00:07I'm Akshita Nanda Gopal, getting you all the top stories that we're tracking over the next one hour.
00:12As always, we'll focus on the southern states first.
00:14So what's coming up on this edition of Super 6?
00:17We're going to be talking about the big highlights of the Niti Aayog meeting.
00:20In the national capital, Prime Minister Modi has met with all the chief ministers.
00:24Interestingly, four first-time chief ministers, Bengal, Karnataka, Tamil Nadu and Kerala.
00:29Three of those, of course, are southern states.
00:32We're going to be talking about how in some of these states, like Tamil Nadu,
00:36there is a recent button being pressed in centre-state ties.
00:39And how in the last one month, we've seen the centre's approval for several funds for Tamil Nadu.
00:45Are we going to see, therefore, a bigger development story with the centre-state relations set to hit a new
00:51high?
00:52When largely in the last five years, there have been a lot of bumps on that journey and in that
00:57relationship.
00:57Also coming up on this edition of Super 6, we're counting down to the FIFA World Cup.

03:29I'm talking about the Neeti Ayog meeting.
03:31It's still at this point underway.
03:35You've got Tamil Nadu chief minister, Vijay Karnataka chief minister,
03:39D.K. Shiv Kumar, Keralam chief minister, V.D. Satishan.
03:42All the newcomers essentially are in this grouping.
03:45Bengal chief minister, Shuvendu Adhikari as well.
03:48Interesting really to see the dynamics.
03:50Very little images that we've really been able to access of that Neeti Ayog meeting.
03:55We are expecting and standing by for the address by Prime Minister Modi.
03:59But here's what we've picked up from our sources or what really was discussed in the Neeti Ayog meeting.
04:05Prime Minister Modi has highlighted opportunities for MSMEs and has told states also to ensure that FTA,
04:12which is the free trade agreement, provides opportunities for MSMEs.
04:16And so, besides the Neeti Ayog, states have also been told that you should use this to your best capability
04:24and MSMEs should be able to make the most of the free trade agreements that we've signed with several countries.
04:29Now, also what Prime Minister Modi has said is that while this poses significant opportunity,
04:34the onus is on leaders also to ensure that they step up right now.
04:39That's a bit of really what was discussed in the Neeti Ayog meeting.
04:42I'll bring in Anagar Keshav from Chennai.
04:46We're also getting in Aishwarya Paliwal, who's joining us live from Delhi with the latest updates.
04:50Aishwarya, to you first on what's playing out in the Neeti Ayog meeting.
04:54I think there's a lot of focus, Aishwarya, on the newcomers in the meeting,
04:58particularly of the southern states.
05:00You've got D. Keshuv Kumar, V. D. Satishan and Chief Minister Vijay,
05:04who everyone's been watching out for.
05:06Any details you've been able to pick up on what these states also pitched for?
05:10What do they make a mention of?
05:37What do they make a mention of?
05:41From the Finance Ministry as well as from the central government,
05:44that if there are schemes and if there are budgets that are being required,
05:47then the central government will definitely be providing those to the states.
05:51The states also spoke about the fact that there are certain schemes
05:54that need some kind of additional funding.
05:56Those will also be very keenly looked at by the central government.
05:59From the Prime Minister's side, an appeal of sorts, Sakshita, was being made.
06:02The Prime Minister said that there are several central government schemes,
06:05case in point, the state of West Bengal, because at the moment an audit of sorts is being done
06:10because the central government believes many of the schemes that were launched by the central government
06:14were actually stalled by the previous government in the state of West Bengal.
06:18So, all that now needs to get kick-started.
06:20The central government, including Prime Minister Modi, they have also appealed to the states
06:23that you need to make sure that we have so many FTAs.
06:26All of that is something that you should also be very keenly looking at
06:29and that actually will escalate the growth of your state.
06:33So, those were the things that were being said out, Akshita, by Prime Minister Modi.
06:36Okay, can I just highlight that, you know, in states like Tamil Nadu, for example,
06:40the Neeti Aayog meeting has been a matter of a whole lot of politics
06:44and a bone of contention essentially between the centre and state
06:47and always used as a platform by the previous Chief Minister, M.K. Stalin,
06:52to register his protest against the central government.
06:54And we've seen two instances of that, of Stalin boycotting the Neeti Aayog meetings.
06:58This time, however, and I'll bring in Anagar Keshav on this,
07:01you know, you could have seen Chief Minister Vijay posturing on it, Anagar,
07:05especially because we have seen in the last one month itself,
07:08very clearly the government saying that we are not on the same line as the government on NEET,
07:13we're not on the same line with the central government on NEP.
