10:11see who else was in parliament when this bill was being taken up.
10:14Could you confirm to us who else was sitting, was Prime Minister there, was Home Minister there, was LOP Rahul
10:19Gandhi there and what exactly transpired then?
10:44We need to see the kind of rules that he sustains.
10:47So these are some of the things that we are looking at the moment.
10:49The opposition very very clear that okay it is Amindu Pradhan who has resigned but now we want more answers
10:54from the Home Minister.
10:56At the moment we did not see any of the big leaders sitting in Lok Sabha which also was an
11:01indication that it did seem like we will not see this discussion taking place today.
11:06A lot of hangama took place because the opposition now wants answers coming in from the Home Minister.
11:11Alright, so the opposition saying that the Home Minister must come in there and must clarify on the police action
11:19that we have seen not just in Delhi but across the country as well on the protesters through the course
11:24of the last one week.
11:26Let me also cut across to my colleague Moshami joining us in a moment from now.
11:31So what's really happening? Like I said, this is the first Monday, the first day the Parliament is now sitting
11:39in session ever since the resignation of Dharmendra Pradhan.
11:43Dharmendra Pradhan, let me remind you, who got a hero's welcome today as he entered Parliament by his own party
11:48of course but they said Dharmendra Pradhan, Zindabad.
11:51And there were others who gave him a headgear and sort of felicitated him in a way as if it
11:57was a great compromise that he had done in order to assume what his resignation letter said to keep anti
12:05-India, anti-national elements at bay.
12:08So that sentiment and narrative being built up by the government there as Dharmendra Pradhan entered.
12:13Of course, there was a rebuttal by the government, by the opposition there as well saying this is not the
12:18way to sort of go forward.
12:20At the moment, what do we have? Parliament has not functioned, not for a minute, it has gone ahead.
12:26The opposition, what are they asking for? They are saying bring in the Home Minister.
12:30He must answer why pellet guns were used and why AK-47, as we are getting reports, was used in
12:37Bihar as well.
12:38So the opposition earlier had said that there must be resignation and then discussion.
12:43The opposition now saying that there must be apology and a statement made by the Home Minister himself before they
12:50actually let the Parliament function on the very critical paper leak bill.

13:26in session, the Kokro Janata Party, the CJP, is also holding a press conference that's also expected to start, I'm

28:36the Home Minister must make a statement
28:38on how the police handled the entire protest
28:42with pellet guns and AK-47,
28:44all being fired at the protesters.

29:00This is the CJP now alleging breach of agreement by government.
29:03CJP threatened to return to street once again.
29:06Why?
29:06They are saying that they are getting reports
29:08that hundreds of students have been arrested in Bihar and Bengal
29:11and hundreds are being surveilled, harassed in Delhi
29:14and other states as well.
29:15Multiple reports are emerging in Delhi
29:17around detention of volunteers,
29:19supporting protesters with logistics.
29:21Now we demand,
29:22this is the CJP,
29:24that all the FIRs against the protesters
29:26be immediately withdrawn,
29:28students be released,
29:29and no future FIRs be filed.
29:31In line with our agreement is what they are saying.
29:34By Delhi Police,
29:35Central Investigation Agencies,
29:37Police and BJP allied states as well.
29:39Failing which,
29:40they say in caps lock in that tweet,
29:42we will be forced to sit on protest again.
29:46Now the latest remarks are coming in from the CJP
29:50where they are saying that one of the key agreements
29:52that they had with Jit Indir Singh and JP Nadda
29:56is that there will be no action against protesters
29:59but that seems to be getting flouted.
30:02Remember they had signed that letter
30:03and withdrawn the protest in confidence
30:05that the government will do it
30:07and now they have come out with a tweet
30:10being very, very clear
30:12and saying that they will be forced
30:13to go back and sit on protest
30:15if that demand is not met.
30:19In fact, let me quote that again.
30:20In that tweet they say,
30:21failing which,
30:22we will be forced to sit on protest again.
30:25Now what exactly has happened?
30:27They are saying,
30:28according to the CJP,
30:29there are multiple reports
30:30that are coming to them
30:31from their protesters,
30:32from their supporters,
30:34from across the country,
30:35including Delhi,
30:37where there has been either
30:38some detention of volunteers
30:40that has taken place
30:41or detention or surveillance
30:43of those who were supporting the protesters
30:46with logistics as well.
30:47That is taking place.
30:50Piyush Mishra joins us

