04:25I'm your host, Whitney Husbands.
04:26And today, it's Thursday, so that means we're getting closer to the end of the work week.
04:31And we know it is a wet Thursday, extremely wet Thursday.
04:35And we ask persons all the time when the rain is falling,
04:38please take your time on your nation's roads
04:41because it's where it is a serious space where you're driving when the road is wet.
04:46Now, an incident took place in Maracas and Joseph
04:48where we are seeing a fallen tree.
04:51And that is why we ask you to please be cautious when you're driving observant.
04:57Come off of your cell phones because that is another distraction.
05:00And slow down your speed when you're on the nation's roads.
05:03Of course, this continues to be a wet one.
05:06As we continue moving forward in the days, 16 days of activism,
05:11today is day number 10.
05:13And, of course, we have more to share with you in just a bit more on that.
05:16But with that being said, it is Thursday.
05:19And even though it is a bit gloomy and wet outside,
05:22the sunshine is still coming in to the studio because we have ASP Russell here with us.
05:27Good evening to you.
05:29ASP, how are you?
05:30Good evening, Ms. Husbands.
05:31And good evening, Trinidad and Tobago.
05:33And we have four of our commissioner, deputy commissioners, assistant commissioners,
05:36first and second division officers of the Trinidad and Tobago Police Service
05:40and to our friends up with the Caribbean.
05:42Yes.
05:43So I know today is a day where we saw a lot of activities happening on the nation's roads
05:47because of the weather.
05:49I don't know what really happens when rain falls.
05:51The reaction of persons seems to be either it's a relaxed mode
05:56or I need to get to my destination immediately
05:58because I don't want to get my car wet or in floodwaters.
06:01That's what I'm assuming.
06:02But I think what contributes to it a lot is that, you know, I mean, I experienced it this morning.
06:08I guess when the rain starts to fall at a certain hour, some persons may want to sleep a little longer,
06:14which makes them a little later.
06:17And they are now trying to make up that time on the nation's roadway.
06:21And we see the condition of the nation's roadway and how wet it is.
06:25When it's wet, it's a whole different dimension.
06:28You have to brake differently.
06:30You have to steer differently.
06:33The vehicle dynamics of the vehicles are altered because of the wet roadway.
06:38Your stopping distance is more.
06:40So you have to cater for more room for stopping, cater for skids, and just be even more aware.
06:45So we advise persons, especially when it's raining, take your time, put down the cell phones, pay attention.
06:54And when the rain is falling, you should leave earlier rather than later.
06:57Now, there's a frequently asked question that many persons ask, and we still don't get the clarity that is needed.
07:04And that is, you know, the asking of what is a protection order.
07:08And, you know, we also know it as, you know, a restraining order.
07:11But we know it in Trinidad and Tobago by law as what is a protection order.
07:16And from what we're seeing here, according to the TTPS on gender-based violence, a protection order, also known as a restraining order,
07:25is a court document which prohibits the respondent, the person against whom the protection order is being made,
07:32from engaging in abusive behavior of any type towards the victim.
07:36Yes, and that definition is correct.
07:40Let me go even further.
07:43Anybody within the household could have a protection order done.
07:49It could be husband against wife, wife against husband, brother against sister, boyfriend, girlfriend.
07:57The court could even give you an order where you are not to engage in certain activities with respect to your children.
08:04Yes. So that is broader.
08:06Yes, it is broad.
08:08So anyone could apply for a protection order.
08:10Anyone could apply.
08:11And in addition to which, a relative in the household could apply for a protection order on behalf of someone else within the house.
08:19So this gender-based violence is something we treat with seriously.
08:24So that obviously took me to the question, who can apply for protection order?
08:30An application for a protection order may be made by a person in a domestic relationship with the respondent on the ground that the respondent engage in domestic violence against that person.
08:43So with that being said, we just mentioned the home, but what about strangers, persons that you may not even know, but you constantly see them showing up or popping up in your space and may be harassing you?
08:54Well, if you have that type of visiting relationship, of course, where persons are popping up in your space and harassing you, and you could definitely apply for a protection order.
09:03And last week when we were here, we were speaking about harassment under the Offenses Against the Persons Act.
09:09As we couple it with threats and these other things.
09:13So that, too, is an aspect of threats just popping up and harassing and continuously being in that person's space, especially when they do not want you around.