07:16But that hasn't stopped him from attending the Neeti Aayog meeting.
07:19And so, there are a lot of questions about whether this is a new chapter essentially
07:23in Tamil Nadu's ties with the central government
07:26and whether Vijay is sending out a message that he wants to ensure
07:29maximum coordination, cooperation with the central government.
07:35In fact, it's been a month since the TVK government has taken office
07:39and what I've been able to pick up is that Vijay is trying to have some sort of a working
07:43relationship
07:44with the BJP government at the centre.
07:47He hasn't boycotted any meeting or, you know, openly given out statements
07:51against the Home Minister or the Prime Minister
07:54or even hitting out against the BJP ever since he took office.
07:58All those attacks against the union government were there,
08:01very hard hitting before the elections.
08:03But now it really looks like Vijay is trying to have some sort of a smooth sailing relationship
08:07with the centre.
08:08And that's why in the last one month he has visited Delhi twice.
08:12Once was just a courtesy visit to meet the Prime Minister
08:15and now he has gone officially for the Neeti Aayog meeting.
08:19And I want to highlight one more thing.
08:20In the last one month, totally the centre has given Tamil Nadu 16,000 crore funds.
08:26And what I'm picking up from my sources is that
08:28Chief Minister Vijay has told his secretaries that urban revival,
08:32particularly Chennai, is his primary focus.
08:34And thereby he has still now managed to obtain 16,000 crore funds from the centre.
08:40If you want the split up of it, 7,500 for revival of rivers in Chennai,
08:45another 7,500 for the VBG Ramji
08:49and another 1,000 crore for disaster management.
08:52So, so far the relationship between the centre and the centre.
08:54Any of these funds, these allocations, Anaka,
08:56were these issues or were they stalled when the DMK was in power?
09:01Did the centre not disperse these funds previously versus now?
09:06In fact, the VBG Ramji was given more in the DMK regime as compared to now.
09:13But previously, DMK always had this complaint that centre was reluctant in releasing funds to the state.
09:19Even when it comes to revenue funds, there were a lot of allegations that DMK made against the centre
09:25that they were reluctant to disperse funds.
09:27But now it looks like TVK has some sort of a smooth sailing relationship.
09:31Of course, politics is going to be different going forward.
09:34So, that's different this time around as compared to DMK regime.
09:37It's important to draw that demarcation, that politics aside, ideology aside,
09:42you have to work together as two elected governments,
09:45as the central government in the state to ensure the people thrive.
09:48What I will highlight of the breakdown that Anaka has given us
09:50is that we've seen a lot of politics over funds for disaster mitigation,
09:54where you've had the state government suggest it's never been given in time.
09:57Now, in this one month of the Vijay government, that fund has been given as pre-monsoon
10:02to deal with any disaster that happens during the monsoon, during rains.
10:07And so, you're seeing essentially the centre-state relations headed in the right direction
10:12one month in, so maybe too early, to really give that certificate
10:16that, look, this is on the right track between the Tamil Nadu government and the central government.
10:20But like I said, that the focus right now on the Niti Aayog meeting,
10:24three newly elected chief ministers, who've all broken from the approach of their predecessors
10:28and chosen to attend that particular meeting.
10:31Let me explain what exactly I mean as well by that.
10:35We've told you about Tamil Nadu, where you had MK Stalin,
10:39who skipped, in fact, the Niti Aayog meeting, skipped it thrice,
10:43alleging that there was stepmotherly treatment by the central government.
10:46Joseph Vijay, Chief Minister Joseph Vijay, is attending the meeting
10:49and very clearly wants to send out a message that,
10:51look, I've just taken over the reins, I'm going to ensure that what needs to be done on my part,
10:56including those courtesy meets, all taken care of.
10:59Similarly, let's bring up Karnataka again.
11:00New Chief Minister D.K. Shiv Kumar, Sidra Maya, had skipped three Niti Aayog meetings
11:06because he maintains centre is anti-Karnataka.
11:09Remember that all the states I'm referring to are opposition ruled.
11:11So, it's no surprise really that you're seeing the centre versus state battle,
11:14but it did get ugly in the form of Niti Aayog meet politics as well.
11:18D.K. Shiv Kumar, Karnataka Chief Minister, now has chosen once again to attend the meet,
11:23maybe again wanting to send out a message that, as I start on this chapter,
11:27ideally would like for it to be smooth with the central government's cooperation.
