03:00Walk into your new season
03:17Good evening Trinidad and Tobago
03:18And those of you who are locked on globally
03:20This is Beyond the Tape
03:21I'm your host Whitney Husbands
03:23Now as we continue to see the TTPS work extremely hard
03:26And their presence felt
03:27Let's just say every single day
03:30They are out and about
03:32And this week alone we are seeing where instances of incidents taking place
03:37In Mount Lambert
03:38Marval
03:39Also an incident that took place at Spring Village
03:43The Valsane area as well earlier today
03:45And early this morning one in Aruka
03:48Now we will dive in a little bit further into these incidents that took place
03:52And of course the TTPS trying their hardest to make sure that they protect the law abiding citizens of Trinidad and Tobago
03:59And with us is my co-host
04:01A face that many of you know and love already
04:03We'd like to welcome ASP Russell with us this evening
04:06Co-host
04:07Thank you
04:08How are you?
04:09Good evening Trinidad and Tobago
04:10Good evening to you too
04:11On behalf of the Commissioner of Police
04:12Deputy Commissioner
04:13Assistant Commissioners
04:15And First and Second Division Officers
04:16Of the Trinidad and Tobago Police Service
04:18I hope that you had an excellent safe and enjoyable weekend
04:22And that your work has started even better than expected
04:25Yes now let's dive straight into it
04:27Because we have a lot to discuss
04:29I'm seeing a smile on your face
04:31Even yesterday when we had Captain on the show
04:34And for instance he was seeing the hardwood that he was involved in
04:37I had to give a round of applause for you
04:40And I said he would love to see that
04:41And he also gave it as well
04:43One time let's start
04:43But with this incident let's head to the Valsain area
04:46Now this that took place here
04:48Police fatally shot three men in Valsain following a car chase
04:52Now police shot and killed three men in Spring Village Valsain earlier today
04:57After a car chase that began in Maloney
05:00According to authorities just after 12 noon
05:03Officers on patrol in Maloney spotted three men known to them
05:07For involvement in multiple gun related crimes
05:10The suspects were inside a vehicle when police signaled for them to stop
05:15But they refused and sped off
05:17The men turned right at the Maloney intersection
05:21Heading west along the Churchill Roosevelt Highway
05:24Officers pursued them while requesting backup
05:27Around 12.20pm the vehicle turned off the highway
05:30And headed towards St. Augustine near the University of the West Indies
05:34Unknown to the suspects
05:36Another police team was waiting on the said street extension
05:41Police said they called on the men to stop
05:46But the suspects drew firearms and attempted to shoot their way out
05:50Officers returned fire hitting all three men multiple times
05:54ASB
05:55First of all let me say condolences to the families of these young men
06:02Who would have met their demise
06:04It's something that we have observed within the last let me say 10 to 15 days or so
06:11Persons are getting braver
06:13And they seem to have this exuberance
06:19To challenge the officers of the Trinidad and Tobago Police Service
06:23Please speak to your loved ones that are involved in criminal activity
06:37Once you point a firearm at any member of the Trinidad and Tobago Police Service
06:46We will respond accordingly in accordance with our departmental order 9201
06:53Our use of force policy
06:55Where we would greet you with the particular force
06:59So we are asking for your compliance
07:01Even if you are arrested and taken into custody
07:05You still have your life
07:08We are asking that you turn from your criminal activities
07:13And become contributing citizens of Trinidad and Tobago
07:17And let me just say this
07:19No police officer gets up to there and decides
07:22I am going to shoot someone
07:24No one
07:25There's a lot of paperwork involved
07:27There's a lot of investigation involved
07:30And Trinidad and Tobago for those who feel that
07:32There's always cover ups
07:34No there aren't
07:35There are officers who are before the courts
07:37Where investigations would have gone certain ways
07:40So we are very transparent
07:42Not only a member of the 1st Division
07:46Is the appointed person
07:49To investigate all police shooting
07:51Then we have the Professional Standards Bureau
07:54That oversees that investigation
07:57In addition to which
07:59We have the civilian body
08:00Of the Police Complaints Authority
08:03So nothing is swept under the rug
08:06Nothing is swept under the carpet
08:08And please do not go away with the notion
08:11Or the thinking
08:11Or the opinion
08:12That it is police for police
08:14Well I guess you all are making that extremely clear
08:18And it's evident with the information
08:20That you are continuing to release
08:21To the public
08:22And more information at that
08:23Where Swift Police responds
08:25Foils attempted supermarket breaking
08:27In Aruka
08:28Now officers of the Aruka Police District
08:31Arrested a man in the early hours of Tuesday morning
08:35Following a report of an attempted break-in
08:37At a supermarket at the Five Rivers location in Aruka
08:42At about 4.39 a.m.
08:45Police responded to a report of suspicious activity
08:48At Butter Bulk Supermarket located on 1st Street, Five Rivers
08:54Upon arrival, officers were alerted by members of the public
08:58And wearing a hoodie
08:59And with his face covered
09:01Was seen on the roof of the establishment
09:03During the subsequent checks of the area
09:06The suspect attempted to flee
09:07By climbing a neighboring fence
09:10He was however surrounded by police officers
09:13In a nearby yard
09:14And arrested
09:15Now the suspect
09:16A 39-year-old man
09:17Of 17th Street, Five Rivers, Aruka
09:20Was later taken to the Aruka Police Station
09:22And conveyed to the Arima Hospital
09:25For medical treatment
09:27He was treated for minor injuries
09:29And later discharged
09:31Remains in police custody
09:32As investigations continue
09:34Well, you heard the facts
09:37Yes
09:384.39 a.m.
09:39So it means that
09:40My officers are out there working
09:4224 hours
09:44Some persons may say
09:45I haven't seen them on the road
09:47But it may be that
09:49Where you passed at that point in time
09:51They were not there
09:524.39 a.m.