09:21And they have all rights to go before the courts.
09:24Once the courts issue that protection order, it is then registered in the police station.
09:30So there's a copy that will be left at the police station.
09:32One is with you, and the other is served on the person committing that offense.
09:37And once that person breaches, they find themselves before the court order.
09:43Now, ASP, I want to ask you this, because we have heard instances time and time again, I'm sure you heard it as well, where persons, they took out a protection order, and the person who is the threat is telling them they're just a piece of paper.
09:57That can't do nothing.
09:58What drastic actions could the TTPS take when someone, you know, in this case, breaks or breaches their protection order?
10:07Well, once there's a breach, we arrest you immediately.
10:10But, you know, and I'm happy that you raised that concern, because there are persons who now use the protection order as some form of control.
10:21And I see that you frown on your water.
10:23Yeah, explain.
10:24What do I mean by control?
10:25So let's look at a relationship issue between a male and a female.
10:29You know, sometimes things happen, and the protection order is indeed taken out, and then there's a reconciliation of both parties.
10:37So, notwithstanding that, the protection order is still in effect.
10:43Okay.
10:44But it's going good.
10:46So we forget that there's a protection order in effect.
10:50And as something happens, then one person comes to report the other.
10:55Maybe male against female, female against male.
10:57So we have to guard against that as well.
11:00There may be some instances where we take the person into custody, and some form of investigation would be required before putting the person before the court of law.
11:10But in most instances, where there's an outright breach, we will arrest and take that person before the court of law to answer that question.
11:19So that means if things go in sweet, you should go and remove, or you have to wait until the protection order has been expired.
11:26No, you can go and say you no longer want it.
11:29But then, you see, we have to understand, and that is where counseling, and social work, and relationship, and community living comes in, and family members to really, a lot of the time, we need to seek that help.
11:43Ensure that parties get that help.
11:46Ensure that this is not a norm.
11:47Because when you look at the domestic violence, it's a cycle.
11:51So you have the tension phase, you have the building phase, you have the honeymoon phase, the I am sorry I would not do it again.
11:58And then there's the explosion.
12:00So then it's a cycle.
12:02Anybody can research it, you will see that domestic violence is actually a cycle, and how it operates.
12:06So, you know, we want to guard against a situation like this.
12:09If you and the person cannot agree, just leave it alone.
12:13Walk away.
12:14Yes.
12:15Now, we have a message speaking to this year's theme from Sergeant Cavell Mills-Walters.
12:21And in that message, she's saying, use strong, unique passwords, and enable two-factor authentication.
12:32And that is from Sergeant Cavell Mills-Walters.
12:35And that is very true, because when it comes to, you know, your devices, which is something that I always say now is like a part of you is your rib.
12:43Most of us keep sensitive information in our devices.
12:48And one code is not enough that will protect us, because these scammers and those who are out there are able to access very easily.
12:56So what are your thoughts?
12:59I agree with using a two-system password and authentication process, but we must cater for persons who may be of age.
13:11I am one who has a problem with passwords.
13:14I forget all of my passwords, you know.
13:17So I wouldn't say where I store them, but I forget all my passwords from time to time, because there's a password for every device.
13:22We understand that, but what I would advise is that keep your password close so that you can remember them.
13:29You may be able to write it in a secret place only known to you, that individual.
13:35Please do not tell anybody where the password is, how to get it.
13:38Sometimes we tend to trust persons, and what we would do is you would tell somebody your password or allow somebody to use your credit card.
13:46And somebody's number is XYZ.
13:48I would have done that in the past, you know, at certain circumstances as well.
13:52So we want to guard against this situation.
13:54Unfortunately, for me, I did it with trusted persons.
13:58However, we want to discourage these things.
14:00Yeah, that is something that is a bit difficult, because many times we forget our passwords, and we put the easiest password.
14:06Please don't put your name, and then the year you were born, like, those are the easy things that they could track, all right?
14:11So as we move forward, there was an article that I saw that I'm sure many persons, again, we mentioned this week, with the Facebook Marketplace.
14:20And in this story here, a $7,000 deposit vanishes in Marketplace vehicle scam.
14:28So listen to this.
14:28So police are investigating a larceny trick after a San Juan woman was conned out of $7,000 in an online vehicle sale.
