02:56So today, we're continuing our discussions about elections that are in the air, of course,
03:02and we want to encourage everybody to observe some of the protocols.
03:06So we surely will be speaking about that later on in the show.
03:10And the weather has been rather unpredictable over the last two days, a lot of rainfall.
03:14And of course, we've had some road traffic accidents, one as recent as earlier on today.
03:22We are not sitting along the, I believe it's the Solomon-Ho-Troy Highway.
03:27And this apparently was heading northbound, where there was a collision between two vehicles.
03:33One of the vehicles apparently burst into flames, and you can see here, we are hoping that nobody was badly hit,
03:41and that the occupant or occupants of that vehicle were able to get out safely.
03:48And as I said, we want to implore drivers, especially with the wet roads, to be, to exercise extreme caution.
03:57You see, that's the second vehicle there.
04:00Certainly, it looks like a really bad accident.
04:02We had a member of the Trinidad and Tobago Defense Force there coming out to assist others there.
04:09So certainly, you know, we want to encourage everyone to be very safe on the nation's roadways.
04:15And of course, today it's Thursday, and joining us today is acting ASB Ishmael Pitt of the Trinidad and Tobago Police Service.
04:22Welcome, sir. How are you?
04:23Thank you, Mark.
04:25Not too bad at all.
04:26Good afternoon. Good afternoon, Trinidad and Tobago.
04:29And you were just speaking about the accident there, and it's really, really a scary look when you observe a car that bursts into flames
04:36and, you know, persons having to respond in a particular way.
04:39So we would want to always seize the opportunity to urge our motor in public,
04:44please exercise all road safety practices.
04:49Please, please.
04:50It is of paramount importance.
04:53There are other persons on the roadway who may not be responsible for the maneuvering of vehicles.
04:57But if it is that you see something, please say something.
05:01Obviously.
05:02And of course, you know, elections is in the year, of course.
05:04And we want to continue our education to the public in terms of, you know, the protocols, in terms of campaigning,
05:12in terms of voting and so on, because it's extremely important in a couple of days' time
05:17that persons understand how important this process must take place,
05:23and not only that, but also be free of any kind of problems.
05:29Yeah, definitely.
05:29So the TTPS will be looking at things from two perspectives.
05:33One, the treating with the actual election process, give them our mandate, our role, and our function.
05:40And outside of that, the regular maintenance of law and order.
05:45So, I think last week we spoke of, as a country, we could boast of having that democratic process.
05:55Free, seamless, and one that, you know, we could be proud of.
05:59And we are asking persons, persons who are leaders of varying parties, supporters,
06:09that they exercise that level of responsibility, that civic-mindedness,
06:13that would allow this process to be no different to those before.
06:17So, again, we are pleading, if it is, persons are not inclined to accept,
06:25and persons are not inclined to go along with what the rule of law suggests,
06:31then obviously, from a policing standpoint, we will have to take the necessary action.
06:36However, that is definitely a last resort.
06:38It's not something that we would want to do.
06:39So, we are urging members of the public, please exercise your democratic right,
06:45but in doing so, please be responsible and understand that there are rules governing that particular process.
06:50Yes, responsible, you must be.
06:52And, of course, Acting Commissioner Junior Benjamin would have given some advice
06:57over the last 48 hours, 24 to 48 hours, with the upcoming election.
07:03Let's take a listen in.
07:03We are going to be there with the assistance of the Trinidad Tobago Defense Force,
07:11and this is, again, a multi-agency approach as we seek to deal with the whole idea of the elections.
07:20At the end of the day, the Trinidad Tobago Police Service,
07:22we will continue to do our jobs without fear or favor, malice or ill will.
07:27We are sending this warning across all, for all parties.
07:32This is not where we choose one.
07:34This is all parties.
07:35We want to see that we seek to maintain a level of decorum in terms of how we deal with each other
07:44as the elections is approaching, and at the same time,
07:49we want to ensure that we can at least live with each other even after the elections.
07:54So, therefore, the Trinidad Tobago Police Service must ensure that there is that safety and security for all.
08:00Where there is any form of threats or intimidation, we are saying to persons, report it to us.
08:07We will deal with it decisively because it is certainly going to be a zero tolerance,
08:13and we are sending out that riot act, if we want to put it that way,
08:17that the Trinidad Tobago Police Service, we are ready to deal with any situation that is untoward.