30:54Piyush, the CJP,
30:55had been talking about this
30:57all of Sunday this morning as well,
30:59but this is the first time
31:00they have come with a clear message
31:02saying that they will go back
31:03on the streets
31:04if the demand that they made
31:06with the government
31:07is not met with.
31:08In fact, they have set a deadline for it.
31:10I am told tomorrow
31:10the deadline ends
31:12wherein they are saying,
31:13give us a clear answer
31:14or we will come back on the streets.
31:17What exactly is the truth here?
31:19Are we also hearing of reports
31:21that volunteers,
31:22people who helped with logistics,
31:24food, etc.,
31:25have been surveilled
31:27or even, you know,
31:29booked by police
31:30in different states?
31:33Well, what we are now learning
31:35is that there are some reports
31:36that are facing.
31:37That's why CJP has come out
31:38with this statement
31:40where they are saying
31:41that CJP, in fact,
31:43is threatening to return
31:44to the streets
31:45once again
31:46if the cases are not withdrawn.
31:49CJP has said
31:50that withdrawing fires
31:51against all the protesters.
31:53Otherwise,
31:53they will come back
31:54on the streets
31:55and protest.
31:56Remember that this was
31:57one of the primary demands
31:58which was put forth
31:59by CJP in its memorandum
32:00subject to
32:01Union Health Minister
32:02J.P. Nibai
32:03in their first round of talks
32:05where they had mentioned
32:06that all protesting students
32:08and cases against them,
32:11against all protesting students
32:12should be withdrawn.
32:14Government, in fact,
32:15had given one assurance
32:16that all peacefully protesting
32:19students will not be tried
32:21and will not face
32:24any kind of actions.
32:26But CJP is now claiming
32:27that there are fires
32:29that have so far
32:30not been withdrawn.
32:31And if these fires
32:32are not withdrawn,
32:33then we will come
32:34on the streets once again.
32:35CJP is also alleging
32:36that this is nothing
32:38but the breach of agreement
32:39which was signed
32:40between government
32:41and CJP.

32:43You would remember
32:43that yesterday,
32:46the day before yesterday,
32:48in fact,
32:48the government had resigned
32:50and after the final talks...

33:11which has set aside
33:12Tamil Nadu government's
33:14order granting government jobs
33:16to the families of those
33:17who died in the Karoor stampede
33:19while disposing of a batch
33:21of public interest litigations
33:23challenging the appointment.
33:24What did the court say?
33:25The court has noted
33:26that the Karoor stampede case
33:28is currently under investigation
33:29by the CBI.
33:31And it observed
33:32that it did not wish
33:34to express any opinion
33:35on the merits
33:36of the incident,
33:37particularly since
33:38the Supreme Court
33:39is monitoring the investigation.
33:41But they have gone ahead
33:42to say that
33:43this should not be done.
33:44Let me try and get
33:45some clarity on this
33:46with my colleague Pramod
33:47joining us for more.

33:48what exactly is the language here?
33:51what is the
33:51Madras High Court saying?
33:53They are saying
33:55the Tamil Nadu government
33:56in the interim
33:58of the investigation
33:59still underway
34:00cannot give jobs.
34:02Am I understanding
34:02that correctly?
34:04What happened earlier
34:05is that Sonam
34:05when the Chief Minister
34:06went to Karoor
34:07he actually handed over
34:08the government jobs
34:09to the families
34:10of the victims over there.
34:11Close to 32 families
34:12received the actual
34:13government jobs.
34:14However,
34:15that period itself
34:16couple of other party men
34:17went ahead
34:18and they filed a petition
34:19with the Madras High Court
34:20Madhuri bench
34:21challenging this particular way
34:22of giving compassionate orders.
34:24And even the allies
34:25of TVK
34:26that is the left parties
34:27very clearly said
34:28that such orders
34:29should be only given
34:30post a guideline
34:31is refrained
34:32only then
34:33this can actually become
34:34something that can hold
34:36in front of the court
34:37and however
34:37it looks like
34:38whatever the left parties
34:39were afraid of
34:40that has happened currently
34:41because the petitioners
34:42went to the court
34:42and the court
34:43very clearly asked
34:43for a particular guideline
34:45stating that
34:45if this becomes a norm
34:47that giving kind of
34:48government jobs
34:48compassionate government jobs
34:49to the victims
34:50of the families
34:51what will happen
34:52to the victims
34:53of the families
34:55who lose their loved ones
34:56to a kind of
34:58like a road accident
34:59or a factory accident
35:00and such
35:01and now claiming that
35:02the court has set aside
35:03this particular order
35:04here.
35:05Yeah, but Pramod
35:06was this a special petition
35:09which was taken
35:10to the court
35:11against the government jobs?
35:13I'm just trying to understand
35:14how did the court get in
35:15and speak about
35:17government jobs
35:17which is a separate matter?
35:20Well, the matter here
35:21is that like
35:22even before the chief minister
35:23Vijay went to Karur
35:24multiple times
35:25it was mentioned in the court
35:26even DVMK went to the
35:27Supreme Court
35:27on this particular issue
35:28claiming that
35:29this could actually
35:30in a way influence
35:31the case that is being
35:32investigated by the CBI
35:33however, the Supreme Court
35:34did not go ahead
35:37and get into that
35:38particular case
35:39but what happened
35:39in Madras, Haikud, Madri bench
35:40on that particular day
35:42is that the court
35:43allowed the chief minister
35:44to give the orders
35:45but said it's only temporary
35:46considering the case
35:48is also being
35:49investigated by CBI
35:51and this is what
35:52right now we see
35:53as a kind of an outcome
35:53where Madras, Haikud,
35:55Madri bench
35:55has very clearly said
35:56that they are setting aside
35:57this particular issuance
35:58of order
35:59stating that
36:00earlier itself
36:00court said
36:01that this is only
36:02a temporary way
36:03that they gave
36:04allowed it
36:05considering that
36:06there had to be
36:06many kind of arguments
36:07over it
36:07but very clearly
36:08court says
36:09that if you are going
36:09to give compassionate jobs
36:11government jobs
36:12there must be
36:13a proper guideline
36:14so it looks like
36:15the government
36:16has to now go ahead
36:17and create specific
36:19guidelines
36:19and only then
36:20they can go ahead
36:21and provide the jobs
36:21which can be definitely
36:22contested in the court
36:24once again Sonal.

