08:08I am very interested and moved, you know, by your consideration,
08:13and I will, you know, support perhaps where we have an escalating murder rate,
08:19where we have crime that is, you know, creating a big challenge,
08:23that these sort of offenses where persons are committing subsequently
08:26to assist in the removal, you know, it's all geared towards what?
08:29Basically suppressing and, you know, basically, in my view,
08:34also trying to pervert the course of an investigation
08:36because you are now committing to handling evidence
08:39because the body is evidence in a murder investigation.
08:43So I think there are many different corners that we can look at this particular offense,
08:47and I want to agree with you that it must be looked at
08:49so that, you know, we're sending a very clear message
08:51not only to the persons who may have the intention to kill
08:54or the intention to cause previous bodily harm,
08:56but those who may be coming subsequently,
09:00not knowing who may have been responsible for the murder,
09:02but getting probably directions and instructions to remove a body
09:05to be able to avoid law enforcement detection and investigation.
09:09So, again, I want to agree with you, but very unfortunate circumstances,
09:12and I'm happy that the law has been applied with reference to these individuals.
09:17All right.
09:17So we've been talking about road traffic, road safety, rather,
09:22on this program every single day,
09:24and there was a really bad road traffic accident along the Elmina-Clark Allen Highway
09:32in Sangi Grandi.
09:35Of course, it's a rather new highway,
09:37and I remember showing a video a couple weeks back
09:40where a front pickup crashed into those railways,
09:45and the railway went straight through the side of the van
09:47and came through the back.
09:49Luckily for that individual, he was not hurt,
09:52but you're seeing people here in this video, Sergeant.
09:57This appears to be a young child of some sort in the vehicle.
10:01There's somebody who's also trapped there,
10:03and there are passers-by who are obviously assisting
10:07in this rescue operation yesterday.
10:13Well, you know, Mark, you know, every time I see, you know,
10:17footage with reference to an accident,
10:19I'm always concerned, you know,
10:21and I always move, you know, to remind the motorists,
10:27the general public,
10:29to understand and appreciate that when you are in charge of a vehicle,
10:33it's a very serious responsibility.
10:35And Mark, to conjunct it,
10:37you know, every single day I traverse the road of Trinidad and Tobago,
10:40and I'm sure similarly you and other persons,
10:43if you really look closely,
10:45you'll recognize that many persons,
10:46and when I say many, I'm talking very high percentage,
10:49are failing to observe basic regulations.
10:56And, you know, I'll go as basic to say,
10:58and sometimes we miss it,
10:59you know, Mark, when you're following a vehicle,
11:01you know, you're supposed to be keeping a reasonable distance away from the vehicle.
11:03There are certain instances where it will be specified,
11:08for example, if there's heavy equipment,
11:09they actually say 17 meters and so forth,
11:11but I'm talking generally speaking on the roadway.
11:13You should be keeping a reasonable distance.
11:14So if there should be a sudden stop by the vehicle in front of you,
11:20you can still maneuver with reference to avoid hitting that vehicle from behind.
11:24Similarly, with the speed,
11:26one of the reasons why they have imposed speed limit
11:31is to factor in again, Mark,
11:34the risk in particular roads or driving at particular speed
11:38in case you should lose control of the other defect in the motor vehicle.
11:42Unexpected.
11:43So, you know, just by way of reference,
11:45and last but not least,
11:46sometimes I see we change in lanes.
11:48There's no indication.
11:50There's no use of the indicator
11:51to say that you are changing lanes.
11:53And, you know, Mark,
11:56besides not using the indicators,
11:58you know,
11:59you see coming in terms of the roundabout,
12:03you see persons coming
12:04and they are edging up, pushing up.
12:07You have not cleared the way as yet on the roundabout,
12:10but they so want to get ahead
12:11that they're pushing up,
12:13causing you to not have to deviate.
12:15And I don't know if some persons recognize
12:16that could be an act,
12:18a driving without due care and attention
12:20or even a dangerous act of driving
12:21because you're causing motorists to take precaution
12:25and can be diverted onto, you know,
12:27other traffic,
12:30as the case may be,
12:30whether pedestrian or motor vehicle.
12:34So, I'm just saying in the context,
12:36if we sit back,
12:36and I ask all citizens of Shenandoah and Tobago,
12:39this afternoon or in the morning,
12:41whenever you get a chance,
12:42whether you're a driver or you're a passenger,
12:45just observe how we,
12:47and I'm saying we,
12:48all of us,
12:48what happens on the nation roads?
12:50And you'll realize that basic things
12:52not being done on the nation roads.
12:55So, when you see an accident,
12:57it may not even be something that is far-fetched.
13:00It may be a simple situation
13:02where the basics,
13:05in terms of what I've just identified,
13:07are contributed to the accidents that we are seeing.
13:09So, members of the public,
13:10again, I take this opportunity to plead with you all.
13:12I know that in recent times,
13:14the weather conditions,
13:14a lot of rainfall,
13:18you know,
13:18and the roadway is not the best.
13:21And as I always said, Mark,
13:22you do not know vehicles that are on the roadway
13:24that probably you have oil
13:26and other lubricants
13:28coming onto the nation road.
13:29And as that hits some water
13:31or come into contact with other matters,
13:35it creates a very dangerous driveway as well.
13:39So, you know,
13:40just be cautious,
13:41be diligent,
13:42and recognize that
13:43when you are in charge of a vehicle,
13:45it's a serious responsibility
13:46and you are actually
13:47playing with your life
13:48and the life of other motorists.
13:50And remember
13:50that you have a duty or care mark.
13:53Once you get on the nation's road,
13:55automatically,
13:56you have a duty or care
13:57to the persons that are using the roadway.
13:59So, again,
13:59unfortunate situation.
14:00I hope that that situation
14:02that you have provided for us
14:04is not one that
14:04ended up in any fatality
14:07or any very serious injuries.
14:09But, you know,
14:09let us be responsible.
14:12All right.
14:13So, I don't know if you all recall
14:16that several months ago
14:18we profiled this person
14:19as a missing person on the program.
14:23His name is Marlon Henwood.
14:25The family at Originity
14:26offered a reward of $10,000
14:30and now they are offering a reward
14:33of an additional $30,000,
14:35all in all now $40,000
14:37for any information
14:39regarding his whereabouts.
14:41Now, Mr. Henwood
14:41has been missing
14:43for about seven months now
14:44and he is 56 years old.
14:48He was staying with relatives
14:50in Separia
14:52and they said that
14:53they last saw him
14:54on the morning of Carnival Sunday
14:56walking in the Laramene area
14:58following his disappearance
15:00in March.
15:00His mother told the express
15:03she was informed
15:04that he was involved
15:04in a fight
15:05and was taken
15:06to the Separia Health Facility
15:08and then later transferred
15:10to the San Fernando General Hospital
15:11for a computed CT scan
15:14which was done.
15:16She said her son
15:16had a cut under his right eye
15:18and his eye and his nose
15:19and lips were swollen.
15:21Now, she said that
15:22he was later discharged
15:24from the hospital
15:25but before they could arrive
15:26from Separia
15:27he left the institution
15:30and he supposedly has
15:32some mental health issues.
15:35So, we are urging anyone
15:37with information
15:37about the whereabouts
15:38of Mr. Henwood
15:40to please reach out
15:42to the nearest police station
15:44or even the Hunter's Search
15:46and Rescue Team
15:47at 799-1453
15:48with any information
15:50so that the family
15:51can get to Mr. Henwood.

