00:00The Venezuelan Vice-Presidency announced it's seeking to terminate the Energy
00:16Corporation Agreement with Trinidad and Tobago over ongoing military provocations.
00:21Authorities in Jamaica, Haiti, Cuba and the Dominican Republic ordered the immediate evacuation
00:30of thousands of people ahead of Category 5 Hurricane Melissa.
00:37And Russian President Vladimir Putin ratified the Treaty on Strategic Partnership and Cooperation
00:43with Venezuela that was signed in May 2025.
00:52Hello and welcome to From the South, I'm Alejandra Garcia from Telesur Studios in Havana, Cuba.
00:56We begin with the news.
01:10Venezuela denounced the government of Trinidad and Tobago for orchestrating a military provocation
01:16plan aimed at destabilizing the Caribbean in alliance with the US Central Intelligence Agency.
01:23The strategy, as outlined in the Executive Report, appears to be a deliberate attempt to create
01:29a justification for military aggressions against Venezuela.
01:33This would represent a blatant violation of the Caribbean people's sovereignty and peace,
01:38and in this context, the Venezuelan authorities urged the international community to maintain
01:44a firm stance against the interventionist actions of the United States against the countries
01:49of the region which, under the excuse of combating drug trafficking, have attacked fishing boats
01:55from various Caribbean countries.
01:57The denunciation emphasizes Venezuela's willingness to defend its territorial integrity and its right
02:03to self-determination in the face of a new US interventionist manoeuvre.
02:15In response to these intrusive actions, the government stated, Venezuela reports that it has captured
02:21a mercenary group with direct information from the US intelligence agency, the CIA, and has determined
02:28that a false flag attack is underway from the waters bordering Trinidad and Tobago, or from
02:33Trinitarian or Venezuelan territory itself, which will generate a full-scale military confrontation
02:40against our country.
02:41The statement continues.
02:43This policy of surrender and betrayal of the constitutional principles of Trinidad and Tobago has ended
02:49up hitting the very people of Trinidad.
02:52Innocent fishermen have been victims of extrajudicial executions in the Caribbean Sea, revealing the
02:58repressive and criminal nature of the current government, which shouts at its own people under
03:03the slogan, KILL THEM ALL, and celebrates the summary execution of the people of Trinidad,
03:09while opening the doors to moderate foreign troops.
03:16In this context as well of Trinidad and Tobago complicity with U.S. aggressions against Venezuela,
03:21the Vice President of this country and Hydrocarbons as well Minister, Delsi Rodriguez, announced
03:26that she will ask President Nicolás Maduro to terminate the Energy Cooperation Agreement
03:32with Trinidad and Tobago.
03:35This management, both from the Ministry and its operator, BDVSA, have decided to propose
03:41to President Nicolás Maduro the immediate termination of the Framework Agreement for
03:45Energy Cooperation between the Republic of Trinidad and Tobago and the Bolivarian Republic
03:51of Venezuela, which was signed in 2015 with a term of 10 years automatically renewed in
03:57February of this year for an additional 5 years and Article 13, No. 3 gives either party the
04:05authority to terminate this agreement.
04:11The current government of Trinidad and Tobago's collaboration with the militarization of
04:15the Caribbean by U.S. forces leaves the country increasingly isolated in a region that demands
04:21peace and respect for international law.
04:24Governments and peoples of Caribbean countries have denounced the intimidating manoeuvres of
04:29the Department of War and the constant threat against the Bolivarian Republic of Venezuela.
04:34The influential Trinitarian politicians and former minister Keith Rowley has expressed his
04:40deep rejection of Kamla Persad-Bissasar's decision, describing it as grave, dangerous and irresponsible.
04:49The former premier gave a detailed account of how he and other Caribbean leaders have maintained
04:54a firm stance against the interference of powers in the region.
04:59I am so disturbed about this.
05:06You will recall, not too long ago, there was a situation where the United States government
05:16led arguments, OAS and the European Union, about regime change in Venezuela.
05:25And it got very heated and it got to the point where people were expecting physical action.
05:36The European Union had given Maduro eight days to leave office.
05:42The Canadians had said to us in CARICOM, time for talk, over.