08:23So, Acting Commissioner Benjamin, they're talking about sending a message, a clear message to every political party,
08:32not choosing out one, and to voters that they must exercise that responsibility,
08:39and as we speak about a free and fair election.
08:43Definitely, definitely.
08:45And we are going to do our part to ensure that it's just that, a free and fair election process.
08:51And as the Commissioner said, following the election, we have to live here, we have to share this space,
08:57and we cannot allow that process now to cloud our judgment going forward.
09:00So, please, we are urgent, Trinidad Tobago, please take heed,
09:04let us preserve those democratic principles that our nation has been built upon.
09:09Most certainly.
09:10All right, we are going to take a look now at our headlines.
09:34So, those were some of the headlines within the last 24 hours,
09:37as we continue our ongoing discussions about elections and the protocols that you must observe,
09:42not just as a voter, but, of course, political parties.
09:46And we were talking about this yesterday.
09:48I don't think we were able to touch on all, but we touched on some, the general elections, offenses,
09:53and, yes, Pipit, I know you would like to jump in here and perhaps just walk us through a few of them
09:58as we continue our discussion.
10:00Oh, definitely.
10:00So, I'll browse through and then we'll touch on some deeply, you know, the tampering of ballot boxes,
10:06prohibition of employment of bands of music, loudspeakers, banners, viewers, badges, etc.
10:12All those things are prohibited.
10:13Persons not to congregate near polling stations, well, there's a particular 100 yards.
10:19So, that would be defined, influencing electors to vote for any candidate at that point in time,
10:26you know, that whole campaign process should come to an end.
10:30Intoxicating liquor not to be sold, and that is widespread.
10:33It is not limited.
10:35Illegal voting, undue, undue, influensary, and personation.
10:41The penalties are there, penalty for corrupt practices and so on and so forth.
10:46So, for persons who are seeking further clarity, the representation of the people, Act 201, should be your guide.
10:52But, generally speaking, you know, there are persons who would be on the ground, the police officers,
10:58the presiding officers, who would assist persons in the process if it is there are any issues that, you know,
11:04may still warrant some clarity.
11:06Yes, certainly, and I know the first one they spoke about was the tampering of the ballot boxes.
11:12Yes.
11:12We've had instances of, well, alleged voter padding over the years and so on.
11:17Yeah.
11:17But tampering of ballot boxes is certainly a very serious offense.
11:21Indeed it is, indeed it is.
11:23And you are quite correct.
11:24It's one of those areas that we have heard about, as I could say, the average member of the citizenry
11:31in terms of the different parties and persons of interest who may make whatever report or allegation.
11:40And, you know, that is one that usually stands out.
11:43But it is an offense.
11:44I'm not certain if we have had any evidence prior to bring anyone to account for those allegations that were made.
11:52But nonetheless, it is something that is of paramount importance to preserve in terms of the ballot boxes in themselves
12:00is what would determine the outcome of an election.
12:03Yeah.
12:03As you rightly pointed out, there have been claims in the past, so to speak,
12:08made by various political parties about alleged tampering of ballot boxes, of course.
12:16But as you said, there is no real evidence to suggest that as we go forward on April 20th
12:23to cast your ballot for whatever party that you decide, we have to be mindful that this process has to be smooth
12:30because, as you indicated, on April 29th, we all have to function, we all have to exist,
12:37and we all still have to live and coexist with one another, regardless of the political party.
12:42Regardless of the political parties.
12:44And another of the offenses that would stand out to persons is that sale of intoxicating liquor.
12:52And, yes, there were some concerns as to who could actually sell.
12:57The reality is no one could sell, whether it's a bar, whether it's a grocery, or what have you.
13:01No one is to sell intoxicating liquor.
13:04For that period, six to six.
13:06For that period, yes.
13:07Strictly prohibited.
13:08All right.
13:08So I hope everybody understands that.
13:10And, of course, we would not like to see anybody turning up at a polling station, obviously intoxicated.
13:16I am almost sitting in that particular instance.
13:19They will be turned away from even, you know, because your judgment is impaired,
13:24and you can't really function when you are inuberated.
13:28Yeah, indeed, indeed.
13:29And it would be up to the officials at that particular end, you know, to make the necessary decision based on their findings.

13:37So, again, we are urgent persons, so please be responsible.

15:40I'm your host, Mark Wissan, joined today by Acting ESP Ishmael Pitt of the Trinidad and Tobago Police Service.
