00:04On the program today, there is really one story on the mind of every Indian today.
00:10You can't look away from it. Your feed is filled with it.
00:13It's what's happening with the youth protests, not just in Delhi, but across the country.
00:19Today is the second time in the past 25 days or so.
00:24In fact, in the past one month that CJP has called a nationwide protest.
00:28And when the first round of conversation happened, it was a nationwide protest.
00:33Today, the second round of nationwide protests are happening.
00:36And there on your screen are the two spokespersons for the Kokrojanta Party,
00:42Saurav Das and Ashitosh Ranka, meeting with J.P. Nadda and Chitendra Singh of the Government of India.
00:50What is it that they want? Because remember, a lot has happened in the past 24 hours.
00:56In the wee hours of the night came a very selfie-style video of the Prime Minister himself
01:03addressing his friends on social media, his younger friends for the very first time
01:09since the protest started a month ago.
01:11And now, after a two-hour critical conversation between the two sides
01:18at the Constitution Club, said to be a neutral, you know, place, a neutral location for the two,
01:26the government has said they want 24 hours.
01:3024 hours ending 2 p.m. tomorrow is when the government says they will take
01:37to consider the demands of the CJP.
01:41What are the demands?
01:41Several others, which the government is okay with, but one sticking point.
01:48Will Darmendra Pradhan be asked to resign?
01:52Because the CJP says nothing less than that will disperse the crowds at Jantar Mantar
01:59and now spread all across the country as well.
02:02Will that happen?
02:02The clock is now ticking.
02:06We'll cover all aspects of that story.
02:08What is the government thinking?
02:10What does Sonam Vangtuk breaking his past really mean for the protests at large?
02:15All of that over the next one hour.
02:18But first up, as always, let me take you through what else is making news
02:21and in headlines across the country.
02:29The government's CJP today held a two-hour-long meeting,
02:33but the deadlock over Darmendra Pradhan's resignation continues.
02:36CJP says it reiterated its demands, including compensation for victims' families,
02:42action over alleged police brutality.
02:44But spokesperson for the CJP, Ashutosh Ranka,
02:47claimed that the government has agreed in principle on compensation and legal action,
02:52but sought time until tomorrow on Pradhan's resignation.
02:57Another meeting has now been scheduled for tomorrow, 2pm.
03:02Meanwhile, Prime Minister Modi called paper leaks a serious issue,
03:06saying culprits are being jailed and students must not lose an academic year.
03:11The Prime Minister also announced fast-track quotes to ensure swift action in paper leak cases.
03:17And now the Union Cabinet has approved amendments to the Public Examination Act of 2024,
03:24proposing tougher penalties.
03:26It was earlier 1 crore.
03:28It is now to the tune of 10 crores.
03:31But that's not cutting ice with the opposition,
03:34not cutting ice with the youth protesters as well.
03:40Paper leak now has now triggered a major shake-up in the Education Ministry.
03:44The Higher Education Secretary, Vineet Joshi, has been replaced in a midnight swap there,
03:51who was serving as a, by somebody who was serving as an animal husbandry and a dairy secretary.
03:58But CJP Chief Abhijit Digke has hit out at the move,
04:01alleging that a tainted officer has replaced another one,
04:04calling it an insult to the youth.
04:06CJP says that the shake-up is no substitute for accountability
04:10and insists that its demands for Dharmendra Pradhan's resignation be heard.
04:16And that remains.
04:21India Today has accessed now an exclusive MLC,
04:26a first-of-its-kind document that puts it now clear,
04:31as clear as water,
04:33that pellet guns were indeed used in the protests by the RAF.
04:38That exclusive report,
04:40along with what is the condition
04:42of the four students,
04:44said to be very serious.
04:46We'll bring you that on the programme.
04:50Meanwhile, the student protest Rao has now reached university campuses.
04:54JNU and Delhi University have issued advisories,
04:56asking students to stay away from protest sites,
04:59warning of possible legal and academic consequences.
05:04Rahul Gandhi has slammed the move,
05:05accusing institutions of discouraging democratic participation.