11:32Pineda Rai Vijayan, this is interesting, he too has skipped three times.
11:35So, Pineda Rai Vijayan, Sidra Maya and Stalin,
11:37all three have skipped Niti Aayog meetings three times.
11:40And why did Pineda Rai Vijayan skip it?
11:42Because he says that ultimately funds are not allotted
11:44by the central government to Kerala in a fair manner.
11:47He says it's an unfair allotment and so he chose to boycott the meetings.
11:51V.D. Satishan, again, has chosen to attend the meetings.
11:55So, three states, three different messages.
12:05Let's get your pictures right now of Prime Minister Modi's one-on-one meeting
12:10with the Karnataka Chief Minister, D.K. Shiv Kumar.
12:14So, first meeting of D.K. Shiv Kumar after being chosen
12:17as the Chief Minister of Karnataka on your screens.
12:20He's meeting with Prime Minister Modi.
12:22And this is, of course, again, a courtesy meeting
12:25taking place between the two leaders.
12:28Also, Telangana Chief Minister, Revant Reddy,
12:30has met with Prime Minister Modi.
12:32Not the first time, of course, and there's always been a lot of talk
12:35about the warmth, the friendship between Revant Reddy
12:38and Prime Minister Modi that's always evident
12:40in every meeting that is held together.
12:44Aishwarya Paliwal is joining us with more details on this.
12:46Aishwarya, give us a sense, really, of what were the takeaways
12:48of all these meetings.
12:50Were they mere courtesy calls or was there a lot more on state demands discussed?
12:56Those pictures on our screens of both Revant and D.K. Shiv Kumar
12:58with Prime Minister Modi.
13:04Well, you know, from what we can gather at the moment
13:07is the fact that there were very serious demands
13:09that actually have been raised by the southern states
13:11and the centre has given them an assurance
13:13that those demands will be met.
13:15Finance Minister Nirmala Sitaraman is a part of this meeting
13:17and she, in fact, has taken down notes
13:19on what exactly each of the states has been asking about.
13:22It all began with an appeal from the central government.
13:24The central government very, very clearly said
13:26that no matter which party is in par, in which state,
13:29the idea is to make sure that the state and the central,
13:31they have a very cordial relationship.
13:33And those are the pictures that you were, Akshita,
13:35at the moment seeing.
13:36The relationship, and that's what centre at the moment
13:38is trying to make sure, becomes very, very cordial
13:41because at the end of the day,
13:42the central government is very clear.
13:44The larger picture in front of every state should be clear.
13:46The larger picture is 2047 by when,
13:49from being a developing nation,
13:50India needs to become a developed nation.
13:52A quick update also, Aishwarya,
13:53which is that you've had Tamil Nadu Chief Minister Vijay
13:57meeting with Prime Minister Modi once again.
13:59This is the second meeting that's happened
14:01in a matter of two weeks.
14:03If the first time around two weeks ago,
14:05you could have called it a courtesy meet,
14:07now it's much beyond that.
14:08You've got time that was sought by the CMO
14:11with the Prime Minister's office.
14:13All this, the time was granted
14:14and so three back-to-back meetings
14:16with Southern Chief Ministers for Prime Minister Modi.
14:19But first pictures on your screens
14:21of Prime Minister Modi meeting
14:23with Tamil Nadu Chief Minister Vijay.
14:24Remember, they're all here for the Niti Aayog meeting
14:27and after that, they're all having one-on-one meetings
14:29with Prime Minister Modi.
14:30What we're going to do is,
14:31we're also going to get your details now
14:33of exactly what was discussed in this meeting
14:35because like I said,
14:36this is the second visit by Chief Minister Vijay to Delhi,
14:40the second time that he's meeting with Prime Minister Modi.
14:43The first time, of course, it's courtesy
14:45and you see that with almost every newly elected
14:47Chief Minister,
14:48they will make it a point to meet with the Prime Minister.
14:51But what explains the fact that Chief Minister Vijay
14:54has ensured that he's taken time out once again
14:56to meet with Prime Minister Modi?
14:58The last time around, he didn't meet the Gandhi,
15:00so this time that was expected to be the priority,
15:03which happened yesterday.
15:04Today, you've had also a meeting that's happened
15:07with Prime Minister Modi once again.
15:11Those pictures on your screens,
15:13we're going to be getting you details
15:15of what really was discussed with Prime Minister Modi
15:18because last time around,
15:20the information that had come in
15:24is essentially that Chief Minister Vijay
15:28had raised a number of issues with Prime Minister Modi
15:33and among those issues was also the fact
15:36that he wanted the state song to be played
15:38before the national song
15:40at any event that the governor attended.
