02:57 It is Friday, the 7th of June.
03:00 My name is Whitney Husbands.
03:01 Now, as parents, we all know that we try our best
03:04 to protect and shield our children
03:06 as best as we can.
03:08 We try to guide them in the ways
03:10 in which we want to see them achieve greatness.
03:14 And when, as parents, we do these things,
03:16 we don't expect some of the friends
03:18 that they may pick up along the way.
03:20 Many times, especially as the young ones,
03:22 those who are watching, which are parents,
03:24 you may not understand when your parents let you know,
03:28 "Be wary of this friend.
03:30 Pay attention to this friend."
03:32 You may sometimes even know the activities
03:34 that they may be involved in,
03:37 and you know it's wrong,
03:39 but you say, "I grew up with this friend,"
03:41 but that is not your lifestyle.
03:43 That is not what I do.
03:45 He or she chooses to do that.
03:47 And then, when things happen
03:50 that, obviously, we can never see,
03:52 where persons decide to seek revenge
03:55 for whatever your friend or friends may have done,
03:58 you are caught in the crossfire,
04:00 not understanding the importance
04:02 of listening to your parents
04:04 and being aware of some of the friends
04:06 or some of the people we think we call friends.
04:09 At this time, we have our special guest this evening.
04:12 I would like to welcome Acting Superintendent Naeem Gyan
04:17 of the Central Division.
04:19 We welcome you, and good evening.
04:21 - Good evening, Whitney, and good evening,
04:23 members of the public of Trinidad and Tobago.
04:26 - Yes, thank you for being here so much.
04:28 Now, let us know a little bit more about your division,
04:30 the Central Division.
04:31 I'm a person that I usually go to Central a lot,
04:34 and I'm sure there was a lot of changes happening there,
04:37 and let us know what may be taking place in that division.
04:40 - Central Division is one of the fastest-growing divisions
04:43 in Trinidad and Tobago.
04:45 I can safely say, in 2010,
04:48 we had a population base of over 230 persons,
04:51 and that has grown explosively since then.
04:56 All right?
04:58 We have a lot of hard-working officers
05:02 attached to the Central Division,
05:04 and we are trying to police the Central Division
05:07 in a manner where we can bring back public trust
05:11 and safety in the Central Division.
05:14 - Now, you also mentioned that Central is a budding place
05:17 of growth, not just where persons go to shop
05:21 and, you know, for recreational purposes,
05:24 but also where people go to reside.
05:26 It's a place where now it's expanding,
05:28 where more families are venturing there,
05:30 we're seeing more development taking place,
05:32 more businesses opening up,
05:34 and how are you all dealing with that now,
05:37 since we're seeing that massive growth?
05:39 - Since the amount of growth in the Central Division,
05:42 what we try to do at this division
05:45 is to reach out to members of the public
05:48 who live in the area.
05:50 We try to form relationships with them,
05:53 watch groups, station council groups,
05:57 and they must interact with the police.
06:00 And by extension, the members of the public,
06:02 they are all our eyes and ears outside there.
06:05 - Of course, 'cause I know the mantra that is stated
06:09 from the police services,
06:10 "If you see something, say something,"
06:12 and that is across the board.
06:13 - Yes, and we encourage that a lot,
06:15 because if you don't say something,
06:17 we cannot know what will happen.
06:20 - Yes. We will expand more on that,
06:22 and of course, more of the conversation
06:23 of community policing within the Central Division,
06:26 and what some of the initiatives
06:27 that you all also have in place moving forward,
06:30 and of course, things that the public need to know,
06:32 especially when you go into the central parts
06:35 of Trinidad and Tobago,
06:36 and the importance of persons being aware
06:39 and making themselves our targets.
06:41 Right now, let's take a look
06:42 at what made today's headlines.

