00:00We're standing by for a big moment in space. A privately crewed spacecraft will dock with the
00:04International Space Station this hour. It's only the second time that has happened. And for the
00:09first time, a woman is leading the mission. This is CNN News Central. And there's another huge
00:15moment happening in the world of politics this morning. Republican Senator Tim Scott
00:19is making it official, formally launching his presidential campaign from his hometown of North
00:24Charleston, South Carolina, at his alma mater, no less, Charleston Southern University.
00:29Big questions right out of the gate. How will he take on the current Republican frontrunner,
00:34former President Donald Trump? And what lane is he going to create for himself in what's going to be
00:40a crowded Republican field? Will big endorsements help him as he just picked up the backing of the
00:45number two Republican in the Senate, John Thune? One thing we do know, amidst all the questions,
00:49he is kicking things off with a decent war chest, nearly $22 million left over from his Senate
00:54campaign. CNN's Eva McKen is in North Charleston, South Carolina this morning, awaiting this as
00:59you can see right where Tim Scott is going to be making this announcement. What are you hearing
01:03there? What are you hearing about how he is going to be making it official? What he's going to be
01:07saying in this first big moment of his campaign?
01:13All right. So there is also this we're watching today, a travel warning issued for an unexpected
01:17place. The state of Florida, the warning being put out by the NAACP. The group says that the travel
01:22advisory is a response to policies being set by Governor Ron DeSantis, more specifically saying
01:29this. On our radar this morning, the man charged with killing four University of Idaho students is set to be
01:35arraigned in court today on charges of first degree murder and burglary. Brian Koberger was indicted by
01:41grand jury last week for those stabbing deaths. He's expected to enter a plea in court today. He could face
01:47a death
01:48penalty if found guilty. Now Nebraska's governor is set to sign into law today a 12-week abortion ban.
01:55State lawmakers passed the measure on Friday. It bans abortions after 12 weeks, with exceptions for
02:00sexual assault, incest, and medical emergencies. The ban was also folded into a bill that bars gender
02:07affirming treatments for Nebraska residents under the age of 19. And hitting a hole in one, remarkable
02:14at any point, any day in your life. This one though, one for the ages. A club pro, Michael Block,
02:21sent golf fans into a frenzy, a tizzy if you will, without even having realized that he had pulled it
02:26off. This was his reaction. He's like, hey guys, thanks. Thanks for the applause. Watch this.
02:31Almost looked like it was like nothing but net. And I know that's the wrong sport, but you see where
02:34I'm
02:35going with this. After that, Block received a PGA Tour exemption to play at the Charles Schwab
02:39Challenge this week. He also secured a spot to play in next year's PGA Championship. After that final
02:45round at the PGA Championship Sunday, Block finished 15th. Outside of all of this mayhem
02:49and craziness, Block is usually teaching golf lessons at a public course in California. And in the
02:54understatement of the year, he says it's been a week he'll never forget, John. It was both a frenzy
02:59and a tizzy. I was watching it. Daniel Penny is now speaking up publicly. He is the man that's
03:05charged with the choking death of a homeless man, Jordan Neely, on a New York City subway. And Penny
03:10tells the New York Post, quote, I am not a white supremacist, he says in this interview. He also
03:16says in the interview that what happened on May 1st had nothing to do with race, he says. Penny's
03:22charged with second degree manslaughter now for Neely's death. He is free on $100,000 bail and was
03:29required to surrender his passport as part of the deal. Let's get more on what he said and where
03:35this goes. CNN's Omar Jimenez is following this for us. He joins us now. Omar, what else is Penny
03:39saying? Yeah, Kate, so he really was essentially trying to... CNN exclusive now. Paul Whelan is speaking
03:46from the Russian prison where he has been wrongfully detained for five years now. The former Marine
03:53called CNN from his prison camp in remote Mordovia, and he said that he feels confident that the wheels
03:59are turning, was what he said, towards his release, though he still fears that he could be left behind
04:03once again. CNN's Jennifer Hansler has this exclusive reporting, and you spoke with Whelan on the phone.

