Political Leader of the National Transformation Alliance Gary Griffith says the splitting of the Ministry of National Security will make it more efficient and effective.

He also shares his concerns about the distribution of firearms Users Licenses.

00:00Gary Griffith, the political leader of the NTA and former Commissioner of Police,
00:06today explains that there is no duplication in the ministries of homeland security, justice and defence.
00:13In fact, Griffith says he did heavy research on this area prior to the 2010 election
00:20and drafted a proposal during his tenure as Minister of National Security.
00:24He says homeland will deal with the land and border issues,
00:30justice will address concerns of the prison service, among other things,
00:34and the Ministry of Defence can ease the problems being faced by the army for quite some time.
00:41For persons to question that, I mean, I am shocked because you cannot, as I said, it's worldwide.
00:46You can't have focus on one ministry dealing with external security and border protection
00:51but at the same time trying to focus on internal law enforcement.
00:56Additionally, he weighs in on the government's plan to enforce and re-establish
01:01the distribution of firearm users' licenses to citizens.
01:05The PNM's concept is nobody must get a gun.
01:08It must not be to the other side that everybody must get.
01:10So I think that could comment, even though it may be perceived that everybody could get a firearm
01:15if you have a certificate of character.
01:17That's a no-no because people with a certificate of character, you may be abusive to your wife,
01:21you may have alcohol problems, you may be violent, you may be a criminal but just never arrested us yet.
01:27Griffith warns that even if you are granted an FUL, you have to exercise reasonable force.
01:34If it is that I am, it's my property, it's my right to defend my property and my assets and my family.
01:40Whilst at the same time, it must not reach the point that we believe that if somebody jumps over in your yard
01:45just to get a football, it gives you the right to shoot someone
01:49or you continue to shoot the person until they are dead.
01:52There is minimum use of force.
01:54The concept of you having a firearm is to neutralize the person, not necessarily to kill the person.