15:45As we continue our discussions about elections and of course, Acting Commissioner of Police,
15:49Junior Benjamin, spoke yesterday about an alleged threat to disrupt election during April 28th.
15:55We want to take a listen to what he had to say.
15:58Certain things have come to our attention and we are saying, based on the things that have been brought to our attention,
16:05that anyone that seeks to break the law as relates to the elections or anything dealing with the offenses under the elections,
16:17we are going to deal with that decisively.
16:21I want to make one final point as well.
16:23that the TTPS, as we seek to deploy our persons, we will be having officers in the various polling stations
16:34and we will also be having persons, again, set out to look at the different areas where we believe we will be having disruptions
16:47and we are going to ensure that such persons dealt with, if we found anyone falling foul of the law, we are going to deal with them.
16:57We are not going to be alone, as you will see today, we are going to be there with the assistance of the Trinidad and Tobago Defense Force,
17:06and this is, again, a multi-agency approach as we seek to deal with the whole idea of the elections.
17:15At the end of the day, the Trinidad and Tobago Police Service, we will continue to do our jobs without fear or favor, malice or ill will.
17:23We are sending this warning across all, for all parties.
17:28This is not where we choose one, this is all parties.
17:31We want to see that we seek to maintain a level of decorum in terms of how we deal with each other as the elections is approaching.

17:50Right, so Acting Commissioner Junior Benjamin there, speaking about these threats,
17:56and of course, coming on the heels of that ASP pit is the fact that the Commissioner is alluding to also
18:04stepping up patrols on Election Day to ensure that nobody disrupts this process.
18:12Indeed, and that is why I mentioned we are looking at it twofold.
18:15So, the specific activity regarding the election itself and also the regular policing day-to-day routine.
18:27So, with that, it's a multi-pronged approach so that we are able now to ensure that the process is smooth, it's free, it's fair.
18:36And persons who are kind about their business and their day-to-day activities,
18:43persons who are going to be leaving their homes in order to exercise their democratic process,
18:48persons who may be engaging in other activities that they are entitled to engage in,
18:53it doesn't mean to say that the police will be absent from the communities,
18:56the police will be absent from these spaces that are usually policed.
18:59To add to that, regarding all the information and the reports that we have been getting,
19:05that are definitely of concern, as the Commissioner indicated, you know,
19:10they would be investigated and the necessary mechanisms will be placed in order for, if need be,
19:18to tighten up, to tighten up, so that there will be no disruption of the process.
19:21Yeah, that's, and that's, as you said, you know, it's important that we ensure,
19:27at least from the police side of things, that people can go out there and exercise their civic duty safely.
19:34That's right.
19:34Without any worry or concern about persons who are intent on disrupting that process
19:39or intimidating, for a matter of fact, them from not going out to vote.
19:44And they were mentioning the fact that, they were also looking at the fact that there were people
19:48trying to intimidate persons and various marginal constituencies not to go out and vote.
19:54Yes, and that in itself is contrary to what the law has indicated.
20:00And the Commissioner has mentioned that it's not just a TTPS approach.
20:07In fact, we are going to be the lead in terms of the lead law enforcement agency,
20:12but we are supported by the Defense Force, the other policing departments, the municipal police, etc.
20:20And with that, with that type of support, we are now able to spread our efforts throughout
20:27and also be able to manage the process and also be able to add to our policing efforts, generally speaking.
20:36So, to touch on what you mentioned there, you know, those persons who believe that because we might be focused
20:44in a particular direction and we are unable now to treat other issues, you know, you might be in for a rude awakening
20:51or you can take heed now and just do the right thing.
20:55Of course.
20:56Yes.
20:56All right, we just want to shift gears a little bit, you know, the continuing search for Jakeem Philip,
21:01a 16-year-old boy who apparently went missing on the San Sousa Beach last Sunday.
21:11And I know that the Coast Guard up to yesterday, along with relatives, members of the Hunter's Search and Rescue Team,
21:18the Trinidad and Tobago Police Service, the Trinidad and Tobago Coast Guard, you know, searching that area there.
21:24And I've been to that area, that San Sousa area, a really nice area.
21:27It's not that rough.
21:29I mean, it's on the North Coast, but nevertheless, you know, it's important that you obviously take certain safeguards.
21:37And of course, you know, Captain Rambarat has said in the past, spoken about rip currents and these things,
21:43you have to be very mindful of, especially when you're heading to the beach.
21:48Yeah, and this is news that no one wants to hear, no family wants to get, you know, at this point in time,
21:56we are still hopeful that, you know, it would come to some pleasing conclusion.
