The PNM launched its manifesto today for the 2025 General Election and one key area it has focused on is what the Prime Minister calls the "scourge of crime."

It proposes elite units and legal immunity for undercover officers engaged in high-risk anti- crime operations.

00:00This is a detailed plan as to what we're going to be doing to deal with the everyday scourge of crime and criminality in Trinidad and Tobago.
00:11We've outlined some of these plans already and you will see from the manifesto and we've put it out into the public domain.
00:18Prime Minister Stuart Young, during the launch of the PNM's manifesto, some 12 days before the 2025 general election on April 28th
00:27and less than three days after the end of the state of emergency in Trinidad and Tobago.
00:31The PNM's campaign promises in its 2025 manifesto include
00:35simplify the selection process for appointing the Commissioner of Police,
00:40ensuring competent strategic leadership,
00:42the expansion of AI or artificial intelligence-driven CCTV monitoring
00:47and automated license plate recognition to track criminal activity in real time,
00:52expand undercover and covert operations,
00:54enact legal immunity for undercover officers engaged in high-risk operations,
01:00the establishment of specialized vetted joint teams focusing on gang suppression,
01:06organized crime, counterterrorism and cybercrime,
01:09ensuring coordinated national security efforts.
01:12Before the media had an opportunity to read the PNM's manifesto,
01:16Prime Minister Young announced another plan.
01:18For example, the use of elite squads who get better training, proper vetting and insurance
01:24that they're not exposed or if they're exposed to corruption, they're immediately taken out.
01:29TV6 used a sort of clarification as we recalled that there was an announcement of a vetted unit for the police service
01:35while the PNM's political leader, Dr. Keith Rowley, was the Prime Minister.
01:40The vetted units that Dr. Rowley had achieved with the United States, that is operational.
01:47That is a very targeted, vetted unit that is going after transnational organized crime and other manners with assistance.
01:55As for the plan for elite squads?
01:57That is a unit provided with intelligence.
01:59Prime Minister Young also fielded a question from TV6 News about his announcement that the government
02:20is placing an order for 12 state-of-the-art interceptors from the United States.
02:25What we intend to do is put in the application to the U.S. Ex-Im Bank.
02:30We've identified the supplier and right now the authorities and the experts are negotiating the prices for these vessels.
02:40And will that include the issue of maintenance?
02:42Because I recall that has been a challenge with the existing Fleet for the Coast Guard.
02:47The answer is yes.
02:49Every time we purchase these types of new assets, there is always a maintenance component.
02:54And that is also why we're building out the capability in our maritime sector with the dry dock facility at Cary Dock
03:02to be able to service it ourselves as opposed to sending it to nearby countries.
03:08The PNM also announced in their manifesto a plan for the establishment of a Coast Guard base at Flemish Bay, Tobago.