15:43That was part of the memorandum and issues
15:45that Chief Minister Vijay submitted
15:46before Prime Minister Modi.
15:48What really was brought up this time,
15:49clearly much more than a courtesy need.
16:20Let me bring in Shaker Rai,
16:22senior journalist, Sumansi Raman,
16:23political analyst on this broadcast.
16:25Mr. Sumansi Raman, let's keep those pictures
16:27of Chief Minister Vijay with Prime Minister Modi
16:30on our screens because that's the first news break
16:32that's coming here on India today.
16:34What do you make of this, Mr. Sumansi Raman?
16:35In two weeks, you've got Chief Minister Vijay
16:38making his second visit to Delhi,
16:40both times ensuring he's met with Prime Minister Modi,
16:43choosing not to boycott the Neeti Aayog meet.
16:45Do you think that this is the TVK government
16:47trying to ensure that they start things off
16:50on the right note as far as relationships
16:52and relations with the centre is concerned?
16:55First of all, as somebody from Tamil Nadu,
16:57I welcome the fact that the TVK government
17:01is at least working towards a harmonious relationship
17:06with the centre.
17:07So that's a good start.
17:08Having said that, today's meeting
17:10is the usual meeting, Akshita,
17:12that several state chief ministers have.
17:14So at the end of the Neeti Aayog meeting,
17:16usually different state chief ministers
17:18have one-on-one meetings, brief meetings
17:21with the Prime Minister,
17:22usually 15 minutes or 20 minutes each.
17:25And this is a routine practice
17:26at the end of every Neeti Aayog meeting.
17:28So I don't think, I don't see any special significance
17:31in Vijay meeting the Prime Minister today.
17:34You will find that other chief ministers
17:37have also met the Prime Minister today.
17:39The point is the 7,500 crore
17:41for river water improvement in Chennai.
17:45I think that's a good step.
17:47The new Mandrenga scheme,
17:52which the previous DMK government had opposed,
17:55today we hear that the TVK government
17:58is going to actually adopt this scheme in Tamil Nadu.
18:03The previous DMK government
18:04had gone hammer and tongs against it.
18:06They were opposed to the 60-40 split
18:10in the financing earlier.
18:11It was 100% funded by the centre and so on.
18:14But the point is,
18:15whether it is that fund which has been allotted,
18:18whether it is the fund which has been allotted
18:20for the river,
18:21or whether it is the 1,000 crore
18:23for disaster relief,
18:24these are good starts.
18:27These are good steps to start a relationship.
18:29Both sides, the fact that the chief minister
18:32has attended the Neeti Aayog meeting,
18:34that's a welcome sign.
18:35I mean, we had Mr. Stalin
18:37who never attended these meetings
18:38except once when there was a case
18:41which looked threatening to the DMK and his family.
18:46So apart from that,
18:47he was hardly attending these meetings.
18:49So I think it's a good step.
18:50What comes out of it,
18:52we'll have to wait and see.
18:53But going forward,
18:54it does look like there will be a harmonious,
18:57at least a good working relationship
18:59between the centre and Tamil Nadu,
19:01and that is most welcome.
19:02You know, it's just been one month,
19:04so yes, this has been the start,
19:06and the start at least seems to show
19:08that that's what they want.
19:09They want a good working relationship.
19:10But we'll have to see what really happens going forward.
19:13I'll bring in Mr. Shekhar Ayer also on this broadcast.
19:16Mr. Shekhar Ayer,
19:17your opening remarks,
19:18it's of course extremely important,
19:19and we've seen states benefit
19:21from having good relations with the centre.
19:23In Tamil Nadu, of course,
19:24it's always been a very bitter experience,
19:27a very bitter relationship,
19:28because, you know,
19:29you've had the DMK
19:30fight the central government,
19:32hammer on taunts on so many policies,
19:34so many schemes,
19:35that it's also led to funds being frozen up,
19:37with the central government saying,
19:38look, if you don't give your nod,
19:39we're not going to release the funds.
19:41Do you see that changing now
19:43with the Vijay government?
19:46Akshita, Vijay had made it very clear
19:48on the very day he was sown in
19:50that he would have a new dealing
19:52with New Delhi.
19:54He would meet anyone
19:55that he has to meet,
19:56whether it is prime minister
19:57or any other ministers,
19:59for the sake of development of Tamil Nadu.
20:02He said it on the day he was sown in,
20:03in the presence of Rahul Gandhi.
