04:07And of course, it's just about three days left, potentially two days left before the general elections to be held on April 28th.
04:17And certainly, we're running a very tight show because of commitments today.
04:21So, we're supposed to be touching on some other things that deals with the election, of course, with certain behavior and so on that persons should be cognizant of as we draw closer to the general election on Monday.
04:38And of course, we are expecting Corporal Shabody, manager and youth of the St. James Police Youth Club, founder, sorry.
04:47And we are hopeful, probably caught in traffic, but we are hopeful that he will be joining us shortly so we can expand on some of those general elections, things that we have been talking about over the last couple of days.
05:01And so, we hope that in the next segment, he will join us.
05:05Now, earlier today, there was a police shooting in the Moruga area.
05:09Somebody known to police as a gang leader who was detained under the state of emergency, his neighbor Shumba James, he together with another man, identified only as Ryan, was shot and killed by police officers of the Southern Division.
05:27Now, this shooting happened at just around 10 a.m. along the Moruga Road in the St. Mary's area.
05:36And what we understand was that police said that they would have intercepted the vehicle and stopped the vehicle as part of, I guess, information and approached the vehicle.
05:49And it is alleged that apparently one of the assailants, winding the glass and shot at police officers who then returned the fire, of course, with fatally injuring, of course, Mr. James and the other man who was in the driver's seat, a guy identified only as Ryan.
06:13And I know that certainly, you know, we will be talking about this a little more in the next segment.
06:21But certainly, you know, it's rather interesting because Shumba James was one of those persons that, although he was also detained during the state of emergency, many years ago, he was the state's main witness in a case involving several police officers
06:38who were later freed, allegedly, who were later freed for a matter considering the shooting deaths of three persons, including his girlfriend, Alana Duncan, as well as Mr. Keron, I think it's Mr. Eccles and Abigail Johnson.
06:55So that matter was, you know, cleared, police officers were cleared of any wrongdoing in that case.
06:59And, of course, you know, he had spoken to us, CCN TV6, following the shooting of a father and daughter in August of last year.
07:12And obviously, we will take a listen to that segment in the next, sorry, to that interview in the next segment.
07:20So definitely a lot to talk about as we deal with that particular police shooting.
07:26But we're going to take a look now at our headlines.

11:54I think that the traffic has not been kind.
11:57It is time for me to install a siren.
12:01I'll have to talk to the commissioner and see what he can do for me to circumvent some of the traffic.
12:05Wow.
12:06Even the back roads, you thought once upon a time is helpful.
12:10That is not the case.
12:10But I'm here safe and to God be the glory.
12:13Well, we know we were just trying to touch on the election offenses as we move to Monday.
12:20And I know that we have a couple of these offenses listed under the specific act that perhaps we just want to refresh our person's minds as we go into the weekend under the representation of the People's Act, Chapter 201.
12:36And I think the undue influence and deprecination of some of the things that you perhaps would like to expand on seeing at your colleagues before would have spoken about the others.
12:46Well, you take the words right out of my mouth.
12:48I think my colleagues and them did an excellent job in terms of educating and letting people know that when the commissioner said there's a zero tolerance in terms of any kind of misbehavior for the silly season, the police is not making a joke.
13:04In fact, some people may very well find themselves not having an opportunity to vote, you know, to vote.
13:11So we want to, first of all, commend all the law-abiding citizens, all of those who understood and understand that for years, this country has an excellent track record in terms of outstanding behavior during the election season.
13:29And people, those who are, you know, traversing, those who understand the importance of election, they wouldn't know anything stupid.
13:36You know, there's a minority group that seem to be involved in a little bit of mischief of what, and therefore they need to be made an example.
13:46But the majority of people will want to know that they have a safe and fair election, and we want to commend them for that.
13:53It is unfortunate that the police service have arrested a few well, and we thank persons who have provided the officers' information.
14:03But as we enter the 28th, it is no nonsense.
14:05In fact, officers had their briefing on yesterday in terms of what is required.
14:11That's a refresher.
14:12Well, of course, from 2010, you'll have new officers.
14:15I've been doing this quite a time now.
14:17You know, so I just want to remind those who are in the hustlings and those who are going up for seats and those who are educated, let good sense prevail.
14:25And allow those to understand the 28th will come, and, you know, it will come off, and Trinidad will have selected, and we need to move on.
14:34And the police service stands ready.
14:37The commissioner has already spoken.
14:39The executive has already spoken.
14:40And therefore, officers are out and about, especially now it's crunch time, to ensure that there is order and there's a sense of peace in this 48th time.
14:49Right, yes, and we're hopeful that persons will observe their roots.
14:54And definitely, we're just going to go back to the gang leader that was shot and killed by police this morning in the Moruga district.
15:02And a couple months ago, I actually did an interview with Shumba James following the shooting of Rico and his daughter, Enrico, in that Moruga area where he would have claimed or made that he was the one responsible for this alleged act.
15:21And I think he, in that interview, he wanted to indicate that there was no extortion link and that he was not in any way responsible for that particular double homicide.
15:33He made it abundantly clear that he didn't send any of his goons to execute Rico allegedly because of some video footage that he had in his possession that would have in some way pointed back to Mr. James' assailants being responsible for a particular shooting that took place months before involving his own brother.
15:56And the perpetrators were allegedly seen fleeing in that area by Rico's shop and he believed that it could identify and tie him as the one that would have sent these men.
16:07And one of the chilling things that he did say was that, you know, I am willing to die for the truth, you know, if need be.
16:16But certainly today at the scene, his father, Frank Gill, spoke with the media following the shooting.