09:55Officers
09:55So there were several units that responded
09:59So we are out there
10:0024-07
10:02Ensuring that while you sleep
10:04You are safe
10:05Ensuring that while you work
10:06You are safe
10:08And your residences
10:09Your communities are safe as well
10:11Because
10:11I don't know if you know
10:12The Division of Trinidad and Tobago
10:13Police Service
10:14But it's to make
10:15Every place in Trinidad and Tobago
10:17A safe place
10:19And we will continue to put
10:20Our best efforts forward
10:21To achieve that
10:22That's important
10:22Thus far I have not heard anyone say
10:24That there were no vehicles available
10:28When they call the police station
10:29For response
10:30So it seems like
10:31You all master that now
10:33And vehicles are present
10:34And working
10:35Well, what happened is
10:37We have intensified
10:39The maintenance aspect of it
10:41One
10:41And two
10:43We have taken
10:43And there is an initiative
10:45Now within the Trinidad and Tobago
10:47Police Service
10:48And vehicles that are
10:49Let's say
10:50Down for small parts
10:52Like maybe an alternator
10:53We try to source one
10:54So we could utilize
10:56That vehicle
10:57To increase the fleet
10:58Because I mean
10:58You know we're talking
10:59About the resources
11:00The limited resources
11:01Throughout the country
11:02In different organizations
11:03So we want to fix
11:05Those that are not costing
11:07Much money to fix
11:08We try to repair them
11:09And put them back into service
11:10So that we can better serve
11:11The public of Trinidad and Tobago
11:13And as we continue
11:14More results with the TTPS
11:16For court in Four Roads
11:18Sting
11:18So one man and three women
11:20Have been arrested
11:21Following a sting operation
11:22Conducted by officers
11:24Of the Western Division
11:26On Monday 19th
11:28January 2026
11:30The exercise was conducted
11:31In response to report
11:32Of robbery
11:33With violence
11:34Followed by an instance
11:36Of demanding money
11:37By menace
11:38According to reports
11:40On 17th January 2026
11:42The victim was robbed
11:43Of his vehicle
11:44And other personal belongings
11:45When he was forced
11:47To stop while driving
11:48Along Cotbert
11:49Circular Diggle Martin
11:51He was later contacted
11:53By the suspects
11:53Who demanded cash
11:55In exchange
11:55For the return
11:57Of the vehicle
11:58Now acting on intelligence
12:00Received officers
12:00Proceeded to a location
12:02Along the Diggle Martin
12:03Main Road Four Roads
12:05Where strategic positions
12:06Were established
12:07While at the location
12:09The victim was approached
12:11By a suspect
12:11An exchange of cash
12:13Took place
12:14Police immediately
12:15Intervened demanding
12:16Or I should say
12:17Detained the suspect
12:18A 39 year old man
12:20Of Baird Street
12:21Maraval
12:21And secured
12:22The relevant evidence
12:24For the inquiries
12:25Led to the detention
12:26Of three additional suspects
12:27At the scene
12:28Yes
12:29Well well done
12:30To the members
12:30Of the police service
12:32Well done Western Division
12:33And again
12:34You know I stand here
12:36And when I say
12:36If you have the information
12:38Bring it
12:38We will work on it
12:39And this is what we want
12:40The partner
12:41With the citizens
12:42The partner
12:42With the community
12:43That person came
12:44They brought the information
12:46And they agreed
12:47Lesson
12:48I wanted to help us
12:49To help me get back
12:50My vehicle
12:50And we did
12:51And you see the result
12:53Vehicle returned
12:54Cell phone
12:55And discovered
12:56And persons in custody
12:58To be placed
13:00Before the court
13:01That is excellent work
13:03So we ask the public
13:04Yes there's a little bit
13:05Of courage that is needed
13:06And I understand that
13:08I understand you think
13:10About your safety
13:10And your family
13:11And the repercussions
13:12Of you bringing
13:13That information
13:14To the detention
13:15And to the police service
13:16But this is just
13:17A plain circumstance
13:19Where you see
13:20The positive result
13:21The victim taking action
13:22And moving
13:23Definitely
13:23So we are asking persons
13:25If you come forward
13:26Bring the information
13:27Bring the evidence
13:28We can find the rest
13:29Make the reports
13:31Give us the information
13:32Give us the intelligence
13:33We can do the rest
13:35It's time for your updates
13:36Let's take a look
13:37What's making
13:38Our updates with the SOE
13:39At day 188
13:42Number of operations
13:4414,341
13:46Target priority offenders
13:474,213
13:49Searches conducted
13:5194,352
13:53Traffic operations
13:559,476
13:56Total persons arrested
13:595,485
14:01Total persons charged
14:032,817
14:06Traffic offenses detected
14:0948,542
14:11Firearms recovered
14:13We are seeing an increase
14:14With the pistols
14:15Giving us a total
14:16Of 302
14:17Amunitions recovered
14:19Recovered
14:20An increase
14:20With the 9mm
14:21And now we are
14:22At a total
14:23Of 4,448
14:25Dangerous drugs seized
14:27An increase
14:27With cannabis
14:28And cocaine
14:29Again
14:29The TTPS
14:30Puts on the ground
14:32And they are moving
14:32As I always say
14:34Trinidad and Tobago
14:35Pay attention
14:35Guns
14:37Amunition
14:38Drugs
14:39Yeah
14:39We are asking
14:42That you do
14:43Your part
14:44To cooperate
14:45With us
14:46To bring the information
14:47To support us
14:48Most importantly
14:49Pray for us
14:50Because we need
14:51The covering
14:51Of the almighty
14:52Upon us
14:52You know
14:53We want you
14:54To love the police
14:55This is a relationship
14:55Between you
14:56And us
14:58Yes
14:58You don't want it
14:59To be a love heat
14:59No
15:00It's not a love heat
15:01And even self
15:03Where you may be
15:04Under this evening