07:47 - And we are back, and of course,
07:48 when I open, I mention, of course,
07:49 not just to the young ones,
07:51 especially because they're just innocent
07:54 with who they see as their friends,
07:55 who they grew up with,
07:56 but we also see adults now
07:58 where they are thinking that
08:01 because this is a childhood friend,
08:03 and you may have information or knowledge
08:05 that this person is living a lifestyle
08:07 that is not one that is safe for you to be around,
08:10 they think it's okay because you wouldn't be hurt
08:13 or you wouldn't be harmed,
08:14 but not understanding from what we are seeing here
08:17 from many of the videos and the articles
08:19 that we just showed in the headlines
08:21 that a lot of innocent persons
08:23 are being killed or injured in a major way
08:27 because of an individual or individuals
08:29 who are involved in the criminal life.
08:32 - Yes, Whitney, well, what you would find happening
08:34 is, again, as you rightly said,
08:36 we need to know the persons that we are around,
08:39 and if the likelihood that they would have had
08:43 a certain lifestyle,
08:44 you really don't want to be around them
08:46 because at the end, we do not know
08:48 what their enemies would have planned for them,
08:52 and we need to safeguard ourselves
08:54 as law-abiding citizens,
08:56 and we are not saying totally give up on these people
09:01 because we need to talk to them
09:02 to get them out of the lifestyle
09:04 that they are into.
09:06 It's up to them to choose
09:08 if they are there to hear our advice or not,
09:11 as the case may be,
09:12 but we need to know everybody that's around us,
09:16 one way or the other,
09:18 and I would advise parents,
09:20 ensure that you know who your children's friends are
09:24 because they are ones that are helping
09:26 in molding your children's mindset
09:29 and thinking given our times now.
09:32 - Yes, the one that disturbed me so much,
09:34 and I can't even imagine the pain
09:37 this father is going through
09:38 because he had this brilliant young son,
09:42 and just because, you know,
09:43 it's my friend and we're cool and we're aligning
09:45 and not thinking anything of it,
09:47 he lost his son,
09:48 and as he mourns, it is just,
09:52 it's sad to say that you have to use something like this
09:54 as an example for your child,
09:55 for them to understand.
09:57 Just be wary of the people
09:58 you associate yourself with,
10:00 and of course, condolences to the family there.
10:03 - Condolences to Mr. Rez and his family,
10:06 and he being in the Defense Force,
10:09 and I know he would have probably spoke to his children
10:12 about the friends that they would have kept,
10:14 but at the end of the day,
10:17 we have the mantra,
10:18 you can't, you can bring up children,
10:20 but you can't bring up their mind, right?
10:22 And at the end of the day,
10:23 we still have to speak to our children,
10:25 as the case may be.
10:26 I saw his son was studying to be a doctor,
10:29 and as we were just now speaking of,
10:32 he said, I think probably his skills in the medical field,
10:36 that's what kicked in,
10:37 and at the end of the day,
10:38 it has cost him his life.
10:40 - To save another life.
10:41 - To save another life.
10:42 - Innocent in this regard,
10:44 it's just the innocent ones
10:46 are the ones who always,
10:48 the ones getting hurt,
10:49 and it is just really heart-wrenching
10:51 and disturbing many times.
10:53 Now, right now,
10:54 I want you all to take a look at what was caught on camera
10:58 somewhere in Trinidad and Tobago.
11:00 You all take a look at this.
11:02 As we mentioned before,
11:04 where persons have to be very,
11:07 even wary where you go and hang out,
11:09 because you simply going to a spot to maybe take a drink,
11:13 meet a friend, chill out,
11:14 you don't know who you're standing up next to.
11:16 You just don't know.
11:17 And in this case,
11:19 this is what transpired.
11:21 (silence)
11:26 I don't know if it's safe to say,
11:28 you have to pay attention if you're going to line up,
11:30 to pay a bill.
11:31 You don't know who's behind you, in front of you.
11:33 You just don't know.
11:34 - Right.
11:35 I could expand on that a little bit.
11:40 Given the situation that we are in,
11:43 in Trinidad and Tobago at this point in time,
11:45 I would ask that persons be observant, alert,
11:50 and this is what we would want persons to be doing
11:53 whilst we're outside there.
11:55 Because we don't know where crime is going to happen.
11:58 There's nothing marked that I am a criminal and a person.
12:02 - Of course.
12:03 I'm coming to shoot now.
12:04 - Yeah.
12:05 - And they wouldn't get that.
12:06 - We have to be observant.
12:07 We have to be looking at what is happening all around us,
12:09 as the case may be.
12:10 And again, it amounts to,
12:13 from the video that I am watching it,
12:16 that person came specifically for that person.
12:18 - Yes.
12:19 - And who was the robber at the time.
12:20 - We have to know.
12:21 And we have to know.
12:22 - Yeah.
12:23 And I'm sure with that,
12:24 investigations will be taking place within the TTPS
12:26 to find out more.

