02:37Marathon session that's on right now. But we want to focus on the big political war of words

02:47in the Lok Sabha, in her speech, lashing out at the new Education Minister Pralha Joshi. Her comment has been
02:53expunged, but it's led to all kinds of uproar. Pralha Joshi demanding an apology, the centre claiming
02:59character assassination. But that's not where it stops. Rahul Gandhi and Priyanka Gandhi then came out of
03:04parliament and repeated those allegations. So much so that Rahul Gandhi even referred to Pralha Joshi as a filthy
03:11man. It's all going down in parliament. Remember that in all likelihood Rahul Gandhi will be speaking in the
03:17Lok Sabha tomorrow during the marathon discussion that is expected to continue tomorrow as well.
03:23And so it's clear that the Congress has set their eyes on the next target, which is going to be
03:28Pralha Joshi.
03:29Listen in to exactly what the Congress's charges against the new Education Minister and how the government
03:35has chosen to respond.

07:25with all the Treasury bench MPs, you know, up in arms and opposition Congress and Samajwadi Party MPs also,
07:33you know, sloganeering on the other side when Priyanka Gandhi wasn't being allowed to speak or her speech was halted.
07:41So, clearly a lot of fireworks we saw on the first day of the discussion.
07:45No, so Moshmi, we are hearing that Rahul Gandhi could be speaking tomorrow.
07:50Has the Congress decided that they are going to now go all out against Prahla Joshi?

13:58right up till 10pm in Lok Sabha.
14:01The opposition also has now fielded speakers as we've shown you
14:04some of the highlights of what Priyanka Gandhi has also said.
14:08This will continue for the next four hours right up till 10pm.
14:12The debate, the discussion will continue in the Lok Sabha
14:15on this particular exam amendment bill.
14:18So let's see really what the opposition puts forth in their points of view
14:22because already there's been a huge controversy as you've seen
14:25over Priyanka Gandhi's statements in the House.
14:28What we're hearing from our sources is that Rahul Gandhi is going to be speaking
14:31in the Lok Sabha tomorrow.
14:32So while eight hours of discussion will happen today,
14:362 to 10pm,
14:37you will see tomorrow another round,
14:39round two of the discussion,
14:41the Lok Sabha,
14:41along with the voting on the bill.
14:44But let me get you also some of the other highlights really
14:47of the discussion that's happened today.
14:49Here's a look at all the other reactions,
14:51including the moment that this bill was tabled by MOS PMO,
14:56Jitendra Singh, who spoke on behalf of the government
14:58on exactly why this bill is the need of the hour.
15:02So I am sure that there are many vote under
15:08that resolution is not to it.
15:39to ensure speedy justice we will have
15:47Special Fast-Track Courts established only for the cases dealing with unfair means in examinations.
15:56Aur, chahe woh special task force ho, chahe woh central agency, because this bill and the earlier bill also entitles
16:05the government or the, authorizes the government to pass this on to any central agency or to special task force
16:11or even, even where the police parsee is conducting.
16:15Unke liye section 12, A has been added to this earlier bill, which provides for special fast-track courts.
16:28Now, we have also made a time, the investigation has to be completed within a span of two months, regardless
16:41of whether it is a central agency or a special task force.
16:43And in two months, the investigation will be completed.
17:10So, I think this is one of the most important components incorporated in this amendment.