16:42Like, he lined up that for me in jail.
16:47No, he's going like, I feel there's some material out somewhere there, but I feel my God.

22:26think i was speaking to some officers and they were very dubious about that well when you connect
22:31that you know that mr kid has not been consistent but it's not good that you use you know a platform like
22:37this to to do to play judge you know our life has been lost and we want to convey our condolences to
22:44the life that has been lost there's a father making unfortunate utterance and we understand that our life
22:50has been lost and we want to just and let people not if you have information you have evidence there are
22:55departments and there are sections that are set up where you can take that information and that evidence
23:01and that will that you know that the rocks fall with me but other than that i think that if you listen
23:07to the father carefully as a father i don't think that he's been consistent and unfortunately um
23:13people will tell you otherwise and sometimes your children are in too deep yes you follow they're in
23:19too deep and that is the unfortunate um end result in terms of our choice that we made we know the
23:25individual we know of what he claimed before i i followed the interview with you and it's unfortunate that
23:33you know you follow the hands of um once again law enforcement but people tell you otherwise
23:38well there was also another shooting recorded in the tobago area earlier today as well um
23:46an unidentified body um the person was shot in the tobago area um so certainly another unfortunate incident
23:56there in tobago um of the the person that was shot there um in this incident i'm not i'm not
24:05setting up the identity of the person but this happened in tobago again another uh shooting yeah
24:12it tells you that that people um live value of life and and life has no value to some they no care for
24:19life and you know when you hear that tobago you know a place where we know to go and settle and rock
24:25back and enjoy life is not facing you know the the barrel of the gun we really have to understand that
24:33it takes no time to uh mark time that we need to respond it has to be a collective effort and we
24:39call on all those in tobago to do not despair that you know it's important that you work in concert with
24:45the assistant commissioner and also the senior superintendent and provide them with the information
24:50so they can at least make a dent and ensure that we address these fellas in them has no care for life

25:21unfortunately around two o'clock this this evening they found his body uh discovered in dumphy's road in
25:28la romaine his hands tied let's listen in to uh captain valence rambrat at about 2 p.m while searching for
25:38missing person from the la romaine district hunter's search and rescue team came across our body in the
25:46the bay district the risks were bound the police is here with us and we were given update in a short while
26:00so yeah and we know it's a taxi driver of course we didn't we didn't we didn't get the name and we
26:05we have to confirm the name but it's certainly a very sad thing that uh somebody who is playing their
26:09taxi for hire uh allegedly hijacked and is killed and and and these men escaped so we go back to

