00:21It was a television drama, optics where politics is concerned that lasted a couple of hours in totality. It was
00:30in the afternoon that Rahul Gandhi and Congress leaders who were celebrating Malik Arjun Kargay's birthday decided to hold a
00:38flash protest at Seven Lok Kalyan Mar.
00:40The police in the beginning tried to persuade Rahul Gandhi, saying that you have registered a token protest. It's a
00:46high security zone. Please evacuate and leave this place.
00:50That didn't quite happen in terms of Rahul Gandhi and other Congress leaders were adamant to stay put.
00:58Then you had Jitane Singh, who's MOS PMO, who came in as an emissary of the government to try and
01:05broker some middle ground and ask Rahul Gandhi to move.
01:09And that conversation, in effect, we were here for the 40 minutes. It continued for about 20 minutes.
01:16And Rahul Gandhi refused to move along with Priyanka Gandhi and certain other leaders.
01:22It was then that you had Jitane Singh, who gave out a public statement, saying that the Congress is shifting
01:28goalposts earlier on.
01:29They wanted a discussion. We agreed to a discussion.
01:31But now they've shifted the goalposts. They're asking for the resignation.
01:35They've given a three-point agenda, which is not agreeable.
01:40Then, just about 20 minutes ago, Rahul Gandhi actually gave out a statement on social media, asking everyone,
01:49suggesting that if you're a patriotic Indian, you need to come right outside 7 Lokalian Marg to come here and
01:59register your protest with Rahul Gandhi.
02:01Well, after that, viewers, all of Delhi, Central Delhi today, once again became a gridlock of sorts.
02:07And Rahul Gandhi was detained 20 minutes ago.

02:24Because Jitane Singh did give out a detailed statement, suggesting that the Congress has shifted goalposts.
02:29What did he mean by that?
02:39Well, that's right.
02:40The government has now said, Preeti, that Rahul Gandhi initially agreed to have a discussion with the government on the
02:49issue of Nita.
02:50Later on, changed his demands from one demand to two demands.
02:53But let me also tell two of yours that right now, I am present at the same location where Rahul
02:59Gandhi, along with various other Congress MPs, was setting one protest.
03:04This is the same tree under which Rahul Gandhi, along with various other MPs, were standing and they were raising
03:12their slogans.
03:12This is the entry gate of seven local Mark, residence of PM Narendra Modi, where you can see as to
03:18how massive security has again been deployed.
03:20We can see SPG personnel standing besides the gate.
03:24There are two gates.
03:25One is entry gate, another is exit gate.
03:27And we can see thousands, we can see large number of police personnel and SPG personnel being deployed here.
03:33This is the same place, same area where Rahul Gandhi, along with various other MPs, were protesting.
03:38But now, this entire area has been vacated by the Congress workers.
03:43They have been detained by police personnel.
03:46Now, police officials are requesting everybody, be it media persons or workers of Congress Party, to vacate this area as
03:53it is a sensitive zone.
03:55And that's why the security has to be re-established here.
04:00This area, not only houses, Prime Minister's Residents, but also various other embassies.
04:05So, police is now trying its best to reinstall the security apparatus.
04:10And that's why each and every area is being thoroughly scrutinized.
04:15Senior police officials are present here.
04:17And they are now requesting everyone to vacate this entire area as it is a security zone, which is the
04:23outside area of Prime Minister's Residents.
04:27Now, as far as government's views concerned, government is saying that Rahul Gandhi had decided to end his dharna over
04:35one demand.
04:36But later on, he ended up asking for two demands, which is certainly not appropriate at the part of Rahul
04:44Gandhi.
04:44That's what the BJP government is saying.
04:46Now, we'll have to see how the Congress will further intensify its protest.
04:51Because the primary demand of these Congress members are that Dharman Pandhar must be sacked.
04:59Actions must be taken against the police brutality which happened with the students yesterday.

06:57And blocking parliament is the greatest disservice that you can do to the public and to your own public cause.