22:01We will always lord the efforts of the Search and Rescue Team.
22:06They have been a tremendous level of support for the Trinidad and Tobago Police Service in our efforts,
22:11alongside the Coast Guard when it comes to treating with issues of the sea and rivers.
22:16So, I mean, we can only wish well and we can only hope well regarding this young man being successfully reunited with his family.
22:29But to those persons who are also seeking to have some resort at seas, rivers, as the case may be,
22:37please exercise, not that we are casting as patients, but please exercise all the necessary caution
22:44and all the necessary practices that can ensure your safety.
22:50And, you know, it's usually sometimes a team effort, you know, a group of persons may embark on a particular trip
22:58and we would want that each one is able to guard the efforts or the activities of the other
23:04so that even if you observe someone might be doing something that might not be within the best for that individual,
23:13you know, call it all for what it is, please.
23:15Yeah, most definitely. As I said, our prayers are with the family and we hope for a positive, you know, outcome.

26:32Over the last 24 hours
26:34Unfortunately a man identified as Cassie Jagoon
26:38Was chopped multiple times in the Eccles village area of Rio Claro
26:43His body discovered sometime this morning
26:46I understand that one of his hands were severed from the wrists
26:50So certainly another life lost
26:54Sadly
26:55Condolences to his family
26:58We would ask anyone with information concerning this incident
27:02Please contact the Homicide Department
27:05Again if you see something, say something
27:07It's never an easy thing
27:10Mark to be expressing condolences over and over regarding situations of this nature
27:16We have been working tirelessly in order to arrest the situation
27:21No pun intended
27:22We have been heavily supported in terms of persons being able to provide information
27:27That we have been able to translate in terms of bringing it to some evidential value
27:32And for that we are continuously grateful
27:35We have recognized that those communities that have a tremendous relationship with the TTPS
27:40Those communities that have partnered with the TTPS
27:43Have been experiencing greater levels of safety and security
27:48Not necessarily because of the fact that it's due to an increased police presence in those areas
27:55But because of the rapport that exists
27:57And that rapport in itself is priceless
27:59And it continues to contribute to the level of success
28:02Yes, most certainly
28:03Alright, I don't know if you guys recall
28:05About two days ago
28:06We showed you some video footage of two police officers
28:11That was allegedly in a bar
28:12Right?
28:14I'm not stating if my producer will be able to pull it up
28:16But what we understand is that the Commissioner of Police
28:19Have identified that this incident did take place over the long Easter weekend
28:24And speaking to the media
28:27I believe it was Tuesday
28:29He did indicate that these men's senior officers were contacted
28:35And that they have been served notices
28:38And they will be disciplined accordingly
28:41And of course, yes, this is a video here
28:44So this actually took place at the unknown bar
28:47During the Easter long weekend just passed
28:51And, you know, somebody
28:53A citizen there who thought something was off
28:57In your uniform
28:58You know, playing pool
29:00And allegedly having some beverages
29:03That might not have been the best thing to do
29:05You know, considering that you probably were on duty as well
29:09Yes, fundamentally the police service is a disciplined organization
29:16We are governed by rules and regulations
29:19And it is important that we abide by these rules and regulations
29:23The image of the organization is critical to the way we are viewed
29:28And the levels of cooperation that we get from members of the public
29:32At any opportunity to treat with issues that seeks to undermine those principles
29:40The mechanism to address those issues will be acted upon
29:46In order that we are able now to hold persons to account
29:51And dissuade persons who may be intending on carrying out those actions going forward
29:56So it's never pleasing really to have to address situations of that nature
30:04But we are going to address it
30:10Yes, and I think that is the reason why the police have put certain things in place
30:14Technologically wise
30:16When it comes to tracking where police vehicles are in a specific area
30:20You know, if you tend to veer outside of your zone
30:25Yes
30:25Or you are parked in a particular location for a considerably long time
30:29Yeah
30:30Or near an eating establishment
30:32Or any other kind of establishment
30:35It will warrant questions you have to answer
30:37Why were you there for two hours, etc, etc
30:40And of course, the body calms is also an important thing
30:45A function rather
30:46For the TTPS in terms of accountability
30:50As well as transparency in how they operate
30:52Of course, of course
30:53Technology has been able to bring so many benefits to the organization
