00:42And Russia called on the international community to condemn the increasing US military deployment
00:47in the Caribbean.
00:55Hello and welcome to From the South.
00:56I'm Alejandra Garcia from Telesurf Studios in Havana, Cuba.
00:59We begin with the news.
01:01The United Nations Climate Change Conference COP30 is taking place in the Amazonian city
01:21of Palen de Pará, with high-level representatives from almost 200 countries in attendance.
01:27In this scenario, debates focused on how to address the climate crisis before catastrophic
01:33levels of global warming become inevitable.
01:35The main topics of the conference include the fight against greenhouse gas emissions and
01:41the transition to a low-carbon economy.
01:43During the two weeks of talks, issues related to climate action, forest preservation, the
01:49promotion of biofuels and the guarantee of social justice will be addressed.
01:54And in his opening speech at COP30, Brazilian President Luis Inácio Lula da Silva emphasized the importance
02:06of multilateralism for sustainable development, stating that the budget for tackling climate change
02:11climate change, which must take precedence over that for processing weapons.
02:16The men that go to war, if they were present here at the COP, they would perceive that it's
02:22much more cheaper to put $1,300,000,000,000,000 for us to end with the climate crisis than to
02:31put 2 trillion dollars and $700,000,000,000,000,000 to buy weapons and go to war.
02:41For his part, United Nations Climate Chief Simon Steele urged nations at the COP30 Conference
02:46to speed up efforts to reduce emissions and keep alive the goal of limiting global warming
02:51to 1.5 degrees Celsius.
02:56have so much more work to do. We must move much, much faster on both reductions of emissions
03:07and strengthening resilience. If science is clear, we can and must bring temperatures
03:14back down to 1.5 degrees Celsius after any temporary overshoot.
03:22Everything is not a strategy. We need solutions.
03:41Also on Sunday, another shipment of humanitarian aid left a Venezuela bond for eastern Cuba
03:46to help those affected by Hurricane Melissa. The before-mentioned cargo counts with more
03:51than 5,000 tons of food, medicines, household goods and toys. From the international port
03:57of La Guayra, the ship set sail with 102 containers sent by President Nicolás Maduro through the
04:04Alma Bank. It was also announced that a brigade of 22 electrical workers departed to help repair
04:11the damage caused by the weather phenomenon. This is the second shipment of humanitarian
04:17aid from the Bolivarian Republic to Cuba, following the delivery by air of 26 tons of food and other
04:23supplies on October 30.
04:32Just a few hours ago, we sent more than 5,000 tons of food, toys, medicines, all kinds of goods. A few hours
04:39away from the pass of Hurricane Melissa, we asked the ambassador when the airport opens the best. At 8 in the morning,
04:46tonight in the morning, Venezuela was already there. It must be clear that today we are seeing this 22
04:53professionals next to the brother, Ambassador Jorge Mayo, in the manifestation of love from one people
04:58to another. The Venezuelan Vice Foreign Affairs Minister for Latin America accompanying the 22
05:06professionals in the area of electric energy sent to help the Cuban people.
05:10We are speaking up from the international airport, Simon Bolivar, in the name of President Nicolás Maduro,
05:19with 22 professionals in the areas of electric energy transport and public works, 22 chosen
05:25professionals, the best professionals in each of their specialties that will go to Cuba to strengthen
05:30the Cuban teams after what you have gone through, the passage of Hurricane Melissa that caused damage.
05:36The Sister Republic of Cuba must understand that these 22 professionals going to the Sister Republic of Cuba
05:43will strengthen the teams. There, they have the purpose of being able to recover the power line,
05:48being able to make diagnoses to continue sending aid that will arrive in the next hours.
05:57In this context, Cuban President Miguel DĂaz-Canel posted the following on X.
06:03As a sign of the strong broadhood between Cuba and Venezuela, the government and people of that nation
06:08are sending an inshepment of humanitarian aid to the eastern part of our country. We appreciate this
06:14gesture of solidarity and humanism. Warm regards to President Nicolás Maduro.
06:26And in Venezuela, the General Directorate of the United Socialist Party of the country celebrated last
06:31weekend the elections for the Bolivarian Comprehensive Base Comedies. The Secretary General of the PSU
06:37videos, Dago Cabello, stated that the electoral process was a resounding success with massive
06:43participation. He emphasized that the participation of the Venezuelan people demonstrated unity in times of
06:50imperial threats and therefore described the election of the Bolivarian Comprehensive Base Comedies
06:56as extraordinary. And now we have a short break coming up, but first remember you can join us on

07:11We'll be right back, stay with us.