07:09We'll have 19 sittings over 25 days.
07:12Today is the second day.
07:14Government is willing, from the word go, Honorable Prime Minister said, government is willing to discuss and debate all the
07:21issues.
07:22We also have a very important legislative agenda before the government.
07:27Always the priority for the government would be to take up the legislative agenda so that we are able to
07:33fulfill our commitments to the people.
07:35And all concerns, public concerns, that the opposition takes up can be taken up in the form of discussions, debate.
07:44There are several opportunities available.
07:46But blocking parliament, creating pandemonium, and blocking roads, even laying a siege to the prime minister's residence.
07:56These are tactics of anarchists.
07:59I can understand if people who don't have any other way of protest resorting to such chief means.
08:07I would find that objectionable.
08:09But for a leader of the opposition, for the main opposition party, to compete with other anarchists, to do one
08:17better on them, to get only media balls, media coverage, I think is highly irresponsible, unfortunate.
08:26And I hope good sense will prevail on the Congress party.

08:36We have seen how police personnel who are on public duty have been beaten up.
08:42Do you call that a very responsible protest?

09:01But are you calling everyone, sir, who protested yesterday anarchists?
09:04If so, then why is the government engaging with them?

09:55PMO, who came in to try and broker a middle path.
09:59Those who have been protesting at Jantar Mantar, which includes students, for over days now, many of them on hunger
10:06strike.
10:06The government never went.
10:07No minister ever went and spoke with them, sir.
10:10That is a grouse that they have.
10:12Are they not important?
10:14Is it only about politicians?
10:16No, no, it's not that, Priti.
10:18Jantar Mantar is a place which is meant for undertaking, for conducting protests.
10:24And the protest also was initially permitted.
10:27And therefore, they were, by their own choice, they went and protested there.
10:31Here, Rahul Gandhi literally laid seats to the residence of the Honorable Prime Minister.
10:36And he could not be allowed to remain there for hours or days together.
10:41So, before any forcible action, before evicting them from the place, government felt, I think, very responsibly felt, because of
10:50the position that he holds.
10:51Government said, we are willing to concede your demand for a discussion.

12:32But a violent protest or an unorganized, rather, a protest which is actually meant to disrupt functioning of the government
12:42or the top officials of the government is not a democratic right.
12:46It is actually taking democracy, taking lawlessness into your hands.
12:51And government had no option.
12:54The police had no option but to clear the protest at the prime minister's house
12:59because you cannot hold a country to ransom.
13:02You cannot hold democracy to ransom by laying a siege to the residence of the prime minister.

13:12Will the government send an emissary now to Jantar Mantar?
13:16Because the demand that is coming from Jantar Mantar is,
13:18we are not going to talk to you till the time you come to Jantar Mantar.

13:30A very senior minister.
13:31We met them and they are not a structured or organized entity.
13:38But still, given the kind of issues that they have raised and given the traction they have received,
13:44to be honest, government said, let us hear them out.
13:47And this, I think it's, I would call this large hatredness of the government.
13:50And if anybody thinks government would come to its knees for holding this protest,
13:55I think this will, I think they'll be, I think they'll be thinking too much about their own,

14:02They have a right to raise their issues and government would respond in its own way.

15:55It's been 60 days since the students demanded accountability

16:04The students asked for it on the 22nd of May.
16:07It's been 60 whole days.
16:10The government's not done anything.
16:13The government's not moved an inch on that.
16:16More than a dozen students have committed suicide.
16:20Youth of India are feeling extremely let down.
16:24They're feeling cursed by the system
16:25and they're feeling despondent.
16:27We saw thousands of them
16:29take over the streets of Delhi yesterday.
16:32Is this not one of the most important issues
16:35confronting the nation?
16:37No society can incur the wrath of its youth
16:40because they represent the future.
16:42If this is not the most important issue today
16:44in the nation, then what is?
16:46So, as parliamentarians,
16:48where we have access to parliament,
16:50we said parliament is to discuss
16:52the most important issue of the country
16:54and that is the youth of India
16:56and their unease and their anger and their angst.
17:00the demand for the resignation
17:02has been there from day one
17:04for 60 days.
17:06All that the Congress Party and Mr. Rahul Gandhi did
17:08is are doing this.
17:10We said we will support that.
17:12We back that.
17:13We will amplify that demand.
17:15We will not back down from the students' demand.
17:19So, we are backing that demand.

