02:17Chief Minister in waiting, DK Shipkumar, currently Deputy Chief Minister of Karnataka, has met with the Congress President Malik Arjun
02:24Kharge in Delhi.
02:26Mind you, Siddharamaya, the Chief Minister, had left yesterday after the hectic parlays.
02:31And once it was clearly made, it was made clear, of course not official, that he would be stepping down
02:37from his Chief Ministership.
02:38He went back, now DK Shipkumar stayed put and today he had a meeting with Congress President Malik Arjun Kharge.
02:46Karnataka, Mr. Kharge informs the India Today Newsbreak.
02:49Ashok Patan says Siddharamaya to submit resignation to Governor at 3pm tomorrow.
02:56So all that was in the realms of speculation, but viewers, please mind you,
03:00it might have been in the realms of speculation while most other channels reported that Siddharamaya would not be stepping
03:07down.
03:08It was India Today's crack political team that broke the news on India Today yesterday for saying that indeed he
03:14has been asked to step down.
03:16And now that has been confirmed by senior Congress leaders from Karnataka. Listen in.
03:23We went to CM South and we gathered nearly 40 MLS, we are there.
03:27Just to courtesy, we went there and we will discuss so many things.
03:31I think CM has maybe given his registration tomorrow after 3 o'clock.
03:37He has taken already an appointment with the Governor also.
03:41The CM High Command will decide.
03:43High Command Surajewalaji is coming today night.
03:46They will consult Siddharamaya and all the senior leaders and they will decide after that who is the CM.
03:52Most probably D.K. Shiv Kumar will be the Chief Minister.
03:58Something that India Today reporters had confirmed yesterday itself that tomorrow now,
04:05the time also been clearly given, 3pm is when Siddharamaya would be going in to submit his resignation to the
04:12Governor.
04:13And it will be D.K. Shiv Kumar who will be taking over and taking oath as Chief Minister.
04:19When will that happen? We'll give you details of that.
04:22And I want to cut across immediately to my colleague Moshmi,
04:25who's tracking all the hectic developments back in the National Capital.
04:29Joining me right outside Malik Arjun Kharge's residence.
04:32Moshmi, you were the first one to break the news yesterday.
04:34Bang on, now we even have a time when Siddharamaya would be submitting his resignation.
04:39But what's really going on in Malik Arjun Kharge's residence, at his residence,
04:43the President of the Congress Party, D.K. Shiv Kumar, stayed back.
04:47He's meeting the Congress President.
04:49I believe Rahul Gandhi, Moshmi, has given a clear blueprint on what he wants the new cabinet to look like.
04:56He's very clear. He wants representation of OBCs.
05:00The sheer fact that you have a leader, a big OBC face like Siddharamaya stepping down.
05:04And you will have D.K. Shiv Kumar take this cabinet into the 28 Karnataka elections.
05:09He wants a massive representation of OBCs, of Dalits, as well as young blood.
05:17Absolutely, Preeti. You know, this is the lull before the, you know, the change perhaps will happen.
05:25The transformation perhaps, as the Party High Command would look at it.
05:30And clearly, you know, it's very interesting that D.K. Shiv Kumar has decided, had decided to stay back in
05:38the national capital
05:39when there are hectic developments in Karnataka for the sole reason that the Party High Command has told him to
05:47tread very carefully.
05:49Not to make any public statements, not to speak out in the media and also rein in his supporters as
05:55far as celebrations are concerned.
05:59He has been told that tone down your supporters and do not speak out in the press.
06:05And that's why you see that Randeep Singh Surdiwala was making a nice jalebi there when he landed in Bengaluru
06:13saying that don't speculate
06:14and talking about, you know, stopping all the speculation and we will know by tomorrow or day after or after
06:23a month what's happening.
06:25That's the sole reason is that the Siddharamaya camp, you have to pacify them.
06:30You have to make them understand. And right now, the cabinet councilors will also be decided.