15:05Or something
15:05Yes
15:06You know
15:06Based on your
15:07Driving actions
15:07Or whatever
15:08It's a gift
15:10The Lord disciplines
15:11Those he loves
15:12So it's still
15:13A measure of love
15:14Okay
15:15Because I'm certain
15:15You will learn
15:17From that experience
15:17And not do
15:18What you do
15:19Again
15:19Alright let's take a look
15:21At what's making
15:21Today's headlines
15:31And more and more reports
15:48We're seeing the TTPS
15:49Making their presence felt
15:50Of course
15:51And I'm hoping
15:52Moving forward
15:53With you
15:53You know
15:54We're seeing arrests
15:55Taking place
15:55That now the justice system
15:57Steps in to support you
15:58All in a major way
15:59Because of all the evidence
16:01That is now being pumped
16:02With individuals
16:03That are being charged
16:04And now going before the courts
16:06Well the justice system
16:07Is an independent system
16:09And I assure you
16:10That you know
16:11So many things
16:12That take place
16:13In Trenton
16:13We look at our pillar
16:15Of operational excellence
16:16Where we are putting
16:18Efforts in place
16:19Now we have case management
16:20Departments
16:21Now we're trained persons
16:22Qualified persons
16:23We have legal officers
16:24Attached to divisions
16:25Now
16:25So when you put together
16:27A case file
16:28It's supposed to be
16:30Of a great standard
16:31You know
16:32So that we can go
16:33Before the court
16:34And present our case
16:37Beyond a reasonable doubt
16:39And hence
16:39Secure that conviction
16:42So we are doing our part
16:43All wrong
16:44The judiciary
16:45Is an independent body
16:47But I know
16:48Once we bring a good case
16:49Before the judiciary
16:50They do what they have to do
16:53All right
16:54We need to take that break
16:55We'll be back with more
16:55After this
16:56As we enter into a new school term
16:59I want to reflect
17:01On the progress
17:02We have made
17:03Since the launch
17:04Of the school-oriented
17:05Policing initiative
17:06In September 2025
17:08Because of the commitment
17:10Of the principals
17:11Teachers
17:11Parents
17:13Tutor
17:14NPTA
17:15And the ministry of education
17:16We have seen
17:18A reduction in offenses
17:19And a safer
17:21Learning environment
17:22For our children
17:23I want to thank
17:24All our stakeholders
17:26For supporting
17:27This initiative
17:28Together
17:29We have made
17:31A significant difference
17:32Let me assure you
17:33That the Trinidad
17:34Tobago Police Service
17:35Stands committed
17:36To being present
17:37In our schools
17:38And our communities
17:40Because when we come together
17:42And we are all on board
17:43We can protect our children
17:45Strengthen our communities
17:47And provide safe spaces
17:49So that we all
17:50Can learn
17:51Grow

19:15Did you know that vaping with nicotine can permanently affect brain development in people under the age of 25?
19:21Did you know that e-cigarettes are associated with increased risk of stroke, heart attack and heart disease?
19:32Did you know that for some people vaping with or without nicotine disrupts the normal lung function in otherwise healthy people?
19:44Consider the consequences and don't feel free

20:161997. We have
20:18ASP Russell here with us and we're going to head
20:20straight into the phone nights. We have a caller on the
20:22line as we speak. Caller, good evening.
20:25Good evening, good evening
20:26Ms. Oswald and ASP
20:28Russell.
20:30Three quickings for you.
20:32I want to thank the TTPS.
20:34They have saved us
20:36approximately
20:37as I am counting now
20:39about $1.5 million
20:42from the
20:44taxpayers.
20:44I saw there was an
20:46operation in Varsain
20:49with the police
20:50a confrontation.
20:53One was pronounced, gone
20:54to the Great Beyond.
20:56If I calculated $25,000
20:59by
21:0010 years, 7 years
21:02will cost
21:05us, will tell us we have to
21:06pay taxpayers, we'll have to
21:08fork out about $2 million.
21:10So thanks a million for that operation.
21:12The other one is
21:14I see a lot of people
21:15have been promoted.
21:17About $50,000 and congratulations
21:19to all those who have been
21:20given the
21:22ECP
21:25senior superintendent,
21:26et cetera.
21:27I want to ask you a direct question.
21:30This is not
21:31directed at you,
21:33but to the leadership.
21:35There was an issue with promotion
21:36promotion in the courts
21:38and I'm hoping that promotion
21:40was not
21:42done
21:43as was
21:45identified
21:46by the Leonard
21:47judge.
21:48So I'm hoping
21:49that we're on the right
21:51path
21:51for cleansing
21:52and
21:53reconstructing the police service.
21:56So, excellent.
21:57And the third one,
21:59you say
21:59you want to engage us.
22:01When we see something,
22:04we say something.
22:06The attorney general
22:07on Friday night
22:08identified something.
22:10I hope the police saw it.
22:11He said
22:12two was colluding
22:13in a conspiracy
22:15to commit fraud.
22:16They have things
22:17all over in Barbados
22:18close to the governor
22:19general.
22:20They have it abroad.
22:22I'm hoping
22:22that the police
22:23understand
22:25where the attorney general
22:27was going
22:28and if you all
22:29had initiated
22:30an investigation
22:31to me
22:32as a small fry,
22:35I was
22:35thinking about
22:37money laundering
22:38because
22:38the
22:39AG was very
22:41explicit.
22:42Two was colluding,
22:44three was colluding,
22:44nice fraud.
22:45I'll go and have
22:46a nice evening.
22:47Thank you,
22:47Colin.
22:48Yes, me.
22:50You want to run
22:50the applause first?
22:53I'll take you
22:54run of applause.
22:55Just right here.
22:56Okay.
22:56I mean,
22:57yes,
22:57we are really
22:58doing our best
22:59to make every place
22:59in China and Tobago
23:00safe in keeping
23:01with our vision.