15:50 We have acting superintendent,
15:52 Gwane here with us of the Central Division.
15:55 Now, let's talk a little bit more
15:56 about the community initiatives
15:57 within the Central Division that you all have in place.
16:01 - What happened?
16:02 - We have a lot of community interaction
16:05 through Sergeant J.C. Small and his team.
16:09 They visit schools on a regular basis,
16:11 daily basis as ever.
16:13 - Okay.
16:14 - Right?
16:15 They give a lot of lectures in schools.
16:18 Anywhere the public needs them to be, they will be.
16:21 Also, our officers attach to the aid stations
16:25 in the division.
16:26 They would also have station councils
16:28 where we would interact with members of the public
16:31 and form a team.
16:33 This is a team that goes forward into the community,
16:36 and we look at issues.
16:38 It could be a wide range of issues,
16:40 from police issues, this is with TNT,
16:43 all these things, this is what the station council do.
16:47 We try to encourage persons to form
16:50 a lot of the WhatsApp groups and neighborhood watches
16:53 in their districts and have officers
16:57 from the various stations on board
16:59 on these watch groups to help in solving crime
17:02 as the case may be.
17:04 - How is the relationship with the members of the public
17:06 within the central area with the TTPS?
17:11 - We relatively have a good working relationship
17:16 with persons who are law-abiding citizens.
17:19 - I thought you made that clear.
17:21 - Those who choose not to abide by the law,
17:24 we have a good relationship with them too
17:26 in that we tend to go after them a lot.
17:28 - Yes, so you suppress, which is good.
17:30 - Yeah, they know that we are coming after them.
17:32 So with our various exercises and roadblocks,
17:35 as the case may be, at points in time,
17:38 the public, we would get some negative feedback
17:40 with respect to the roadblocks as the case.
17:43 - Yes, inconvenience, obviously.
17:45 - Yes, but we detect a lot of offenses
17:48 with defective vehicles, a lot of persons
17:51 who are driving without driver's permits
17:53 and insurance and all these things.
17:55 So we're actually saving somebody a cost in the long run.
18:00 - Now, how, apart from the residents that are there
18:03 and of course persons who visit the area,
18:05 what about the business owners within the central area?
18:08 Because as I mentioned, it's a booming place now
18:12 for a lot of small businesses also to open
18:15 and of course they have the major businesses
18:17 that are there as well.
18:18 How are they working, especially those private companies
18:23 and businesses working alongside the TTPS as a stakeholder?
18:27 - We would always ask them, businesses,
18:29 to reach out to us, to partner with us
18:31 because we could give them valuable information
18:36 in securing their businesses as such
18:38 and we would also have officers
18:39 who would visit these business places
18:42 and inform them what is happening,
18:45 how to secure your place,
18:46 ensure that they have some follow-up
18:49 and some feedback as the case may be.
18:52 - Now it seems like you all need a lot of manpower
18:54 because as the place expands with a lot of persons
18:59 looking to either move into that area
19:02 or businesses deciding to open,
19:04 how are you all dealing with that?
19:05 Where do you all get that support?
19:07 - Well, the commissioner and by extension the executive,
19:11 they have tried to deploy as much manpower
19:15 as needed in the central division.
19:17 It will always not be enough, right?
19:20 But we work, our seniors who govern Simon
19:24 and myself and the executive of the central division,
19:28 we come up with strategies to use
19:30 what little manpower that we have, right?
19:33 And this is where it is important
19:37 that we partner with the committee.
19:40 This way we have more eyes and ears outside there
19:44 on the grounds and just what the police could provide.
19:47 - Yes. - Right?
19:48 So if we get out of the 400,000 plus persons out,
19:52 if we get 150,000 to partner with us,
19:56 we would have eyes and ears on the ground