06:36I am told by my sources that mostly the decision making will be from the centre.
06:43It will not be left to Siddharamaya, left to D.K. Shiv Kumar to decide freely because the social representation
06:51is very important.
06:53All right, social representation is very important. Moshmi, stay on with me.
06:56I'm going to just come back. I think a new set of news breaking right now coming in from Karnataka.
07:02And we will also pull in Nagar Jundwarkanath for this.
07:06Siddharamaya supporters have now started to protest outside his residence.
07:10Pro-Siddharamaya slogans raised by protesters, these are all pressure tactics viewers.

07:23All these theatrical visuals, optics playing out in front of the current incumbent chief minister, Siddharamaya's residence earlier on.
07:33Moshmi, and I want to bring you back into this conversation.
07:37There was word that a certain number of MLAs who are clearly in the camp of Siddharamaya were urging him
07:47not to step down.
07:48But he said that he's been asked by Rahul Gandhi, I'm the high command, and he will in fact step
07:53down.
07:54But the optics of that, Rife and Karnataka.
07:56Moshmi, stay on with me. I'll come right back to you.
07:58I want to bring in Naga Arjuna into this conversation, who's been reporting from Karnataka, Bengaluru.
08:05Naga, what's going on there?
08:11The stage is all set for the resignation, Preeti.
08:13Tomorrow, post-lunch, the chief minister will be making his way to Raj Bhavan or the Lok Bhavan.
08:18And meeting the governor around 3 p.m. is what we are told.
08:21We have got confirmation that most likely it's at 3 p.m.
08:24Two legislators, closely associated with the chief minister themselves, have come on record to say that 3 p.m. is
08:30the time when Siddharamaya will be making his way to the Lok Bhavan tomorrow.
08:34And post that there will be a CLP meeting mostly on Friday.
08:36Remember, many MLS are still in Delhi, meeting Malik Arjun Khargi and meeting DK Shukran,
08:42and lobbying for their own cabinet births and their future also.
08:46And then the swearing-in ceremony would happen in next four to five days in Bengaluru.
08:51DK doesn't want to leave much of a gap.
08:53He knows that every moment, every second is crucial for him.
08:56And hence, he's coming back tomorrow at 8 o'clock in the airport,
08:59directly going to the CM's residence for the breakfast meeting from there.
09:02He will accompany the chief minister and along with many cabinet ministers to the Lok Bhavan for the big resignation
09:08tomorrow.
09:09Alright, so he will also show of unity.
09:12And that is, you know, what has been the word coming in from the high command, Moshmi.
09:17I think one of the main pieces of communication between the high command and DK Shivkumar is,
09:25lie low, keep your head down, don't ask your camp to make any incendiary statements.
09:30This needs to be done, you know, the whole transfer of power needs to be done in a seamless fashion
09:38and without any animosity so the opposition, the BJP, can make political capital out of it.
09:46Absolutely, Preeti.
09:49Yesterday when somebody was offering Mr. DK Shivkumar as he came back to the Kurnatad Bhavan,
09:57I'm told somebody was offering Ladoos not related to what had transpired,
10:02but for some other reasons, some supporters that come, he wasn't even ready to take those Ladoos, I'm told,
10:07fearing that some photographs would be clicked and a wrong message sent.
10:11And he does not want to antagonize Sidharamaya.
10:16And in fact, the party high command is very, very clear on that front.
10:21They are sensitive about how Sidharamaya would actually take this.
10:25And that's one reason I'm told that the leftenance of Rahul Gandhi,
10:30Grandeep has already reached, KC Vinagopal would also be there.
10:34As soon as this resignation happens, then the legislative party meeting will be called out.
10:40But if you look, DK Shivkumar had a flight in the evening today, I'm told,
10:46and he did not go because of the theatrics or the optics of it all.
10:51Already a podium and perhaps a platform and cutouts have been readied at the Bengaluru airport.