20:17You promised, I mean they promised opportunity, but the students received uncertainty.
20:23They promised merit, but they delivered manipulation.
20:27They promised confidence, but what the students inherited is fear.
20:32Young India will remember who stood with them today.
20:35Young India will also remember who questioned them, and young India will remember who tries
20:43to suppress their voice instead of protecting their dreams.
20:47Okay, let's move on and again focus on what's been happening in the last few days between
20:52the CGP and the government.
20:54Yes, there was a deal that was broke out of sorts, which meant that the protests came to
20:57an end, but there was some friction over one of the points of agreement.
21:01What was that?
21:02The fact that the government said they would withdraw all FIRs against the protesters and
21:07not just in Delhi, but across the country.
21:09Now, the CGP then started raising questions on whether this was actually followed, that
21:13none of the cases have been withdrawn.
21:14And right after that, the government, true to its word, in Assam, in Bihar, and the latest
21:20in Maharashtra, has gone ahead and withdrawn FIRs against the protesters.
21:24Let's get you all of those details.
21:35A month-long protest that witnessed violence, a police crackdown, and eventually came to
21:40an end with the resignation of Union Education Minister, Dharmendra Pratham.
21:48The breakthrough came after the government agreed to accept the key demands of the CJP.
21:55One of the major demands was the withdrawal of cases filed against protesters.
22:00But that promise soon turned into a stumbling block.
22:05After the third round of talks with the CJP, the government agreed that no action would be taken
22:10against the protesters.
22:16And that means, no action would not be done.
22:21And if it is, we will withdraw it to the FBI's copy.
22:27And after that, there will be no action whatsoever.
22:31It is to be done by campaign.
22:33It is taking place until the protesters.
22:37For the Fifth Place, the protesters and the protesters have heldRight as well.
22:50But the CJP accused the Modi government of reneging on its promise.
22:54It warned that it would return to the streets if the agreement was not honoured.
23:17A Tuesday deadline was set, but the talks happened just in time, again at midnight.
23:52The Assam government announced that it would withdraw cases against the protesters and release those who had been detained.
24:03The Bihar government followed with a similar announcement.
24:07In Mumbai, NCP SP leader Rohit Pawar met the Mumbai police commissioner and demanded the withdrawal of cases registered against
24:15the protesters.
24:38The key question is whether the CJP and protesters will be convinced and not be forced to launch another round
24:46of agitation.

25:06Blanket to a uniform lifting of all FIRs against protesters.
25:10Blanket immunity is something they said no to.
25:12The CJP has now rejected the Supreme Court's order, saying that the government has given us an assurance that cases
25:19that are filed against protesters would be withdrawn.
25:22They're now demanding a written assurance on the same.
25:25And this comes after the Supreme Court made it very clear that there will be no blanket immunity for protesters.
25:31They've directed the release of those with no criminal record.
25:34But the top court also went ahead and said that not everyone can be let off.
25:39Notices have been issued to the governments of Maharashtra, Bihar, Assam, West Bengal, Delhi and Uttar Pradesh.
25:43In that list, as I mentioned, Maharashtra, Bihar and Assam have already withdrawn FIRs.
25:48The Supreme Court has also ordered that no coercive action be taken against protesters till the next hearing.
25:55But even so, the CJP remains firm, saying it will accept nothing short of the release of all detainees.
26:04So, my friends, it was one hour and now we have visited Delhi Police Police's representatives in the New York

