04:07Today is Monday, and yes, it's a brand new working week.
04:11A wet Monday, to be exact.
04:14And as we get closer to one of the greatest seasons, I will say, which is Christmas,
04:20the countdown is on 53 days and counting as we move forward.
04:23Now coming out of Tobago Carnival, and let me tell you all,
04:26they really had over 60,000 people there,
04:28and I am hoping that persons enjoy themselves to the fullest
04:31because we saw where the TTPS, they were most present.
04:35We also saw the police commissioner, Mr. Alistair Guevara,
04:39who was present on the ground.
04:41I actually saw him while I was there, him and his other executive.
04:46We saw executives, I should say, DCB Suzette Martin.
04:50She was there most, as we're seeing her there now, all the days on the road,
04:54and she was literally making sure that everything was safe along with the executives
05:01and other members of the TTPS in Tobago.
05:03So a special good evening going out to everyone in Tobago.
05:06I literally flew in from Tobago to be here this evening because the show must continue, right?

05:26And the last time we spoke, which was Monday, going before the Carnival,
05:30you said that you all had to make your way to Tobago
05:32because of a situation that took place.
05:34You can give us any updates.

05:42Good evening to you, Whitney.
05:43Yeah, and to our regional audience in Grenada and international audience.
05:50And yes, it's a wet Monday.
05:52I drove all the way from south, and it's bumper to bumper traffic.
05:57Everywhere.
05:58From San Fernando Street into Port of Spain.
06:01And I think everybody is taking their time.
06:03Even as I ventured north along the northbound,
06:07you could see that people were taking their time and driving.
06:11We moved quite slowly, and perhaps that's why I'm a bit late for the program.
06:17And I mean, I arrived later than usual.
06:19I'm not late for the show.
06:21For the show, no, you won't.
06:22You literally walked on the back top and you were ready to go.
06:24Yes, and let me just extend congratulations to the TTPS on the performance in Tobago.
06:31Well, I know the Commissioner of Police was there, as you said.
06:35Yes, yes, yes.
06:36He was present.
06:36And Gold Commander, DCP, Suzette Martin, was there as well.
06:39I was, I took in some of the, one event on Wednesday night,
06:44that's pavement in Crown Point, and there was a heavy presence of police.
06:48And I think while I was there, there was no incidents whatsoever.
06:53No, none.
06:54That I can even recall.
06:55Yeah, people enjoyed the evening into the night.
06:59The only problem was Eureka, and of course, everybody jammed back in Crown Point,
07:05and as you said, you had more people, probably more Trinidadians in Tobago than Tobago Nairns.
07:11So, we had a, we had a, we felt it because we were caught up in the traffic jams
07:18all as we traversed the Claude Noel Highway.
07:22Now, let me give you an update on what's going on with Tobago and why we went.
07:26There's a girl missing there by the name of Latonya Lisa Christian.
07:31She's 24 years old, 23 years old, and we've updated our record.
07:36She went missing since the 11th in the Susuland's district.
07:39And even today, with respect to the police, we've all confirmed that it's 11th.
07:44The problem is that they raised the alarm somewhere around the 23rd.
07:48And we spent two days in Tobago traversing Susuland straight down to Delaford and Tobago,
07:54making stops along the way.
07:55This is number house number 20, 120, where she was staying in Susuland's there in Mount Pleasant.
08:03And we, we worked with her father, and we were able to narrow the things down a bit.
08:11But, so I believe we have to return Tobago, to Tobago soon.
08:16But we're asking the Tobago onions, especially those I know now in the Roxborough district.
08:22I need you all to, to, to think back and see when last is sold at Tonya Lisa Christian.
08:30I'm pointing out two areas to you in Roxborough.
08:33One is the Bamboo Patch Bar in Roxborough, and the other one is the Boat Yard Bar.
08:40We have, we're getting some information of some sightings in that area on the 11th of October.
08:47And if it is, you could jog your memory and get back to us, we'd certainly like to hear from