07:13Welcome back to From the South. On Monday, the Argentine Federation of University Teachers confirm
07:28a 72-hour strike that will take place this week. The aim is to put pressure on the government to
07:34implement the university financing law. The strike, which will take place from November 12th to 14th,
07:41will call for improved incomes in the teaching sector and demand solutions to the budget emergency
07:47declared by school institutions. The protest is directed against the decision by Javier Millet's
07:52government to suspend the implementation of the university financing law. This law,
07:58ratified by Congress after a presidential veto, provides for the updating of operating expenses,
08:05the creation of funds for infrastructure, scholarships, strategic careers and academic
08:10activities. The teaching sector warned that if no progress is made in implementing the law,
08:15it could affect the start of the 2026 academic year as an additional measure of pressure.
08:28And we go now to Peru. The General Confederation of Peruvian Workers requested that the government
08:33increase the official minimum monthly wage due to the rise in the cost of living in the country.
08:39The Secretary General Gustavo Minaya explained that the demand was submitted to the Ministry of Labour,
08:44where they expect the request to be analysed and a response to be given. Minaya explained that the
08:50minimum wage is set to at $333, which is insufficient in relation to the high cost of living in the
08:57country. The Secretary General also added that the basic subsistence basket is valued at least $540,
09:05so he reminded that the pensioners and retirees union also need better wage adjustments.
09:18Russia urged the international community to condemn the increasing U.S. military deployment in the
09:23Caribbean. The state, Duma, presented a draft appeal to Parliaments of the United Nations Member States
09:29regarding the military presence of the United States near the coast of Venezuela. In the letter,
09:35Russian deputies urged Washington to stop its aggressive and provocative actions under the
09:40products of fighting drug trafficking. The state, Duma, points out that the military escalation contradicts
09:46the principles and norms of international law of the United Nations charter, increasing tensions in the
09:52Latin American and Caribbean region. And we go to China. The country announced the suspension of
10:03tariffs imposed on U.S. vessels for one year period. The Chinese Transportation Ministry said in a statement
10:10that the measure coincides with a similar suspension imposed by Washington. The move follows several rounds
10:16of trade and economic consultations between the two powers and the recent summit between Presidents
10:22Xi Jinping and Donald Trump in South Korea. This led to a reduction in tariffs on Chinese products from
10:2857 to 47 percent and the authorization to purchase U.S. agricultural products.
10:34Now we stay in the United States. The country's Senate achieved a majority vote necessary to advance a bill
10:46that would end the federal government shutdown. The Senate reached the 60 votes needed to take the first
10:52step towards ending the shutdown. In this scenario, eight Democrat senators agreed to support a package that
10:59would fund multiple agencies and programs for the entire fiscal year until January 30, 2026. However,
11:07some senators assert that the decision will destroy the healthcare system and make it much more expansive
11:14for the majority of citizens. In this regard, Democrat Senator Bernie Sanders claims that policing the
11:20country's top 1 percent of millionaires will cost nearly 50,000 U.S. citizens' lives per year.
11:29This was a very, very bad vote. What it does, first of all, is it raises healthcare premiums
11:39for over 20 million Americans by doubling, and in some cases tripling or quadrupling. People can't
11:46afford that when we are already paying the highest prices in the world for healthcare. Number two, it paves
11:52the way for 15 million people to be thrown off of Medicaid and the Affordable Care Act study show.
11:58That will mean that some 50,000 Americans will die every year unnecessarily. And all of that was done
12:06to give a trillion dollars in tax breaks to the 1 percent. As everybody knows, just on Tuesday,
12:12we had an election all over this country. And what the election showed is that the American people want
12:18us to stand up to Trumpism, to his war against working-class people, to his authoritarianism. That is what the
12:26American people wanted. But tonight, that is not what happened.
12:34In order to reduce air traffic, U.S. airlines canceled thousands of flights as air traffic
12:39controllers did not report to work due to the government shutdown. The air traffic controllers
12:45union stated that this is the second pay period in which they have not received their salaries,
12:50resulting in thousands of flight cancellations and delays due to a lack of staff. Between Saturday
12:56and Monday, nearly 3,000 flights were canceled and another 1,000 cancellations are expected on Tuesday.
13:02And in this regard, the Senate took a first step toward ending the shutdown, but final approval could
13:08still take several days. Also, experts have said it will take time for flights to return to normal.
13:22On a Monday, U.S. President Donald Trump granted a broad pardon to nearly 80 people, including political
13:28allies and adversaries, who participated in attempts to reverse the results of the 2020 election,
13:33in which he was defeated by Joe Biden. The U.S. President stated that he is granting a full and
13:39unconditional pardon to those who, according to his version, sought to point out alleged vulnerabilities
13:46in that year's electoral process. The order states that the decision seeks to end the period of
13:51polarization and prevent future administrations from bringing criminal proceedings against those who
13:58benefited. Among those benefiting are high-profile names, such as the former Major of New York,
14:04Rudy Giuliani, the former White House Chief of Staff, Mark Meadows, advisor Boris Epstein, and lawyers
14:12John Eastman and Kenneth Chesebro, and also several former Republican Party leaders in key states,
14:18such as Georgia, Arizona and Nevada.