19:58 for every single crime in Chagones.
20:00 We can't stop all, but we would have a better solve rate
20:04 and persons who come from outside and they want to do crime,
20:08 they would understand, do not come in the central division.
20:11 - Yeah, think twice. - Think twice about it.
20:13 Now, I know that you will have challenges within your division,
20:18 especially where crime is concerned.
20:20 And what is that...
20:22 ...tick that you just can't...
20:27 I shouldn't say can't, but it's always coming back on it.
20:30 It's an annoyance to you all within your division
20:33 where crime is concerned, because I understand
20:35 motor last knee is a major issue in the central division.
20:38 Last knee of motor vehicles and robbery of motor vehicles,
20:41 this is a major issue that we have.
20:45 Now, the officers in the CID,
20:48 under Inspector Silvan, Ian Silvan,
20:51 we have been paying back these crimes.
20:54 However, however, there are challenges
20:59 in the terms of, again, members of the public.
21:03 If you have a vehicle, your vehicle is a valuable asset.
21:07 We would ask that you invest in a GPS
21:10 or some way to track the vehicle should something happen.
21:14 And then look at the areas where you all are parking the vehicle.
21:17 Do not make it easy.
21:19 We use a lot of video footage to get some of these crimes.
21:23 However, most times these persons are coming mass,
21:26 and it doesn't help.
21:28 But because of the network that the Trinidad and Tobago Police has
21:32 through the command centre and the different operation centres,
21:36 we are able to lock down areas
21:39 according to where these crimes are committed
21:42 and try to intercept these vehicles as much as possible.
21:45 All right. So, with regards to home invasions now,
21:48 is that something that we see a lot of happening in central,
21:52 or it is not?
21:54 Central division had an uptick in what we would term home invasions,
21:59 as burglaries and robberies at persons' homes.
22:03 However, within recent times, we have arrested and charged
22:06 more than 20 persons with various offences arising out of these home invasions.
22:12 And again, we are sending the message,
22:16 we need the community to come on board with us.
22:20 You all see somebody strange in the area,
22:23 contact the 999, contact the stations,
22:26 and we will make the checks.
22:28 We will always have patrols out.
22:30 We would call them and ask them to make the checks.
22:32 And we also ask persons,
22:35 you come into your home, your home is secured,
22:38 you are seeing a strange vehicle there,
22:41 don't go, drive to the station, make a call,
22:44 drive along the block.
22:46 Understand? These are things that, again, this is what I spoke of earlier,
22:50 we have to be alert and observant when we are dealing with these kinds of crimes.
22:54 Yes, most definitely.
22:55 Now, you will also have the opportunity to give us a call at 623 1711,
22:59 extension 1992, 1993, 1996, and 1997.
23:04 Persons in the Central Division who may reside there as well,
23:07 feel free to connect with us.
23:09 Let us let the actor, interpreter not know things that they may not be aware of.
23:14 And this could be your opportunity.
23:16 If you know some persons are a bit terrified to even call a police station
23:21 to give information, or even show up at the said police stations
23:25 to give information on things that they know,
23:27 and they feel a little bit more comfortable calling the show
23:29 and asking, hypothetically speaking, in cases, you know,
23:34 just to find out what they should do, or what should be the next move.
23:38 So, of course, the phone lines are open for police to suggest.
23:41 I would encourage that, but I also encourage that persons contact the Crime Stoppers,
23:47 contact the 555, contact 999.
23:50 And given the structure in Trinidad and Tobago, I am sure everyone knows a police friend
23:59 or police partner or somebody who they could reach out to if they are having an issue.
24:05 And they need to make that contact.
24:08 If you don't make the contact, we would not know about it.
24:11 And we need persons to report what is happening.

