12:13I am your host Whitney Husband and of course those of you who are locked on right here in Trinidad and Tobago regionally and internationally as well.
12:22We know this is the end of the work week.
12:25So many of you are out and about or either trying to get some rest.
12:28Nonetheless, we are not getting the rest of the media and surely not the TTPS.
12:34Now remember we enter day number 11 in the 16 days of activism which we will touch a little bit more further on into the show.
12:42And we have a gentleman who is with us no stranger when it comes to the festivities and the spirits.
12:51And when I say the spirits it's because it's part of the season.
12:54We have Sergeant Brent Batson here with us.
12:57We'd like to welcome you.
12:58Sergeant, how are you?
12:59I know this is the time where everything is a lot of focus and detail because of civilians like myself.
13:07We try, we not try, we do the most.
13:09We not try to do it.
13:10We just get a bit what last year in the season.
13:13No, it's just, as you correctly said, it's every year, right?
13:17Christmas into Carnival.
13:19Except that December seems to run really, really fast.
13:22And as you correctly said, with all the little celebrations, that merger of the Christmas activities and the Carnival activities as well.
13:31You know, we welcome persons enjoying the times.
13:34But, you know, our job is public safety.
13:37So again, we encourage everybody to have a good time.
13:39But not at the expense of your safety and the safety of others.
13:43No, I mean, we have to dive straight into it.
13:45We saw the proposed traffic fines of, you know, what may come.
13:52When it comes to the laws of the traffic laws and the regulations.
13:57Where are we now with that?
13:58Because you have a smirk, so that means we're getting.
14:00Well, the smirk is the, for one, the Finance Act.
14:04I was trying to get a copy.
14:06I don't know if it was formally passed or sent it to us.
14:08But from what we saw, the state seems to be taking a very, for one to a hard approach.
14:18Yes.
14:19But one welcome by us, especially with regards to certain activities on the roads as it comes to the motorists and the use of motor vehicles on the roads.
14:27That's something we welcome because, remember, as police officers, especially the Highway Patrol units, we respond to some of the worst crashes that take place on the roadways of Tron Tobago.
14:37So, anything, the purpose of fines is to coerce, I would say, the citizenry into a certain behavior.
14:46So, antisocial behaviors that cause risk into that network, behaviors or choices that can lead to injury or harm, is trying to be eliminated as much as you can.
14:59Fines are one of the tools to do that.
15:03But to go hand in hand with fines is policing, right?
15:06Yes, definitely.
15:07So, our job is to actually be out there to detect the offenses.
15:12And from what I saw on the list, then, most of them are traffic offenses.
15:16I want to be clear on that, not ticket violations.
15:20Correct.
15:20So, it's fines.
15:21Yes.
15:22So, it's really fines being raised, but some really, really, really high ones, right?
15:28In fact, I think higher in territories than even in first-world countries.
15:34So, for the public, taking a look at y'all, y'all may have seen those headlines in some of the papers and so forth.
15:40So, it's going to take a couple minutes to go through what y'all may have seen.
15:43One of the first things that the state seems to be, again, coercing persons towards is dealing with the issue of persons not transferring vehicle ownership in a timely manner or transferring at all.
15:57So, previously, like I said, if you had a vehicle transfer seven days, you went beyond, that penalty was $200.
16:05Now, it's being increased to $400.
16:07Not that much, but I guess they want to be, they know that persons take a while sometimes to reach into licensing to get that done.
16:15But that being the case, you'd see that they're saying, well, hey, what?
16:20We're giving you a little leeway, but if you go beyond the 14 days, it used to be $5,000, and now it's increased to $6,000, right?
16:29Which is pretty high penalties for anybody, if you ask me.
16:33So, again, what's the importance of this, folks?
16:36You see, when you look at issues such as things that are coming, for example, with the camera systems and stuff, the citations go to the registered owner.
16:46So, it's really, really important that the database be sanitized.
16:50Also, with certain, I would have to say, technologies coming on to stream with regards to camera systems and what we call number plate readers.
17:00You want to make sure you have that accurate information that this vehicle is associated with this person.
17:06A lot of times, when we are investigating even crimes, you'd be surprised we have to go to, all right, so all of a sudden,
17:13Ms. Husbands, you never transferred to the first man, but that vehicle has been sold over 10 times since you sold it to the first owner,
17:24but you never got around to transfer.
17:26So, as a result of that, however, the vehicle was involved in a crime.
17:30Yes.
17:31So, now, the person that we've stopped or arrested, though, where do you get that vehicle from?
17:38When we check the licensing database, it is still registered to Whitney Husbands.
17:42Oh, my gosh, why my name?
17:43So, are you accomplice with this criminal?
17:46We have to deal with the registered owner.
17:49Yes.
17:50So, then we have to come get a statement from you.
17:53You have to give us evidence of the receipts of the seal and then go to the train who had it last.
17:58So, it's more headache for you?
17:59Well, it's more headache because you want a clean file.
18:02Yes.
18:03You know, it's prosecution, right?
18:05So, this is an area where they're trying, the state is trying to clean up as well.
18:09So, using existing legislation, we're just kind of bumping it up to coerce the public to go in and do what we're supposed to do.
18:17All right.
18:18I just want to mention, though.
18:19Yes.
18:19So, Tron Tobago, we know, because it's been cultural, because this really hasn't been that well enforced, not just by us, but by licensing as well, as in transfer, right?
18:30But we know there are situations where you've sold vehicles to people who have sold it over, and you have no idea who that is, right?
18:38And you're trying to get into contact with those persons.
18:41So, I know licensing, we work closely with them.
18:44They're police in licensing that can help track that vehicle, and they actually contact the person presently has the vehicle to bring them in so they can help close off the transactions.
18:54Yeah.
18:55And this is very important.
18:56Now, we will take, at this point in time, let's head to headlines, and we will come back with more.