23:04With respect
23:05to the saving
23:05of the money,
23:07I don't know
23:08the math,
23:08number one.
23:09And yes,
23:10I want to say
23:10congratulations
23:11to the officer
23:11in China and Tobago
23:12who were promoted
23:13recently
23:13into the
23:16first division
23:16as well
23:17and those
23:17who would
23:18have proceeded
23:18upwards
23:20within the
23:20first division.
23:22We know
23:22that promotion
23:23is really
23:24something that
23:25a lot of us
23:25look forward to
23:26and we ask
23:27that you continue
23:28to perform
23:28or even improve
23:29your performance
23:31in the new rank.
23:33with respect
23:36to the AG
23:36statement,
23:38I would want
23:39to say
23:39that once
23:40the evidence
23:40and the
23:41information
23:41comes to the
23:42Antivago
23:43police service,
23:44we do
23:44investigate.
23:45Yeah,
23:46because I guess
23:46the question
23:47is many
23:47persons are
23:48asking,
23:49where's the
23:49TTPS when
23:50it comes to
23:50the white
23:51color crimes
23:52in the country
23:53and what
23:53are the plans
23:54or initiatives
23:55in place
23:56for that?
23:56But we will
23:57touch on that
23:57a little bit
23:57later on.
23:58We have
23:59another caller
23:59on the line.
23:59Caller,
24:00good evening.
24:00Let us
24:08congratulate
24:09the TTPS
24:10for the
24:12swift action.
24:13I just
24:14want to
24:14suggest
24:16to the
24:16SP,
24:17I know
24:17there is
24:18a social
24:19work
24:21department
24:22that works
24:23with the
24:24TTPS.
24:26First,
24:27I really
24:27get to
24:28understand
24:28the roots
24:28of crime.
24:29I think
24:30the social
24:30work
24:30department
24:31need to
24:32do a
24:33survey
24:34or research
24:35to find
24:36out why
24:36some
24:37communities
24:37and not
24:38others
24:39become the
24:40setting
24:40for high
24:41rates of
24:42delinquency,
24:43crime,
24:44substance
24:44abuse,
24:46drug
24:46marketing,
24:47and as
24:48well as
24:48gangsterism.
24:49I think
24:50that would
24:50need the
24:51TTPS to
24:51do a bit
24:52more in
24:53terms of
24:53crime
24:54prevention.
24:55I listen
24:56up here.
24:56It's
24:56complex,
24:57but it's
24:58rule that
24:58must be
24:58done.
24:59evidence-based
25:00for
25:00strategic
25:01intervention
25:02or crime
25:02prevention.
25:04Thank you,
25:04Colin.
25:05I hear you
25:07on that.
25:07There are a lot
25:08of theories
25:08out there.
25:09The theories
25:10have been
25:11tried and
25:11tested.
25:12There are
25:12theories
25:13worldwide.
25:13We have
25:13the broken
25:14windows
25:14theory.
25:16We have
25:16Cohen and
25:17Felsen,
25:17crime by
25:18opportunity.
25:19We look
25:20at those
25:21things.
25:22We have
25:23CIPTED,
25:24crime prevention,
25:25environmental
25:26design and
25:26stuff like
25:27that.
25:27We are
25:28aware of
25:29these
25:29things.
25:29Some of
25:30these things
25:30will take
25:31time.
25:32It takes
25:32money.
25:34We ask
25:35that the
25:35stakeholders in
25:36the private
25:37sector of the
25:39government,
25:39not the
25:40government,
25:40the private
25:41sector of the
25:41country,
25:42come together.
25:43You tend to
25:44find we have
25:44things like
25:45Hearts and
25:46Mind, which
25:47is an
25:47initiative that
25:48came out of
25:49the ITF
25:49based to
25:50treat with
25:51some of
25:51these
25:51situations.
25:52We have
25:52the police
25:53youth club.
25:55These are
25:56apparatus that
25:57were designed
25:57to treat
25:58with some
25:59of the
25:59social issues.
26:00But let me
26:00say something.
26:01We are
26:02asking
26:02cooperation
26:03and Tobago
26:03to come
26:04out and
26:05help and
26:06partner with
26:06the community,
26:09partner with
26:10a particular
26:10school,
26:12partner with
26:13a particular
26:13area, so
26:15that when we
26:16have to have
26:16the funding
26:17for the
26:18necessary
26:19initiatives such
26:20as, let's
26:20say,
26:21hampers,
26:22book drive
26:23back to
26:23school, you
26:24know, we
26:24fund a lot
26:25of those
26:25things in
26:25our pockets
26:26as well.
26:27I know
26:28some persons
26:28may have
26:29seen the
26:29police bus
26:31taking out
26:32kids during
26:34the Easter
26:35vacation or
26:36the July-August
26:36vacation period,
26:38you know, so
26:39we do our
26:40best within
26:41what we have
26:41financially and
26:42our resources
26:43and we are
26:43asking
26:44corporate
26:44Trinidad to
26:45share some
26:46of the
26:46profits and
26:47let's all
26:48make this
26:49place a
26:49better place.
26:50Yeah, now
26:50the first
26:51caller who
26:51called spoke
26:52about the
26:52promotion of
26:53some of your
26:53colleagues and
26:54with that being
26:55said, it's only
26:56right to
26:56showcase those
26:57who were
26:57promoted, there
26:58was nine
26:58individuals or
26:59officers I
26:59should say who
27:00were promoted
27:00to the rank of
27:02senior superintendent
27:03and superintendent.
27:04let's take a look at
27:06these highlights as
27:07they receive their
27:09promotion.
27:11So this morning I
27:13really want to
27:13commend the
27:14commissioner of
27:15police for
27:16changing the
27:17gear so that
27:19persons can move
27:20forward and
27:21continue on their
27:21journey and I
27:23would urge
27:24persons this
27:25morning, the
27:26recipients of
27:27those promotions
27:28persons to
27:29please don't
27:31ignore the
27:32cries of
27:33welfare in
27:34your journey
27:35to the
27:36top.