15:58in locating
16:00this gentleman
16:01and I'm happy
16:01that you went into
16:02some very fine details
16:03with reference to him
16:05and specific to him.
16:07One thing I'd like to add to that
16:08you have spoken
16:09about the police station
16:10and you have spoken
16:11about the Hunter's Rescue Team
16:14because of the sensitivity
16:17that you have identified
16:18in relation to believing
16:19based on the information
16:20that he may be affected
16:23with mental health issues.
16:26I will also take this opportunity
16:28for persons
16:29who may have information
16:30useful information
16:31to also hint it
16:33to the mental health hospital
16:35so that just in case
16:38there needs to be a response
16:39you have the professionals
16:41who can respond
16:41to that situation
16:42in a proper manner
16:43and to be able to treat
16:44with the situation immediately.
16:45So I just wanted to add that
16:47in terms of
16:47because of the sensitivity
16:48that you have placed
16:49into the domain
16:50but again
16:51Mark from our societal context
16:54we are a society
16:55that if you look at
16:56the statistics
16:57sometimes you realize
16:58that we take for granted
17:00that issue of mental health issue.
17:02It's a very, very important issue
17:04and sometimes we think
17:05mental health thinking
17:06that you see someone
17:06lying down on your roadway
17:08or maybe slapping away flies
17:10that is not present
17:11but it have a lot of persons
17:14who are moving about
17:15that are affected in some way
17:17whether small
17:18but it could just be
17:20a stressful situation
17:21and you know
17:22we must be responsible
17:23in terms of how we behave
17:25so in this situation
17:25let us also engage
17:28the mental health hospital
17:29if in fact
17:29we have useful information
17:31about this individual
17:31so again Mark
17:32thanks very much