10:59And so DK Shivkumar clearly wants to steer away from any controversy
11:05before he gets what he has been aspiring for a long, long time.
11:11And I think these are nervous moments.
11:13He looked confident, but more nervous.
11:15I shot him six questions yesterday, Preeti.
11:18And all he did, I said, are you showing the victory sign?
11:22I've seen DK Shivkumar show the victory sign very often, without rhyme or reason also.
11:27And he did a namaste.
11:28So a very cautious DK Shivkumar right there.
11:33And the reason being that, you know, he is going to take the baton from a regional satrap
11:40of the stature of Sidharamaya.
11:43No, and a regional strong satrap like Sidharamaya, a mass leader, an OBC leader,
11:48also the longest serving chief minister for the Congress in the state of Karnataka.
11:53But, you know, Moshmi, I want to bring you in on this.
11:55What are we expecting now?
11:563 p.m. is at least the time frame what we've been given
11:59when the chief minister, Sidharamaya, will go and tender his resignation at the governor's office.
12:04I believe the communication from the high command is that the oath-taking will be very somber,
12:11you know, and would be immediate without the pomp and show of a new chief minister taking over.
12:18I think they're looking at Saturday or Sunday and Saturday or Sunday and perhaps as early as possible.
12:26I think that they would want to do this very early and immediately rather than have a gap in between.
12:33And that probably could be Saturday that the swearing-in takes place.
12:37Now, remember that there is a breakfast meeting that's going to happen.
12:43Now, that will be ironing out lots of issues if Sidharamaya has to say something.
12:54He hasn't really given a definitive answer.
12:56Yesterday, I was told to the party high command and had said that we will get back.
13:02So, perhaps, you know, the lecterns of the party high command would also ask him,
13:07what about the Raj Sabha?
13:09Because that decision-making also has to be done.
13:12And how they can, in fact, make sure that all the, you know, what Sidharamaya wants is taken care of.
13:21Moshmi, has Sidharamaya somewhere down the line?
13:24Because what we've been picking up from Karnataka is he's dug in his heels.
13:28He wants to stay back in Karnataka.
13:30He's saying the rest of the term he will spend as an MLA.
13:33The Congress is not very comfortable with those optics of a leader of his stature,
13:37you know, just spending the next two years as an MLA.
13:41They want him to come to Delhi.
13:42They want him to take the Raj Sabha seat.
13:44Also, word coming in, there have also, you know, been a certain amount of confirmation of accommodating his son as
13:52well.
13:54That's right, Kreeti.
13:56And although the cabinet will be drawn out only after what happens tomorrow,
14:02but surely the party high command will have his demands in mind and accommodate whatever Sidharamaya wants.
14:11But I think he realizes that, you know, if he would have immediately said he's ready to come to Delhi,
14:17perhaps he was just testing the waters.
14:20Because the big dilemma for the party high command then would be that if Sidharamaya is not coming to Delhi,
14:26isn't taking the Raj Sabha, then what for him?
14:30The messaging of it all is very important for the party high command.
14:34They don't want to antagonize the OTC community.
14:37So they want an apt place for Sidharamaya in terms of, in exchange for the CM post,
14:46to make sure that he's been given a respectable position post in the party and in the hierarchy of things.
14:52And that's the nervousness perhaps the party high command wanted to address when they said that,
14:58please come to Raj Sabha and play a national role.
15:02So if Sidharamaya declines that, and I think it's only a matter of time,
15:05maybe after a week, Sidharamaya is more ready to think about the Raj Sabha.
15:10It came as a jolt for him.
15:11It came as a jolt.
15:12He wasn't ready to step down.
15:15He was not expecting that Rahul Gandhi will ask him to step down.
15:18But being the politically very, very veteran leader,
15:23he did call a meeting of MLAs before he left.
15:26And he met all his MLAs at the party headquarters, I'm told, just to take a stock of things.
