00:00Dear İgristiz family, our guest on this program is the Mayor of İvrindi Municipality in Balıkesir, Mr. Önder Lapanta.
00:06Hello Mr. President.
00:08Hello dear Yanset colleagues. Wishing you all the best and good work.
00:11Thank you, Mr. President.
00:13Balıkesir İvrindi is a very important region in terms of agriculture and livestock farming.
00:19Could you please provide us with a general photograph like this, Mr. President, for our followers? Here you go.
00:24Yes, in Balıkesir, our district also has a geopathic significance.
00:30What is its importance? When we travel to the Gulf from the Istanbul, Ankara, Bursa highway, our Edremit and Aybalık, with their tourism potential, are at the first exit point.
00:41We are at that point.
00:43Our district has a particular situation regarding agriculture.
00:49Our total population is 32,000, of which 7,000 live in the city center and 25,000 live in rural areas.
00:57So, when we look at Türkiye as a whole, while urbanization in other countries is 80%, in our country it is 20% and the rural population is 80%.
01:08Agriculture and livestock farming are the main sources of livelihood in our villages.
01:12We have a vast geographical area.
01:14There are 7 dams, all irrigation dams, in our district.
01:19We have two large rivers.
01:22The district has high agricultural potential in this sense, and the lamb referred to as the "Balıkesir lamb" actually originates from İvrindi.
01:31It is an İvrindi lamb.
01:32We also have a geographically indicated product, which is our sheep cheese called "İvrindi kelle peynir".
01:42In terms of pottery production, we rank 2nd in Balıkesir relative to our population.
01:45Actually, we rank 14th in terms of district population.
01:48We are also in 3rd place overall.
01:50Also, significant strawberry cultivation has started in our region in the last 3-4 years.
01:56Two companies that export directly abroad have started planting strawberries on approximately 2,600 acres in our district.
02:05We will also be establishing a cold storage facility in the district center.
02:09At the same time, one of our biggest agricultural products is pepper.
02:16These jelly peppers, pickled peppers, and spicy peppers are also grown on approximately 7-8 thousand acres of land.
02:24Of course, since the district is mainly engaged in livestock farming, we also have production such as stubble planting and tomato paste production.
02:32So the mainstay of the district's economy, due to its rural population, is agriculture and livestock farming rather than industry or fixed income.
02:43It endures.
02:44This is what I can say about agriculture and livestock farming in our district.
02:48How do you maintain that balance, Mr. President?
02:51The population in the city center expects services from you, but as far as I can see, there is also a large population in rural areas.
02:57You strike a balance between these two, serving both rural and urban areas.
03:02How do you provide it, how do you install it?
03:04Does the central government criticize you for serving rural areas?
03:08What approach did you take here?
03:11Now, the issue of service delivery is, of course, a somewhat more political matter.
03:14How can I put it?
03:16Those in the city center say you serve the rural areas, and those in the rural areas say you serve the city center.
03:21We are somehow maintaining a balance.
03:25In rural areas, we have neighborhoods with populations of 2,000, 1,500, and 1,000.
03:30That means extending it by 25 kilometers from the district center.
03:34Well, we also have something like this...
03:37There used to be 5 municipalities in our district.
03:40So, there was a district center and four town municipalities.
03:43Of course, with the metropolitan municipality law, they all closed down, and we were left with only one district municipality.
03:49We are trying to meet the needs of rural areas as much as possible.
03:52But the demands of our people in rural areas are really not that burdensome for us, thanks to the basic services of the municipality.
04:00So people expect us to do basic things like laying paving stones, furnishing children's rooms, and renovating mosques.
04:09But this is the most difficult point for us.
04:12The other day, I was wondering why we have so many roads leading to fields and farms, since these are agricultural towns.
04:18Basically, we have 65 to 70 rural neighborhoods.
04:21We have 70 neighborhoods in total.
04:235 is the central neighborhood.
04:24But below these 65 neighborhoods, there are also 3 or 4 smaller neighborhoods.
04:28We have approximately 80 rural neighborhoods in total.
04:32We started to have a lot of difficulty on these field and farm paths.
04:35Along with winter weather conditions.
04:38I also said this to our people.
04:39When I was younger, I also worked in farming.
04:43We cut it into pieces.
04:45We also took the horse-drawn carriage.
04:47We used to put baskets and things like that in there.
04:48Then the tractor came out.
04:50We said it turned out great.
04:51Then we started driving in the Taurus Mountains.
04:52Now our citizens are also becoming Toyota Taxis.
04:56He's trying to go to the roof.
04:57So I said, if you're going to go to this kind of place, go to Toros.
04:59So that we can do it that way too.
05:02So, this is somewhat the case for our citizens, especially in rural areas.
05:06Because it's like a spider web.
05:08So, the paved road network alone in our district is 380 kilometers.
05:13So, apart from these, when we enter the field and barn paths on the edges and corners...
05:19There is a road network of around 1100-1200 kilometers.
