00:09So what have we got lined up for you on the show this evening?
00:12First, we'll talk about the big update that's coming from the Supreme Court.
00:16Remember the controversy surrounding the distribution of job certificates to victims of the Karoor Stampede by the Vijay government.
00:22After the Madras High Court put a stay on the move by the Vijay government.
00:26And you've now had the Supreme Court putting a hold on the Madras High Court order.
00:30Which means effectively huge win for the TVK government in Tamil Nadu.
00:35We'll get you all the details of what the court had to say about this particular issue.
00:38But also coming up on the show, we focus on Karnataka.
00:42Where there's a big political war brewing over the fact that the Karnataka government is all set to clear a
00:48bill
00:48that will effectively make it impossible for the RSS to hold events in Karnataka without permission from the government.
00:55What's prompted this move? How does it affect the RSS?
00:58I'll break all of that down for you.
00:59We'll begin with the headlines.

03:26Reactions pouring in from the BJP on the Congress sexism controversy.
03:32Defense Minister Rajnath Singh has also now condemned Rahul Gandhi and the remarks made by Sandeep Bikshat as well in
03:39their event yesterday.
03:40Rajnath Singh has said that the remarks made by Rahul Gandhi regarding foreign policy are not only extremely low level
03:46but condemnable and distressing.
03:49Rajnath Singh has said that the dignity of the office of the leader of opposition has been shattered and such
03:54behavior signals a serious threat to democracy in India.
03:58So you've got the Modi government now, senior ministers all speaking out condemning what really happened in that sequence of
04:05course which we've all seen of Rahul Gandhi first saying that Prime Minister Modi's foreign policy is only about hugs,
04:12goes on to hug Sandeep Bikshat.
04:13Sandeep Bikshat then comes forward and says did you think this, that you know I was Melanie.
04:19And that's what triggered the controversy.
04:21Since then the BJP has gone all guns blazing over this particular issue lashing out at Rahul Gandhi.
05:01As a result, I will see that the
05:21But the same thing is that the power of God has a strong strength.
05:26And then, after that, in the form of Modi Ji, a great minister of the country has increased
05:32the power of the country in the country and the power of the country in the country.
05:40We'll continue tracking those reactions very closely.
05:43But let's move on to the story we spoke of here on Super 6, which is what's happening
05:48in Tamil Nadu.
05:49There's been a huge controversy for the last many weeks which turned legal as well
05:53over the Vijay government and Tamil Nadu Chief Minister Vijay himself
05:56handing over job letters to victims of the Karur Stampede and to their families.
06:01Now remember that the Madras High Court a couple of weeks ago put a stay on this
06:05saying investigation is underway by the CBI, you cannot hand over such letters at such a time.
06:10Immediately the government, the state government approached the Supreme Court
06:13and today you've got respite coming in for the Vijay government
06:16as the Supreme Court made it clear that there's nothing wrong with the government,
06:21with the Chief Minister helping out the families of this tragedy.
06:25Let's take a look at this report for all the details.
06:31The Supreme Court has stepped in to provide relief to the families of Karur Stampede victims.
06:38The Apex Court has stayed the Madras High Court order
06:41that had quashed the Tamil Nadu government's decision to provide them government jobs.
06:46On July 10, Chief Minister Vijay had visited and handed over appointment orders
06:52to the immediate kin of the victims.
06:5432 family members were appointed to government post.
06:57and we are É um expected to go to India.
07:00É um eh you know how here.
07:04We tapered robbers and overp junior leaders where we are
07:09and is now well-
07:35The decision was challenged in the High Court, which on July 27 quashed the government order.
07:41The court said public employment cannot be given as the largest and warned that such appointments could open the floodgates
07:49for similar demands.
07:50But on Friday, the Supreme Court state the High Court order.
07:54The Supreme Court questioned, and I quote,
08:01The court also asked who could question the government's policy and observe that the state can provide jobs as succor.
08:07The Supreme Court particularly questioned why the immediate family of a sole earning member who died in the tragedy should
08:13not be given employment.
08:15The DMK has sought time to respond following the Supreme Court intervention.
08:22Madras High Court's order giving, rejecting the job appointment.
08:25Without going to the judgment, I cannot pass any comment.
08:27In the Supreme Court order, what they have said, I do not know.
08:30Without going to the order, I cannot comment.
08:33The Karu stampede in September 2025 had claimed 41 lives.
08:39Today's order, even though interim, comes in as a huge relief for the state government.
08:44What remains to be seen now is whether the top court would be convinced to strike down the High Court
08:49order
08:49and uphold the government's decision to give these people these jobs.