24:33I know you have some information when it comes to Fordulant Page or Fordulant Pages.
24:38What is that about?
24:38So what happened, the TTPs, the cybercrime units, had realized that there was a lot of alleged persons
24:49who are being marketing themselves as a forensic fraud specialist
24:55who can recover your funds if you've been scammed.
24:59And when they looked at it, when they did more background checks,
25:02they also realized that these persons will be running scams to do scams on top of scams.
25:09And, of course, victims are vulnerable.
25:13They're already in that state of wanting back.
25:16Some is their savings.
25:17So when people come across saying, yeah, we can get this back,
25:21and you say there's no upfront money, we'll get it when you can.
25:23But there's always some cost.
25:25They're trying to draw you in.
25:26So our cybercrime unit and social media unit, they've been trying to warn everybody,
25:32hey, please be aware.
25:34These are still more scams happening right now when it comes to forensic cyber investigation
25:39from a law enforcement standpoint.
25:41The TTPs is the only agency to do that.
25:44And from what they, when they check, there's no forensic registered persons as those persons here.
25:49So we just want to use the opportunity to please be cyber safe.
25:53You know, keep your head on.
25:54You know, we always say don't check your brain at the door, you know, and go behind the computer.
25:59So, and again, if I may remind everybody that those Facebook marketplace incidents are still occurring,
26:08those venues that people try to do those transactions at,
26:12please try and make sure it's being done in safe zones, such as police stations, as you mentioned.
26:19It could be just outside, areas without security, good lighting.
26:24And if someone is telling you that they could only meet you in the night, that alone is, is, is, is, come on.
26:31Or worse yet, we had an incident where a guy, and this is a person, a civilian working in police,
26:38that wanted to purchase a vehicle.
26:40And that's great as a young person, and you had to deposit, you saw it on Facebook marketplace, a vehicle,
26:47and paid down $5,000 into account, and the person's, well, you had to come up to Grandy to meet him.
26:56And where was he meeting him?
26:57The person selling the vehicle, meeting him in front of Grandy police station.
27:01Great!
27:01It's perfect.
27:02Awesome, awesome, awesome, yeah.
27:03Of course, when he went in there, any man never showed up.
27:06So he paid $5,000 for a vehicle that doesn't exist.
27:08That was just a picture of a car.
27:10You paid for a picture of a car.
27:13I mean, come on.
27:15You know, but, again, they're praying.
27:17It's so frustrating.
27:18Yeah, yeah, yeah.
27:19They're praying on it, and, and, um, we, we don't like people, you know, losing their heart in money with, with, with these scammers, you know.
27:25And so we're asking, be supportive, like I said, keep your head on, and by all means, keep your money in your pockets.
27:30Most definitely, you'll have to tell me that twice.
27:32Now, we have some information, all courtesy, the TTPS notice, a venue change for candidates setting the Corporal of Police Examinations on December 6th and 13th, 2025,
27:44from the St. Joseph Secondary School, St. Joseph, to the Police Academy, St. James.
27:49So please pay attention to that important notice.
27:53Now, Sergeant, we have another frequently asked question, and that is, can a child apply for a protection order?
28:02Is that possible?
28:03A child apply for protection order.
28:06The child is, the child applies it.
28:08Yes.
28:09Can a child apply for a protection order?
28:10Now, a child who is under the age of 16 years shall apply for a protection order through A, a parent, a guardian, a person with responsibility for the child,
28:23or a person who is in loco parentis, which is the guardianship of the said child,
28:32B, an adult member of his household, or C, the children's authority.
28:38A child who is 16 years of age or over may apply for a protection order on his own behalf, or her, or through a person referred to above.
28:49The court may, on the application of the child over 16 years old, on his own behalf, under subsection,
28:57make an order requiring the child to conduct proceedings through a person referred to above from A or B.
29:06So it really depends on the age there.
29:08Yes.
29:08Because the other one can apply for it.
29:10And that's good to know, and to know that, to remind persons, and especially victims, you know,
29:16the systems are there to give you support, you know.
29:21How you access it, again, you have the Child Protection Agency, you also have our Child Protection Unit, TTPS,
29:30and we have an open-door policy when it comes to that, you know.
29:33So anyway, we can assist, we will try our best.
29:35Yeah, and I'm sure there are many persons who may be living in an abusive situation, especially children,
29:41under the age of 16, or even over the age of 16, and they may not know what is the next step to protect themselves.
29:49Because if you have a guardian who is abusive to you, and you have to protect yourself from your mother or father,
29:55how are you doing, how are you going about that?
29:57But you also remember we have a hotline for that as well, you know.
30:00So the information comes out a little bit more when we work together.
30:07And you're right, though, in communicating the importance of knowing that.
30:10And this is why a lot of times when you'll see police leasing with kids, you don't see them in uniform, you know,
30:15because you're trying to break that barrier down so they feel comfortable giving us the information.
30:19But by definite means, the TTPS still can't deal with these reports as well.
30:24Yes. Now, Sergeant Thompson shared this message.
30:27I want you all to take a look at this message.
30:28Very, very important message.
30:30Like all the messages we have.
30:31Never accept friend or network requests from unfamiliar people.
30:36Block threatening or questionable people from seeing your profiles and personal information.
30:43People understand how important this is your sensitive information that you have.
30:46But it's a different age, right?
30:48Because, I mean, even, you know, in regards to recognition of the day against activism and violence against women,
30:57it's, we've seen it, right?
31:00We've seen it here in Trian, Tobago, unfortunately, many times.
31:03We've actually had fellow police officers, you know, in relationships, you know, where those things happen.
31:09And so on.
31:11But in the age of social media, but not only that, but tracking, I mean, there's social media ads where people are saying,
31:20here, what, there are these magnetic trackers you could put on your husband and see where he's going and this and that.
31:25And you could track them through their cell phones.
31:27Where did that happen?
31:28Well, feel free to do your research.
31:31No, I don't even know.
31:31I don't have too much work.
31:32Well, I just, it goes to show where it all goes.
31:37As you know, people install apps, Microsoft 360 and stuff on other person's phones, you know, not realizing what they're doing.
31:46So, even profiles.
31:48Is that against the law?
31:49That I'm not too sure.
31:50If the consent is given, you know, was it implied when we said, hey, let's share everything?
31:54I don't know.
31:55That's a lot.
31:56One thing I want to mention, though, with regards to the, you know, not to take away what I just mentioned there,
32:02was, you know, having your profile settings public, you know, can invite unwarranted attention.
32:11And sometimes the comments you get with the pictures that you post can lead to other things.
32:18You know, and this is what we just want to be aware of.

