00:00I hope you are well.
00:02God willing, may my brothers and sisters be well.
00:06Our guest on this program is Mr. Ali Akbarlı, Secretary General of the Union of Municipalities of Azerbaijan.
00:13Welcome, Mr. Ali.
00:16Have a nice day, welcome.
00:19Mr. Ali, could we start with some general information about Azerbaijan? Could we hear it from you?
00:25How is the economy in Azerbaijan, what is the state of agriculture, and what is the weather like?
00:31Could you provide our followers with some general information about Azerbaijan?
00:37Greetings to all of you, my lovely brothers and sisters.
00:44The weather in Azerbaijan is currently cold, similar to the pleasant weather in Istanbul.
00:53It snowed here yesterday, there is a little yesterday and today, it snowed more in Baku and the regions.
01:02Temperatura is around zero, 5 degrees, minus 5 degrees play in this interval.
01:10First of all, I would like to thank Mr. Uğur, our distinguished president, the president of Terebi and the president of Konya Metropolitan Municipality.
01:30I would also like to thank the president of our Erzurum Metropolitan Municipality, Mehmet Sekman.
01:41We met there in September at a large agricultural congress, an international congress, on 2-4 September.
01:50In accordance with this information and the conditions created there, I would like to express my deepest gratitude to both our presidents.
01:57Of course, our knowledge in Azerbaijan, which is already connected to our own savings, has been very important there.
02:05Because the role of the local city municipalities in the food program and provision of food for the people of the city, the animal market created by the city municipalities is very important to us.
02:21It happened in Erzurum.
02:23And of course, we want to benefit from this experience.
02:28There are favorable conditions for personal savings in Azerbaijan, we know that Erzurum is very popular there.
02:37Istanbul is a very high city, at most up to 2 thousand meters high.
02:46In Azerbaijan, the altitudes are very low, but they are useful for local people's savings, and are mostly settled at lower levels.
02:54However, Azerbaijan is already a troubled country due to oil production in our country.
03:07In Azerbaijan, it can make its living with cotton growing, tea growing, fruit farming, bird farming and many other foods.
03:21Of course, municipalities also have a role in these agricultural processes in Azerbaijan.
03:31Municipalities are essentially local municipalities, that is, we, district municipalities, participated more in these processes.
03:38Because large city municipalities are relatively not faced with those serious problems.
03:44There is a government program here, there is a general collection.
03:46However, district municipalities and municipalities located nearby participate in these processes.
03:54Land, now we do not call it land agriculture, they participate in the letting of lands and giving them to the owners.
04:03They are let out to more compatible people, for the local cultivation of their own savings.
04:11The field of activities has developed more in Azerbaijan.
04:15Hazelnut farming, fruit harvesting.
04:18These areas are essentially our indigenous bodies, and municipalities participate in this area.
04:26At the same time, municipalities also have their own special savings in this field.
04:30In other words, municipalities are engaged in a certain amount of urban conservation activities on the lands under their own ownership,
04:40They are engaged in heroism, they can be engaged in this in their habitats, grazing areas, and reserved areas.
04:46We must admit that, in general, the share of municipalities in the agricultural sector is not as large as that of our sister Turkey.
04:54But they have certain contributions.
04:58We, you know, bring us reforms, bring reforms in the administrative structures of the municipality related to the development.
05:05I am sure that with this development, it will reach a higher level in the future.
05:09But of course, we benefit from the experience of our brother Turkey.
05:14We are sharing the experience and information we gained during the last congress, the international congress, here as a policy among the municipalities and as a municipal union.
05:25And this, of course, will play an important role in achieving a positive result in the future.
05:33How nice, Mr. Ali, thank you very much.
05:35Mr. Ali, could you also provide information about the union?
05:38How many member municipalities does the Azerbaijan Union of Municipalities have?
05:42Is there an equivalent union like the Turkish Municipalities Union here?
05:48Could we also get some brief information on that topic?
05:54The number of municipalities in Azerbaijan has already increased greatly, from 2000 onwards.
06:01After the last reforms, there were several merger processes, the merger of small and small municipalities.
06:08Currently, the number of municipalities in Azerbaijan is 685 municipalities.
06:18We also benefited from the Turkish experience here.
06:21He optimized the number of municipalities per 100 million and implemented the process of merging municipalities last year under the supervision of legislators.
06:32Currently, there are 685 municipalities, 74 of them are city municipalities, 98 of them are called towns, there is something between cities and districts.
06:47town municipality, 513 we call it town, small municipalities.
06:52Bir, cəmi 685 bələdiyə.
06:56The main municipalities are the Metropolitan Municipalities.
06:59This is the 7th of the Big City municipalities located in Baku.
07:04I mean, we don't have a Big City Municipality anyway, we used the big word as per our discretion.
07:10As a seclusion, we still do not have an official Metropolitan Municipality.
07:14For example, the municipalities of Baku Böyük.
07:16There are 7 district municipalities in Baku.
07:18For example, there are 7 municipalities in the city of Baku, such as the Pendik municipality.
07:24Others, town municipalities, near 41-ə.
07:29And we also have the city municipality, which is the headquarters of the districts.
07:32Baselan, Naxçıvan, Naxçıvan City Municipality, UBA, Langaran, Central City Municipality.
07:39And indeed, after this merger, the administrative structure of the municipalities and their ability to govern in general have increased even more.
07:47And some significant progress has been achieved in the financial and economic potential of the municipalities.
07:55Our municipalities, city municipalities together, all municipalities, Azerbaijan Union of Municipalities, city, town, city municipalities,
08:05At the same time, we are members of the Union of Turkish World Municipalities, and we are the founder of our association, the pride of the union,
08:15Təmrəz Tağiyyət, council member of the Union of Turkish World Municipalities, representative of Azerbaijan.
08:20Bu qədər.
08:21How beautiful. In the International Agricultural Cities Association of Egristiz, Mr. Ali, with your support we support more of our Azerbaijani brothers,
08:32We want to see our mayors and our municipalities.
08:35Because we are an international organization that believes in two states, one nation.
08:41We are planning to carry out programs in cooperation with you in Africa, the Balkans, the Middle East, and Central Asia.
08:49I would also like to take this opportunity to convey the warmest greetings of our esteemed Chairman, Mr. Uğur İbrahim Altay.
08:57Thank you very much for your contributions.
09:00Thank you. I'll pass on the greetings to our brother Uğur Bey.
09:05And we send our greetings to all our brothers and sisters.
09:08Thank you very much.