36:29rather interesting order
36:31giving jobs or not
36:32or giving compensation
36:34itself
36:34has to be the
36:35prerogative of the
36:36chief minister
36:37correct?
36:37So I am just
36:38trying to understand
36:39how does the
36:41Madras High Court
36:42actually have a say
36:44in this
36:44and also the next
36:46big question is
36:46do we have a response
36:48from the chief minister
36:49or do we know
36:50which way this is
36:51going to go?
36:53Well so far
36:53no response
36:54that is coming
36:54from the TVK
36:55but the reason
36:56that the Madras High
36:57Court has actually
36:58stepped in
36:59Sonal is really
37:00clearly explained
37:01to what the
37:01petition says.
37:02This petition
37:03had suggested
37:04that when the
37:04investigation is underway
37:06when the CBI
37:06is probing the
37:07case
37:08handing over
37:09jobs to
37:09victims of
37:10the stampede
37:10some of them
37:11witnesses in
37:12the case
37:12will actually
37:13hamper the
37:14investigation.
37:15At that point
37:16when the hearing
37:17had taken place
37:17which was right
37:18on the day
37:18that chief minister
37:19Vijay had visited
37:20Karuri on July
37:2110th
37:21the Madras High
37:22Court had
37:23essentially suggested
37:24that he can go
37:24ahead and hand
37:25over the job
37:26certificates
37:26because they had
37:27said that these
37:28jobs the
37:28government orders
37:29will be temporary
37:30and decided
37:31based on which
37:32way this litigation
37:33goes.
37:33Now you have
37:34got the order
37:34coming in from
37:35the Madras High
37:35Court that they
37:36do believe
37:37that handing
37:38over these
37:38jobs will
37:39actually influence
37:41the investigation
37:42by the CBI
37:43and so they've
37:43said to hold
37:44back.
37:44This is very
37:45clearly a setback
37:46for the Vijay
37:47government.
37:47Chief Minister
37:48Vijay said
37:49that this was a
37:49step he was
37:50taking for the
37:51victims, for the
37:51family members
37:52of the stampede
37:53that had taken
37:54place in September
37:55and as a measure
37:56to ensure their
37:57well-being.
37:58And what the
37:58DMK has largely
37:59contended and
38:00contested in this
38:01particular case is
38:02that look,
38:03compensation was
38:04given by the
38:04then government
38:05back in September
38:05which was at
38:06that point a
38:06DMK government.
38:07They said
38:08compensation was
38:08given.
38:09Vijay himself at
38:10that point had
38:11also from his
38:12own pocket given
38:13compensation to
38:14each of the
38:14families and so
38:15they asked what
38:16is the need now
38:17to go ahead and
38:18hand over these
38:18jobs and it is
38:19with that particular
38:20defence that they
38:21said that this is
38:22an attempt to
38:23influence the
38:23investigation which
38:24the Madras High
38:25Court seems to
38:26have kind of
38:26agreed with and
38:28said no we'll
38:28hold off on
38:29these job letters.