18:28if civil society organizations,
18:31political parties,
18:32media organizations,
18:33and others back this
18:35and want to amplify it
18:37and want to highlight this issue
18:39in whatever form they want
18:40and wherever they want,
18:42it should be welcome.
18:43Anybody who feels strongly
18:45for the future of this country
18:47will have to take notice
18:49of what the youth of India
18:50is asking for now
18:52and it is everyone's moral duty
18:54to come out and support it.

18:58or competitive
18:59or hijack or anything.

19:03why has the government
19:04and the Prime Minister
19:06been absolutely silent?

19:10the comfort of his home
19:11and worried whether
19:13the home outside

19:21met the students?

19:23listened to their demands?

23:39be conducted but everything washed out in what we've been witnessing so far.
23:44To shift the focus a little, the protest where Jantar Mantar is concerned is still raging on. People are still
23:52joining that protest. I was there a short while back.
23:55The organizers at that juncture said, speaking of the protest here on how Rahul Gandhi had decided to stage a
24:05parallel protest. The organizers of Pokro Janata Party were at least publicly said that they were happy that the opposition
24:13was also protesting for the cause.
24:15But let's take you through with all the political reactions that are boots on ground of what we've been reporting
24:22through the course of the day. Listen in.

24:46our right. It is our constitution right to give them protection.

29:23right outside Seven Lok, Kalyan, Magh,
29:25and then finally Akhilesh Yadav,

29:31because while Akhilesh Yadav was coming in
29:33to join the protest here with Rahul Gandhi,
29:37his wife Dimple Yadav has been going
29:39to the protest at Jantar Mantar.
29:42And the Ayodhya MP, Avadesh Yadav,
29:44was also there today,
29:46sitting alongside the protesters at Jantar Mantar.
29:49So they clearly, seemingly,
29:50the Samajwadi party having both bases covered.
29:53But I want to now, viewers,
29:55take you back onto what happened yesterday.
29:58There has been a lot of conversation
29:59that has come in on the role of the Delhi police.
30:03Did the Delhi police come down too hard
30:05on what was a sizable chunk of protesters
30:09that were students,
30:10should the Delhi police have shown
30:12a little more restraint?
30:14Then there is the other thought,
30:16that there were pockets during the protest
30:19where we have visual documentary evidence,
30:22where the protesters turned against the cops
30:25and started to stone-pelt.
30:27Some of the protesters also used force
30:31and violence against police personnel.
30:35So therefore, you know,
30:37many are torn on the role of the Delhi police.
30:40I want to bring in,
30:40for someone who would be able to add more
30:43into this former senior IPS officer,
30:46Yashavarda Nazar,
30:47is joining me this evening.
30:49And Mr. Nazar,
30:50there are two splitting images
30:51that came in yesterday from the national capital.
30:53There is one image on which the kind of force
30:57that was used against,
30:58and a huge chunk of protesters yesterday
31:01were organic protesters
31:02who came in of their own volitions,
31:04young students.
31:05Some would suggest the force that was used
31:08was a little excessive.
31:09But there are so many conflicting images
31:12coming in of the police
31:13being attacked by the protesters,
31:15even by stone-pelting
31:16or even direct violence
31:19that was faced in by the cops.
31:21Where do you stand on this?
31:23The cops say standard operating procedure
31:26to cleanse a protest was applied.
31:29The counter to that is also,
31:31should the same measure
31:33or the same metric of cleanse
31:35be provided and applied to students as well?
31:41Well, Priti, you know,
31:42in any agitation of this kind
31:45and of this size, volume, traffic,
31:49these things are bound to occur.
31:51That is what you call on one side
31:54the so-called police excesses,
31:56and on the other side,
31:58you know, violence resorted to
32:00on the part of the protesters.
32:02Look at the figures of violence.
32:04I mean, they're injured.
32:06118 police personnel are injured,