27:39But that doesn't stop the Gandhis from stepping out of parliament and making similar comments with Rahul Gandhi, even calling
27:46Prahlad Joshi a filthy man.
27:48Amid all of this, the new education minister is currently meeting with the speaker, no doubt seeking action, coercive action
27:55against Priyanka Gandhi.
27:57Because even in the house, Prahlad Joshi speaking right after Priyanka Gandhi demanded action against her, demanded an apology and
28:03even said she should be expelled for the comment she's made.
28:07Remember that the comment she made in the Lok Sabha has been expunged, but the Gandhi stepped out of parliament
28:14and made similar remarks about Prahlad Joshi.
28:16Priyanka Gandhi has also said that she will follow the necessary rules.
28:21She will go ahead and submit details, evidence of the comments she's made to back her comments essentially in parliament.
28:29So this is a political showdown that is going to continue to escalate.
28:33While we've been seeing heavy rainfall in parts of north and northeast India, the south absolutely parched.
28:40And as a result, there's an all-out water war playing up between Karnataka and Tamil Nadu.
28:44And yes, the issue of Mekidatu as a result has resurfaced again.
28:48On one side, you've got Tamil Nadu saying that the water that's owed to the state hasn't been released by
28:53Karnataka.
28:53Karnataka says we just don't have the water we need, let alone releasing its due fair share to Tamil Nadu.
29:01And so here you've got a big fight that's playing out.
29:05Chief Minister Vijay has also shot off a letter to Prime Minister Modi on the issue of Mekidatu.
29:10Why?
29:10Because the Karnataka Chief Minister D.K. Shiv Kumar has once again suggested
29:14that he needs no permission to go ahead and begin the construction of the dam.
29:22River Kaveri is lifeline for southern states, including Karnataka, Tamil Nadu, Puducheri and Kerala.
29:29And delay in the southwestern monsoon, a huge rain deficit in the Kaveri Delta region.
29:36And the inflow of main dams, including Kabini and KRS, has drastically reduced.
29:41And Karnataka government is arguing that they are unable to release the water to all the states
29:47because whatever the water which is in flow in this two dams will be sufficient only for drinking purpose.
29:55And they cannot divert the water for irrigation purpose.
30:00And this also goes according to the Supreme Court verdict that the first priority should be given for the drinking
30:06water.
30:07And even the Karnataka government argues that in case if they are allowed to build Mekidatu River,
30:13Mekidatu Reservoir in Kaveri River, they will be storing enough water.
30:19For an example, if there is excessive water which has been released by Tamil Nadu to the sea,
30:24those water can be reserved in Mekidatu.
30:27And especially when there is any kind of rain deficit and shortage of water,
30:32they can utilize that water in that season.
30:35Now, we understand that the farmers of the state of Karnataka and Tamil Nadu are under equal distress.
30:41But the issue in the state of Tamil Nadu is a two-body problem.
30:45That came to light after Anbamani Ramdas of PMK raised these questions to the Water Resources Ministry.
30:51One of them is about water that was supposed to be released to the state of Tamil Nadu for the
30:55month of June and July.
30:57It was supposed to be at least 40 TMC.
30:59So far, Tamil Nadu has received not even 3 TMC completely.
31:03This shows the distress.
31:05However, the bigger issue is about can Karnataka construct any kind of dam or any constructions over the Kaveri River?
31:13When this question was raised, the answer says that Clause 8 of Kaveri Water Dispute Tribunal Award of 2007 appropriate
31:21and reiterate in its order that nothing in the order of this tribunal shall impair the right or power or
31:29authority of any state to regulate within its boundaries the use of water or to enjoy the benefits of waters
31:36within that state.
31:38This is an issue because until now, be it AI, DMK government, DMK government and even now TVK government has
31:44constantly maintained that the lower Liberian state has an upper hand.
31:48So, the bigger issue right now is that Chief Minister Vijay has also written to the Prime Minister seeking the
31:54Water Resources Minister to take back the response as this is actually sending widespread panic among the Kaveri Water farmers
32:02over there.
32:03On one side, they are waiting for the life source, the Kaveri Water and on the other side, now the
32:09construction over Megatadu issue as well.
32:39Thank you very much.
32:44At its latest meeting in Delhi, the Kaveri Water Regulation Committee directed Karnataka to release 3,500 q-secs of
32:51water every day for the next 15 days.
32:55As the dispute escalates, Karnataka has renewed its push for the Megatadu Dam project.
33:00In response, Tamil Nadu Chief Minister C. Joseph Vijay has written to Prime Minister Modi, urging the centre not to
33:06approve the project, saying it would affect Tamil Nadu's rightful share of Kaveri water.
33:11We are not expecting it.
33:13We are not expecting this anymore.
33:20We are quarterbacking the content of our people, talking about TV.
33:23We are picking up our people, and this is our country.
33:34We are curious to have this.
33:56Meanwhile, the leader of opposition in Tamil Nadu, Udyaniti Stalin, has hit out a Chief
34:00Minister Vijay, accusing him of failing to take a strong stand against Karnataka on the
34:04Kaveri issue. With both states refusing to back down, the Kaveri dispute remains far from
34:10over and a breakthrough still appears unlikely.

