of liberty.
43:11Because you can, if you're not managing your emotions, you can just lose your liberty and your freedom.
43:16And by extension, your entire life, if you are living.
43:18If you're not one who would have taken your life.
43:20So let us look within ourselves first to understand, if I do this, this is his consequences.

44:21I'm very passionate about this because I know how hurtful this can be.
44:28Where something that's supposed to be beautiful and genuine, which actually, in most cases, started beautiful and genuine,
44:36end up in either two bucks or one bucks and a suicide.
44:39All I can say is, I know men are supposed to be protecting women and not taking them away from
44:43the earth.
44:44We need to take that break.

48:34Now, recently there had approximately 3,500 people incarcerated.
48:40But all of a sudden, it jumped to almost 5,000.
48:44Is it because of the bail amendment bill?
48:49And is that responsible for the drop-in crime?
48:54Because what I think this has meant to is because it's seen a lot of the revolving door effect is
49:02greatly affected.
49:04So it shows that one simple bill, which was the bail amendment bill that was passed in late 2024, of
49:12an impact.
49:13So it clearly shows that by important legislation, 54 legislation was brought to parliament, where the bail amendment bill was
49:23passed due to the five MPs that people call in the Macaron.
49:29And thanks to them that the bail amendment bill was passed, so you've seen a reduction in crime.
49:35But my thing is, you all of a sudden, too, you've seen a lot of lawyers' life is being threatened.
49:43Bypassing of the bill could be responsible for that, because what happened, a lot of criminals lose their life where
49:51lawyers was not paid.
49:53So lawyers all of a sudden started to collect money from these guys.
49:57Now, because of the bail amendment bill, these guys are no longer with us in society.
50:04And the real issue is, right, a lot of lawyers now are asking for protection.
50:10And they keep this commemorative, as they say, from behind prison doors.
50:15Is that responsible?
50:16Do you feel that it's responsible for that at all, how it happens there?
50:20I am happy technically with this bill amendment bill passed in, because the revolving door effect was one of our
50:27biggest issues.
50:30And we need the legislation, but we're not hearing much from other guys dealing with that.
50:38And what can we do again?
50:40Do we have to lobby for the higher hierarchies of them to realize that asking at least, because right now
50:49it's 60% of the prison population is people waiting for trial.
50:54And why, you know, where are the hard criminals and them getting in on the outside, some of them.
51:01But somebody might do a simple, simple, simple thing and there is prison waiting for trial.
51:0550% of the prison population.
51:10Please, if they can lobby somehow with the judiciary system, you know, we live a better life in this country.

51:37But I'm happy that you take us there, because what you're showing is that in addition to these special operations,
51:43in addition to the state of emergency,
51:45you have in the law books, you have very important pieces of legislation that you can utilize and utilize properly.
51:51So I'm happy that you made mention of that.
51:52I cannot answer, you know, what may be causing the threat or the alleged threats against, you know, the legal
51:59fraternity or attorneys in the legal fraternity.
52:02I have no data.
52:03I have no evidence.
52:04I have no intelligence.
52:05But, you know, it would be important to determine exactly what is causing these persons to be experiencing this high
52:11level of threat based on what you would have indicated.
52:13But I give you the assurance that, you know, from where I said policy, I'll continue to look at ways
52:17in which we can, you know, improve the law, improve, you know,
52:21even from an institution context, you know, for the best interest of the people that are in Tobago.