15:33But I'm sure he was not really, really sure what the countours of the proposal will be.
15:40And he will be asked to step down.
15:42And that's one reason that he was caught on our way and he didn't give a definitive answer.
15:46The road ahead, I think, if he doesn't accept the Raj Sabha,
15:50it's more difficult for the party's high command.
15:52And they will try to persuade him because they want to give him an apt role.
15:56If he sits in Karnataka, it's going to be more trouble for D.K. Shivkumad.
16:02With all the entire OBC organizations,
16:06outfords and the Korba community, you know,
16:09threatening to bifort the Congress,
16:11it's not going to be easy take-off.
16:13You know, Moshmi, you continue to stay on with us because I'm coming right back to you
16:17because we're going to, you know, delve a little deeper, Moshmi,
16:20especially on the three political moves that has been made by the Congress party.
16:25Many would think a tad unusual for a party of what it's been known for.
16:31And let's delve a little deeper.
16:33The Congress seemingly changing its course of action.
16:36Till barely 12 hours before the key Delhi meet,
16:39most believed Sidharamaya would continue as Karnataka chief minister.
16:43The Congress loved status quo.
16:45Most thought it would be status quo.
16:47But something changed.
16:49Because now, clearly, Sidharamaya is stepping down
16:52and D.K. Shivkumad is taking over.
16:54Did one think that this would come from the Congress?
16:56Surprising.
16:57But did one think that it would be V.D. Satishan as choice,
17:01even 11 days later, that would have been made by the Congress?
17:04Not quite.
17:04Or that in 48 hours, the Congress decided to break an alliance in Tamil Nadu
17:09with their longest-standing ally, DMK, and go with TVK.
17:13Unusual for the Congress.
17:15Is the Congress somewhere down the line changing course?
17:18Take a look.
17:22Till barely 12 hours before the high-stakes Delhi meeting,
17:26the indication was that the Congress would stay with status quo in Karnataka.
17:31Most observers believed that Sidharamaya would continue
17:35and the power-sharing formula would be delayed yet again
17:38and the party would avoid rocking the boat.
17:41But the boat has been rocked.
17:43And by the Congress high command itself.
17:46Sources now indicate that Sidharamaya is likely to resign on Thursday
17:51after a breakfast meeting with his Cabinet colleagues,
17:55including D.K. Shiva Kumar,
17:56now the front-runner to take over as Chief Minister.
18:00Karnataka is only the latest sign of a wider shift
18:03in Congress strategy in the South.
18:08In Keralam, despite resistance within sections of the party,
18:12Congress leadership picked V.D. Satishan over K.C. Venu Gopal
18:16as the party's Chief Minister face in the state.
18:21And before Keralam, came Tamil Nadu.
18:24In perhaps the boldest shift yet,
18:26Congress quietly and quickly moved away
18:29from its decades-long alliance with D.M.K.
18:32and tied up with Vijay's TVK.
18:34Now Congress is part of Tamil Nadu government
18:37after 59 years.
18:42Three sudden states, three difficult calls.
18:45And in all three, Congress chose disruption over comfort.
18:50Does one political season redefine a party?
18:53Perhaps not.
18:54But after years of being accused of moving too slowly,
18:59clinging to status quo and reacting too late,
19:02the Congress suddenly appears more willing to take risks,
19:06reshuffle power centres and move with the speed
19:09rarely seen before.

19:19as we have Sandeep Shastri, election analyst
19:21and vice president, NITTE University,

19:35We'll cut across to him in a short while.
19:37I want to bring in my colleague Moshmi first,
19:39who studied the Congress for a very, very long time,
19:43who has seen many seasons of the party.
19:45Moshmi, how unusual have been
19:48the last three decisions that have been made
19:51by the Congress,
19:52be it what has gone down in Karnataka,
19:54what went down in Kerala,
19:56and then the break of an alliance in what,
19:58less than 48 hours?
20:01In Tamil Nadu.