05:10The BJP has hit back,
05:11calling his remarks irresponsible.
05:15The Delhi Metro services,
05:17meanwhile,
05:17continue to face major disruption
05:19amid the ongoing student protests.
05:2117 stations across Central Delhi
05:23were shut from 7.30 this morning
05:25until further orders
05:26with the interchange initially available
05:30at Rajeev Chowkmundi House and Delhi Secretariat.
05:34Now,
05:34New Delhi Metro station has also been shut,
05:38taking the total to 18,
05:40disrupting life there.
05:42All of this being done by the government
05:43to ensure more people don't trickle in.
05:46You're seeing those locked doors on your screen.
05:47Also,
05:48jammers in place.
05:50So,
05:50major connectivity of issues
05:51across Central Delhi.
05:55Meanwhile,
05:56after 26 days,
05:58Sonam Vangchuk finally ended his hunger strike
06:00at Medanta in Guru Gram.
06:02Vangchuk thanked the centre for showing sensitivity,
06:05saying both the government and the opposition
06:07had assured him of a discussion on the issue.
06:10J.P. Nader assured no case against peaceful protesters,
06:13that being underlined over there,
06:15and parliament debate on paper leaks,
06:17education reforms and compensation.
06:20Sonam Vangchuk, remember,
06:21had not asked for the resignation,
06:23and he has broken his past without that.
06:26Meanwhile,
06:27a deadlock in parliament continues
06:29of a paper leak showdown.
06:30Despite the government's assurance of a discussion,
06:33Lok Sabha witnessed fresh uproar
06:35of opposition MPs demanding debate,

06:38and raised slogan-seeking education

08:02for the second time.
08:04What happened?
08:05JP Nadda and Jitendra Singh
08:07met CJP representation,
08:08and representatives
08:10at Constitutional Crab.
08:12The meeting lost it
08:13for around two hours or so,
08:15as both sides attempted
08:17to find a way out
08:18of nearly a month-long standoff.
08:21And there appears to have been
08:23some movement
08:24on two of the protesters'
08:26key demands.

12:37from him which way this protest is really going.

18:57All right. Significant news coming in from our sources within the government saying that Dharmendra Pradhan will not resign.
19:09BJP is standing with Pradhan.
19:13We are hearing now from the government that resignation equals to running away from responsibility for the government and they
19:23want to, they will not be resigning.
19:27The news being brought to us by my colleague Piyush Mishra.
19:31Piyush, if you can hear me, take us through what exactly is the government thinking.
19:36Just moments ago, we thought this is the first time they are even considering the possibility of a resignation as
19:44that's what they told the CJP.
19:46But now you're saying their mind is clear.
19:49They don't really need until tomorrow 2 p.m.
19:52They are clear there will be no resignation.
19:57Well, Sunal, we are very much sure because we have now been told from our sources and the top government
20:03sources that Dharmendra Pradhan is not going to resign.
20:07Dharmendra Pradhan, you know, is the man who has done a lot of reforms in the education system.
20:12That's what government sources feel.
20:14At the same time, the government is saying that they have been given mandate by the people of this nation
20:21and it's important to fulfill the promises those have been made and deliver on the mandate which has been given
20:27by the people.
20:29Resigning is like running away from the responsibility.
20:32That's what the government feels.
20:33So, one thing is clear that Dharmendra Pradhan is not going to resign.
20:37When government feels that yes, there are discrepancies, yes, problems are there and we are addressing these problems.
20:44Sources are also telling us that government is making a list of all the problems in NTE and within one
20:50month, they're going to resolve all the problems those are there in a national testing agency.
20:56What sources are also telling us that, you know, yes, our response will be given to CJP and that will
21:03be a return response from the side of government.
21:07But Dharmendra Pradhan is not going to resign.
21:10That's what sources are telling us.
21:11At the same time, one thing has been made very, very clear that party BJP, entire NDA in standings form
21:20which Dharmendra Pradhan, he'd need not to resign.
21:23Piyush, when you say a written response will go to CJP, does that mean that instead of resignation, they could
21:32actually offer something else?