37:31Sergeant, where are we when it comes to the road fatalities now in Trinidad and Tobago?
37:35Well, the good news, we have a 7% reduction with traffic deaths compared to last year.
37:44We have 104.
37:46Now 104 because this morning we had a fatality as well.
37:51And so that's a trend reversal in the right direction.
37:55You know, for a while we were higher.
37:56And we're actually struggling to try and bring it back down.
38:01We have increased enforcement efforts, especially the traffic and highway patrol branch.
38:05Commander Daly has been emphasizing this.
38:08But this morning, a gentleman lost his life when a vehicle crashed into the back of our dump truck.
38:13And that happened 2 o'clock this morning.
38:14You can see from the damage, I mean, to throw a truck off the highway itself.
38:18Yeah, the impact was very severe.
38:21Unfortunately, you also had other passengers that were seriously injured as well.
38:26And that's what we aim to prevent.
38:27These are preventable things with me.
38:29Yeah.
38:30You know, and sometimes, you know, people say, well, yeah, this person's injured.
38:35The injury some of these people receive is life disability, you know.
38:39They will never be the same again.
38:41Yeah.
38:41That's the force of these crashes.
38:43And that's why prevention will always be our goal.
38:45So the activities we take part in, whether it's through enforcement or education,
38:52we also liaised closely with the Ministry of Works and Transport and Civil Aviation
38:57to look at accident hotspots and give them some new traffic data.
39:02Because sometimes it's engineering interventions that can make a difference.
39:05But coming up to the Christmas season, I mean, you're putting up a Christmas tree or a tent for a week.
39:13Like, that's going to be that flip side.
39:15Yes, and it is heart-wrenching to even think about.
39:19And I mean, leading into a tragic accident that took place as well, taking a young man's life.
39:27Now, we are not obviously sure of what really took place apart from the information you will give us here.