17:35a family
17:36have to offer a reward
17:38to be able to
17:40get some assistance
17:41to look at their loved ones
17:42very, very significant
17:43this is

18:45of marijuana

18:48of 5.45 million dollars

18:57on October 21st

19:46in the San Juan district
19:47which obviously led
19:49to a fine
19:51of two black plastic bags
19:52containing plant
19:53like material
19:53which was about
19:551057 grams
19:57of cannabis
19:58and later
19:59acting on intelligence
20:01they also preceded
20:02an open lot
20:03near Moses Avenue
20:04in San Juan
20:05where they recovered
20:06a Glock 22 pistol
20:07with a magazine
20:08and seven rounds

21:48that vehicle
21:49should be returned

21:50if there is a conviction
21:50because

21:53enforcement
21:54is not only
21:55to look at
21:56the narcotics
21:57or look at
21:57the firearm
21:58or look at
21:58the person
21:58who is arrested

37:25But, you know, Trinidadians, drivers, they have no respect, no compassion for others on the streets or on the road at all.
37:37My contribution is that, if they like it the hard way, bring back the old time days, the hand signal.
37:46We will pay for Paul and Paul pay for all.
37:49Because there is too much ignorance that is going on on the road in Trinidad and Tobago.
37:57Why when they go in other countries, they abide with the other countries' law?
38:02And why the disrespecting our country? That is unfair. That is unfair.
38:08And Mr. Ali, I would like to speak with this person concerning a serious matter, a private matter of my own.

38:40Similarly, Mark, thanks very much. You know, Mark, you know, when you have persons basically praying for you, simple as it is, she offered prayer to us.
38:51And that is significant. And, you know, my lady, thank you very much for that.
38:55It means a lot. And, you know, thank you for engaging in the conversation as well as reference to the road traffic issues.
39:01You know, she actually, if I heard right, advocating for going back to the long-time days, meaning, quote-unquote, looking for hand signals.
39:08Because when we were doing our drive-in test, Mark, you know, we were heavily embedded in what?
39:12Learning the hand signals and conducting ourselves properly.
39:18Now, with the advancement, you have basically using technology.
39:22You know, you want to change lanes, you have an indicator.
39:25But, you know, very, very important to get part of the discussion.
39:29And I hope that wherever you may be at this time, that, you know, you find it.
39:33You know, educate your family in a small way.
39:36You know, educate your community in a small way.
39:38You know, these are things that we need to spend time doing.
39:40So, when we meet, you know, let us engage in positive discussion.
39:44Because we want to be able to meet again, God's willing.
39:47And, you know, let us always be, you know, Mark, it might sound like something that is simple.
39:53But persons coming over by you and leaving.
39:56You know, the reminder.

40:00Be careful on the nation's road.
40:01You know, giving them a reminder.
40:02Or even looking at their condition to see whether, in fact, they can handle the road.
40:07It might be a situation where they're exhausted.
40:09What?
40:10A number of hours.
40:11Maybe with different activities.
40:13But they may not be in a position to go on the nation's road.
40:16Are you in a position to ensure that that person is rehabilitated in order to engage the nation's road?
40:21So, again, it called for some level of responsibility.
40:24Mark, I recall sometime, a couple of years ago, you know, having, and I wouldn't call the country, but, you know, I went on a foreign jurisdiction.
40:33And, you know, what they call a nightlife.
40:36When one o'clock, two o'clock in the morning, everything shuts down to ensure that persons get home safely.
40:44Because that one, two to that four, five, that is where the aggravation starts.
40:50So, again, these are things that, from a responsible condition, you know, these are things that we need to consider.
40:58Even from our, while we might be involved in trade, I mean, looking at profits.
41:03At the end of the EDN, you want those persons to come back another day.
41:06So, we should also be responsible to the persons who are basically engaging our establishment as well.
41:11Look out for them.
41:12Give them advice.
41:13You know, so Mark, I just wanted to share those brief perspectives.
41:15But, all in all, we need to get, we need to get involved and, you know, be part of the discussion for positivity.

