00:04Flash flooding from excessive rainfall is possible during training thunderstorms.
00:09Andrew Kinsel with the National Weather Service explains.
00:12And of course, you know, everybody knows in any kind of thunderstorm you can get really, really heavy rainfall.
00:16But when you get multiple of those storms and move through the same area,
00:19that's when you really start to raise that flash flooding risk as you get rounds and rounds of heavy rain.
00:24As much as two to four inches could fall in some areas.
00:28Severe weather battered the Midwest on Monday.
00:31Multiple tornadoes touched down near Stratford, Wisconsin.
00:34Heavy rains fell outside Des Moines, Iowa.
00:36And that's the system that's expected here this afternoon.
00:39On the Gulf Coast, Tropical Storm Bertha is pushing west from the Florida Panhandle.
00:45That's expected to make landfall in southeast Louisiana tomorrow.
00:48Areas around New Orleans could see up to eight inches of rain and as much as four feet of storm
00:53surge.
00:54A Mount Oliver woman is facing kidnapping and other charges after police say she threatened a taxi driver with a
01:00knife.

01:05Paul Allegheny County police say the driver picked up 26-year-old Maya Owens and her daughter at a downtown
01:10Pittsburgh hotel.
01:11During the drive, investigators say Owens pulled out a large kitchen knife, threatened the driver,
01:15and demanded he take her to Pittsburgh International Airport.
01:19The driver was able to get help after arriving at the airport and told an officer what happened.
01:24Police say video from inside the vehicle captured the incident and the knife was found in the back seat.
01:29Owens is facing kidnapping, unlawful restraint, terroristic threats, and corruption of miners' charges.

01:54The White House says the tariffs are a response to discriminatory treatment of American cars, alcohol, and dairy.

02:08President Trump is citing a never-before-used provision of a 1930 trade law, which could also face legal challenges.

02:27Governor Josh Shapiro has signed a bill to ensure people driving big rigs actually have the skills to do the

02:37The governor on Monday signed into law a bill that cracks down on so-called CDL mills.
02:41It was created after a Senate Transportation Committee hearing last year,
02:45where lawmakers heard testimony about unauthorized schools that operate not only outside of Pennsylvania's regulatory framework,
02:51but the federal entry-level driver training requirements.
02:54The new law replaces the old $2,500 fine with a $25,000 fine,
02:59which the bill's author, Senator Judy Ward, says will give the Department of Education a stronger enforcement tool to put
03:05those schools out of business.