34:28Remember that one of the big bones of contention of Mekhi Datu is over a reply, an official reply
34:33in parliament that's coming from the government. The Union Minister of State for Jal Shakti
34:37essentially said that for the construction of Mekhi Datu, Karnataka doesn't need Tamil Nadu's
34:41permission. That's what sparked all of this concern in Tamil Nadu, that we could actually
34:46see the construction of Mekhi Datu without Tamil Nadu being consulted, that Karnataka could
34:50go ahead and do it. Because the Karnataka government is referring to this constantly.
34:55Now, Union Minister Pralha Joshi has also spoken out, giving more details of exactly why the
35:02government has said that Tamil Nadu's permission is in sort. He's reiterated, however, that
35:06he believes there must be dialogue between Karnataka and Tamil Nadu. Between Karnataka
35:11Chief Minister D.K. Shivkumar and Chief Minister Vijay. Listen in to Pralha Joshi.

36:26So that's the central government there clearing the air over all the questions of what will
36:30happen with regards to the construction of the Mekidatu Dam.
36:33You've got comments coming in from the Karnataka government that now in parliament the clarity
36:38has come that Tamil Nadu's consent is not required.
36:41Remember this came in after you had PMK seeking clarity, Anbu Mani Ramadaw is actually seeking
36:47clarity in parliament on exactly whether the central government is for Tamil Nadu's consultation
36:53on Mekidatu.

37:13Tamil Nadu and also ensuring that all other steps are in place whether it's from the Supreme
37:17Court whether it's on the water tribunal front or several others.
37:21But with Karnataka constantly making these claims that they're going to go ahead and construct
37:27this dam that they're going to go ahead and do it without seeking any consultation with
37:31Tamil Nadu it's got everyone concerned and this right here could be a huge test for Chief
37:37Minister Vijay.
37:52Okay let's get your breaking news that's coming in from Chennai.
37:55Yes Tamil Nadu Chief Minister Vijay is all set to shift now to a new sea facing office in
38:02the same secretariat complex.
38:03So it will be in Fort St George but in the new building that's in the secretary complex
38:09that's where Chief Minister Vijay will be now shifting to a new sea view office in the
38:1510th floor of the building.
38:17Now this in fact will be a spanky new office for the Chief Minister.
38:21We understand that preps are underway to set everything in place for the Chief Minister's
38:28new office.
38:28It will also mean of course that security checks become that much more easier because
38:33they don't have to then secure the entire secretariat building but this is where the
38:37Chief Minister will be set up and so will be based and so there'll be a tighter security
38:42check for that particular building.
38:44But this is a sea view office on the 10th floor of the building you see on your screens
38:47where the Chief Minister will be operating out of very, very soon.
38:52Let me get you a round of applause.
38:54This is in fact 11 storey building, quite a tall building and Chief Minister will be occupying
39:00the 10th floor, just a floor below the top one.
39:03Very close to other senior officers and secretaries so that he can have a smoother coordination with.
39:10So all public visitors, petitioners, consultants, resident welfare associations, NGOs, foreign dignitaries
39:16visiting the building will have to undergo stricter security checks but then the Chief Minister
39:21can use the existing VIP entrance.
39:25In fact the Fort St George is just adjacent to it so it's not really a big shift, it's literally
39:31adjacent building.
39:32So the Chief Minister now will be having a sea facing good view from the 10th floor and
39:38he will be shifting very soon.
39:39And as we speak the works are underway to ready the new office.
39:43Because of course media was not allowed so we couldn't really enter his new office.
39:46The work is currently underway.
39:48So this is the building entrance where we are reporting from inside the secretariat complex.

40:10One is that while it's right next to Fort St George, this particular building will make
40:15it easier for the security apparatus to set up considering Chief Minister Vijay is someone
40:21who sees a lot of fanfare every single day and we've seen this first hand at the secretariat.
40:25The idea is to ensure that for security checks for all of that to be done in this kind of
40:31a building it will be much much easier.
40:38Now there's been a lot of talk about elections in POJK as expected absolute complete sham because
40:43in its name we've seen non-stop violence.
40:4620 Kashmiris being killed, hundreds being injured also as a result of forces opening fire
40:52at civilians, at innocents.
40:54The MEA has called this out as well saying it's a camouflage really for the human rights
41:00suppression that takes place in POJK.