24:31 Officer, is it in that central area that you had a problem with vendors who did not want to sell
24:38 on the area where you put them to sell, and they were selling on other places,
24:44 such as the Coastal Region, was it your area in Central?
24:47 And is that still happening, or has it been solved?

24:55 This morning, we actually had an exercise that was done jointly with the municipal police
25:03 and other officers and other agencies, including TNTEC, right?
25:07 Where we would have visited what is the area, probably known as the Vendors Mall.
25:12 And we have been starting to clean up the streets of the illegal vending.
25:17 And this will be a continuing exercise on a weekly basis.
25:22 Okay.
25:23 I had a meeting with the municipal officers yesterday, and they have indicated to me that these vendors,
25:31 they have a space in the market, and they just do not want to go there.
25:37 And they'd rather be on the street and play the cat and mouse game with the police officers,
25:42 as the case may be.
25:44 But we would be willing to work with them, relocate to where has been assigned to you,
25:50 and keep our streets clean.
25:52 Quickly, with wrecking, is wrecking happening within the Central Division?
25:57 No, wrecking has not come back to the Central Division as yet.
26:02 There is an option that we are looking at, and we need to sit down and work out the logistics for the wrecking.
26:10 But that's for persons parking properly in the places designated or using the car parks?
26:16 Persons would always park indiscriminately.
26:21 And we have a culture in Trinidad, I am going in front of the store, I want to park in front there.
26:27 We don't want to walk, we don't want to exercise.
26:30 Park a distance, and take a walk.
26:33 That's why we have increased our patrols, to ensure your vehicles are not being broken into, as the case may be.
26:39 And go out, get your stuff, and come back.
26:42 But they would rather park in front, when a police officer approaches them and tells them,
26:47 "You are doing the wrong thing."
26:49 At that point, they want to pull out their camera and say the police are wicked.
26:52 Harassing and doing the most.

29:42 there are times that officers would go on vacation, leave,
29:45 and probably they would be transferred to other divisions as the case may be.
29:51 The victim of the crime, they can make contact with the senior officer in charge of the station,

29:58 and we will reassign a new officer.
30:01 Depends on the type of matter that is being investigated,
30:06 we would know what steps to take if to have the officer come back
30:09 or assign a new officer to the matter.

30:33 when in police civil service what we have detected is exceptionally low degrees of crime detection,
30:43 lack of resources, and the involvement of police officers in criminal activity
30:51 as is evident through the suspensions and officers before the court.
30:57 How do you, based on those three things,
31:00 how do you expect to treat the public confidence
31:07 and of course assist communities that are drowning in blood
31:13 while the police services seem to be operating quite routinely?
31:21 That's it?
31:23 So he's speaking of the public confidence and of course...
31:25 Again, sir, the public confidence, right,
31:31 they would have matters that are highlighted in the police service
31:35 that are not highlighted in any other institution.
31:38 But we have developed the professional standard bureaus.
31:44 We have the police complaints authorities.
31:46 So if you know that our officer is not doing what is required,
31:49 these are units that you could go to.
31:51 You could also speak to your senior officers.
31:54 And again, the police service is 7,000 officers strong.
31:59 We cannot generalize officers in that way.
32:05 There are a lot of good, hardworking officers outside here
32:09 who needs or gets what is required done.
32:14 And we deal with a variety of issues on a daily basis,
32:19 from minor offenses to serious, very serious crimes.
32:24 And yes, we do suffer from a lack of resources,
32:27 but we do what we have now until better can be done.

