00:07Prime Minister Narendra Modi has just chaired a very crucial meeting of the Cabinet Committee on Security to review the
00:14situation
00:14in context of the ongoing West Asian conflict and measures being taken by various ministries
00:21and directions that need to be given to various departments to ensure that India is able to deal with the
00:27situation better.
00:28Incidentally, this is the fourth special CCS on West Asia.
00:34So the Cabinet Committee of Security was briefed by the Cabinet Secretary about the current geopolitical situation
00:41and there is both a horizontal and a vertical escalation of conflict in West Asia.
00:46The Cabinet Secretary gave details about initiatives that are being taken to ensure adequate supply of petroleum and petroleum products.
00:54LNG, LPG, fertilisers, extremely crucial for farmers.
01:00Now, sources tell India today that the effort for procurement of LPG, LNG, petrol that's already been diversified,
01:10overall stock and supply position of major petroleum products as of now is in the category that the government describes
01:18as adequate.
01:20Availability of adequate crude has also enabled the central public sector enterprise refineries to operate at utilisation levels that exceed
01:30100%.
01:31Now, this ensures continued production of petrol, diesel and other petroleum products.
01:37So, supplies are adequate.
01:39Refineries are working at 100%.
01:41Plus, initiatives have also been taken to expand PNG, which is pipe natural gas connections.
01:47And this has resulted in substantial increase in PNG connections.
01:52The government is also facilitating industrial substitution of LPG through the expansion of the national gas grid.
02:00All of that was deliberated and discussed in that meeting at the Cabinet Committee on Security.
02:07Augmentation of LNG import and re-gasification infrastructure, expansion of city gas distribution networks and time-bound pipeline.
02:17And what is most crucial as far as the consumer, you and I are concerned, is the last mile connectivity.
02:24So, last mile connectivity approvals under the Pipeline Infrastructure Order 2026, that is being speeded up.
02:32According to information that India Today has accessed during this meeting, requirement for fertiliser to ensure that the ruby season,
02:40that was assessed.
02:42An alternate source of fertilisers were also discussed.
02:45Prime Minister Narendra Modi is believed to have said,
02:48All measures should be taken to ensure uninterrupted supply of fertilisers.
02:54The situation of seafarers, and that has been a cause of grave concern.
02:59Our seafarers have been literally in the line of fire and from all sides.
03:04So, the situation of seafarers serving both on India-flagged as well as foreign-flagged vessels in the conflict zone
03:11was also discussed.
03:13So, Prime Minister Modi directed that a mechanism be established to provide,
03:18One, timely information.
03:20Two, emergency assistance.
03:22Three, counselling.
03:24Not just to seafarers, because they are going into harm's way and bringing back supplies from harm's way and vice
03:31versa.
03:32So, counselling should be provided not just to seafarers, but also to their families in a time-bound manner.
03:38The Prime Minister said all efforts must be made to safeguard citizens as well as the Indian diaspora as much
03:45as possible from the impact of this conflict.
03:47The Prime Minister said that in order to ensure energy independence,
03:51emphasis should be made on renewable energy sources including solar energy and other non-fossil-based fuels.
03:59The Prime Minister said that the whole of the government approach is required and that must be continued to be
04:07adopted to tackle challenges that arise out of this crisis.
04:10He said that a unified, coordinated mechanism be put in place to ensure regular monitoring of developments to ensure whatever
04:19decisions are taken,
04:20there is expeditious implementation and appropriate measures to safeguard interests of citizens are taken regularly.
04:28I quickly want to cut across to my colleague Praday Upadhyay, who's tracking these developments very closely.
04:35Praday, the war in West Asia is escalating both horizontally and vertically.
04:41From the Caspian Sea, there are reports now even an Egyptian port has been in the line of fire.
04:47A US base in Jordan has been in the line of fire.
04:50How are we tackling both this horizontal and vertical escalation?
04:53And what is India's assessment of the road ahead?
04:57Obviously, Gaurav, you can make out from this meeting chaired by Prime Minister Narendra Modi.
05:01This was the fourth special CCS meeting where you can identify the Agricultural Minister was also there,
05:06INV Minister was also there, Petroleum and Natural Resources Minister was also there.
05:09So it was an extended meeting of the CCS, primarily taking care of three important issues.
05:14India's energy security, India's food security and security of India's manpower or human resource in West Asia region.
05:21Because over 10 million Indians work there, they are in the different countries of the West Asia region.
05:27You rightly pointed it out that both the battle theatres of the Russia-Ukraine war and the West Asia crisis
05:34are now inching closer to each other and now they are overlapping.
05:38And that is a bigger concern for India.
05:39And that's why Prime Minister Narendra Modi chaired this meeting to ensure that the steady supply of energy should be
05:44there.
05:45The directions were given to ensure the fertiliser supply in past four months.
05:49India has diversified its energy sourcing to over 40 countries.
05:53And in fact, our assessment is that it is not going away.
05:57It is not coming to an end in the immediate future.
06:00And that's why we have to remain prepared in terms of our energy security, our food security,
06:05and also to ensure the safety and security and well-being of Indians residing in that region.
06:10Oh, you're absolutely right.
06:12The assessment is that this war is not coming to an end very soon.
06:15And that aspect that Pranay was also highlighting, that this war, the Russia-Ukraine war and the U.S.-Iran war,
06:23now there's an overlap and we'll be talking about it in greater detail in the days ahead.