20:05So he has made it very clear
20:06because in the sense saying,
20:08don't make a big deal about it.
20:09There's nothing going to be secrecy about it,
20:11number one.
20:12Number two,
20:12you will recall during the campaign,
20:15Vijay had specifically,
20:16you know,
20:18trashed the Stalin's campaign point
20:20that this election is about
20:22a fight between New Delhi
20:24and Tamil Nadu.
20:25And Vijay had every time said,
20:27look,
20:28don't blame your failures
20:29on the central government
20:30because it is not New Delhi
20:32which is contesting this election.
20:33So Vijay's parameter is very clear
20:35that he wants a new deal
20:37and he doesn't want to bring politics
20:40after the elections.
20:41Rather,
20:42politics will be during the elections
20:44and at the moment
20:45he's concerned about getting more funds
20:46and about delivering...
20:47He separated the two.
20:48But the question that I do have here,
20:50Mr. Sumansi Raman,
20:51is there's a reason
20:52that we've seen that friction
20:53between centre and states
20:54because there's a notion
20:55that the people of Tamil Nadu
20:57also have that emotion
20:59of being anti-BJP
21:01or being anti-Delhi
21:02or being anti-central government.
21:04And so the DMK played
21:05on that particular emotion.
21:07When you have these kind of pictures
21:08of Chief Minister Vijay
21:10smiling, greeting,
21:11meeting Prime Minister Modi,
21:12do you think that that will then lead
21:15to the DMK,
21:16the opposition putting pressure
21:17on a Vijay,
21:18calling him BJP's B-team
21:19which seems to be everyone's
21:21favourite political narrative
21:22in Tamil Nadu?
21:23I think today
21:24people of Tamil Nadu
21:26have moved past the rhetoric.
21:28They will judge any decision
21:30that the central government takes
21:31on the facts of the case
21:33and not on emotion and rhetoric.
21:35I think the DMK can make
21:37and certainly they will try their best
21:39to portray Vijay
21:41as a stooge of the BJP.
21:42But I think people are wise enough
21:45to see past that.
21:46That is why you see
21:47the Hindi Prachar Sabhas
21:48in Tamil Nadu
21:49have among the largest
21:50enrolment rates
21:51across the country.
21:52So I think we have to understand
21:54that people
21:56are not that blind
21:58and that they will
21:59merely oppose
22:00for the sake of opposing.
22:01But clearly
22:02there is a sentiment
22:04towards the language.
22:05So any attempt to impose
22:06Hindi will not be acceptable.
22:08On that,
22:10Mr. Subhansi Ramana,
22:11Mr. Shekhar Raya,
22:11just stay with me.
22:12We are also getting in details
22:13as I promised
22:14of what the Tamil Nadu
22:16Chief Minister has raised
22:17in the Neeti Aayog meeting.
22:19One of it
22:19is the Samagra Shiksha Fund.
22:21Remember that there is
22:22a pending fund
22:22of 3,000 crores plus
22:25to Tamil Nadu
22:26because, you know,
22:27the Tamil Nadu government
22:28previously said
22:29we are not going to be
22:30a part of NEP.
22:31The central government
22:31has said
22:32then you won't get
22:32the Samagra Shiksha Fund.
22:34And so in this particular case,
22:36Chief Minister Vijay
22:37has raised that.
22:38I am just going to read out
22:38for you exactly
22:39what he said.
22:40He says,
22:41keeping in mind
22:42the welfare of students
22:44and the principle
22:45of cooperative federalism,
22:46I request the government
22:47of India
22:48to expeditiously release
22:49the pending funds
22:50of 3,284 crores
22:52under the Samagra Shiksha scheme
22:53without any conditions,
22:55without forcing
22:56the implementation
22:57of the new education policy
22:59or the implementation
23:00of the trilingual policy.
23:02I also request
23:03that the diplomatic efforts
23:04be expedited
23:05to secure the release
23:06of Tamil Nadu fishermen
23:07who are in captivity
23:08in Sri Lanka and Pakistan
23:10and ensure their safe returns
23:11to their families.
23:12Vijay is also highlighted
23:14in his address
23:15in the Neeti Aayog meeting
23:16about how Tamil Nadu
23:18has done well
23:18as far as fiscal responsibility goes,
23:20about social progress,
23:22about population stabilization.
23:24And he said
23:24that's something
23:25that should be given
23:25due recognition,
23:27adequate support
23:27and that these states
23:29should not be affected
23:29in any way.