08:59I'll bring in Anika Keshia for more details on this.
09:02Anika, this is a big win for the Vijay government because they have been battling it out legally.
09:06You know, multiple times this has already come up in the Supreme Court, then in the Madras High Court and
09:11are now back in the top court.
09:13You know, take us through really the politics that has played out over this issue.
09:16How has the DMK reacted to the verdict that's come in?
09:20Well, in fact, the politics broke out as soon as the job appointment letters were given out to those families
09:26who have lost their loved ones.
09:29The opposition parties here were against the job appointment letters given to them.
09:33They said that it was not a government event.
09:35It was an event that was held in capacity by a private political party.
09:40So why should taxpayers and government bear the expenses for it?
09:43And therefore, they appealed to Madras High Court to strike down this job appointment order.
09:47And subsequently, even that verdict from the High Court went their way.
09:52But now the Apex Court has put forward a very pertinent question here.
09:55They've asked what's wrong in giving job opportunities because many of these people who have passed away in that stampede
10:02were single bread earners for that family.
10:04Even when I went to Karur for my ground report and when I met those families, I could see that
10:09none of them were actually rich or had generational wealth to fall back on.
10:13Many of them have lost their loved ones who were the single earning members for the family.
10:18So this job, Akshita, was indeed a social security for all these people, which was quite important.
10:24And now the Supreme Court has upheld the Tamil Nadu government's decision to give job opportunities.
10:30A big moral win indeed for Vijay government.
10:33That's right.
10:33The Supreme Court saying essentially that there's nothing wrong in this step.
10:37And why not help out these families who have already suffered such a big loss?

10:47And let's move on to what's happening in Karnataka, where the Congress and BJP have locked horns over a bill
10:53that we reported here on India Today on Super 6 yesterday.
10:56This is a bill to regulate the use of government premises and public properties by private organizations and groups that
11:02are not registered under any law.
11:04So, Chief Minister D.K. Shukumar said this bill would not discriminate and that the rules would apply equally to
11:09everyone, irrespective of political affiliation.
11:12But why is it that there's such a controversy with this bill?
11:15Because the RSS, an unregistered organization, will also come under the ambit of this particular legislation,
11:21which means that every time they want to hold an event in Karnataka, whether it's in a public school, whether
11:27it's in any public arena,
11:28they'll have to seek the government's permission.
11:31That's why the BJP has claimed that this bill has been brought in just to target the RSS.
11:39The Congress and BJP are at loggerheads once again.
11:43And this time, the RSS is at the center of the route.
11:47It all started after the Karnataka cabinet approved a bill to regulate the use of government premises and public properties
11:54by private organizations and groups that are not registered under any law.
11:59The proposed law requires prior permission to use government property, with permission to be granted based on public safety and
12:07law and order considerations.
12:09Permission can also be denied if authorities believe it is necessary to prevent nuisance or divisive activities.
12:17The bill also empowers any police officer above the rank of sub-inspector to arrest without a warrant anyone who
12:24commits an offense under the Act.
12:27The bill is likely to have a direct impact on the Rashtia Svamse Vatsang, which conducts shakhahs and other activities
12:34on public grounds and in government school premises,
12:37and would need prior permission to use them.
12:40Chief Minister D.K. Shivakumar defended the bill, saying the rules would apply equally to everyone, irrespective of political affiliation.

13:25State Home Minister Priyankarget took a jive with the BGP, saying party leaders are free
13:30to do whatever they want at home, inviting a sharp reaction from the BGP.
13:35You have a problem, you let the BGP people do whatever they want in their house, in Keshav
13:43Krupa, in Jagannath Krupa or whatever their Bhavans are called, I have no problem with
13:47that.
13:48See they should understand, by taking the back route they can't control RSS, RSS has a history
13:56of hundred years of serving this country, just for raising the issue of non-registration
14:02of RSS, they can't curtail like this by using the government power.
14:08This is neither the first nor likely to be the last time the Sankh becomes a flashpoint
14:12between the two sides in Karnataka.
14:15But with the bill now in place, the political slugfest over the RSS is only likely to intensify.