21:34In addition to what they have already announced, something more might be on the cards?
21:42Well, one more, you know, round of talks could take this.
21:46That's what sources are indicating.
21:48Why?
21:48Because the government feels that we can have talks for as many hours as CJP wants.
21:54Our government will also tell CJP about the kind of reforms those have taken place, the kind of decisions those
21:59have taken after the pepandik happened.
22:04All these things will be, you know, communicated to CJP.
22:08But as far as Dharmendra Pradhan's resignation is concerned, sources are telling us that he is not going to resign.
22:20The government is also saying that in the past few months...
22:25That's when more students are likely to trickle in, that's where more people could actually turn up at the protest
22:31site.
22:31You're saying the government is pretty firm.
22:34They will meet with CJP for one more round, but they will not accept resignation.
22:40They will in fact give back a written response this time.
22:46Certainly, this can happen and the government sources have been telling us that they are ready for as many as
22:51hours of talks CJP wants.
22:54They are ready to discuss on all the plans which CJP is going to put forth.
22:59At the same time, government will be very much firm with...
23:03We will be seen standing very much firm with Dharmendra Pradhan.
23:07The government will also tell CJP that there are a lot of actions have been taken.
23:13In fact, the sources are telling us that in the past one month, government has been able to crack down
23:18on various, you know, gangs, paper leak gangs.
23:22And all these gangs have also been busted.
23:24So that is also a big development coming in.
23:26What I have now gathered from our sources is that Jharmendra Pradhan is not going to resign.
23:32Government is standing firm with Dharmendra Pradhan.
23:35BJP and NDA are standing firm with Dharmendra Pradhan.
23:39Resigning will like running away from the responsibility.
23:42That's what the government says.
23:44Got it.
23:44Let's see how the response to that at Jhantar Mantar is.

23:55on how exactly the youth protesters are taking this entire news that the government is not ready to take resignation
24:03of Dharmendra Pradhan just yet.
24:06But while that happens, let me take you through what else really happened across the day.
24:09Remember, CJP had called for a nationwide protest.
24:12So let me give you a glimpse of what that looked like through the day.
24:15The neat agitation is now playing out across India with protests and demonstrations being reported from multiple cities.
24:21Now in Kolkata, let me take you there.
24:23The strongest visuals actually came.
24:25Look at the crowd over there.
24:27Came from there.
24:29Students took to the streets, raising neat related demands and expressing solidarity with protesters in Delhi's Jhantar Mantar.
24:36Demonstrators also marched with placards, raising slogans over exam controversy.
24:41Another BJP ruled state where protests have come out by young people in such huge numbers.
24:47Let's go to another BJP ruled state.
24:48This is Maharashtra.
24:51In Mumbai, what happened?
24:52In Chambur, protesters gathered to support, again, of the CJP, raising slogans and opposing the police action during the Delhi
25:00agitation.
25:01Let's go to Jodhpur.
25:03Students there staged a dharna outside the collect rate over the need paper leak, backed the Delhi stir,
25:08and reiterated the demand for Education Minister Dharmendra Pradhan's resignation.
25:14And against, even in the Hindi heartland, from Jodhpur, even to Bhopal, let's go there to bring you visuals from
25:20Bhopal.
25:21There neat students, neat students there actually held a separate protest condemning the violence in Chandar Mantar,
25:28while demanding action against those behind paper leaks.
25:31And they have also distanced themselves from violence during the agitation.
25:37Now, this is significant because what you're seeing now more and more,
25:39the voices that you hear from the ground from protesters is not just about paper leaks anymore.
25:45It's become in some way equally about the violence that was faced at Jantar Mantar.
25:51And that's what's really galvanizing, it looks like at the moment, all the youth protesters across cities.
25:56In fact, my colleague in Mumbai sent us this report as well.

27:19Let's cut across to my colleague Indrajit Kundu joining us live from Kolkata.
27:24Indrajit, Kolkata known to be a place where street protests are seen,
27:28but this is now a BJP-ruled state.
27:31A very different state.
27:33What has been the response like?
27:35I'm looking at the visuals and there are a huge number of people on the ground
27:40to come in support of the student protesters.