41:33A couple of issues, and I am seeing a lot of things happening that is consistent with the objective of the current Prime Minister with respect to mitigating crime.
41:48I'm going to go to break after it.
41:49I am seeing the reduction in homicide, which is excellent with respect to the police service.
41:57I am seeing a punishment, new chief justice.
42:01You all have put up a chart to basically benchmark the success of the SOE.
42:09I believe another chart, another column has to be added.
42:16And this column is, has to do with the TTPS and officers within the TTPS and the security apparatus, who have been found wanting and who have facilitated crime.
42:35Because you have to fix externally, and it appears based on your, your, your spreadsheet.
42:40That appears to show some success.
42:42I'm still disappointed with the amount of ammunition, um, because you all have had.
42:47Two or three years ago, they say it was 12,000 outside, yeah?
42:51Now, in order that we make good crime effectively, we have to have a functional TTPS.
43:01I'm not saying there mustn't be any blemish, but there must be something that has to deter officers and security organizations to prevent them.
43:19They say when you see something, say something.
43:22And I want to suggest that TTP officers, when they reach a particular rank, should file integrity and public life forms, disclose all sorts of assets.
43:40And why I'm saying that, and I'm going back to something that is relevant.
43:47Tuesday, September 2025, a month ago, there was an article with respect to the Brent Thomas Institute.
43:58And the POP, a previous year, he said, he has given an affidavit, he has given, Simon and Affidavits, indicated that he gave okay for the personnel to go to the Barbados and basically bring back that person.
44:21That to me is surprising.
44:22I'm not a lawyer, but I want to know who vested that authority in him to give that permission for that three officers to go to Barbados.
44:36I have been told from listening to another COP, a COP by the name of Jishi, that authority is not residing in the COP.
44:49It has to come from a higher authority.

48:44Well, Mark, you know, a lot was said from the previous call.
48:50And, you know, thanks for the engagement as well.
48:52But one word, you know, stood out to me in terms of, you know, that word functional.
48:56You know, I think it's very important for any agency, you know, any institution, even in a family home.
49:03You know, that word functional, you know, it means a lot.
49:05It's, you know, and we should reflect on it in terms of exactly what it means for our particular area.
49:10So I just wanted to highlight that.
49:12But again, you know, the caller, you know, has raised some very, very significant issues.
49:16And a very interesting issue he has raised as the last point I'll make in reference to him,
49:21with reference to that Integrity in Public Life Act.
49:23It's a very serious piece of legislation.
49:25And, you know, he has asked, he has advocated for it to be applicable to police officers.
49:30I think it's a good reading.
49:32I have perused that legislation.
49:34And there may be a hint that, you know, in that legislation, and I will use the word may, may be applicable.
49:41It may be an issue of, you know, actually applying it and enforcing it.
49:45But again, a very interesting way to look at it to ensure that we hold public officers accountable,
49:50especially when they may be in a situation that, you know, it may be a situation where if you're not careful,
49:57that, you know, you could end up either misbehaving or, you know, pursuing, you know, undue enrichment,
50:07if it's the proper term to use, with reference to persons who may be exposed to opportunities.
50:12So, again, that legislation may be applicable and probably something to look at.
50:16But, Kola, thank you very much for highlighting it this afternoon.
50:19Yes, certainly.

50:21We just want to bring you up to speed with two young women.
50:24The Children's Authority are asking anyone with information about them to contact, of course,
50:31the authority at 996 or the police at 999.
50:34The first is Ashley Muhammad, 17, last seen in the Port of Spain area.
50:39So, please, if you have any information about Ms. Muhammad, contact the Children's Authority at 996 or the police at 999.
50:47Well, Mark, very significant, and I spoke about missing persons a while ago, and in this case, two children, one 15 and one 17, based on my recollection.
51:03It's a very clear picture that you felt that they aren't beyond the tape on this particular program.
51:20There's an urge and a need to obtain information to be able to find them so that they can be, you know, reunited with their family or guardians, as the case may be.
51:30Now, the point I want to draw here is the fact that is here, it means that one can infer that parent, guardian, or person with responsibility for these children has given no consent to anyone to be in the care, sorry, in the presence of these individuals or to have these persons for any purpose.
51:51That's not clear. So, persons who may be in the presence of these individuals, I'm asking you immediately to communicate so that these persons can be reunited because the law will be applied to you.
52:05Very, very significant issues, Mark, when we speak about our children. I want to repeat, the fact that it has been tabled here this afternoon, it means that the parents or guardian, a person with responsibility, have given no one the permission or consent to have these persons with them.

