00:15President Trump's decision to deploy federalized troops in the National Guard to Los Angeles is highly unusual.
00:21We have only seen this done a handful of times in our nation's history.
00:24And there is one very specific reason why Trump's action here stands apart from other times that presidents have called
00:30up the Guard.
00:31And we'll touch on that in a moment.
00:32First, though, let's go back to when the president was first granted this authority.
00:36Congress authorized this presidential power in 1792, according to the National Guard, to help repel foreign invasions and suppress domestic
00:45insurrections.
00:46A little more than 70 years later, President Abraham Lincoln orchestrated the largest federalization of state militias using this power.
00:54He called up 75,000 troops to fight for the Union against the Confederacy in the Civil War.
00:59And then later, he had them support reconstruction efforts after the war.
01:03The Guard also played a major role during the Civil Rights Movement in the 1950s and 60s.
01:09The Guard was called on again during the 1967 Detroit riots and then in 1968 after the assassination of Dr.
01:16Martin Luther King, Jr.
01:18More recently, George H.W. Bush approved a request by California Governor Pete Wilson to help quell the riots.
01:23Those are riots that resulted in more than a billion dollars in property damage and were one of the worst
01:28civil disturbances in U.S. history.
01:30And here is why this current mobilization of the Guard stands out.
01:34It's not being done at the request of the governor.
01:37The last time that happened was 60 years ago in 1965 when President Lyndon Johnson did so to protect civil
01:43rights demonstrators marching in Alabama.

01:47The U.S. Army is getting in position for what is expected to be the most expensive military parade that
01:53has ever happened in this nation's history, the largest one that Washington has seen.

01:58President Trump suggesting his border czar should arrest the governor of California after deploying the National Guard in the face
02:05of immigration protests.
02:07Governor Gavin Newsom also says his state could sue the White House over that deployment.
02:13Happening now, California Governor Gavin Newsom is firing back at President Trump after the president said he would arrest Newsom
02:21if he were the nation's border czar.
02:22The two leaders are escalating their feud now in real time as protests over ICE raids in Los Angeles ignited
02:29into more violent clashes overnight.
02:31The president ending up deploying the National Guard against the governor's wishes.
02:36He said something that no president has done since the 1960s, we should note.
02:41Governor Newsom then said that he would sue.
02:43And now Trump is saying this.
02:46To Los Angeles, we have Julia Vargas-Jones on the scene.

02:55Well, Brennan, we're still seeing here.
02:57We are expecting rallies later on today, and we started to see some protesters trickling in.
03:04Back now to Trump's immigration crackdown.

03:09Brian, why was he there?
03:12And it's something that's highly unusual.
03:18Well, number one, that this is going to resolve and redound the Trump's benefits.
03:22This morning in L.A.
03:23So that kind of very hyped up, very hypercharged rhetoric coming from Trump, coming from his agencies and coming from
03:30his MAGA media outlets.
03:32And not backing down.
03:33California makes good on its threat to sue the White House over its deployment of the National Guard.
03:38And President Trump is suggesting that his border czar should arrest the state's governor, Gavin Newsom.
03:43And happening now in Los Angeles, there is a new crowd of protesters that has been building.
03:50It's an ACLU event that organizers are calling a peaceful rally to demand justice for detained immigrants and an end
03:56to the ongoing human rights abuses by ICE.
03:59This is happening while National Guard troops are now on the ground after President Trump deployed them yesterday.
04:05Violence erupted as police clashed with demonstrators.
04:09Moments ago, California's attorney general called the president's troop deployment counterproductive as he announced that there will be a lawsuit
04:17coming today.
04:18In the meantime, President Trump is escalating his extraordinary fight with the sitting governor.
04:23Trump earlier saying this when asked if his border czar should arrest California Governor Gavin Newsom.
04:30He said that what Trump said is, quote, an unmistakable step toward authoritarianism.
04:35And then moments ago, the president spoke again about Los Angeles.
04:40Live in L.A. for us.
04:41And, Julia, the attorney general of California spoke out moments ago.
04:44Tell us about what he said.
04:49Well, he said that the deployment, Brianna, of these protests that have turned so violent.
04:55And I'm holding my hand to my ear here because we have helicopters flying above us.
04:59One of them is of the L.A.P.D.
05:01We have seen also behind us this line of police officers, Brianna, have taken out their batons and their helmets.
05:08News of his arrest now and that we know that he will be charged or expecting these charges, federal charges.
05:16This is for sure going to be an escalation.
05:19I'm interested to see what the governor has to say about this as well as we go on.
05:24And we expect this to continue.

05:37There are people who are learning more about an overnight incident off of the coast of Gaza
05:41that involves a humanitarian aid ship with at least one prominent activist on board.
05:46The Israeli military intercepted the vessel and detained several passengers,
05:50including well-known climate activist Greta Thunberg.
05:53Sources say the ship and its crew have just reached a port in Israel.