23:30Essentially,
23:30he's linking it
23:32to delimitation
23:32and saying
23:33do not impact
23:34or hit the states
23:35which have ensured
23:36population control.
23:38He's also requested
23:40the government of India
23:41to declare Tirukural
23:42an ancient text
23:44that's unique
23:44to the secular values
23:46of modern India
23:47as natural literature.
23:49So that's one
23:49of the demands.
23:50Tirukural is in fact
23:51written by Thiruvaluwar,
23:53great poet,
23:54very famous in Tamil Nadu.
23:56And so he has said
23:57that please declare
23:58Tirukural as natural literature.
24:00But I want to highlight here
24:02that one of the big issues,
24:04the big sticking point
24:06between the DMK,
24:07the central government,
24:08was over NEP.
24:09And Mr. Suman Si Raman,
24:10you see no change there.
24:11A request from Vijay
24:13saying please exempt us
24:14from in fact
24:15the three language policy
24:16but please release the funds.
24:17There's no way
24:18that's going to happen.
24:20You know,
24:21I don't think the centre
24:22is going to yield on this.
24:24It's not so much
24:25about the free language policy
24:26because there's no
24:27immediate requirement
24:29to make it mandatory
24:30under the
24:31new education policy.
24:33I think what is the problem,
24:35however,
24:35is the adoption of NEP
24:37which has been
24:38staunchly opposed
24:39by the previous government.
24:41In fact,
24:41the AIA-DMK
24:42has also,
24:43you know,
24:44not been very enthusiastic
24:45about this.
24:46So I think in Tamil Nadu
24:48there is a sentiment
24:49that they would like
24:49to maintain
24:50the two language policy.
24:53Though the third language
24:55is mandatory under NEP,
24:57it is not necessary
24:57that it has to be Hindi
24:59but it could be
25:00one of the Indian languages.
25:01So I think
25:01the important thing
25:02is the state
25:03is allowed,
25:04there needs to be
25:05diversity.
25:07The centre
25:08needs to recognise
25:09that not all states
25:10should follow
25:11the same,
25:12you know,
25:13education system.
25:14Different needs
25:15are there
25:15in different states
25:16and make it optional.
25:18So if somebody
25:19wants to learn
25:19a third language,
25:20you see that
25:21perfectly at liberty
25:22to do that.
25:23But, you know,
25:24ramming it down
25:24the throats,
25:25I think that will not
25:26be acceptable
25:26in Tamil Nadu.
25:27And I think
25:27the chief minister
25:29has taken a very
25:30wise step
25:31saying that,
25:32look,
25:32we want the money
25:33and our students
25:34definitely will benefit
25:36from the resources
25:37but you don't
25:38please impose
25:40conditions on us
25:41for doing that.
25:42The money
25:43is not going to come
25:44if that is going
25:45to continue to remain
25:46the policy of the
25:46state government.
25:47So it remains
25:49to be seen
25:49what would be
25:50the next escalation
25:51step that the
25:51chief minister
25:52will plan.
25:53Look,
25:53it's essentially
25:53the same step,
25:55same stand rather
25:56that the DMK had
25:57but here you've got
25:58chief minister Vijay
25:58putting forth a request
25:59to the central government.
26:01So in that sense,
26:02you know,
26:02it's new,
26:03the manner in which
26:04he's addressing
26:05that particular issue
26:06and that standoff.
26:07The other issue
26:07that he's raised,
26:08Mr. Shekhar Iyer,
26:09is of delimitation.
26:10Saying,
26:11ensure recognition
26:12of the steps
26:13we've taken
26:13for population
26:14stabilisation.
26:15And so you see
26:16so many of the issues
26:17that always stood
26:18between the DMK
26:19and the central government
26:20continuing here
26:21and yet seemingly
26:22a different approach
26:23by chief minister Vijay.
26:25Well,
26:26as far as the issue
26:27of fishermen
26:28are concerned,
26:29you know,
26:30New Delhi has been
26:32intervening
26:32at different times.
26:33So on delimitation.
26:35Yeah, delimitation.
26:35I was referring to
26:36delimitation.
26:37Yeah, delimitation.
26:38Now we are hearing
26:39that a new legislation
26:41is going to come.
26:42You know,
26:42there is a lot of talk
26:43about delimitation,
26:44bill being reintroduced
26:46with specific provision
26:47that one,
26:48I mean,
26:49seats would go up
26:50by 50%
26:51and that would make
26:52that one third of it
26:53would go for women.