27:43What exactly are some of the two or three slogans that you think that are dominating?
27:49Is it still about paper leaks?
27:51Has it become about the violence that students faced?
27:55Or is it still stuck on Dharmendra Pradhan's resignation?
27:59Where is the protest going?
28:06Well, Sonal, primarily it's the resignation of the Education Minister Dharmendra Pradhan
28:11that's resonating among students.
28:13I've spoken to several students.
28:15This is, of course, the Esplanade area right in the heart of the city.
28:19This is where most protests take place.
28:20But I can tell you, for about one and a half hours, the entire traffic has been thrown out of
28:26gear
28:26and central Kolkata, this is the heart of the city, has been completely blocked.
28:31So there is no traffic right now.
28:33Massive police deployment.
28:34The police, of course, showing a lot of patience.
28:38And as far as the turnout is concerned, as you said, massive turnout.
28:42We've walked the entire distance from Shialda Railway Station, which is one of the most important
28:47and biggest railway stations in the country.
28:50And, of course, in Kolkata, Shialda and Haurab.
28:52From Shialda Station, they walked and marched to the Esplanade Square and they have laid siege now.
28:58It's been one and a half hours that all these protesters are there.
29:02They're sloganeering, raising slogans against the central government, against the Modi government,
29:06and also demanding the resignation of Dharmendra Pradhan at this point in time.
29:10Now, the protest that is happening in Kolkata was called by multiple left student unions,
29:16the AIDSO, the SFI, the DYFI, youth and student bodies of the left political parties.
29:23So there is no CJP directly involved because the CJP representative in Kolkata,
29:29they're actually written to the Kolkata police seeking permission for a rally which was not granted.
29:34So what they did was, they rather supported this protest that's taking place behind me,
29:39which is by the various left student bodies.
29:41And the CJP has given a call for anybody who wants to join, come and join.
29:46And we've seen, you know, students, even school students, not just college students and university students,
29:52we also spotted school students in school uniform coming out and supporting.
29:56There were students who study abroad.
29:59They were here in Kolkata at this point in time and they have also joined this protest.
30:02So this is something that has resonated across the board amongst the students' community.
30:08And what we are seeing in New Delhi, it's an exact replica of what we now witness here in Kolkata
30:14as well.
30:15So big turnout, students from across the various colleges in Kolkata have joined this protest.
30:21And as I told you, for the last one and a half hours, the entire, you know, central Kolkata esplanade
30:28area has been blocked.
30:30Traffic has been blocked.
30:31There's no movement in and out in this area.
30:33And it would be very interesting to see how long the administration and the Kolkata police allows this protest to
30:40continue
30:41because it is clearly hampering the traffic at this point in time.

30:51Clearly huge crowd there.
30:53And one of the, you know, bigger protests that we've seen break out across the country,
30:59clearly coming in from Kolkata.
31:03But moving on now to an India Today investigation that has now confirmed that pellet guns were used during the
31:1220th July student protest in Delhi.
31:16Now, 25-year-old Delhi resident says he was hit by pellets during the protest,
31:21suffering injuries in the back and in the right elbow.
31:24The pictures tell the story.
31:26The pellets have since been removed from his body and he has been discharged from Sabtarjank Hospital.
31:31Recalling that moment, he was hit, the, he was, you know, hit, the protester described feeling that hot metals is
31:41what he could feel,
31:43piercing through his flesh, saying his back felt as though it was on fire and that blood was dripping from
31:50his wounds.
31:50He says that injuries could have been far more serious had the pellet stuck his face.
31:56But this may not be the only case, remember.
31:59In another case where the cause of injury has not yet been officially confirmed,
32:04and this time it's a 19-year-old boy who participated again on the 20th of July protests,
32:10he is being treated also with some serious injuries, which again look like they could possibly be pellets.
32:17Now, his family alleges that he too has suffered pellet injuries.
32:21But what we have for you at the moment is confirmation on at least one story,
32:25because our reporter, Anand, and he joins me now, has gone to the hospital,
32:31spoken with the boy whose identity we do not want to reveal,
32:35because that's the choice he has taken.