52:32Yes, officer, I have heard where somebody trying to bomb a particular office in South A and it's not the first time they try to bomb them with a particular female and it has been said, why, why are they supposed to do that?
52:49It's the second time and I hope they really catch that person because you cannot just try to throw things in somebody's office and try to light them up on fire.
52:57So, I hope they catch that person. That's my first point. My second point is, the number of times people have been on this program, we have spoken about, be careful what you see on the Facebook and what you make arrangements about.
53:10The number of times that has been said, people have been shot, people have lost their money. What again can be done to really assist these people to not to take part in these things just like that?
53:22And officer, and I remember you were really concerned about the fireworks. And I read where after this holiday, somebody has been outraged about what took place with the fireworks and I read where the Prime Minister said legislation will be introduced and in this term, and she noted that exceptions will be made for culturally significant occasions.
53:46But they were really outraged and I know you were really, you were really talking about that, you were concerned about that because I saw you on another program talking about the truth.
53:53You see, because when those people with the drivers who don't like to use the indicator, sometimes when you say that, and you want to, you walk into the road and you see them and you don't know whether they're going straight or exactly, they put on the indicator and then they just, you know, I say, what happened, the indicator not working?
54:07And sometimes they will, they will play it in here, you know, and sometimes something else, but you have to be really strong for them.
54:13Because I remember I was in a taxi going until I remained one day, and the fellow going through the red light and saying, well, what kind of ambulance is that so you could go through the red light?
54:20I said, yes, they went through the red light. Everybody saw you went through the red light. Then you're not supposed to do that. And he said, all right, all right, all right.
54:27Phone through the red light playing crazy. All the best to all of you. Be safe, all of you.

54:34Thank you very much, caller. Mark, I want to take the point in reference where she raised the issue with the fireworks.
54:40And by extension, public nuisance emerging from noise pollution. I know that's a very sensitive matter.
54:45And yes, I did, in fact, advocate and reminded on this program and other programs with reference to the offenses in the law book.
54:52Not with something that they are very, very, you know, light sanctions, but I emphasize the need to obey the laws of Trinidad and Tobago.
55:03And yes, the government has spoken about a policy position of law reform, but I want to say publicly that the enforcement, and this is an area that seems to be very, very concerned about the enforcement.
55:20So if persons are making use of explosives, Mark, if I should ask for the statistics now, how many persons was engaged or were engaged as the case may be?
55:29How many persons were arrested? How many persons were charged? How many items of explosive were seized?
55:35If we are really looking to force the law, we will be able to at least start with a good response.
55:41I want to assure the nation that in very, very, very soon that, you know, I will be speaking in a different context with reference to dealing with some of these issues that have been troubling Trinidad and Tobago with the, you know, upper echelon to see if we can bring some ease to the pain and suffering that has been caused not only to the human being, but even to the animals and other stakeholders.
56:03So bear with me, but, you know, I'm hearing you, I'm listening to you, and, you know, the time will come, you know, for that response to invite you to participate in that process.
56:12So, Mark, thanks to the caller for making those submissions.

57:06Yes, most certainly. And, you know, this, again, these are the opportunities to be heard.
57:10That's a right that we afford for, Mark, and even from a policing context.
57:14The platform is there to be heard.
57:16And please take full advantage to be heard, to be able to contribute to safety and security or the well-being of your community.
57:26So, you know, make use of the opportunities.
57:28Well, I have one question to ask you.
57:29You know, did you take your haircut thinking that the West Indies can pull off the win?
57:33I think they won yesterday. What about the next game?
57:37Well, you know, Mark, I think that looking at West Indies cricket, you know, without prejudice, I think it may be more than a haircut.
57:43You know, I know that there's a lot of cry and a lot of focus in West Indies cricket.
57:47And, you know, I think that a lot needs to be done with West Indies cricket.
57:50And, you know, I probably take it from a regional context and even bring it down to the various jurisdiction that forms part of West Indies cricket.
57:57But again, a very important sport. And I hope that the decision makers and the stakeholders really get involved in the discussion to look at rebuilding West Indies cricket.
58:05We have heard about it. You know, there was a word that they used some about a year and a half ago to reinvigorate.
58:10And I hope that we really get the opportunity to reinvigorate West Indies cricket because of the many benefits that it has.