32:38 Now, a Freeport man charged with money laundering in AGC unit scam.
32:43 A Freeport man was granted bail with surety in the sum of $65,000
32:48 when he appeared before a master of the Port of Spain High Court
32:53 charged with eight counts of money laundering.
32:56 Junior Rajkumar, 33, of Mission Road,
33:00 was also charged with one count of larceny
33:04 when he appeared before a master on Wednesday, the 5th of June, 2024.
33:09 A report was made to the police,
33:11 and an investigation was launched by officers of the fraud squad.
33:16 Also, a tenant law in court charged with larceny.
33:20 An attorney at law was granted bail with surety in the sum of $350,000
33:26 when she appeared before a Port of Spain magistrate this week.
33:30 Charged with larceny in the sum of $224,625,
33:35 Kavita Prasad, an attorney at law,
33:38 was charged with the offense when she appeared in the Port of Spain
33:42 11th Magistrate's Court on June 3rd, 2024.
33:47 A victim reported to police that during the period December 2021 to April 2022,
33:53 they paid sums totaling $224,625 to an attorney at law
33:59 for provision of legal services in relation to a high court matter
34:04 after they were led to believe the attorney was in a position to do the same.
34:09 Subsequent checks with the high court allegedly revealed
34:12 that the attorney did not provide the legal services as promised,
34:17 and attempts to have the money refunded to the victim proved fruitile.
34:21 A report was made to the fraud squad and an investigation launched into the matter.
34:27 So, we head back to the phone lines.

34:39 I have two issues that I'm hearing about.
34:42 One is, as the officer responded, the generalization of wrongdoing.
34:50 My mantra is always, "Across the board, there are good and there are evil."
34:57 And we have to be conscious enough to separate.
35:02 We have to know how to distinguish.
35:04 We may not know all that is happening.
35:06 We may not be aware of all the issues that are going on in there.
35:10 But we need to be careful because when we come out swinging
35:15 and painting everybody with a broad brush,
35:18 what we are essentially doing is creating a kind of fear in the officers
35:28 to execute their functions with integrity and accuracy and confidence.
35:35 And so we must be very careful as to how we paint everybody.
35:41 I was never a police officer, but I can tell you where I worked.
35:47 I've seen some stuff, but that's one issue.
35:51 The second issue is where the caller talked about the vending.
35:58 And I want to find out from the officer,
36:02 is there a possibility where you can begin to proffer charges against the buying public?
36:12 I'll tell you why I'm saying so.
36:14 If those vendors have a place designated for their trade
36:20 and they choose not to be there but to be on the street causing chaos,
36:26 which is expected to have traffic and even pedestrian traffic,
36:31 then if buyers are not supporting them, they wouldn't go there.
36:37 Therefore, we must now go back to the join door
36:40 and consider once the person is caught buying,
36:45 because they pull up all kinds of ways and force the buy on the side of you,
36:50 they are causing traffic.
36:52 And therefore, if that can be implemented,
36:56 we may get some kind of relief from that vending issue
37:00 that has been going on and on forever.

37:37 making Trinidad and Tobago safer.
37:40 We need the public to partner with us, and we would always want that.
37:48 At no point in time are we going to turn away the members of the public
37:52 from partnering with the Trinidad and Tobago Police Service.
37:56 And as for the vending--
37:59 To charge the buyers.
38:02 I don't think we have anything--
38:04 I don't believe we have anything on the law books with respect to that,
38:08 probably with stolen items, as the case may be.
38:12 But we would ask the members of the public--and this is our forum for that--
38:19 do not encourage that.
38:21 There is a space designated for the selling of these goods, as the case may be.
38:28 We have been talking to these vendors because they could end up with a minor charge,
38:36 pitching a stall or selling produce, as the case may be.
38:39 And this affects them in the long run,
38:41 because when now you have to come and look for a Certificate of Character,
38:45 it is showing up now that I've been charged for pitching a stall or--
38:50 Those minor offenses.
38:52 --selling, as the case may be, and it affects a person in the long run.
38:56 It's not that we are going to take draconian measures against them, but we do talk.
39:02 But it's how long--

39:04 --how many times we must talk before we act.