14:38Now, according to police reports, around 10 a.m. on Tuesday, the woman saw an advertisement on the Facebook Marketplace for a white Nissan Teeter, listed for $47,000.
14:50She contacted the seller, and arrangements were made for her to pay $7,000 down payment.
14:55Now, the woman went to a commercial bank in San Juan around 1.15 p.m. on December 3rd, and deposited, which we told people to do, the money into an active account under a particular name.
15:09Now, after completing the transaction, she attempted to reach the seller multiple times, but all calls and messages went unanswered.
15:17Officer, this one is unique.
15:20Well, you know, we have been speaking about Facebook Marketplace without ceasing.
15:28And we will continue to speak in China and Tobago Police Service because we love and we care for these citizens.
15:34And we know in this time, $7,000 is a significant amount of money.
15:41We ask persons, when you're doing these exchanges, come to the station.
15:45You know, and I know you may think, all right, I deposited the money into a bona fide account.
15:52However, you are still a victim.
15:56We ask that when you're doing these transactions, you meet with the person, get some form of identification that verifies who this person is.
16:03So if there's any issue down the road, you have a copy of their ID.
16:06Come to the police station so you can make sure that the money is correct.
16:10There are times persons who have done transactions, and when you gave them the money and they waited until they reached their destination to check the money, they got an envelope full of paper.
16:19Yeah.
16:20You know, so we ask people, you know, be very, very careful.
16:24Be vigilant on this Facebook Marketplace.
16:26Of course, now that a report has been made, we will do our investigation.
16:31For the most part of it, money is something that has a paper trail, so we expect that that person would be arrested sooner rather than later.
16:38And if he or she is at home watching, you know, all those involved, you could do us a favor.
16:43Do the right thing.
16:44Turn yourself in.
16:45You know what I mean?
16:46Put yourself in that position.
16:47What if it was your family, one of your...
16:48And that's the thing about you and Antibia I don't understand.
16:51We always engage in things that we don't want to be done to us, our family members.
16:56Yes.
16:57So, ASP, let's go into what is happening when we're seeing the TTPS ramping up when it comes to, we're seeing the scams taking place,
17:07and you're not trying your utmost best to protect these citizens.
17:11Now, we ask persons to pay attention to the screen.
17:13Don't get scammed.
17:14Never hand over goods before verifying payments.
17:18First, scammers are targeting sellers by collecting goods before payment is confirmed.
17:24No payment equals no hand over, period.
17:27Remember, it's okay to walk away from any suspicious transactions.
17:32If your gut is telling you this is not feeling right, more than likely it's not feeling right, you know.
17:38And, Mr. Husband, most of the times your gut will tell you, hey, something is wrong here.
17:46However, we continue because we are looking at that item in front of us, eh?
17:50So, you know, we have some tips that I will just, you know, just enlighten the country with.
17:55I'll send the money after I collect it.
17:57Those are phrases that you need to be aware of because when you already send that money, it's gone.
18:03It's gone.
18:03You're not going to get anything.
18:04You can't get it back.
18:05Fake proof of payment, screenshots, and edited receipts.
18:07We had observed instances where a person would do the online transaction, screenshot it, and send it to you, the seller, and then cancel the payment thereafter.
18:18Yes.
18:19Buyer rushing or pressure on you to hand over items quickly, especially like, you know, you go to businesses on a Friday evening when they're about to close.
18:26And, you know, sales may not have been where you wanted it for the day, so you get to this big sale in the evening, and you're eager.
18:33Buyer wants to meet in an unusual or isolated location.
18:37That is a major red flag and a complete no, no.
18:41Payment pending or processing for too long.
18:44Another red flag.
18:45Buyer refusing to video call or verify identity because if it's a bona fide seller and the item is real and exists and it's operating how it ought to operate or function,
18:54that person would have no fears to meet with you in an open area or at the police station.
19:01We encourage the police station.
19:03Buyer using multiple excuses.
19:04My boss will pay later.
19:06Another red flag.
19:07People, you know, come to the station.
19:10The boss of the getting blamed.
19:12Let us oversee.
19:13We won't get involved into the actual transaction, but at least you are covered in the, the, the, the, the, the, the, the, the, the, the, the, the, the curtilage of the police station.
19:23The officers are there.
19:24Most definitely.
19:25And I hope persons take heed once again.
19:27We'll continue bringing more tips and stressing especially on the scamming situation that is taking place, especially on the Facebook marketplace.

