01:37like to learn how many cities in albania how many municipalities in albania okay in albania we
01:46have 61 municipalities and 340 local government units so far this year because next year maybe
01:58we should have another number because we are working for a new territorial and administrative division
02:07in regarding your question about the number institute for albanian municipalities is a think tank
02:16which work for 61 municipalities but the municipalities are not obligated to become
02:23member in this contact i wanted to start that
02:29institute is not a membership organization is a think tank organization wonderful and i would like to ask
02:38this question about there is a problem for uh globally many people especially rural areas
02:47unfortunately people don't want to live in rural areas and not dealing with the farming situation and
02:55also they would like to immigrate to the big cities is that same situation in albania
03:01uh yes sir that is a really very challenges uh recently in uh in albania most of uh villages small
03:14municipalities or rural areas are becoming uh empty people mostly the young people are moving uh to the urban air
03:29to cities or
03:30and they're abroad in this context they create a lot of problems in terms of uh working force know
03:37-how
03:38and they've created a lot of social uh problems the uh agriculture sector is uh
03:47uh facing is uh having a lot of problems regarding such uh situation related to the immigration
04:01you have a uh wonderful experience about academician uh field mr hajimali what is your response for this
04:10challenges how we can solve this problem as a globally and especially in albania how we can our
04:17young people and youngsters to involve the farmer situation uh that's good question in fact i know that
04:27is a very challenges globally is also in europe and especially in west balkan and uh in albania uh of
04:36course the government of albania have introduced and is implementing several uh action to keep to provide a
04:46better uh life to provide accesses for people in general in the rural area for example they
04:55have uh established a grant scheme for rural uh farmers for uh agriculture sector for tourism in rural and
05:05mountains uh area they have uh matching the state the government grant and the european union
05:16grant to provide such scheme from other uh uh side the government from one side but also
05:26the municipality but the municipality are not in such strong position to support municipalities in terms of
05:34providing better infrastructure for rural roads for other uh uh aspects in the rural life for water
05:45suede and sewage and sewage we have some schemes but uh the budget is not enough we have some
05:53schemes but the volume and the capacities we provide are not uh enough in terms of needs or real needs
06:04from the
06:04of people for the people who live live which lives lives in a rural uh and remote uh area in
06:12this context
06:13the agricultural products are
06:20reduced and
06:25before 10 years the gdp produced for agricultural sectors belong 25 percent of national gdp
06:34actually the agriculture uh contributes up to 16 or 70 percent of the gdp's why we have such a situation
06:47because
06:49who is working there the people are moving the demographic situation uh
06:57uh is having such a problems and for that situation we have a huge number of municipalities that
07:06they which do not have any people anymore or just uh older older people yeah agriculture issues
07:15is responsible under the central government issues what about in albania is there any uh activities for local
07:24governments that they are dealing with the local agriculture issues is there any uh direct
07:32position for local governments in albania yes we are multi-level governance uh system in this context
07:42yes the main part of uh supporting local government is the ministry of agriculture
07:51they have some uh roles and responsibilities but from other side there are different uh the concentrated
08:00agencies based in different uh regions of albania and from other sides are local government unit 61
08:08municipalities municipalities which are responsible for some sectors of
08:17uh agriculture or canalization or water prevention system and other duties but in this context maybe we are okay of
08:33course in in albania is discussing if this uh division roles bit uh responsibilities between local and central
08:42and central government function well in these sectors yes this is uh maybe this is a kind of dilemma should
08:52we
08:52transfer most roles and responsibility from central government to the municipalities uh being more decentralized
09:03or should we have another model but i i belong to decentralization but uh important is that
09:12uh all uh stakeholders all uh central government regional agencies and the municipality to work together to
09:22create a synergy to provide uh services for uh for farmers and for people who live there
09:32wonderful mr hajimali you are working in water for albania municipalities and also we are working
09:38for agri cities agriculture cities union uh question is that how we can improve our relationship between albanian
09:47municipalities and turkish municipalities especially agriculture issues
09:53yes i think there are a lot of opportunities for example uh let's start from sharing experience between
10:06municipalities there municipalities municipalities there municipalities here in uh albania let's work to
10:12to create a platform for sharing knowledge between both parties let's uh
10:23create let's uh work to links uh agri cities
10:27uh there and some agri cities uh in albania let's create a platform of uh partnership between uh uh municipalities
10:42and
10:43the agriculture company here in albania and municipalities and agriculture companies uh uh in uh turkey
10:53and after that uh that's it let's start with the sharing knowledge and uh ideas and after what is important
11:05is that uh agriculture businesses or agriculture's company let uh create a kind of uh partnership between uh each other
11:17in terms of saying now not just capacity building for
11:22the business to import or export uh
11:29products from both uh countries i think uh there are a lot of opportunity a lot of opportunity
11:38because i i trust that this cooperation can function very well if we work carefully and
11:48uh be straight uh uh we're talking and inform the municipality because uh
11:54there are a huge common uh affiliation of culture between both countries