27:36I want to
27:37say to you
27:38today that
27:38your words
27:39as leaders
27:41especially first
27:42division officers
27:43carries weight.
27:46Your conduct
27:47as first
27:48division officers
27:49has the
27:52ability to
27:53affect lives
27:54and so
27:56is your
27:57decisions
27:58that you
27:59make has
28:00serious
28:01consequences.
28:03So as you
28:03continue to
28:05lead in this
28:05organization,
28:06may I ask
28:08you to
28:09lead with
28:10integrity,
28:12supervise with
28:13fairness,
28:15enforce the
28:16law with a
28:17level of
28:18professionalism,
28:20treat the
28:21citizens of
28:21Trinidad and
28:22Tobago with
28:22that level of
28:23dignity and
28:24also treat
28:25your officers
28:26with that
28:28level of
28:29commitment
28:30and last
28:31but not
28:32least,
28:32all that you
28:33do, guide
28:34your junior
28:34officers with
28:36wisdom.
28:37Your elevation
28:38today is a
28:39testament to
28:39merit,
28:40performance,
28:41integrity and
28:42resilience.
28:43It is a
28:43testament to
28:44the fact that
28:45despite external
28:46noise,
28:47internal
28:48pressures and
28:50institutional
28:51challenges,
28:52excellence still
28:53rises.
28:54measures, as you
28:56assume these
28:56higher rules of
28:57command, remember
28:58that the nation
28:59is watching,
29:00your supervisors
29:01are watching,
29:02the communities
29:03we serve are
29:03watching, and
29:05they expect your
29:06leadership that is
29:08steady, principled
29:09and decisive,
29:10that you understand
29:12the weight of
29:13authority and the
29:14responsibility of
29:15command, leadership
29:17that continues the
29:19downward trajectory
29:20of crime, strengthening
29:22public trust, and
29:24operationalizing our
29:25vision with
29:26discipline and
29:27clarity.
29:28The successes of
29:302025 have shown
29:31what is possible.
29:33The operational
29:34posture that we have
29:35built is strong.
29:38And now, with your
29:40promotion, the
29:41leadership bench is
29:42even stronger.
29:44Let us continue to
29:45build a police
29:46service that is
29:46respected, trusted
29:47and feared, feared
29:50only by those who
29:52choose violence.
29:53Let us continue to
29:54demonstrate that
29:55professionalism and
29:56accountability are not
29:58aspirations, but they
30:00are standards for
30:01the TTPS.
30:03And let us continue to
30:04prove that the
30:05TTPS is capable of
30:07delivering safety,
30:09stability, and
30:09justice for every
30:10citizen.
30:11The leadership of the
30:12police service is
30:13strong.
30:14And we are not just
30:15sending posts out
30:16there and then
30:16watching to see what
30:17they do.
30:19Let's teach them
30:19what to do.
30:21Let's show them
30:21what to do.
30:23Give yourself an
30:23opportunity to lead.
30:25But when you lead
30:26well, your charges
30:27will follow.
30:34The attention of the
30:36nine promoted
30:37officers.
30:38Congratulations,
30:39ESP.
30:40Hi, congratulations
30:40to them all.
30:41I mean, it's a
30:42proud moment.
30:43You will see the
30:43smiles on the
30:44faces of these officers.
30:45Oh, this is a
30:46matchup stamp.
30:46What do you call
30:47it?
30:48We call it proper
30:49drill execution.
30:50Oh, the drill
30:51execution was
30:52flawless.
30:53That's what it's
30:53right.
30:54And you know, it's
30:54nice to see that,
30:56you know, they say
30:56train a child in a
30:57way and it should not
30:58depart.
30:59You learn that kind
31:00of drill as a
31:00recruit.
31:01Oh, nice.
31:02Twenty, thirty years
31:03after, the officers
31:04still have the
31:05capacity to perform
31:06as they did when
31:09they were recruits.
31:10And I mean, you
31:11listen to the
31:11words of the
31:12commissioner and
31:12you listen to the
31:13sentiments echoed by
31:14the deputy
31:15commissioner, Mr.
31:15Benjamin, and this
31:17is what, this is
31:18the munch of the
31:18police service.
31:20And I want to add
31:21to that, professionalism,
31:23respect, integrity,
31:25dignity, excellence
31:26within the police
31:27service and outside of
31:29the police service.
31:30I mean, we, we, we
31:32are, yes, we are,
31:34we are an excellent
31:34organization.
31:35There's always room
31:36for improvement, yes,
31:36I know.
31:37Yes.
31:38But we do make
31:39really, really, really,
31:40really good effort
31:41we do make.
31:42Well, I, I must admit
31:43and this is very
31:44important and I do
31:45so and also
31:46acknowledge that
31:48from the previous
31:49years of, you know,
31:50trying to make things
31:51work and figure out
31:52the movements
31:53internally with any
31:54TTPs, especially
31:55with the image to the
31:56public, you all are
31:57trying extremely hard.
31:58Definitely.
31:58With every stride,
32:00we are seeing a change,
32:01we are seeing the
32:01effort and I'm sure
32:02the, the public could
32:04really and truly be
32:06honest and say that
32:08you're seeing a major
32:09change and we're seeing
32:10results, which is very
32:12important and not
32:13forgetting the vehicles
32:14working, the maintenance
32:16is there and the
32:16present is felt.
32:17No, you have,
32:18Ms. Smiley, I think

35:33On the roads of Trinidad and Tobago,
35:35speeding is a deadly mistake.
35:38A motorist can now be issued
35:40a $4,500 fixed penalty notice
35:44were found exceeding a road
35:46with specified speed limit
35:48by 31 kilometers per hour or more.
35:52The faster you go,
35:54the sooner you may not reach home.
35:56Slow down.
35:57Stay alive.
35:58Avoid the fight.