06:09graduation this weekend after a federal judge ruled that school officials could forbid her from wearing
06:14a dress and heels under her robe. The team says that she chose to miss the ceremony, telling CNN she

06:53the debt ceiling. On Capitol Hill, negotiators picked up their conversations a few minutes ago. It's
07:00really unclear if any progress has been made. Both sides said that the talks on Sunday went well,
07:05but timing is clearly running out. The United States could run out of money to pay its bills as soon

07:11June 1st, which is 10 days from now. Next hour, South Carolina Republican Senator Tim Scott is expected
07:16to officially launch his 2024 presidential campaign. That announcement is set to take place in his hometown
07:22of North Charleston. Scott launched a presidential exploratory committee back in April. He filed the
07:27paperwork necessary with the FEC last week. And his announcement comes as Florida Governor Ron DeSantis
07:33is also expected to jump into the race sometime this week as well, John. So right now we are standing

07:40for a crew of private astronauts to open the hatch and board the International Space Station. The four-person
07:46Axiom team successfully docked at the ISS last hour, and they will now spend the next eight days
07:53in space working alongside the existing team and conducting more than 20 experiments and other
07:59projects. CNN's Carlos Suarez is live at the Kennedy Space Center once again for us. So Carlos, last hour
08:05they docked. When is the crew expected to enter the space station? What's going to happen now?
08:12Well, Kate, we expect that to happen. From giving golf lessons on a public course in California to
08:18hitting a hole-in-one at the PGA Championship, Michael Block with the stroke of a lifetime coming up,
08:25his reaction to this wild moment. Brooks Koepka made history becoming the first player from the
08:32Saudi-backed live golf tour to win a major, claiming the third PGA Championship of his career. But
08:39the guy who really stole the show, sorry Brooks, was not him. It was Michael Block, a golfer from
08:44Mission Viejo, California, whose day job is being a golf pro at a public course. He finished 15th
08:49yesterday, winning almost $300,000, securing an invite back to one of golf's biggest championships

09:19Wait for this really to happen any minute now. Here's a little bit more about Senator Tim Scott.
09:24He's 57 years old, and if he wins the Republican nomination for president,
09:27he would be the first black person to do so. With this big official launch today,
09:32he joins what will be a crowded field of candidates who have so far announced,
09:36as they're revealing for you right here. And soon to join this group back here,
09:40notably because it will be happening this week, soon to be joining this group will be Florida
09:45Governor Ron DeSantis. He's expected to make his presidential announcement also this week.
09:51So this is a big week in Republican presidential politics. But you can also, as you look at this
09:56field, you should also keep one important fact in mind, which is right now, polls show former
10:01president Donald Trump as the very clear front runner in the group. Senator Scott, who is the
10:08first black senator to ever be elected in South Carolina, he must now introduce himself to Republican
10:12voters, not only in South Carolina or in the South, but all across the country. And you will likely,
10:18as you heard from Eva right there, you're going to likely hear from him about his childhood,
10:21his experience growing up poor in South Carolina. Here's a little bit more about his resume
10:26to this point. Scott started out on the Charleston County Council, serving there for more than a
10:31decade. He then also served in the South Carolina State House before going on to serve in the U.S.
10:37House, representing South Carolina's first congressional district. Tim Scott was then tapped by former
10:42Governor Nikki Haley to fill the vacancy left when Senator Jim DeMint resigned. And now Tim Scott
10:48and Nikki Haley, they will now be running against each other for the Republican nomination. John?
10:53All right, Kate. Obviously, Tim Scott, if he is going to get the nomination, has to run through
10:58Donald Trump. With me now, CNN political director. So the clock is ticking and we just learned the
11:04meeting time. President Biden and House Speaker Kevin McCarthy, they will resume their debt crisis
11:08talks at 5.30 p.m. this afternoon. But negotiations between their teams, we have learned, have already
11:15started this morning on Capitol Hill. Here is why they need to get to it in a very real way.
11:20In 10 days,
11:21the United States could default on its debt, $31 trillion of debt. Government bills could go
11:27unpaid because the government would run out of money to pay those bills. And that would put millions
11:32of Americans on the hook and at risk who rely on Social Security checks, Medicare, veterans benefits.
11:39They could, everyone could be impacted. And not only here in the United States, we've heard messages
11:43from all around the globe that it could be a catastrophe for the global economy if this would
11:47happen. McCarthy said that he and the president, that they held a productive phone call when they
