From November 1, 2026, India's telecom operators have been told to show the caller's name on incoming calls. It is called CNAP, Calling Name Presentation, and in this policy brief we go through the Department of Telecommunications (DoT) circular itself: what it says, what you will see on your screen, and where the limits are. 📞
What the DoT circular says (Circular No. 01/Licensing Policy/2026, dated October 13, 2026):
• All access service providers must introduce CNAP across all service areas with effect from November 1, 2026.
• Phase one covers wireless networks on 4G and higher technologies (4G and 5G). 2G, 3G and landlines will be considered separately; no date has been set for them.
• The call screen shows two fields: the caller's number, and a name chosen in this order: the name you saved in your contacts; otherwise, for a domestic call, the name in the caller's subscriber record with their operator; for an international call from an unsaved number, the words "International Call".
• Operators must provide it without any separate request from users.
• Each operator keeps a database of its users' names; your operator queries the caller's operator when a call arrives. The circular asks for a security-by-design approach and non-retention of the fetched name, efficient query handling, and grievance redressal.
• Business and bulk connection users may show a "preferred name" only if it is a trademark registered in their name or a trade name registered on the GST portal, verified by the operator.
• Callers who have availed calling line identification restriction (CLIR) under existing guidelines will not have their name shown.
Inc42 reports that the definition of calling line identification in the Unified Licence is also being amended to include the caller's name, effective November 1. As Mint notes, a name on screen is extra information, not proof that a call is genuine, and CNAP is not a blanket ban on spam calls.