14:28Joining us on this broadcast is Dr. Narendra Rangappa, Karnataka BGP spokesperson.
14:32We also have Dhruvjati, Karnataka Congress spokesperson.
14:35Thank you both very much for your time.
14:37Dr. Rangappa, I'd like to begin with you and get your reaction on the fact that the Karnataka
14:41chief minister said that this bill isn't being brought to target anyone, that unregistered
14:46organizations as a good step, as a positive step will be asked to go ahead and cede government
14:51permission.
14:52What's wrong with that?
14:53See, the intention of this bill is malefied.
14:56Motive is diabolical.
14:58And the design is sinister.
15:00The bill is ostensible to grab, to corrupt Hindu organizations in particular, RSS and BJP.
15:09See, BJP and RSS have fought many illegal battles regarding this.
15:13Under Article 91C, we are empowered to conduct our activities peacefully.
15:18And, in 1948, the ban was lifted.
15:21In 1975, the emergency, when the ban was induced, it was lifted.
15:26In 1992, during the Babari Majid demolition, the ban was imposed, we got it lifted.
15:34Then, recently, the Karnataka High Court, when we wanted to do a route march in Gulbarga,
15:39when they prevented us, we went to the High Court, they stayed it.
15:41So, we have won many illegal battles, as well as social battles, as well as political battles.
15:47So, the futile attempt of Mr. Karge and his party to get the RSS registered have resulted
15:54in such a bill.
15:56But, the bill doesn't name the RSS, sir.
15:59It speaks of organizations that are not registered.
16:02The RSS happens to fall into that bracket.
16:05It is a very cleverly grafted bill, without naming the organization, the target is BJP and
16:12the organization.
16:13What do they mean by an organization, which is a body of individuals?
16:18RSS.
16:20Okay.
16:20Then, whom are they trying to target?
16:22Root marches?
16:23Do you want to respond to that?
16:24The BJP said, clearly, the idea is to target only the...
16:28Who wants to be not to be determined in the positions RSS?
16:30Is he done?
16:32Go ahead.

16:33You see, the BJP has a narrative to run here, which is that the RSS is being targeted.
16:38To be honest, with applying basic laws of common sense, the only question over here I have
16:42to make is that this is a regulatory bill applicable to the public and there are no exclusions
16:47for any organization.
16:49And if there is any organization that has nothing to hide and is willing to follow the due process,
16:53then what is the problem?
16:54I don't think any organization, whether it be the BJP, the Congress, the RSS, the Muslim
16:59League, are entitled to any special permissions in the state of Karnataka.
17:02It is the state's priority to make sure that the rules are for all.
17:06And maybe they come from an experience of special treatment in BJP states, but we are
17:12Sarva Jananga, the Shantia Thota.
17:14And the rules will be same for everybody.
17:17Welcome back, my friend, doctor to secularism.
17:20It may itch a little, but it is definitely a good itch.
17:23And people need this in Karnataka.
17:25Now back to the bill.
17:25Is it anti-RSS?
17:26Not at all.
17:27Does it name any organization?
17:28No, it is applicable for everybody.
17:30If someone feels targeted by a rule that says ask for permission before using public property,
17:36that clearly speaks about their sense of entitlement.
17:42The government plan isn't anybody's birthright one at the time.
17:46So is government plan your birthright?
17:48Is government plan your birthright?
17:50Is it my birthright?
17:51Is it Akshata's birthright?
17:52Or is it any party's birthright?
17:54It belongs to the public.
17:56No, no, Dr. Rangappa Dhruv is clearly asking.
17:59Just in writing, sir, it is common sense.
18:02Ask before you occupy, whether it is you, whether it is RSS, whether it is the BJP.
18:06There is one rule for everybody in the state.
18:09Okay, okay, Dr. Rangappa, respond.
18:11Do you have a problem with one rule in the state?
18:13That is my simple question.
18:14Is there an issue with one rule that should be applied to everybody in Rangappa?
18:19In the whole history of RSS, no criminal case has been booked against us for causing any public damage.
18:28No incidents has been booked against us for criminal activity.
18:31We have taken permission for all the route marches that have happened.
18:36And when the Karnataka government refused in Kulparga, we have gone to the court as well to obtain no objection.
18:43No, so maybe that's, Dr. Rangappa, you're speaking for the RSS.
18:46If an activity has been running for decades, and if you have permission, then what is the problem?
18:51We are only putting a gap into accountability.
18:53It's a policy issue.
18:55What the Congress is saying, Dr. Rangappa, is that if there are unregistered organizations, you're speaking for the RSS.
19:00What about the other organizations out there that need to be regulated?
19:02See, madam, let me allow.