09:21Now, not a good start as we enter the new month of November, because we're seeing here that three murders
09:27were recorded on November 1st.
09:30Now, a stabbing in Valencia, and a superior man was found shot multiple times in his car at Wilson Trace
09:37Palosico, and in Princess Town area.
09:40A man was shot and killed in an alleged police-involved shooting.
09:45And it's just really sad.
09:48Yeah. So, I know the one in Siparia.
09:50This is the one in Siparia where the gentleman was stabbed in his vehicle.
09:55So, when it's not gun-related, it's stabbing, and you know, it's some little bit of quarrel so that the
10:02person didn't have to get a firearm, they stabbed him.
10:05And the other one, I know, happened in Valencia, and there was a police-involved shooting in, where it is?
10:13Some, New Grant, in the New Grant district, yeah.
10:15Yes. So, our condolences to the family there.
10:18We're waiting to get more information there, but let's head to what you do best, trying to find loved ones,
10:25friends, persons.
10:26Yeah. So, apart from being in Tobago on the weekend, we returned, and we returned to the Tableland Forest, where
10:34today is 44 days since Vishnu Passat has been lost after having gone with two other guys to have skunks
10:42in the Ottawa River there.
10:44And we went in early on Saturday morning and came out late on Saturday evening.
10:51And what we do, and this is a female we have, Selina's Big Harper, she went all the way with
10:57us into the forest.
10:59Yes. And what we do is that we've been combing sections of the forest, and each time we go, we
11:05gather some of the villagers who are very interested, and we go through a new area each time.
11:13This time is probably about six hours, again, spending walking through the forest floor to see if we could have
11:20gotten anything unsuccessful thus far.
11:24So, we'll try to continue as best as we can to look for Vishnu Passat. Today is day 44 since
11:31he has been missing.
11:31So, in Blanchisha's?
11:32No, this is in Tableland, between Princess Town and Rio Claro, yeah.
11:36All right. And in Blanchisha's area?
11:38Yes. There was an unfortunate incident in Blanchisha's area yesterday.
11:43What turned out to be a very simple hike amongst 15 persons in the Guanapo gorges, at about 3 p
11:54.m., they became aware that one of their members was missing.
11:58And they searched until nightfall. They could not have found him.
12:02And at 7.45 a.m. this morning, the fire services found him in the river, unalive.
12:09His name is Donnell Francis, age 23, a young man from Tacarico.
12:15And we want to extend our deepest condolences to the friends and loved ones of Donnell Francis.
12:22You're a young man, Donnell, and I know I put myself in your shoes eager to go there to explore
12:29the outdoors.
12:29And they had fine weather. And the gorges, they are not difficult except the first gorge where you probably have
12:36to learn to swim.
12:37You have to be able to swim to get through. But he rests, so I couldn't comprehend how somebody could
12:44have possibly drowned there.
12:45But things happened, and he was found most likely drowned in the river there.
12:51Yes. Now, I understand we have an update with regards to the...
12:55Yes. So, the two Tobago fishermen, because I was on the phone with them while I couldn't visit them,
13:01I was supposed to visit David McLean's father, Kester Alexander, mom's mom returned to Trinidad.
13:09And the update here is that, so two bodies were found in St. Vincent during the month of October.
13:16One on October the 9th and the other one on October the 21st.
13:21And what the authorities have done, the families, they're in contact with the authorities in St. Vincent,
13:28and the St. Vincent authorities, they've taken samples from those bodies, two bodies,
13:35and they're packaging it to be sent to Trinidad and Tobago.
13:40So the families from Tobago don't have to go to St. Vincent to give samples for DNA testing.
13:47Those samples would be sent to Trinidad, and when they arrive,
13:52they would take samples from the relatives of both fishermen and the processing.
14:00If it could be done in Trinidad, it will be done, because we do do some of the DNA testing
14:04here.
14:05If not, and the samples need further testing, Trinidad will have to send it abroad.
14:11But at least we're reaching somewhere.
14:13We cannot assume that it's the two men, but at least in the interim, this is ongoing.
14:19And I think, you know, everybody wants closure for the families.
14:23Very uneasy place to be, Captain. It's not nice.
14:26Now, apart from getting that update, we could give some good news this evening,
14:33where Shania Charles was found.
14:35Well, Shania Charles.
14:37And I knew you were in Tobago, so Shania would have gone to Tobago earlier,
14:43and it was probably the Tuesday, and she was supposed to return Friday.
14:47Yes.
14:47What raised the alarm with Shania is that she moved out of her place by Wednesday.
14:52And so the persons who were in contact with her, they could not have contacted her.
14:56The police was vacant.
14:59Nobody could have contacted Shania Charles at all.
15:03And therefore, an alarm was raised.
15:05And she was said to be somebody who was always communicating and always on social media.
15:14She has lots of friends in the airport because she works there.
15:17Her employer contacted me, and then we just began to spread the wood, flood Tobago.
15:24The police knew, everybody knew that Shania Charles was missing until she eventually contacted me and said,
15:33listen, I had some incidents.
15:36My phone got a water log in the nylon pool.
15:41She was staying at her friend's home, and she could not have returned on Friday, and she's on standby.
15:51I think she hasn't returned us yet.
15:54But, you know, we just, it came up, but people were anxious.
15:57She's well known.
15:58Yes, yes.
15:59She's well known.