20:04I think they have been very, very unusual, Preeti.
20:07And, you know, Rahul Gandhi, for the fact,
20:09has not been a very quick decision maker.
20:12He does not like to upset the courts, you know.
20:17And we've seen that in the past,
20:19that there has been difference of opinion.
20:22There has been...
20:23The Congress has tried to reach to a decision,
20:26and then it has returned back to status quo.
20:29I don't recall how many times we've run
20:33in the past four, five years,
20:34that there's going to be a reshuffle in the AICC,
20:37and there have been posts that have not been filled up,
20:41and there have been leaders
20:42who have been carrying double posts.
20:46But those decision-making
20:48haven't happened really quickly,
20:50and when it's happened, it's been a bit too late.
20:53So this was completely good.
20:55Because the past few days and the past few weeks
20:58have taken the beach reporters completely by surprise.
21:01You know, because the speed with which
21:04dismissed alliances in Tamil Nadu,
21:08one could have not guessed that this is happening.
21:10And, you know, for the fact that Rahul Gandhi,
21:15Rahul Gandhi has perhaps been looking at 2029.
21:19Something, if you look at his speeches recently,
21:22he's been talking about a battle
21:25between Modi versus Rahul Gandhi.
21:28It's going to be Congress versus the BJP.
21:31And that's one reason that we see a new,
21:36you can say that a new urgency
21:38to implement decisions,
21:40to course correct.
21:42And that's what we saw in Tamil Nadu.
21:44Some many times, you know,
21:47by dragging its feet, Congress has missed the buck.
21:49And Goa is a case in point where you missed the government,
21:53thereby, you know, just being completely clueless
21:56and the BJP formed the government.
21:58So Tamil Nadu, then Kerala,
22:01and now, you know, Karnataka,
22:04completely, thought, completely unaware
22:05that the progress would move so fast.
22:09And, you know, had it not been for the past 48 hours,
22:12I would have also been very skeptical
22:14about the leadership change
22:16coming at this point of time.
22:18But our sources said that Rahul Gandhi
22:21wants to reboot the Congress before 2029.
22:25All right, Moshmi, thank you for joining us.
22:27I know you have another show to, you know, get on to.

22:30I'll quickly cut across to our analysts this evening.
22:32Let's begin with Sandeep Shastri.
22:34Sandeep Shastri, how do you view the developments
22:36back home in Karnataka?
22:38The DK era begins.
22:41Siddharamaya's son, at least for now,
22:43has set as the Chief Minister of Karnataka
22:46or will in the days to come.
22:48How do you...
22:49How smooth do you think this transition will be?
22:52What would be the hiccups?
22:53How do you see it play out politically?
22:56Preeti, the fact that this transition was delayed
22:59by nearly six months
23:01is indicative of the fact
23:03that the high command wanted the transition to be smooth,
23:07wanted the transition to be without hiccups,
23:10and wanted the transition to be done in such a way
23:15that it does not impact on the government in the state.
23:19Now, will it actually achieve that result?
23:24We would need to wait till tomorrow
23:26and maybe a few days more to see what happens.
23:30On the face of it,
23:31it looks as if Chief Minister Siddharamaya
23:33has agreed to the high command's decision
23:38and that's how it would need to be
23:41because he has been consistently maintaining
23:43over the last one year
23:44that he would go by whatever decision
23:47the high command makes.
23:49So once the high command has made the request to him
23:53to step down in favour of someone else,
23:56I think he realised it's important
23:59that he goes with that decision.
24:01And I think his only effort has been
24:03to try and protect the political interests
24:07that he represents.
24:09It may be the interests of the Ahinda coalition.
24:12It may be the interests of his loyalists
24:15who he wants to make sure are protected.
24:18It may be in terms of ensuring the right person
24:21as KPCC president,
24:23making sure that there is a space
24:25for his son in the government.
24:27So all these things I'm sure he has tried to work out.