19:05See, there are other organizations.
19:06For example, in Bangalore, there are plenty of parks and gardens.
19:11So there are a lot of yoga clubs, laughing clubs, exercise clubs, and so many other people.
19:16Do you think all these people should go to the police station, the revenue department, to obtain a NOC, to
19:22conduct their daily activities?
19:24You are causing more trouble to the common man rather than making it convenient for them.
19:30The Congress doesn't doubt that anybody is doing anything right.
19:34No, this is wrong.
19:35I will tell you why.
19:36Dr. Rangappa, you raised an issue.

19:40I will tell you why this is a big win for small organizations in the state.
19:43Because it is genuinely cumbersome for them to go to the police to take approvals every time.
19:47Now with the regulation, it definitely makes it more easier for the citizens.

20:27There is utter simplicity into the rule.
20:30Now, when any organization or anybody from the public is using government land or property,
20:35the government is accountable.
20:36What happens at that point of time?
20:38Accountability is on the government.
20:39Anything that takes place, accountability is on us.
20:42Now, let me explain the bill to you because I think it's important for your viewers.
20:45The bill very simply puts into a system that looks into application process, fees, inspection
20:51and eviction regulations for record keeping when permissions are granted.
20:55Now, when we are bringing in accountability in terms of public usage of land, I really don't
20:59understand what the BJP has to hide.
21:01Dr. Rangappa himself said that the RSS takes permission, sir.
21:04Well and good.
21:04Now, the fact that you take permission as the RSS is amazing.
21:08That's exactly what our accountability and the bill is bringing in.
21:10Please make sure that you request for permission when you look into taking or using in any public
21:14playground or law or etc.
21:17It's very simple.
21:18We are literally on the same page.
21:20But for the sake of debating and bringing in unproductive, destructive debate, I see them
21:25argue on this issue.