16:01Yes, she's alive and well.
16:03And she was, you know, she, when she spoke to me, she told me, she said, you know, I should
16:08have gotten to her phone, contacted everybody.
16:11I didn't think people would have missed me because I'm in Tobago.
16:15I said, girl, the world is such now that people will know if you're not around, including your landlord,
16:22who you may not know or met for the first time, but that landlord is keeping an eye out for
16:27you.
16:27And that's what raised the alarm, because the person who she was staying by did not see her return.
16:34So, Captain, how important is it for persons to understand, it's not that people minding your business,
16:39but to at least keep in some sort of communication if you're changing your routine?
16:44Yeah, you have to, because, you know, you have friends, and she went with friends.
16:48They all met up in Tobago, so you could have used your friend's phone.
16:51But the important thing is to communicate.
16:55The day you change your routine and you stop doing things like communicating with your family or your friend,
17:01they become suspicious, and they will raise the alert, and the alarm will go off suddenly and quickly.
17:08But she was very apologetic.
17:10Imagine her employer was expecting her back Friday.
17:13He raised the red flag as well and said, listen, Mr. Rambra, we have to find Shania Chas.
17:18So, I hope Shania understands that there are a lot of people who care about her day.
17:23She spent a long time on the phone with me, and I know she was interviewed by the police in
17:26Crown Point thereafter.
17:28So, I think if there was any lesson to learn, she would have learned it.
17:31But from all indications, she's a really, really nice girl, diligent at her work,
17:37very well known in the area in which she worked, the airport authority, and everybody, they know her.
17:42So, people were just calling on my phone, but until she took up that phone and contacted me.
17:49It was a go.

17:52So, Shania, I hope that you're able to get some rest now because her ears may have been ringing.
17:57But it's just precaution.

18:15Just recently, speaking of Tobago, the TTPS has a media release with regards to Tobago Carnival 2026,
18:21a safe and successful celebration.
18:24And I can definitely say so.
18:26I totally agree.
18:27So, the curtain falls on Tobago Carnival 2026 today, Monday, 2nd November, with Last Lap,
18:34the season's cool-down event at Pigeon Point Beach.
18:36The Trinidad and Tobago Police Service is pleased to report that this year's carnival was safe and enjoyable with no
18:43serious incidents recorded.
18:45According to the Tobago Festival's commission, this was the largest Tobago carnival since the festival began in 2021.
18:53The island welcomed an increased number of visitors, both from Trinidad and from overseas,
18:58and several more bands took to the streets than in previous years.
19:03Now, Ground Commander, Deputy Commissioner of Police, Suzette Martin, described the 2026 Carnival as a safe and enjoyable carnival.
19:11She credited the careful preparation undertaken well in advance by the TTPS and its partners,
19:18which allowed the service to create a safe environment in which residents and visitors could celebrate safely.
19:25Now, the commission of police also visited Tobago during the festival and paraded through the areas,
19:30which I saw were celebrations, were held engaging with officers on duty and with members of the public,
19:38which I all witnessed.
19:40They were most present.
19:41I mean, everybody took the police vehicle, and I know they had the numbers out.
19:44And also, to the defense, we could send some appreciation that they were also out in their numbers
19:51to make sure that they were there to give that support.
19:53Yeah, and I'll tell you, to manage an event like that requires a tremendous amount of work.
20:00So you have to manage manpower, but the thing is, you have to move it to Tobago.
20:04And we saw them, I saw the IATF guys out there in full force.
20:10Everywhere we turned, there were police officers and police speakers,
20:14and we know for a fact that I don't think there was any reported on to what incident
20:21for the duration of the carnival period.