05:22I can only say that this is what's challenging us.
05:25Mr. President, how is your budget?
05:27Did you inherit a debt-ridden country?
05:29Were you able to procure them after that?
05:32Honestly, we're in a good financial situation.
05:36Of course, after every election period, municipalities face a certain debt burden.
05:42So I guess we'll do the same thing during election time.
05:44That's how we saw it in front of us.
05:47As we approach the year 2026, we have no debts whatsoever, including taxes and insurance.
05:55We have a certain amount of money in our treasury, enough to serve ourselves and our citizens.
06:01We are in a good economic situation.
06:02I'll say thank goodness.
06:03How nice.
06:04But how did we take over the municipality?
06:07We inherited a company with debts of around 110 million.
06:09The municipal budget was 180 million lira.
06:122024 budget.
06:15Last year our budget was around 300 million.
06:19Our revenue this year was around 500 million, and we have no debt.
06:22We are in good shape.
06:24So we have no debts whatsoever, including taxes, social security contributions, or trade-related debts.
06:28We are in good shape.
06:29Mr. President, this is our last question regarding agriculture and livestock.
06:33Do you have any general project ideas in mind for İvrindi?
06:38There must be a big one.
06:39Can you name one or two?
06:40Well, my main project right now is one, as I mentioned, strawberry farmers have recently entered our region.
06:48We are about to finalize an agreement with a strawberry factory.
06:51A strawberry farm will create 304 jobs.
06:54So, here, our municipality has a place for accounting and cold storage facilities.
06:59We are thinking of renting it to them.
07:02As I said, in terms of livestock farming, we are actually ranked second in Balıkesir in small-scale livestock farming and fourth in large-scale livestock farming.
07:11We don't have a nice animal market.
07:12It used to exist.
07:14It has lost its appeal now.
07:18We have a small slaughterhouse.
07:21You know what a mobile slaughterhouse is.
07:23What great things used to do.
07:25We learned that too, again.
07:26In this regard, I have a project, God willing, for a good slaughterhouse and livestock market for farmers and livestock breeders.
07:34Let's hope it happens during this period.
07:36We have also started working on that.
07:38We have made the zoning changes.
07:40We are looking for a site for development.
07:42We made the necessary changes in the zoning plan.
07:44We will conduct a study on it.
07:46I also have a project.
07:48We are considering doing the pickle pressing ourselves in certain regions.
07:52Instead of selling directly to the public from the field.
07:56Because there is a significant price difference between the months of August-September and December-January for the product it manufactures.
08:03So, we are considering delivering pickles and peppers to our citizens in a few different locations so that they can be preserved by pickling them.
08:12How nice.
08:13Mr. President, we wish you success.
08:15Thank you.
08:16I am also looking forward to your support.
08:20Hopefully.
08:21Honestly, this is an organization that I value.
08:26I actually came to Konya once for a meeting.
08:29But there was a busy schedule.
08:31The next day, there were trips to Ankara, Afyon, and other places.
08:33I didn't get to pay much attention.
08:35So, if you support us, there is serious potential here in terms of livestock farming and agriculture.
08:41You also had people you met with.
08:43We also have industrial plots.
08:45It belongs to our municipality.
08:48We especially want this.
08:49So, this is the kind of investor we want to attract to our district.
08:52This could be pickles, peppers, or tomatoes.
08:56So, livestock farming can be done in a dairy style.
09:00Because it's like this in our district.
09:03Fifty percent of the milk that goes to Gönen and Susur also comes from us.
09:07So, Çalakkale goes to Ezine, it goes to Aydın.
09:09We've always said it, we produce the milk.
09:12Just as we send the milk, we also send the workers.
09:16Our concern is, "We have the workers here, we have the milk, why are they going there? We should process it ourselves."
09:22If you have any such investors, please refer them to us.
09:26I can even get his phone number from my friends for you.
09:30I'll also send you information about the plots.
09:32I think it would be a good project.
09:34Mr. President, we would be very pleased.
09:36Of course, we operate as a network.
09:40But depending on us, we have chambers of industry and chambers of commerce as members.
09:45If we receive a file from you, we will specifically use these files from chambers of industry and chambers of commerce.
09:50This applies to stock exchange chairmen, and below them, in this sense, are many businessmen.
09:56In this sense, we will be very happy to do whatever we can, if necessary, for İvrindi and for you.
10:05We will enhance our cooperation.
10:07We invite you not only to our meetings in Konya, but also to our other meetings.
10:12Our presidents, the presidents of the chambers of industry and commerce, and our businessmen are also participating there.
10:17Our mayors are attending.
10:18I believe that as this acquaintance progresses, hopefully positive results will be achieved.
10:24Hopefully.
10:25Thank you very much, Mr. President.
10:27Thank you very much.
10:27Good luck.
10:28I wish you good work and a good day.
10:29Looking forward to seeing you.
10:30Thank you very much.
10:31Have a good day.
10:32Thank you.
