00:13So on the show this evening, our top focus is going to be what happened on day one of the
00:18Tamil Nadu assembly.
00:19The last many years, we've become used to seeing images of a governor versus government showdown.
00:25None of that happened. The governor came for the first time in three years,
00:29made his full speech, his full address, the national anthem after 25 years,
00:34played in the Tamil Nadu assembly in the beginning and at the end of the governor's speech.
00:40This has led to, of course, a political showdown as well because the DMK is saying there's more,
00:45there's more evidence that TVKs, BJPs beat him and that's why the governor is also following the TVK script.
00:52So we're going to be talking about that big political fight and what played out in the Tamil Nadu assembly
00:56but also coming up on the show. A horrifying story that we felt we must put the spotlight on here

03:45The lack of controversy, believe it or not.
03:48Every single time, this time of the year, when the Tamil Nadu Assembly was convened,
03:51the governor would walk in, they'd be boozed, they'd be chanting.
03:54There was no question of the governor completing his speech.
03:57The government then would say that their script wasn't followed.
04:01And all of this would lead to endless ugliness in the Assembly.
04:05All of that has changed.
04:06The script has turned with the formation of a new government in Tamil Nadu.
04:10It's new times, new beginnings.
04:12Because you didn't see any showdown, any conflict between the governor and government this time in the Assembly.
04:17The governor, for the first time in three years, managed to complete his address.
04:21He said as much as well, saying this is a historic moment.
04:25And not just that.
04:26Yes, the state song was played first, which meant that the DMK's demand was also met.
04:31But aside from that, the national anthem, for the first time in 25 years,
04:35was played in the Tamil Nadu Assembly.
04:38Not once, but played twice as his protocol.
04:44The Tamil Nadu Assembly convenes for its first session after C. Joseph Vijay took over the chief minister.
04:51Day one appeared far more settled than under the previous government.
04:56The state anthem was played first followed by the national anthem before the governor's customary address.
05:12The previous DMK government often found itself at loggerheads with the Lok Bhavan,
05:17with then-governor Aarendravi staging walkouts over the national anthem not being played before the speech.
05:27But this time, the Lok Bhavan and Vijay government reached an agreement.
05:35Governor Rajendra Vishwanath Arlekar also delivered a 37-minute address in English,
05:41setting a cordial tone for the Assembly's opening session.
06:10A transformation never seen before.
06:13The governor in speech highlighted the Vijay government's efforts to counter Karnataka's proposed
06:19Mekedatu Dam project, saying the state was taking the necessary legal measures to safeguard Tamil Nadu's interests.
06:26If this project is implemented, agricultural production as well as farmers' livelihood will be severely affected.
06:34This government is taking necessary legal measures to halt this and to get water for Tamil Nadu at the right
06:42time.
06:44But Karnataka government has called Tamil Nadu for doing politics.
06:48Mekedat is not close to my heart. It is the art of entire South India.
06:54Mekedat is a project which helps Tamil Nadu more than Karnataka.
06:58Because we are committed to leave 177. whatever the DMC has been ordered by the Supreme Court and whatever is
07:06there.
07:07That we are committed to leave.
07:08So we have to protect Tamil Nadu farmers.

07:14He also reiterated the government's opposition to the National Education Policy 2020 and the three-language formula.
07:21This government will continue to follow this policy since the two-language policy is one that people of Tamil Nadu
07:29have accepted.
07:31This government will urge the union government to use Tamil Nadu as the language of pleading in the Madras High
07:38Court.
07:39This government will strongly oppose the National Education Policy 2020.
07:44The Tamil Nadu government welcomed the governor's address, saying it reflected the aspirations and concerns of the people of the
07:52state.
07:52The assembly went very smoothly. It started with Tamil Nadu and it went very smoothly.
07:58And the governor has addressed what is the vision for Tamil Nadu.
08:05The DMK staged protests both before and after the assembly meet.
08:10Party MLAs demonstrated outside the house over women's safety concerns, carrying placards that read,

08:23Where is the real? The real CM has a real governance.
08:27All kind of slogans were also placed over there.
08:29In fact, it also said it is no longer a tuya-sakti, which means pure force,

08:36In such a way, DMK held a protest and all the elect members here across the DMK MLAs
08:40with the particular badge via Tarangas CM, which means Open Your Mouth CM.

09:31And the reason I say that is because the centre versus state narrative
09:34was one of the big political flashpoints, biggest political talking point for every party.
09:39Now that seems to be shifting with this particular move by the Vijay government.
09:44Let's take a look at some of the previous flashpoints that we've seen before.
09:48Whether it's the Sarva Shikshar Abhiyan funds, which haven't been released yet by the central government.
09:52But mind you, Chief Minister Vijay, instead of saying this is money that belongs to us,
09:58has requested the centre to offer it and make an exception for Tamil Nadu
10:03not being a part of the three-language policy.
10:05So we'll have to see whether that strategy pays off.
10:07Disaster relief and mitigation funds.
10:10Constantly, the previous DMK government would say that disaster funds
10:13weren't being dispersed in time by the centre.
10:15In one month of the TVK government, already some of those funds,
10:19some of it, has been released by the central government.
10:22And the jury is still out on this one, whether we will see any sort of showdown.
10:26GST compensation disputes were common.
10:29We'll have to see whether that continues.
10:31But so far in the two visits that Chief Minister Vijay has made to Delhi,
10:35he's not just attended the Niti Aayog meeting, which means no boycott,
10:38but he's also ensured that there's no mention of any of these standoff issues raised.
10:43Government versus governor.
10:45Constantly, the narrative by the DMK was that the governor is hand-controlled,
10:50is remote-controlled by Delhi, that he's a stooge of the central government.
10:55This time, however, in the Assembly, you didn't see any of those kind of charges being fired
11:00of one another and that government versus governor narrative,
11:03this time in the Assembly, didn't play out.
11:06So it's interesting to see how really we've seen a complete change in the governance model
11:11and in the decisions taken by Chief Minister Vijay
11:14on not being confrontational at all with the central government
11:17and not being confrontational with the governor either.
11:20It'll be interesting to see whether that means politically also we will see a difference.
11:25And what am I talking about when I say that?
11:27That essentially, like I said, this has been one of the biggest narratives really
11:31of every Dravidian party, of saying that, you know, give Tamil Nadu what they do,
11:38you know, ensure the central government steps in and helps,
11:41that Delhi never helps Tamil Nadu.
11:43All of that seems to be changing.
11:45I want to bring in on this broadcast Dr. Syed Hafiz, spokesperson of the DMK.
11:50We also have Felix Gerald, spokesperson of the TVK, with us on this broadcast.
11:55Dr. Hafiz, to begin with you, on what the DMK makes of today's Assembly session.

13:04by going ahead and striking, you know, a note of cordiality with the governor.