19:48Searches conducted, 69,653.
19:53Traffic operations, 7,446.
19:57Total persons arrested, 4,416.
20:01And total persons charged, 2,430.
20:06Traffic offenses detected, 39,195.
20:10Firearms recovered.
20:11Firearms recovered.
20:12We're seeing, of course, an increase there with the pistols and a total of 237 ammunition.
20:18Recovered, 1,705 wrongs, 9 millimeter.
20:23That has increased a total of 3,279.
20:28And dangerous drugs seized.
20:30From yesterday to today, we're now seeing that an increase with the cocaine, grams of cocaine, along with the grams of cannabis as well.
20:38The TTPS continues to work extremely hard to try to get the drugs, guns, and illegal illicit activity under control.
20:47And, of course, items off the ground.
20:49The TTPS is working extremely hard at this point in time.

20:53You know, I am of the opinion.
20:54When you say that, you need to say it twice.
20:58The TTPS is working extra hard at this time.
21:00It's good to see what you all are doing.

21:03So at this time, let's take a look at what is making today's headlines.
21:08Now, ASP Russell, as you mentioned before, you all are working extremely hard.
21:30Let's talk a little bit about an amount that was over 3.4 million worth of cannabis seized in your division, Western Division.
21:38Yes, in the Western Division.
21:39And, you know, we say there's one Trinidad and Tobago Police Service.
21:41So members of various units, including the Trinidad and Tobago Police Service, the Special Investigation Unit, the National Operational Task Force, Trinidad and Tobago Defense Force,
21:51who work closely with us in many of our operations under the supervision of Senior Super Edwards, Superintendent Etienne, and supervised by Superintendent Veronique,
22:01ASP's Lynch, and ASP Morales, they went to a forested area up at La Hockett Valley with Glencoe, and they seized these items.
22:11And when I said items, 7 packages of marijuana weighing 13.80 kilograms, 30 rungs of 12-gauge cartridges, 13 rungs of 7.62 ammunition, 220 rungs of 5.56 ammunition,
22:32one extended magazine, one Glock speed loader, two holsters, one rifle sling, and then further searches on the western side of the area uncovered another barrel
22:44containing an additional 17.04 grams of compressed marijuana.
22:50So the total weight of the narcotics seized were 31.20 kilograms, with an estimated street value of $3,424,106.40.
23:04And, Mr. Husband, what stood out at me here is the caliber of weapons, the ammunition that was seized.
23:137.62 and 5.56 ammunition are the ammunition that are used in military-type rifles.
23:24So you're all working hard, putting your life at risk out there.

28:13Well, remember vehicles use gasoline. Anywhere there's gasoline, there's a chance that a fire could happen.
28:19It could be a faulty gas line. Sometimes it could be an electrical fire where sometimes persons may have hooked up music in their vehicles.
28:27And the electrical was not done up to standard to power the music, because music is additional items, and wire grown off, and we have a problem like that.
28:39And vehicles aren't designed to just erupt into flames like that. So something would have preceded that.
28:46And caused the trigger.
28:47And caused the trigger.
28:48Now that incident, I understand, took place this morning in the Piako area.
28:52And again, I hope persons are safe and they're secure.
28:55And the rainy weather causes a lot of strange things to happen.

29:01But with cases like this, I know we are stressing many times for persons to check their vehicles.
29:09And the importance of checking it is not just getting the inspection sticker, but understanding it to your safety as well.
29:15Definitely. Maintenance is key with any vehicle that you have.
29:20Maintenance is key with everything, your house, your phones, all your items.
29:24And we want to encourage persons, especially now, not just maintaining the vehicle to get the inspection sticker, but have that continuous maintenance.
29:32Because what you find happening, many persons, they would go, be about to get the vehicle inspected, so I'm going and fix it, as they would say.
29:41And then after that, the maintenance stops.
29:45Because the seat has something goal-oriented.
29:48I accomplished it, I have my inspection stickers on my vehicle.
29:51You know, we would be taking a further clam-dong.
29:54And you know what is nice about it?
29:56This morning, there were the transit officers, together with licensed officers, in the rainy weather, preparing to do their work on the priority bus street this morning.

30:11So, don't think that because you have the inspection sticker, we wouldn't check the threading on your tires, or how dark your tint is.