26:54There is a new formula
26:54being talked about
26:55and with the DMK
26:57being in the opposition,
26:58I'm told there is
26:59a rethinking
26:59even in the DMK
27:02about this particular
27:03legislation
27:03because instead of
27:05having going through
27:06the process of,
27:07you know,
27:07a censor,
27:08then a delimitation commission,
27:10then at a formula
27:10and then formula
27:12arriving at the number
27:13of seats to be increased.
27:14This proposal
27:15which had come up
27:16during that time
27:17and that had been,
27:20now there is
27:20a completely new approach.
27:21If you recall,
27:22even Amit Shah had said
27:23even in the last time
27:24that we will try
27:25to correct the legislation.
27:27But now I am told
27:28in the monsoon session
27:29something is being worked out
27:31and with all the
27:32developments happening
27:33and with the government
27:35trying to increase
27:36its numbers
27:37in parliament.
27:37So then quickly,
27:38Mr. Sumanse Raman,
27:40let's say,
27:40you know,
27:41some of these issues
27:41like Mr. Shekhar Iyer said
27:43comes up in parliament
27:45and yes,
27:46the TVK of course
27:47won't really have a say
27:48in parliament right now.
27:49They are not officially
27:50part of the India block either.
27:51Do you see them
27:52taking a stand
27:53where they say,
27:54okay,
27:55let's see what really
27:56the delimitation process
27:57looks like
27:58before actually going ahead
27:59and saying we are against it?
28:00Like the India block
28:01usually makes it very clear
28:02what their stand is.
28:03No,
28:04Akshita,
28:05I don't see the TVK
28:08deviating from
28:09what is,
28:10I don't see it
28:11as an India block position.
28:13It is a uniform position
28:15across all political,
28:16I don't think even
28:17BJP state unit
28:18can afford to take a stand
28:20and say that
28:21we will support
28:22this delimitation bill.
28:23There is no way
28:24that can happen.
28:25The sentiment
28:26south of the Vindiyas
28:28is consistently
28:29against delimitation
28:31in its present form.
28:32So this whole argument
28:34that this is
28:34an India block thing,
28:35not at all.
28:36Everybody in Tamil Nadu,
28:38every citizen
28:39is largely against
28:41anything that reduces
28:42Tamil Nadu's
28:43representation
28:44or,
28:46you know,
28:46proportion
28:47of representation
28:48with this
28:49in the center.
28:50So I don't think
28:51that the TVK
28:53or any government
28:54in Tamil Nadu
28:55can afford to support
28:56delimitation
28:56in its present form.
28:57Nobody can do that.
28:59No, you are right.
28:59I think the TVK,
29:01what they are doing
29:01essentially,
29:02whether it's on the
29:03issue of NEP
29:03or on the issue
29:05of delimitation,
29:05is making it clear
29:06that what the public
29:07sentiment is,
29:08that's their stand.
29:09They are not
29:10veering away from that
29:11and creating some
29:12ripples in Tamil Nadu.
29:13They are sticking to
29:13what is the popular
29:14sentiment.
29:15And so it's not really
29:16a jolt ideologically
29:17in Tamil Nadu.
29:18But at the same time,
29:19the approach
29:20that Chief Minister
29:20Vijay seems to be
29:21taking is,
29:22look,
29:22we will still keep
29:23the process of dialogue,
29:25of conversation
29:26open with the
29:26central government
29:27in these meetings
29:28with the Prime Minister,
29:29whether they're
29:30courtesy meetings
29:30or beyond,
29:31and also in the
29:32Niti Aayog meet,
29:33he's requested,
29:34saying release these
29:35funds but also
29:36exempt us from
29:37the NEP,
29:38from the three
29:38language policy.
29:39So let's see
29:40if this approach
29:41works,
29:41whether it changes
29:42things of how
29:43really bitter
29:45the relationship
29:46has been previously
29:47between Delhi and
29:47Chennai,
29:48between Tamil Nadu
29:49and the central
29:49government.
29:50It will be interesting
29:51to track over the
29:51next few months.

30:02conflict points

30:05to Tamil Nadu.
30:06It's in fact,
30:07one of the biggest
30:07issues and a
30:08political narrative
30:09that's constantly
30:10raised as well.
30:11It's always also
30:13become the DMK
30:14and in the election
30:15campaign raising
30:16these issues,
30:17saying we've taken
30:17on the central
30:19government,
30:19we've taken on
30:20Delhi over these
30:21issues.
30:22That changes now.