30:57In fact, it assists us in terms of our deployment
31:01And in terms of how we manage our call to service
31:04Again, you mentioned the fact that it also acts as that
31:08Independent sort of mechanism
31:11Through the body cam
31:14Where things may happen
31:15And you have now an unbiased account
31:18As to what happened
31:19But we still
31:22To add to that
31:24You know, we need that
31:25Characteristic of individual officers
31:30That, you know, would auger well
31:31And we know at times
31:34That persons may veer
31:36And it is for us as an organization
31:38To ensure that
31:40You know, it doesn't undermine what we stand for
31:42Yeah, most certainly
31:43And getting back to the discussions
31:45About general elections
31:47And of course, some of the offenses
31:50Yeah
31:50I think, as I just said
31:52I know we have a list there
31:53I'm hoping we can bring it up
31:55Quickly there
31:56I know that another one on the list
31:59That you would have, yes
32:00Heard is
32:01Prohibition of employment of bands
32:06Of music
32:08And I think
32:09Loudspeakers, banners
32:10Favors, badges, etc
32:11They can go
32:1288 and 89
32:13Almost in tandem
32:15Yes

32:16And again
32:17And I mentioned that
32:18You know, at that stage
32:20Come what election
32:21The whole idea of campaigning is over
32:24So
32:25For that reason
32:26These things are prohibited
32:27Because at that point in time
32:29It's now for persons to be
32:31Clear in their mind
32:34As to what decision
32:35They intend on making
32:37And it's not a case of persons
32:39Influencing or forcing persons
32:41Into making those decisions
32:43So it's for that reason
32:45That the law has been quite clear
32:46In terms of persons now
32:48And I put it into a big categorization
32:50Of campaigning
32:51Yeah
32:52But the law has been
32:53Very specific in terms of
32:55The different ways and means
32:56By which these influences
32:58Can take place
32:59And of course, section 90
33:00Will also fall very closely
33:02With the other two
33:03Persons not to congregate
33:05In their polling stations
33:06With any kind of paraphernalia
33:08Or anything to suggest
33:10Or influence somebody's vote
33:12Indeed
33:13Indeed

47:58a cold case. At this point in time, I don't think it is considering the fact that it was
48:06addressed at a coroner's inquest. It doesn't take away from the needy and the circumstances
48:14and how it has impacted us as citizens of Trinidad and Tobago. You know, it's a situation
48:19that identifies how it is important for us to treat it, our children, and also it signifies
48:30the need to ensure that persons are held accountable. Now, I'm saying held accountable
48:38and obviously that must be taken into context because the whole person is accountable. It means
48:43to see that you have to have the necessary evidence in order to bring persons to account.
48:47But the absence of evidence doesn't mean to say that something on the door may not have
48:51taken place. But we can only look at it professionally from a policing lens. However, from the lens
48:59of a nation, obviously, we would look at it and seek to address those issues. So, I will
49:06seek to have clarity on the information that I have given to you this afternoon. And if
49:12it was wrong, I will definitely clear it up next week, please.
49:16Yes, certainly. I think when that incident happened back in 1995, if memory saves me right,
49:22I remember actually being on that scene as a very junior journalist at that time. And,
49:28you know, I think it was only after a couple, maybe a couple of months after, within eight
49:32years, following that incident, that a lot of things eventually started to come out. Or, there
49:39have been claims with no solid evidence of something awry that might have happened at that house prior
49:46to him being found in that swimming pool. And, obviously, nothing has been able to be substantiated
49:54over the last 20, 25 years, 30 years, which makes it even more worrisome, of course, as you said. And, you
50:03know, hopefully one day, you know, that in the fullness of time, we will really understand what really
50:11happened inside that home. And, if anybody wants to tell that story, feel free to contact me. I would be
50:19willing to more than tell that story. But, I know that the last thing that a colleague of mine wrote
50:27many years ago, a great investigative journalist, I might add, Kimini Maharaj, she did speak to the fact
50:33that, as far as I should understand from sources that, and it was a quite, um, compelling story, that the DNA
50:41evidence for Achille Jameis had been destroyed at the Forensic Science Center.
50:50So, uh, as we stated before, it signifies the importance of, of, of, of pulling persons account, you know, but that
50:57accounting must be done based on the, the, the evidence that, um, we are able to honor it as, as police officers.
51:05But we cannot allow the situation to go in vain. Uh, you know, it, a lot of time has elapsed from when that incident
51:11has happened to date. And, you know, there are lessons that can be learned from it. And we trust that persons,