35:59and avoid the fines.
36:16According to the TTPS
36:17and that is the message clearly
36:19that you'll continue to push ESP.
36:21We know what we are seeing happening.
36:24Yes,
36:25and I am,
36:26I mean,
36:27we continue to speak
36:28to the motoring public
36:30of Trinidad and Tobago.
36:32Some of them refuse to listen,
36:35but we will continue to speak.
36:37And when we catch you,
36:39we will bless you with a ticket.
36:41You know there's someone
36:42who likes to say no tickets?
36:43No,
36:43no tickets.
36:44But for speeding
36:45and these reckless
36:48and dangerous driving
36:49that some of you all decide
36:51you all will continue to do
36:52and to the drifters
36:55making their videos
36:57on the nation's roadway,
36:59whether it's in front of your gap,
37:02your street corner,
37:03your community,
37:04your neighborhood,
37:04the streets belong
37:05to the government
37:06and it's a public road.
37:09Please desist from these actions.
37:13It is reckless.
37:14It is dangerous.
37:16So your cyber unit
37:16can't intervene there?
37:19Or you can't see it?
37:21We have some surprises coming.
37:22Let's just leave it that way.
37:24I'm just asking.
37:25And as we move straight
37:27into what we were mentioning
37:28with persons,
37:29please to slow down.
37:31This is the reason
37:31why we ask persons
37:32to slow down.
37:33Now,
37:34as you can see
37:35that there was an incident
37:36that happened
37:37on Cocoa Road,
37:38Marval over the weekend
37:39and this is why
37:40we ask persons.
37:41Now,
37:41we still don't know
37:42the full details,
37:43but the importance
37:44of taking your time.
37:45And that is a local road.
37:50Yes.
37:50I'm very busy at that.
37:52So it's definitely not
37:53and the two parkers
37:54and other properties
37:55damaged.
38:01Imagine you come out
38:02of your home
38:03and you hear this noise.
38:04You park in your space
38:06not thinking
38:07something like this
38:08may happen.
38:09And this is it.
38:10We caution persons,
38:12but some persons
38:13refuse to take heed.
38:15Now,
38:15he is an expense.
38:16He may have injured himself.
38:18I mean,
38:18when we speak to you
38:20children and to be,
38:21it's because we love you.
38:23We want you
38:24to reach home safely.
38:25We want you
38:25to get to your destination
38:27safely.
38:29We want you to live
38:30to see another day.
38:32And I will continue
38:34to speak and plead
38:35and beg with you
38:36until
38:37I see changed
38:40behavior.
38:41Yeah.
38:42And it's not necessarily
38:43always being intoxicated.
38:44Sometimes you're just tired
38:45and you should listen
38:47to your body
38:47and not go behind
38:49a vehicle,
38:49which is a powerful machine
38:51that could cause
38:52a situation like that.
38:53Not saying that
38:54is the incident
38:54that took place.
38:55And then sometimes
38:55on the phone.
38:57Well, that's another thing.
38:57We have a caller.
38:58Caller, good evening.
39:00Yeah,
39:00bless you to the panel.
39:02Yes.
39:02Mr. Peter and the young lady.
39:04Good evening, caller.
39:05Good evening, caller.
39:05So, congratulations
39:06to all the officers
39:07who were promoted.
39:08It is a long overdue.
39:09Long, long overdue.
39:11I always say
39:11because they work well hard
39:12and long hours
39:13risking their lives.
39:14But I wonder
39:15about other officers
39:16who are not academically fit
39:17and who are working
39:18very hard,
39:19harder,
39:20you know,
39:20day and night
39:21and risking limp
39:22and life
39:23and they cannot
39:24pass their exam,
39:27you know,
39:27because they're not
39:27academically fit.
39:29I feel sorry for them.
39:31They should be promoted too.
39:32How about this one, sir?
39:34How does that work?
39:37Well, let me tell you something
39:38and I listened to him
39:39speak about academically fit.
39:43Our police exams
39:45aren't based on
39:47whether you're the whole
39:48of any form
39:49of tertiary qualification,
39:50maybe associate,
39:52bachelor's,
39:52master's,
39:53or even PhD's.
39:54You are indeed tested
39:57on police work.
40:01But for you to reach
40:02that said exam,
40:04wouldn't you need
40:05a certain amount
40:06of qualifications
40:07to then proceed?
40:09Well, we have
40:09an entry qualification,
40:11a 50-levels
40:12and a file a driver's permit.
40:14Once you complete
40:15your probationary period,
40:17which is two years,
40:17you are now eligible
40:19to write the promotional exam.
40:20There is a syllabus.
40:23You are tested
40:24in our police duties.
40:27There is law one
40:28and law two.
40:30And now we include
40:31a management component
40:32because we want
40:33to evolve
40:34the police service
40:35and really increase
40:36our operational excellence.
40:38So what you tend to find,
40:40you are not learning
40:41to manage
40:41when you now get promoted.
40:43So there is
40:44a management component
40:45as well.
40:46And we give you
40:47the syllabus
40:48and you have to go home
40:50and learn
40:51your work.
40:54And this is the same work
40:55that you are practicing
40:57every day.
40:57And that's it.
40:58We are not asking you
40:58to have a master's degree.
41:00But you all do.
41:00Master's degree
41:01comes when you are
41:04applying for the position
41:06of commissioner
41:06and deputy commissioner.
41:08So up to the post
41:09of assistant commissioner,
41:11you have your exam,
41:13you have your interview
41:14and your performance appraisal.
41:17So all those are...
41:18Those are the three components.
41:20Yes.
41:20That they will have
41:21to mark you on.
41:21That they will mark you on.
41:23And your exams
41:24are based on police work.
41:27Quick question.
41:27You have your master's?
41:29Yes, I do, ma'am.
41:30Okay.
41:30We have a call on the line.
41:31Caller, good evening.
41:32Check out.
41:33They will mark you on
41:34and your exam...