33:21so we're quickly talking about uh the elections and some of the offenses and i know you just wanted
33:27to touch on another one there um before we get to our next break there based on the uh the flyer
33:34i think it's section 100 yes penalties for illegal practice except otherwise specifically provided
33:41a person guilty of an illegal practice is liable of a summary conviction of a fine of fifteen thousand
33:47dollars or to imprisonment of six months come on people you will have fifteen thousand dollars so
33:54conduct yourself you know let the process be smooth let it be civilized we already have international
34:01observers coming down not just to look at the whether there is any tempering but how do people conduct
34:07themselves and we must be a models a modern nation in terms of elections and everything else and our
34:13young people are looking on as well must let our young people know this is how we conduct ourselves
34:20even as we look to select somebody to represent us in a civilized law abiding way it speaks volumes
34:28for trinidad and tobago and we ask them those who are influencers try and be a positive influencer for
34:34once and try to influence the person and let them know that this pattern of illegal behavior will
34:42certainly the wrong body because you have those who are aiding and betting you know yeah maybe you
34:47can just just quickly read out section 101 there as well yes penalty for corrupt practice a person who
34:53commits an offense of impersonation or aiding or betting counseling or procuring the commission of an
35:02offense and personation of labor on conviction or indictment to a fine of 30 30 000 and two
35:13imprisonment of five years well that was actually section 100 yes i read it i know it's 101 we were
35:19supposed to be reading yes i read i read 101 earlier oh you did yes yes so definitely that's some that's
35:23a you know penalty practice yes yes and uh we are hopeful that all uh voters will be mindful of these
35:33things all the citizens who are going out there to obviously cast their ballot on monday in a very we
35:39hope a very free fair and peaceful process so that we can you know going to the next five years knowing that our our
35:49process was was was peaceful most importantly because we know that the acting commissioner has spoken
35:55about uh persons who are intent and disrupting and uh we are hopeful that that will not be the case
36:02come monday april 28th zero tolerance as as indicated by the commissioner exactly all right we're going to

39:01welcome back to this abridged version of beyond the tape i'm your host mark basant with corporal shabadi of
39:18the saint james police youth club and i know you just wanted to touch on a couple points before we close
39:23yeah well certainly i want to remind trend the bagel that in this beautiful space that we operate in
39:31that the police officers are an important stakeholder is that ensures peace and order and therefore you
39:37should not feel intimidated uh the officers have been assigned they know the duty they know the responsibility
39:43and they'll be approaching and if they see something that that is contrary to that carries anything that
39:51goes you know it looking a bit um questionable we will approach you we will have an audience with you
39:58we'll let you know that um you are in breach of a b and c we you know and we may able to talk to you we don't want
40:06especially now this time where people are being um you know the strong-headed attitude you know i don't care
40:16we ask you to let good sense prevail we actually go up on the the police service website you will see
40:23all the rules all the laws you will see the the final um offenses you'll see the consequences and by
40:30extension the term the imprisonment that comes with it as well and the police service is not
40:36in the business they will not lock up anybody that is not our style we trust that everybody will you
40:42know conduct themselves but that's in case right and the commissioner has advised every division every
40:48branch that when they report for duty um come six in the morning on monday because due diligence will
40:57take place we would be making sure that there is order and you can trust the trying to be a police
41:03service as an important stakeholder as we ensure that there's a smooth law-abiding process that will
41:10take place as we enter into the evening and are with the results yes certainly and you know as we're
41:18going to the weekend of course there are going to be a number of political rallies and we're just asking
41:23everybody to be respectful of everyone's choice you know you might happen to bounce up somebody uh two
41:31parties might bounce up on the road you have to be respectful of everybody's uh views their choices
41:36your opinions of course you shake hands you smile you laugh and you move along and we just want to
41:42kind of uh you know extend that kind of um you know message going into this weekend with all the final
41:49political rallies uh jew obviously and uh you know come april 28th uh we all will be going to the various
41:58polling stations to obviously you know uh exercise your civic duty remember repeat tonight at 11 30 no