06:39We've been hearing about the actions of the security forces for days now.
06:44The crackdown on the July 20th, Sansat Chalo March.
06:49Tonight, on India Today, I want to get you the other side of the story,
06:54all based on documentary and visual evidence.
06:59India Today has exclusively accessed CCTV footage from multiple locations.
07:04Look at those four screens on your television screen at different locations around the parliament complex.
07:13Remember, that is virtually a red zone when parliament is in session and the protesters,
07:19including rioters and stone pelters, according to the security forces, reached barely 100 meters from the parliament.
07:27The visuals reconstruct the movement of the crowd.
07:31The protesters converged at multiple locations.
07:34They converged from multiple directions.
07:36And they almost managed to reach the parliament perimeter.
07:40And that triggered a massive security scare.
07:42At one point, the protesters were barely 50 meters from the parliament complex and stood right next to the gate
07:50of the complex
07:51before the Delhi police and rapid action force stopped the march from moving any further.
07:57This, according to the Delhi police, was very alarming.
08:01Remember those images of security personnel inside parliament running, literally sprinting to the gate of the parliament to shut it
08:09and lock it from inside.
08:11India Today's Aravind Ojha brings you this India Today exclusive.
08:18A massive security scare narrowly averted.
08:22Until now, the focus had largely been on the clashes between protesters and police, but exclusive CCD visuals accessed by
08:29India Today tell another story.
08:31For the first time, they revealed just how close thousands of protesters came to the parliament complex.
08:36India Today has accessed CCD videos from five locations around parliament that reveal how a crowd of thousands made attempt
08:42to breach the sunset.
08:46This is perhaps the most dramatic visual captured by a CCD camera opposite one of the parliament complex gates.
08:54The parliament building is visible in the background.
08:58Hundreds of Delhi police and RAF personnel are seen forming the final security cordon as protesters reach the gate, raise
09:05slogans and attempt to move forward.
09:14Recorded at around 12.30 in the afternoon, this CCD via outside gate number two of the central secretary at
09:19Metro Station captures the scale of the mobilization.
09:23Thousands of protesters can be seen converging at the roundabout leading towards parliament.
09:27The sheer size of the crowd is hard to miss.
09:35Another camera, another approach road.
09:38From this angle, hundreds of protesters are seen advancing towards parliament from a different direction, even as police attempt to
09:44hold the barricades.
09:50By around 2pm, yet another CCD camera captures hundreds of protesters gathered along the outer perimeter wall of the parliament
09:57complex.
10:00They are right next to the boundary wall, with police and RAF personnel deployed just meters away.
10:08As tensions escalate, security forces move in. Minutes later, this CCD captures police dispersing the crowd and clearing the stretch
10:16outside the parliament perimeter after a prolonged confrontation.
10:23To understand the seriousness of the situation, take a look at this reconstruction.
10:28At one point, protesters had reached to within roughly 50 meters of the parliament complex.
10:36These were the scenes outside one of the most heavily guarded places in the capital on the 20th of July.
10:41Did the Delhi police underestimate the scale of the march despite prior announcements?
10:45And how did such a massive crowd reach the parliament perimeter despite prohibitory orders being enforced?