24:32I don't think Karnataka has seen
24:34the last of Siddharamaya's political presence
24:38in Karnataka.
24:39I don't think he will move to the centre.
24:42I don't think he will take the Rajya Sabha route.
24:45He has always been a state politician.
24:47He has been rooted in state politics.
24:50He has never been comfortable with the language
24:53and the machinations and dynamics of national politics.
24:59And by language, I just don't mean Hindi.
25:02I mean the language which national politics has and implies.
25:08So he will continue to be,
25:09my own reading is, in state politics
25:11because he believes it's important
25:13he continues there to defend
25:15and protect the larger interests of all those he represents.
25:19Shastri, you know, you make a fair point
25:21but someone who's already 78,
25:24you know, and I don't want to get into ageism here
25:26but just in terms of political future
25:28where the state holds,
25:30what does, you know,
25:32because one thing is clear
25:33that Congress is now going to go into the 28 elections
25:37under the leadership of DK Shiv Kumar.
25:39What could be the possible role of Sidhra Maya
25:42at a state level here?
25:44I think he would be a senior statesman for the party,
25:47a senior leader for the party
25:49and somebody who the next line of leadership in the party
25:55would be looking up to for guidance and for mentorship.
25:59Now, how will that be for the new chief minister
26:03is something we'll have to see as it proceeds
26:06because the Sidhra Maya of the first term
26:08was very different from the Sidhra Maya of the second term.
26:11The second term, Sidhra Maya was not the one
26:14who had the same level of confidence
26:17and same level of energy as in the first term
26:21because there was this competing centre of power
26:24in the deputy chief minister.
26:26Now, with this deputy chief minister
26:28taking over as chief minister,
26:30will there be again a rival centre of power
26:32is what will have to be seen
26:33in the coming weeks and months.
26:36All right, I want to bring in B.S. Sarun.
26:37B.S. Sarun, you know, a statesman,
26:40you know, someone who can, you know, be consulted with.
26:43But one thing we've seen already
26:45that D.K. Shiv Kumar and Mr. Sidhra Maya,
26:48there's really no love lost there.
26:49The sheer fact that D.K. Shiv Kumar
26:51practically told the high command anyone else but him.
26:53So, what really happens in the state of Karnataka now?
26:59Well, what is happening now,
27:02I don't think it's something that I may not expect.
27:07Over the last six months,
27:08Mr. Rarun, can we correct your audio?
27:10We can't really hear you.
27:12We need to correct your audio.

27:14I'll cut across to Sanjay Jha first
27:16and we'll bring in Vijay Prasad as well
27:18and we'll go back to Mr. Rarun.
27:19Let me try and rectify that.
27:21Sanjay Jha, are you surprised a little
27:23at your own political party, Sanjay Jha?
27:25Three very quick decisions,
27:27very, very different against the grain
27:30of what is usually known to be the Congress Party,
27:33where not taking a decision very often
27:36is the best decision for the outfit.
27:38Well, I'm pleasantly surprised
27:40and it's good news for the Communist Party.
27:43Mr. Sidhra Maya, for the record,
27:45has to be stated,
27:46was a fabulous administrator
27:50hugely respected,
27:51not just in Karnataka,
27:52but in the, I think,
27:53the whole of southern India
27:54and had great political credibility.
27:58So the BJP's attempt
27:59to try and tarnish his image
28:01with corruption charges,
28:02nothing really stuck on him.
28:04But I think the Congress
28:05has been very prudent, pragmatic,
28:08and farsighted in the way
28:09they have done this Karnataka
28:11impasse solution.
28:12Go back, Preeti, to the last time,
28:14if you remember,
28:15the last time there was a conversation
28:17on DK versus Sidhra Maya,
28:20there was a lot of tension,
28:22palpable tension.
28:23But at that point,
28:24it was diffused
28:25and suddenly there was
28:26no further conversation.
28:27I can tell you that
28:29in all probability,