41:42 This week I was given the opportunity--and of course the privilege, and I was humbled by it--
41:46 --to speak to some lovely Form 1 students.
41:49 And it just so happened to be in your division in Charlottesville, Ariel--
41:53 --Astra Girls College.
41:55 And let me tell you something.
41:57 We always say that the young people, obviously, are the future, and they are.
42:00 And always given this opportunity, I am always pleased and willing to make sure I find time and make time.
42:07 The girls were just so brilliant, and the personalities that I was able to meet there from different backgrounds.
42:15 And being in Form 1, you'll think a lot of them may be shy, and they're not trying to find themselves.
42:20 A lot of them knew exactly what they wanted to do.
42:24 Others, they weren't sure, but I found ways for them to tap into seeing more within themselves.
42:30 And the opportunity that was given to me by the B Fit Men team, and also Astra Girls, the administrative team, the teachers, the principal.
42:39 Thank you so much for that amazing opportunity.
42:42 And I hope all the girls had a fabulous time like I did.
42:45 And they continue striving, not just for the stars.
42:48 I always say, "Party stars and chill on the moon."
42:51 So, you know, I was really pleased by that.
42:53 And the love was overwhelming.
42:55 I didn't even want to leave, because they were screaming, "Don't leave! Come back!"
42:58 And I'm just like, "I don't want to leave, but I have to go to the teacher."
43:01 And also, I didn't get the teacher's name, but the teacher was also accommodating.
43:05 She even gave us extra time to finish what was going on within the class.
43:11 And she came back and said, "If you want more time," I said, "No."
43:13 Let them go ahead. This is their period for their class.
43:15 And it was just so nice. It was beautiful.
43:18 And again, I like that.
43:21 You see, role models. We need a lot of role models interacting with our younger members of the public.
43:29 Because they will be forming part of the future.
43:31 And the more positive you see, it is better for us, as the case may be.
43:37 And from every field.
43:39 This is what we have done with the police service.
43:41 Getting our community police officers out to each and every division.
43:46 And as the case may be, we are interacting with our younger officers.
43:50 But not everybody wants to strive to be a police officer.
43:53 There are some who would want fire officers, prison officers, customs, some entertainers.
43:58 And we need that kind of support from the other units in Trinidad and Tobago.
44:05 Now, speaking of children, where does your division especially come in when it deals with the schools within your area?
44:12 And we are seeing a lot of school violence happening, not just in different pockets, but throughout the country.
44:18 How are you all dealing with that, with the young people in schools?
44:21 Well, actually, this is where it falls in the hands of Sergeant J.C. Small and his team.
44:27 The community policing, oriented policing section of the Trinidad and Tobago Police Service.
44:33 They have been doing the U-M-M-A-N service in the Central Division.
44:37 They are very interactive with the schools that we would have.
44:41 I can't even tell you no school, no trouble school again in Central Division.
44:44 That's the kind of work that they have been doing.
44:47 And again, we need support from other persons and NGOs to continue that kind of work in the schools.
44:56 But I want to know too, what are they doing that is so different to help these young persons understand the importance of going to school, getting their education, living their lives and not rushing.
45:07 So God knows what they think. I don't know what they're rushing to because adulting is very hard.
45:11 And I'm sorry to say it sucks at times because the responsibility that is on our shoulders.
45:17 Well, actually, what I always say is the parents.
45:22 This is where we start to mold our minds and we need parents to be more interactive with their children.
45:28 But Mr. Small and his team, they haven't adopted anybody, but they have been helping and they have been speaking just not to the children, but to the parents as the case may be.
45:40 Because right now we have a problem in Trinidad where gangs are actually reaching to try to recruit in schools.
45:47 But they're doing it.
45:49 The retirement age in our gang is 25 or less.