14:27behind the force amidst this controversy about the alleged use of pellet guns during the July
14:3220th Sansa Chalo March in Delhi.
14:34In a very strong message, he told his personnel, I want to assure each and every one of you,
14:42whether it's an operational battalion or a law and order unit, whatever decision you take,
14:48whatever action you carry out, in the bona fide discharge of your duties, I will take full
14:54responsibility for those decisions and actions.
14:57Continue to perform your duty fearlessly, wherever responsibility or accountability needs to be
15:03taken, I will take it as the Director General of CRPF.
15:07And this statement comes as the RAF faces scrutiny over its crowd control measures during the
15:14recent protests.
15:15A CRPF review into the sequence of events is currently underway, even as Leader of Opposition
15:21Rahul Gandhi continues to demand the resignation of Union Home Minister Amit Shah over the alleged
15:28use of pellet guns against protesters.
15:41The pellet gun drought continues to echo in Parliament.
15:45After a fierce face-off in the Lok Sabha, the Congress raised the issue in the Rajya Sabha
15:50as well.
15:53The people who have seen it in the eyes of the pellet, the eyes of the pellet, the
16:00eyes of the back.
16:01You all have seen in the P.V.
16:03You are not seeing a lot.
16:05You have seen it.
16:06But as they saw it, they were afraid of us.

16:15Rahul Gandhi, who has mounted a sharp attack on the government, had earlier met protesters

16:36The leader of this entire machinery that is doing this, Mr. Narendra Modi, has to apologize
16:45for what he has done to the students and the future of this country.
16:50Rahul Gandhi has blamed Home Minister Amit Shah for the brutality against protesters.
16:55The government hit back at Gandhi.
17:00Every single child who has been beaten must know this.
17:05That this is the man, take a good look at him.
17:08This is the man who is responsible for what happened to you.
17:12Of course he takes his orders from the Prime Minister, but this is the man who beat you,
17:16who thrashed you, who humiliated you, who shot you with pellet guns.
17:38Amit the political slugfest, CRPF Chief Kyanindra Pratap Singh has come out in support of his troops.
17:48Whether it is our operational battalions, whether it is our law and order units,
17:56you all, in the government, in the war, in the war, in the war, in the war, in the war.
18:15Meanwhile, the Supreme Court observed that the use of such force is permitted under police rules
18:21only in exceptional circumstances and directed the Delhi police to place on record
18:26the standing order governing its use.
18:30With the use of force now under judicial scrutiny, it remains to be seen
18:35who will ultimately be held accountable for the alleged use of pellet guns.

18:49The Supreme Court has indicated it is not inclined to impose a blanket ban on the use of pellet guns
18:55for crowd control.
18:56Hearing a petition over the alleged use of pellet guns during the July 20 protest,
19:01as the Supreme Court observed, police rules permit the use of pellet guns in exceptional circumstances as part of a
19:08graded response
19:09unless those rules themselves are now challenged.
19:13The court described the police seeking a complete ban as too broad and perhaps vague,
19:19but said it was open to laying down a clear protocol demanding that the government use pellet guns only in
19:26certain circumstances.
19:28The Supreme Court made it clear, it can examine whether pellet guns were used in violation of that prescribed use
19:35of force framework,
19:37graded use of force framework in specific incidents.
19:40And what should one make of the comments of the Director General of Central Reserve Police Force?
19:45Let me now throw it open to this political panel and a panel of experts because there's massive politics over
19:51it.

20:10Mr. Jain, as a former police DGP, what is your reading of what DGCRP have said?

20:22Whatever decisions are taken in a bona fide discharge of your duty in the interests of people and the force,
20:29I take responsibility.
20:30Now, is this prejudging a case? He's DGCRPF, there's an inquiry underway.

21:24because they had taken written orders in the prescribed format from the DCP.
21:32DCP judged the situation. DCP will do the explaining under what circumstances.
21:38Was he of the opinion that they were going to storm Parliament,
21:43where Parliament session was going on, and PM was also in the Parliament?
21:48And under what circumstances, he has ordered it.
21:52Fair enough. Let me bring in Colonel Rohit Chaudhary.
21:54Colonel, you've worn a uniform all your life, you're wearing,
21:58and I want you to wear your service hat for a moment.
22:00You are wearing a service cap right now.
22:03200-plus policemen have been injured, and we are showing you images of injured policemen.
22:08Vehicles have been vandalised. Public and private property was vandalised.
22:13Protesters reached barely 100 metres from Parliament.
22:16Is all of this being ignored by the Congress party amidst allegations that this is politics being done,

22:44What I want to say is that whenever police force is utilised, it is minimum force.
22:52It is the minimum deterrent force to be employed.
22:57And as far as Home Ministry, they knew it very well.