32:36We want to respect that.
32:37And he has the copy of the MLC with him, in which very detailed diagrams have been drawn,
32:45and it's been shown exactly how it goes.
32:48Before I go to the victim testimony, I want to first go to Anand to try and understand this in
32:53detail.
32:54Anand, firstly, congratulations.
32:57It's a big one.
32:58It's a big one to crack, because Delhi police actually fact-checked some media reports,
33:02saying that there was no pellets used.
33:05But what they meant by that was that Delhi police does not have pellet guns.
33:08But clearly RAF had, and now that has been proven.
33:13At what state did you, in what state really did you find the survivor at the moment,
33:20the protester, the injured protester?
33:24And what did he tell you?
33:26And what really got him to join the protest?
33:29Do you have an idea?
33:30Did you get to have a word with him?
33:31Yes, Sonal, so I could not meet him in person, because he is associated with a company,
33:37and the company wanted his privacy to be concealed, and there are other norms that he had to follow,
33:44because he is a part of a private company.
33:47But I did speak to him at length, and I accessed his medical records from Safdarjung Hospital.
33:53And he joined the protest, because he believed in the cause.
33:56And he was there, at the protest site, at Jantar Mantar, and he was just going around.
34:02He was not hit around Jantar Mantar, he says that he sustained the injuries around Statesman House,
34:08which is quite far from there, but he was just going around, and he saw an altercation that had broken
34:15out
34:15between the police and the protestors, and he found it difficult to say that who had begun first.
34:21But by the time he was there, tear gas shells were already being fired in the air,
34:27and eventually he saw that, you know, there is, they were being fired in the air,
34:33and then the barrels, they became horizontal, and the forces they started firing at the protestors.
34:41And he was not a part of the crowd which was causing any ruckus, or any, you know,
34:48he was not, you know, any, of any harm, he was just an observer there.
34:53He's not part of any student group, or associated to any, you know, organization.
34:59He was just there as a regular citizen.
35:01Yes, he, and he was, while he was shot at, he, he was just observing.
35:07He was away from the point of altercation, and he saw that, you know, the gun barrels,
35:13they became horizontal, and a person next to him, he was, he was hit by a tear gas shell,
35:19and then he saw a gun barrel being pointed towards him, is when he started to run,
35:24and as soon as he turned around, he felt sharp pain on his back,
35:30and around his elbow, and that's when he realized that he was hit.
35:33How is he now, Anand, what's his condition?
35:35He is recovering at home.
35:37He was in South Ajaran Hospital for a day,
35:40and right now, all the pellets have been pulled out of his body,
35:42but the punctures, the wounds are still there,
35:45and yes, that's, that's the current state.
35:49There are three other kids, and I call them kids because they're all 20, 21, 22.
35:54Could you give us a quick status check on how they are doing health-wise?
35:58So, sources say that the person who was admitted to Lady Harding Hospital,
36:03he underwent two surgeries to remove all the pellets,
36:06and he's still recovering at the hospital.
36:08The Savdurjang victim who I spoke to, he is recovering at home,
36:13and the person who underwent two surgeries at Ames,
36:17he has been discharged.
36:19He was seen with the leader of the opposition a few hours ago, Rahul Gandhi,
36:24and he is, it is said, sources say that he will be seeking private treatment
36:29at another hospital because a pellet directly hit his eyes,
36:34and as of now, there is no update on the person who was admitted to Ramanuha Lohia Hospital,
36:41and reports have only mentioned three persons' names,
36:45so we don't know any update on the fourth person.

37:04Police were firing tear gas shells.
37:06Initially, cops fired in the air.
37:08Later, they fired towards crowd.
37:10I was hit on my back and right elbow.
37:13If I hadn't run, it could have hit my face.
37:16It felt like hot metal piercing my flesh.
37:19My back felt like it was on fire.
37:21Blood was dripping from the wound.
37:24I never expected I'd be shot.
37:30Alright, you have all the information now,
37:32but the man of the moment really is and the ball is now in CJP's court.