39:39Yeah, well, he was, and again, this was a good example.
39:43You could just imagine how hard it was, and it's going to be, for his parents for Christmas.
39:50You know, everything's young man.
39:51Everybody spoke to, you know, really, really nice young man.
39:54But the consequence is, like I said, how easily one of a vehicle loses control and the type of energy involved.
40:02Persons always come to us and they say, well, you know, people just drive safe.
40:08It's true, but people always also make mistakes.
40:12You know, and that's why it's so important that the engineering interventions are there.
40:16But the ripple effects and the hole that remains in persons' families after losing that loved one,
40:27it's something that we don't want anybody experiencing.
40:30And our motto is to save lives and keep families together.
40:33That's our goal.

41:29is almost a best practice for the standard ground law, because they have to be careful, whereby, yes, the person,
41:41and you also want some extreme situations where force may be justified, you know, where life is threatened.
41:47But I just want to mention that everything is dealt with individually.
41:52Whatever that circumstance is where you had to use that force will be dealt with as it is and developed in that real time, in that situation.
42:03So it's the legislators that bring the laws, and our job is to enforce and prosecute.
42:13It will be the law as well, yes.
42:14But at the same time, yeah, it's the judicial system, and if it does happen.
42:18So I hear you on that.
42:21Like you said, you have that constitution right to apply for FIOM.
42:23I know, from what we understand, the current administration is looking at seeing how they can, you know, move things along a little bit quicker without removing the checks and balances.

43:33People who have firearms and things, and they drum state and come to other communities.

50:36So it's really in the officer's discretion.
50:39You know, technology changes,

50:43whereas before we may have to detain,
50:45well, I'll have to say arrest you at that point

50:49So someone will have to come to produce
50:51the physical license.

51:59contractors and transport persons
52:01coming in with aggregates
52:02and stuff probably
52:03causing damage to roads,
52:05especially minor roads.
52:05So it has to go in line
52:08with regards to
52:08the way station and so forth.
52:10As you mentioned,
52:11driving on a license,
52:12$750,000 to $3,000.
52:14But DUI, folks,
52:16this is phenomenal.
52:18All right,
52:18so what we call
52:19a failing breathalyzer
52:20or breathalyzer offense.
52:21A first-time offense,
52:23I guess, $12,000.
52:24It was actually increased
52:27to $24,000.
52:28That is amazing.
52:30And again,
52:32this is deterrence.
52:34This is what the state
52:34is trying to do,
52:35deter these high-risk behaviors.
52:37If you're a second
52:38or a repeat offender,
52:39it was $22,500
52:41and the increase
52:42is now going to $45,000.

58:08and we deal with it accordingly.