30:23What you will see
30:24is essentially
30:25Chief Minister Vijay
30:26saying,
30:26okay,
30:27we'll try,
30:27we'll try to have
30:28a conversation
30:29with in fact
30:30the central
30:30government on
30:31some of these
30:32sticking points.
30:33The stand
30:33doesn't change.
30:34But what I will
30:35highlight here
30:36is in fact
30:37past issues
30:38that we've seen
30:39between the
30:40central government
30:40and the Tamil Nadu
30:42government when
30:43Stalin was in power,
30:44when he was
30:45the chief minister.
30:46You have the
30:47Sarvashikshar Abiyan
30:48funds and this I
30:49refer to,
30:493,000 crores
30:50which hasn't been
30:51dispersed by the
30:52central government
30:52for the state.
30:53Why?
30:53Because you have
30:54to sign on to
30:55the NEP to get
30:56that fund.
30:57DMK took on
30:58the Modi government
30:59over this saying
30:59there's no way
31:00we'll sign the
31:01NEP,
31:01you have to
31:02release the funds
31:03to us,
31:04it's our money.
31:05Chief Minister
31:05Vijay has changed
31:06that around,
31:07he's saying I
31:07request you to
31:08grant those funds
31:09to me.
31:09The other
31:10flashpoint has
31:11been over
31:11disaster funds.
31:13Now remember
31:13after the monsoon,
31:14the state government
31:15has always asked
31:16for a certain
31:17amount of money
31:18to be given
31:19by the central
31:20government.
31:20In this particular
31:21case,
31:22and the DMK
31:23government has
31:23again said
31:24that the central
31:24government has
31:25never helped
31:26when it comes
31:27to any sort
31:28of natural
31:28disaster in
31:29Tamil Nadu.
31:29That's been
31:30another big
31:30flashpoint.
31:31Now I can
31:32confirm for you
31:32that within one
31:33month of the TVK
31:35government taking
31:35over 1,000 crores
31:36has already been
31:37handed over as
31:38disaster relief fund,
31:40disaster mitigation
31:41essentially.
31:42So pre-monsoon
31:43that money's
31:44already gone
31:44to the Vijay
31:45government.
31:46GST compensation
31:47dispute.
31:48You've always
31:49had the
31:50Stalin government
31:51in Tamil Nadu
31:52previously and
31:54of course many
31:54of the other
31:55southern states
31:55ruled by
31:56opposition parties
31:57highlighting the
31:58fact that they
31:59contribute a lot
32:00more.
32:00And then there
32:00were showdowns
32:01over GST
32:02compensation as
32:03well.
32:03That's not an
32:04issue that's
32:04been raised so
32:05far.
32:06So it looks
32:06like this could
32:07be also a thing
32:09of the past.
32:11So as we get
32:13to all of the
32:13updates of those
32:14meetings I'll also
32:15highlight that
32:16Karnataka Chief
32:17Minister D.K.
32:17Shiv Kumar has
32:18met with Prime
32:19Minister Modi
32:20another courtesy
32:20meeting but an
32:21important one.
32:22Why?
32:22Because in this
32:23particular meeting
32:24it's the first
32:24time that he's
32:25holding that huddle
32:26right after he's
32:27taken over as
32:28the Chief
32:28Minister of
32:29Karnataka with
32:30Prime Minister
32:30Modi.
32:31Previously met
32:31him in the
32:32capacity of
32:33Deputy Chief
32:33Minister.
32:34But he's
32:34facing his
32:35first big
32:36challenge back
32:36home in
32:37Karnataka.
32:38It's just
32:38about been a
32:39week since
32:39he's taken
32:40charge as
32:40the Chief
32:40Minister and
32:41guess what?

32:44everyone's talking

32:47brickbats coming
32:48the Congress's

33:19scam in solid
33:21waste management.

35:21Rainfall activity is
35:22expected to increase

36:17began, it's mostly

36:25prediction says that
36:26it will be the
36:27central and the
36:27southern part of the
36:28state that will
36:29witness more
36:29rainfall than the
36:30northern part of
36:31the state.
36:31But as of now,
36:32it's only orange
36:33alert that's put in
36:34place and yellow
36:35alert.
36:35So there's nothing
36:36major to worry is
36:37what the IMD
36:38FOCA says.
36:39But caution needs
36:40to be exercised,
36:41especially people
36:42living closer to
36:44the water bodies.
36:45Fishermen have
36:45been advised not
36:46to venture into
36:47sea along the
36:48Kerala coast.
36:49So these advisories
36:50are in place and
36:50that needs to be
36:51followed is what