23:10They knew it all well.
23:1217th of July, they did the review and they changed the Delhi Police Commissioner
23:17because they were anticipating a large number of volume of crowds.
23:22So the crowd control is the primary responsibility is of Delhi Police.
23:27Delhi Police has, the DCP has denied that, you know, they have not given any orders.
23:34Now the DG CRPF says that they had legitimate orders from the DCP.
23:40So there is a contradiction, first of all.
23:43Secondly, the pallet gun, generally it is avoided.
23:47It is even avoided in militant areas, infested areas like JNK.
23:55So in this Delhi, it is unacceptable that the pallet guns have been utilised.
24:01This war diary or the daily diary has been filled by Delhi Police, CP Police Station,
24:10where RAF has registered in their report that, you know, how many rounds have been fired,
24:16how many pallet, you know, rounds have been fired, how many tear gas have been fired.
24:21All this has been recorded.
24:23Now there is a contradiction between the Delhi Police, between the Delhi Police and the RAF.
24:29Very pertinent point, you raise there, Syed Zafar Islam, respond.
24:34The right hand doesn't know what the left is doing and what was the provocation to use a pallet gun.
24:40CRPF says Delhi Police, apparently, again, source-based information,
24:45that they used it on the authorisation of the Delhi Police and Delhi Police says,

49:16I think part of the problem is that their attention is diverted on other issues, on more pressing political factors.
49:25And frankly, what does Balochistan or what does KP or for that matter, what does POJK bring to the table?
49:32What matters for them is Punjab and Sindh.
49:35Everything else is a colony of Punjab.
49:38So, if supposing there is unrest in Balochistan, they'll wring their hands a little bit and they'll go and butcher
49:45a few people and think that they will be able to restore control and restore order out there.
49:51But listen, Kashmir is a different ballgame altogether.
49:54Number one, it has an international presence in the sense that there is a large Kashmiri diaspora outside Pakistan, which
50:02is very vocal, number one.
50:04Number two, in Kashmir, there are people who have been part of the army, who have been part of the
50:09civil service, who have got, in a sense, integrated into Pakistan pretty effectively.
50:15And they can actually run havoc in Pakistan.
50:18So, you cannot treat Kashmir the way you treat Balochistan, where you can go and massacre people and there are
50:26no repercussions.
50:27Third, and I think very important, they think they have international support.
50:31So, there's nothing a few people will, you know, make a bigger song and a dance.
50:35And frankly, Gaurav, this has been the pattern.
50:39I can give you at least a dozen people's movements where protests have gone on for weeks and months altogether.
50:48And there has not been anybody who has reached out to those agitators, try to solve their problem, listen to
50:56them, apply some kind of balm to their wounds, give them some kind of relief, nothing.
51:02So, it is to brazen it out.
51:04And when you can't brazen it out, to brutalize the people and butcher them.
51:10And then I will call them either Kafir or India's agents, Arzu, this is why it is a harm to
51:16their weapons?
51:28This is Pakistan for a big problem.
51:31Or, if it is 1000 people who have a army in India, if there are 100 people who have a
51:36war, then there are 100 people who have a war.
51:38No, I think that it is a difference.
51:40It is not going to be a war.
51:42Some days after elections, it is not going to be a war.
51:46If it is a war, if it is international media cover,
51:48it is going to be a war.
51:50And then India agent is, whether it is Pakistan or Pakistan,
51:54So, in the last 30 seconds that I have, Pakistan army is literally starving the people of POJK.

52:49Because that is the direction in which they are pushing people.
52:52Second, just to give you a fact, the actual number of people, according to the JAAC, is 87 dead already.
53:01But they are trying to get confirmation of a few more incidents where they are trying to find out if
53:07there are more people who have died.
53:08But their figure is 87.
53:10And this is in the evening.
53:12Arzu is right.
53:13They are now clamping down on the social media.
53:15So, the images come out.
53:17I don't know how much that is going to be possible.
53:20They have blocked some handles.
53:22They have blocked some Facebook and Instagram pages.
53:26But information will come out.
53:27You cannot suppress the information.
53:29Oh, absolutely.
53:30Because we'll be tracking that story very closely.