22:04When the Supreme Court said no loudspeakers should be allowed, what did the Congress party
22:07do?
22:08They happily neglected it.
22:10They never bothered to check any decibel levels in the mosques.
22:15And when it comes to a mandir at a temple, there are always people to regulate.
22:19But when it is in a mosque, nobody is there to regulate.
22:22This is my acquisition of the Congress party.
22:24Sir, no point derailing from the topic.
22:26The topic is about...
22:27Okay, so let me then bring it back to the topic, Dhruv.
22:32The constant allegation from the BJP is that this bill is being brought in to target the
22:36RSS.
22:37And there are indications of that.
22:39Look, today, D.K.
22:40Shiv Kumar says, absolutely not.
22:41This is something that will be fairly applied.
22:43But the reality is that in the last many weeks, we've seen multiple statements from Priyank
22:47Kargay targeting the RSS exactly over this.
22:51Actually, our minister is allowed to have his views and still write a neutral law.
22:55What matters is what he's not said in a letter, but what is printed on the bill.
22:59And what's printed on the bill is equal to every organization, not one.
23:02Now, if you want to argue intent, I don't think it makes sense.
23:05Let's argue the text.
23:06And the text names nobody in the law.
23:08It's as simple as that.
23:10Okay, Dr. Rangappa, one of the biggest contention that the Congress has constantly raised is
23:15if you don't want this kind of issues of seeking permission, the RSS should be a registered
23:21organization.
23:23Madam, we are a body of individuals under Section 191C of the Indian Constitution.
23:29The Constitution has recognized us.
23:31Many courts have recognized us.
23:33And we are a very, we are an organization that induces nationality, love for the nation in
23:44a person.
23:46So when our activity is so simple, what is the need for us to register?
23:52And if you want to register, do you want us to register under the Housing Cooperative?
23:56Do you want to register under your trust?
23:59Do you want to register under the Companies Act?
24:01Tell us where you want to register.
24:03Sir, no problem.
24:06The bill is already passed.
24:07Because we don't fit into any of this.
24:09We are a body of individuals.
24:12Do you have a separate registration for body of individuals?
24:15No.
24:15Because the courts have already said, the constitutional rights, the body of individuals can function
24:21normally.
24:21And we are functioning normally.
24:23Truth, truth.
24:24Yeah, truth, come in.
24:26Kudos to your large legacy with the RSS.
24:30It doesn't make a difference.
24:31Since the bill is passed, whether it is you, the RSS, whether it is us, the Congress, whether
24:35it is the Muslim League, whether it is the Bharatiya Janata Party, everybody has to seek permission
24:40in order to use any government space.
24:41There has to be accountability in terms of any sort of usage in government space.
24:45And the bill has been put forth and it has been passed.
24:48It's something that is equitable to everybody in this country.
24:51And we really hope and pray that you and your organization follow these laws.
25:24Okay, we'll leave it at that.
25:25Now, in the monsoon session of the Assembly, of the Karnataka Assembly will come up.
25:29It's going to perhaps pass the test of the Assembly, in which case, not just the RSS.
25:34The idea is all unregistered organizations.
25:37The RSS falls within their umbrella, falls within their bracket.
25:39And so, every time they want to hold an event in a school or any public place, they will
25:44have to seek permission.
25:45And the Karnataka government continues to maintain that no, this is not targeted at the RSS.
25:54Authorities in Bengaluru have discovered a remarkably convenient solution to the parking crisis in the city.
26:00Make citizens pay for it.
26:02So, if you live in Bengaluru, you may have to pay somewhere between 15,000 to 25,000 rupees
26:08just for parking your car in front of your house.
26:13Annual residential parking permits will be linked to the type of vehicle according to this proposal.
26:18So, what that means, if I were to simplify it, is that owners of small cars may have to pay
26:2215,000 rupees per year.
26:25Sedans would attract a fee of 20,000 rupees, SUVs 25,000 rupees.
26:29So, essentially, if you don't have a house with parking inside and have parked on the road outside your house,
26:34you may very soon have to pay up.
26:37It's a permit.
26:38So, it's not really that you're being penalized.
26:40You're essentially taking permission to park outside your house.
26:44It doesn't end there.
26:45This proposal also aims to disincentivize use of private vehicles.
26:49So, how will they do that?
26:50They're going to levy a higher parking fee during peak hours and long hours.
26:54So, effectively, because of the city's authorities being unable to address the parking crisis,
27:00they'll pass on the burden to you, the citizen in Bengaluru.
27:04Yes, Bengaluru's parking crisis is real.
27:06We all know that.
27:07We've all seen it.
27:08But citizens, essentially, are being expected in Bengaluru to pay twice.
27:13What do I mean by that?
27:14First, for the city's failures through time, frustration.
27:18We've all been there, done that with the massive traffic jams in Bengaluru.
27:22And then, again, through a new fee for the privilege of living with all of this frustration,
27:28with all of the lack of basic amenities and infrastructure in Bengaluru.
27:32And the question that will be asked is, do these kind of permits actually give you a long-term solution
27:38to the parking crisis in the city?
27:40The answer is not at all.
27:42But, as always, the solution for authorities lies in making the citizen pay.
27:49Okay, let's move on and talk about another big controversy that's been brewing for the last 24 hours.
27:55The Bar Council of India started by threatening the entire future of NALSAR's 2026 badge.
28:02NALSAR is, in fact, a university of law based in Hyderabad.
28:07In 24 hours, from threatening them, they've completely backed down.
28:11First, a blanket ban on enrollment as advocates, and then a hasty withdrawal amid outrage.
28:16Over 450 students of Hyderabad's premier law school had written to the university administration
28:21opposing the invitation to Chief Justice Surya Kant, if you remember,
28:25as chief guest for the 2026 convocation, invoking this action from the Bar Council of India,
28:30and then a withdrawal.
28:31And then you've got the CGI, who's now stepped in, and he's taken on the Bar Council of India,
28:36saying you're interfering for no reason, and has made it very clear
28:40that there should be no action against the students of NALSAR.
28:46The NALSAR University in Hyderabad is in eye of a storm.
28:51The Bar Council of India briefly froze enrollment of NALSAR's 2026 graduates
28:57after students objected to inviting Chief Justice of India, Surya Kant,
29:02as the chief guest for convocation ceremony.
29:04Around 450 students of Hyderabad's premier law school, NALSAR, had written to the university
29:11administration, opposing the invitation to the Chief Justice.
29:15The Bar Council's directive sparked outrage, forcing it to backtrack.
29:20Bar Council Chairman Manan Kumar Mishra posted a message on X announcing he was withdrawing all
29:27action against students.
29:29The order to ban the students from getting enrolled, that was improper.
29:35We also realized, we received a report that students, most of the students are innocent,
29:42and some internal politics of teachers was going on.
29:45We have no concern with the internal politics of any teacher or anybody.
29:49Therefore, we dropped the matter, and the matter stands closed.
29:54Now, Chief Justice Surya Kant has also stepped in.