41:35Hello?
41:37Could you mute your television?
41:42Yes.
41:44Hello?
41:44Hi, good day.
41:45Hi.
41:46Good day, Caller.
41:47Just want to make a comment.
41:48I don't know if the officers
41:50could at Roxy Roundabout
41:52those maxi-tactics
41:53stop off right
41:54and you're on the boat
41:54and cause a problem
41:55if they get through a high on it
41:57during the day
41:58or whatever.
42:00That's what I wanted to say.
42:01Thank you, Caller.
42:03I miss the aerial.
42:04He's speaking about Roxy Roundabout.
42:06Roxy.
42:06The maxis have a tendency
42:07they would stop right in the driveway
42:09to turn into First Citizens Bank.
42:11I am aware of what he's speaking about.
42:14We have officers that
42:15from time to time
42:16will patrol the area
42:17but Trinidad and Tobago
42:19have this mentality.
42:20Once they do not see the police...
42:22Could do what you want?
42:23Some of them.
42:24Not all of them.
42:24Take a chance?
42:25I think I'm seeing some change behavior
42:27within the public.
42:29So where should they stop then?
42:30Quickly.
42:31You could go a little lower down
42:32past the crosswalk.
42:34Okay.
42:34So when you pass the crosswalk
42:35and you pull to the left
42:36the person could come out
42:37and traffic could continue
42:38to flow freely.
42:40But when you stop right there
42:41on the corner
42:42I mean you create a hindrance.
42:43Of course.
42:44Passengers.
42:45The traveling public
42:46could wait a little lower down as well.
42:48You know we help the maxi
42:49post the driver
42:49and the driver help us.
42:51Alright.
42:52I hope those who are listening
42:53do the right thing
42:54because we want no tickets.
42:57Alright.
42:57We take that break.
42:58We'll be back.
43:01We'll be back.

44:59Last, last, last.
45:00Last, last, last.
45:30I wrote safe.
45:31Because life is precious.
45:33Plus, I can't afford
45:35to pay another speeding ticket.
45:40A message from the
45:41Trinidad and Tobago
45:42Police Service.
45:43And welcome back.
45:58Remember, you can give us a call.
45:59The phone lines are open 623-1711-Extension-1996-1997.
46:05ASP Russell here with us, my co-host.
46:08Now, as you all continue to work extremely hard, we are seeing that the time and effort of the members of the TTPS, they're not getting proper rest, as I see it.
46:19What are you all putting in place to make sure?
46:21I don't know if you could answer that now as the Vice President of the Welfare Association.
46:27I know you wear many hats, but what are you all putting in place?
46:32Because the mental health of your officers are very important.
46:36Well, I will tell you something.
46:37Of course, the mental health is important, and the welfare of the officers are indeed important to us all.
46:43Because, I mean, if you're not in that proper mental space or capacity, you cannot perform to your maximum.
46:50So, you know, we have arrangements within where your supervisor may observe something, and he or she could recommend you to see the social worker.
46:59However, we have situations where if you need leave, and we recognize that you need leave, we would want to have you take some.
47:08There are situations where officers would have accumulated a great amount to leave, because some persons cannot afford to go and leave based on, when you go and leave, you lose certain allowances and stuff like that.
47:18Okay, understood.
47:19So, some persons, based on their financial position, may not be able to go and leave, but we try to make things work with them, so that they don't lose too much when they proceed on vacation leave.
47:29But I tell you something, even recently, we were on a 24-24 basis, and we have since reverted back to a 24-48, which will allow that officer more time and more rest.
47:42But let me tell you something as well, if Trinidad and Tobago loves us to that extent, and they behave themselves, we would have less SOEs, less zones of special operations, we would have less restriction of leave.
47:59All right, well, let's see how things go.
48:01We have a call on the line.
48:01Caller, good evening.
48:03Yeah, hello, good evening.
48:04Good evening, sir.
48:05Good evening, sir.
48:06I just want to highlight something to AFC Russell on the WK.
48:14Yes, go ahead.
48:15First of all, again, I want to congratulate on the PTPS on the promotional proceedings for the post-division hospital.
48:23Also, PTPS SWA, Mr. Ishmael Peck.
48:29And also, the question that they made is how a person passes when he rocks the wrongabout.
48:36I mean, they said you will be able to know about regulations, right?
48:39Taxi, the higher vehicle regulations told you that you're parked 10 meters away from the wrongabout forward or reverse.
48:47So, to highlight passengers or to concede passengers, right?
48:54Right basics.
48:54And that isn't happening on one section of the East West Corridor.
48:59The whole East West Corridor would be occurring with that, right?
49:02And other circumstances, due to the carnival season, the format of the Motor Vehicle Traffic Act would be commenced for regularities and traffic,
49:18whether highway, main road or primary, and the CCTV cameras to be alerted because since the children and the summit where they were installed, right?
49:32It seems as though, like, all not working right now.
49:35And it's supposed to be working imminently because of the persons, the tourists coming from foreign, whether children at Old Tobago,
49:44and what I noticed is that these things are supposed to be working to keep the tourists safe.
49:55And safety is a precaution.
49:57Thank you, sir.
49:58All right.
49:59Thank you, caller ESP.
50:00Well, he thanked us and he congratulated us on the promotion call.
50:04We thank you and we received that.
50:06As it pertains to the tourists, we do our best to keep them safe.
50:11I mean, it is a headache situation when anything happens.
50:17Anyone?
50:17Anyone.
50:19Especially someone who is a guest in our country.
50:22There's a lot of political and international ramifications with that.
50:26So, it's something we try our best.
50:28So, when there's cruise ships in the harbors, we tend to have an increase in presence downtown Port of Spain on the ports, etc.
50:37And I hear you with the motorists, but let me tell you something, caller.
50:40And this is what I want to encourage you as I stand here.
50:43I want us to evolve and reach that place where our thinking is that of a first world country.