14:50Welcome back to From the South. On Monday, former French President Nicolas Sarkozy was released from
14:59prison after a judge ruled he could serve the rest of his sentence at home. The former president had
15:04been sent to prison on October 21st after Barras Court gave him a five-year sentence for a criminal
15:11conspiracy over a scheme to obtain election campaign funds for his 2007 presidential race. Sarkozy denies any
15:19wrongdoing and has appealed against that verdict with a French fresh trial on appeal scheduled for next
15:26spring. For the time being, he will serve his sentence at home with strict judicial controls. He is
15:33forbidden from talking to any officials from the Justice Ministry, including the Justice Minister
15:39Gérald Darmanin, and he is also banned from leaving France.
15:53Now let's talk about Palestine. On Sunday, leaders of Islamic Jihad and Hamas raised their voices to
16:09denounce Israel's continued violation of the ceasefire and actions that are exacerbating the
16:15humanitarian crisis in Gaza. The Deputy Secretary General of Islamic Jihad, Muhammad Al-Hindi, warned that the
16:22plan promoted by the United States to deploy an international force in the Gaza Strip could
16:28contain ambiguities that favor Israeli interests. For his part, Hamas spokesman Ismail Radwan asserted
16:36that Israel continues to violate the ceasefire deal. Hamas indicated that more than 240 people have been
16:42killed during this incident and denounced that the amount of humanitarian aid entering the Gaza Strip is
16:48less than agreed. The Gazan authorities point out that since October 2023, Israeli attacks have caused
16:55severe damage to homes, hospitals and essential infrastructure.
17:10In the far north west of China lies the Jiangyan Uyghur Autonomous Region located in Central Asia and home to the Uyghur
17:28people. Today, it combines its rich cultural heritage with urban development that seeks to preserve its
17:34ancient identity and ancient identity. Our correspondent Bruno Falci brings us more details.
17:41With over 2000 years of history, Kashgar was the gateway to China for the ancient Silk Road.
17:48The city remains a vital center of Uyghur culture, where its musical, architectural and craft traditions are kept alive.
17:57These instruments are traditional to our Uyghur people. This one is called a tambour. It is the longest of our
18:08instruments and holds an important place in our culture, being the main instrument during the
18:12traditional ceremonies, especially in mukan performances. This other one is a rub-up, another
18:18key instrument of the Uyghur people and one of the most important in our musical traditions.
18:22This is the dotar equally essential and never absent from our music. My profession is also related to
18:27the tambour. I started learning it as a child with my father. Now I work at the local culture
18:32company in our community. Everyone learns at least one of these instruments from a young age. We have
18:37always passed on the music and cultural tradition for these instruments and now our children are learning
18:43them too. From childhood, every Uyghur family teaches their children at least one of these instruments.
18:51passing on music and traditions that strengthen the community's cultural identity.
19:07through the building, these movements are the importance of equity we are using,
19:33The Chinese government has allocated $39 billion to heritage restoration, infrastructure and
19:44tourism projects in Xinjiang, strengthening the local economy and preserving Uyghur culture.
19:55Kashgar is my favorite place in all of China. It blends modern development with a unique
19:59local culture. The markets, the music and the historic architecture feels like I'm experiencing
20:04a city that has preserved its identity throughout the centuries. It's an unforgettable experience
20:09for me.
20:10From Kashgar, a historical city where music, traditions and development intertwine, Uyghur
20:17culture continues to be a bridge between past and present, preserving its richness and sharing
20:24it with the world.
20:25Bruno Falsi, Kashgar, Xinjiang, for Telesur.
20:34And now, in other information, this Monday, High Level Authorities took part in the official
20:38presentation of the 2026 FIFA World Cup in Mexico. The event replaced the traditional morning
20:45press conference by Mexican President Claudia Sheinbaum, led by the President herself. Interior
20:51Secretary Rosa Isela Rodríguez Velázquez was in attendance as well, who is coordinating the
20:57government's work for the 2026 World Cup, alongside Gabriela Cuevas and the Executive Director
21:03of FIFA in Mexico, Jorgen MaĂnca. Authorities provided details about the World Cup celebrations
21:10in Mexico, hosting 13 matches. The opening match will take place at the Azteca Stadium in Mexico
21:17City, while the cities of Guadalajara and Monterrey will be the other official venues.
21:24When I welcomed Gianni Infantino at the National Palace, he said something that is true.
21:35He arrives at a press conference and puts a ball down, and everyone who sees it smiles.
21:49And that is what we want the World Cup celebration to be like in our country. A moment of joy for
21:59girls, for boys, for young people, for all ages. This World Cup in our country, as you know, is the
22:13third World Cup to be held here, together with the United States and Canada. It represents a very special
22:22moment for our country. First, the opening ceremony will be held here, the third World Cup opening
22:29ceremony to be held here in Mexico City. There will be 13 matches played in our country. And it is a time
22:37not only to watch football, the best football, but also a time to share with the world who we are, what Mexico is.