45:52 I finally went high.
45:54 25 or less and you don't have any promotion to go anywhere.
45:58 And we need to be reaching our young minds as the case may be. And this is where parenting comes in. The us as the police, the NGOs and we need that assistance.
46:10 And Central Division, we hope to expand on it.
46:14 But I could tell you, Mr. Small and his team, they are a small team.
46:20 Yes.
46:21 Right.
46:22 But they have big hearts.
46:23 But they have big hearts and they are doing the work that is required with us.
46:28 And every single officer in the Central Division under the senior sup, we have told them that you all are community police officers.
46:35 There's time for the hard approach to policing and then there's time for the soft tactical types of policing.
46:42 And that's what we need to continue.
46:44 Now, let's talk a little bit about response time before we head to the break.
46:48 How is the response time in your division? Because we hear time and time again from persons not just on the show but also on social media where they will be saying, you know, I'm calling in because of a situation or we've seen someone strange outside the house or in the yard or someone trying to break in.
47:03 And the response time by the TTPS is somewhat a bit slow.
47:08 But how is that in your division?
47:10 Given the area, now there's a generalization again with respect to it.
47:15 Wherever the area is, I know that the traffic tends to be high and this tends to slow down our response time.
47:26 Even with the sirens because drivers in Trinidad and Tobago do not make way for the police because they always have formal opinion that the police is using something else.
47:39 They're going to get food or they're hungry.
47:40 But they don't know what the situation or the emergency is.
47:43 And we are seeing it with ambulances, fire service, trucks.
47:47 Everybody is more hurry to go and do their business than probably for the police to save a life or the ambulance.
47:54 With the emergency.
47:55 With the emergency.
47:56 And we have to get that respect back on the road with members of the public.
48:02 Make way for the police.
48:03 You all do not know. Next thing is some of your family said that they're going to try to save or deal with a situation as the case may be.
48:10 Our response time, it is different.
48:13 Right. That's one of the hindrances that we have.
48:16 But once a call is made to the 999 and I would always advise members of the public, contact the 999.
48:24 Your call is recorded and we always have officers in the 999 who will follow up with any report that is being made.
48:33 So we need to have that.
48:34 You know what? I like your honesty.
48:36 You didn't make it seem like, you know, yeah, we do what we have to do, but it is challenging.
48:41 And you're still trying to find a way to make it better.
48:45 And that's all we could ask for.
48:47 And of course, to the public, you all know you'll get annoyed when you hear the siren and believe they're going to do nothing.
48:52 Even if they are, we don't know. Just move aside for them to go and do what they have to do, whatever that is.
48:59 Because I'm a civilian, so I have to sometimes I hear it. I'm like, I sure they have nowhere to go right now.

49:07 You said some people would be vexed with the police to go to a eating establishment.
49:13 But I would rather have a police in uniform by a eating establishment.
49:17 Because you see what's going on now. You just never know. You never know.

52:22 Low-abiding citizens, you all need to partner with us because at the end of the day, the police cannot be everywhere 24 hours a day, seven days a week.

52:35 And we need to have persons looking after themselves.
52:41 One of the things that we have seen in the Central Division is an influx of foreigners.
52:48 And these persons are coming to places and renting and as such.
52:53 But when something happens and we might have to go and look for one of those foreigners, the landlord does not have a file or any documentation on who they rented to.
53:04 You all need to get their ID cards.
53:06 If you're not sure, make a call to the station.
53:10 Someone will find out for you.
53:12 It's free of charge.

53:16 We will know how to disseminate the information to you all as the case may be.
53:21 Also, persons who are in the Central Division, we are also looking at the traffic offenses, right?