50:50Just like how when we travel abroad, we know that we must work with a photo ID on us.
50:55I want our driving to mirror that pattern.
50:58I want our behaviors, our thinking to mirror that pattern where we do the right thing because it's the right thing to do and not because there's a police out there with a ticketing device.
51:08We want you to do the right thing.
51:11We don't want you to comply only because there's a penalty or only because you see us there.
51:19No, no, no.
51:19I'm just saying, you know, when you spoil your children, what happens?
51:23Tickets or no tickets?
51:26Well, you'll get tickets.
51:27So, I mean, we have to straighten out and change the culture in the way in which we behave, the laissez-faire behavior of our society.
51:38I wouldn't say the majority of us are lawless.
51:40We're definitely not because if that was the case, the prisons will be overloaded and you'll know where to place people.
51:47But it's more so of what the norm was at a certain time.
51:52That doesn't mean it was right.
51:53A norm doesn't mean it's something that is right.
51:55You know, but we are now, it's almost learning again.
51:59We are learning how to walk again.
52:03Well, you know, it takes a while to turn.
52:06A big ship turns slowly.
52:08So, we are hoping that this big ship in Trinidad and Tobago, that it turns slowly and we come back to the words of the song of bring back the old time.
52:18Listen to that song.
52:22That is where we want to bring the country back to.
52:24All right.
52:25We will try our utmost best.
52:27All right.
52:27I know that we have a caller on the line.
52:29So, we will head back to the phone line.
52:30Remember, you can give us a call at 623-1711, extension 1996 and 1997.
52:36Caller, good evening.
52:38Hi, good evening.
52:39Good evening to you, sir.
52:40I just want to ask one question and then give us a situation to see if I can get some clarification.
52:48Go ahead, sir.
52:49So, the question is, does the municipal police and the regular police have different laws pertaining to traffic?
53:03There is one question and the other situation is, is that my son's vehicle got wrecked, but it wasn't wrecked for he being parked.
53:17His vehicle was shut down and I asked the wrecker if he could move the vehicle into the compound so he would not stay on the road overnight.
53:25They said that it had to be done by being a wreck.
53:30We accepted that and we went and they told us that we could come and pay for the ticket between 24 hours.
53:38We came back to pay the $500 and was told at the central police station that you have to pay $200 more because it's not 24 hours, it's midnight.
53:54It was told at the station.
53:57But the officer at the compound said, if we come back by within 24 hours, we just have to pay the $5.
54:05So, did you, I wonder if he paid it?
54:10Hold on.
54:11Hold on.
54:12I was trying to find out if the caller actually paid it or if they had that situation rectified.
54:18Jack, we have the caller on the line, sir.
54:22I don't know if Jack is here, but if he is still on the line, we want a mark on the line.
54:28ASP has.
54:30Caller?
54:31Yes, I'm here.
54:32ASP.
54:32So, did you pay the $500 or did you pay $700 in total?
54:38He was told that he had to pay $700.
54:41But you paid it?
54:42We paid the $700, yes.
54:44You paid it.
54:45But you said the vehicle was wrecked because it shut down?
54:49The vehicle was shut down and we asked the wrecker to move the vehicle in as a favor to put it in the compound.
54:55They said it has to be considered as a wreck.
54:57So, we accepted the fact that we would pay the $500 because we didn't want to leave it on the road overnight.
55:04Okay.
55:05So, we accepted to pay $500 because that's what they said.
55:08We had to take it as a wreck.
55:09But when we went to pay the $500, the officers at the station were saying that it's not midnight, it's not 24 hours, it's midnight.
55:18So, you had to pay $5 plus $2, which I feel, which I find is wrong.
55:25Yeah.
55:25Thank you, Kolo.
55:26All right, Kolo.
55:27So, I now understand what you said.
55:29So, you agreed to have the vehicle wrecked.
55:30So, it was considered a wreck.
55:31So, you had to pay the $500 and you were okay with that.
55:34Well, from what I understand, once the vehicle overnights in the compound, you have to pay the impong fee.
55:40So, let's say you are wrecked at 8 a.m. in the morning.
55:44Was he really wrecked, though?
55:45Well, he agreed.
55:47So, you still have to pay the storage fee.
55:49Yeah, well, I mean, the cash are down.
55:50Right, the cash are down.
55:50He asked.
55:51But he agreed.
55:52Right.
55:52So, if he agreed, wouldn't it be at least noted that it's not really a wreck?
55:58But he agreed.
55:59Well, how it is, whether it's not really a wreck or it's really a wreck, he agreed to pay the $500 for the wreck.
56:06So, that the vehicle will go into the impong yard and it will be stored safely.
56:10Right.
56:11Yeah.
56:12And I guess the officer that didn't have all the information probably told him about the $200 based on him not having all the information.
56:20It's something that we could look into, Kolo.
56:22If you give me your number, you leave your number with Jackie.
56:24We have that.
56:25I would definitely get further information.
56:27But we know in the typical sense, in the regular sense, once your vehicle is wrecked and it overnights, you have to pay an additional $200 for every additional night that it spends.
56:38Yeah.
56:39But that officer should have at least have something documented.
56:42Yeah.
56:42Relay that information for the next officer coming in so it will be clear because the person was law-abiding and was cooperating with the officer.
56:50Definitely.
56:50And trying to work on understood what took place.
56:53All right?
56:53So, what are we going to do tomorrow?
56:57You wouldn't be here with us tomorrow, but we are dealing with zones of special operations tomorrow.
57:03The conversation continues.
57:04We are turning at law with Mr. Ali, who will be here with us to finalize and talk about more on this.
57:09Thank you so much, ASP Russell, for being here with us.
57:12News is up next at 7.
57:13TNT.
57:14We'll be back tomorrow.
57:15Same time, same place.
57:16We're out.
57:17God bless.
57:17Have a good evening.
57:18We'll be back tomorrow.