05:48And our question was, time for what now?
05:51And of course, the United States had its view on Venezuela and the details.
05:57You carried it in your media, you know all about it.
05:59How did Trinidad and Tobago react to that situation?
06:05Trinidad and Tobago, as a leader in CARICOM, on that matter, took a leadership role
06:11to preserve the Caribbean as a zone of peace.
06:16And we headed to New York.
06:22The Prime Minister of Barbados and myself, we went to the office of the Secretary General
06:29of the United Nations to take a different position on the Venezuelan issue.
06:36And the United Socialist Party of Venezuela, PSUV, supports the Bolivarian government's
06:44condemnation of a false flag attacks that are underway in the region to justify direct
06:49aggressions against the South American nation.
06:52The Venezuelan government has denounced several attempts at false flag attacks linked to the
06:56deployment of U.S. military personnel in the Caribbean region.
07:00In this context, the first Vice President of the United Socialist Party of Venezuela,
07:05Diosdado Cabello, also outlined the ongoing initiatives undertaken by the government to
07:11ensure national defense and security for all Venezuelans without exclusion.
07:16Additionally, he provided an assessment of the peace marches held this Monday across several
07:22eastern states of the country.
07:23And we stay in Venezuela, in the state of Sucre, in eastern Venezuela, a mobilization for peace
07:33and against the war takes place.
07:35The people of eastern Venezuela is mobilizing from early Monday morning in response to the
07:41call for peace and at the request of the regional authority of that South American state.
07:46With signs and slogans as well, the people of Sucre show their support for President Nicolás
07:52Maduro and the country's defense forces in the face of threats from the U.S. government
07:56following the deployment of military troops in the Caribbean.
08:00Regarding this, Governor Johanna Carrillo emphasized the need to maintain a firm stance
08:05in defending the peace and sovereignty of Venezuela and called for continued efforts to promote
08:12the growth and development of the country.
08:13Also in Venezuela, a survey revealed that Leopoldo López, a far-right fugitive from justice for
08:24the past five years, is considered the most unpopular political leader in the country.
08:29According to the results of the survey conducted by the firm Hinterlasis, 92% of those surveyed
08:35expressed an unfavorable opinion about the leadership and political performance of Leopoldo López.
08:41The nationwide study was conducted based on 1,200 interviews and has a margin of error of
08:49approximately 3%.
08:50The firm Hinterlasis specified that the data is part of its monthly monitoring of public
08:56opinion and analysis of social and political trends as well as evaluation of public figures.
09:02And now we have a short break coming up, but first remember you can join us on TikTok at

09:17Welcome back to From the South, and now we are heading to La Guaira, where the women of
09:45Caraballeda Fisheries Cooperative are breaking all the rules.
09:49Through the Waving Nets program, they process fish, create value-added products and consolidate
09:54a collective brand that allows them to market their products, build community and continue
10:00to empower themselves.
10:01Our correspondent, Álvaro Fragua, with the details.
10:04The work begins at sea, but it continues on land.
10:10There the women of the Caraballeda Fishermen's and Fisherwomen's Council receive all kinds
10:14of catches and transform them into different products for national and international consumption.
10:19Rosemary tells us about the various ways of preparing tuna.
10:22Tuna can be prepared in many ways in salads, as an antipasto, stewed, shredded, however you
10:30like it, grilled, it depends.
10:32It's a versatile food that can be used in anything, in anything.
10:36With the support of the government, this work has enabled them to organize around the
10:39Kunpa Collective brand, which already has 25 products.
10:42Not only do they promote the local market, but they also seek to cross borders.
10:46Right now we have about 25 products that are already recognized by the collective brand,
10:56which is Kunpa, and that helps us to market them in a car market, and for it to be exported,
11:01is our great dream.
11:03Beyond production, this space also means independence and dignity for the women of the community.
11:08It's feeling like a person who is, at least, how can I put it?
11:16At home you're a decoration, a decoration that cooks.
11:19Not here, here you come to work, and, as well as working, you have extra money in your pocket.
11:25At sea, reality is also marked by external aggression.
11:29Despite U.S. warships and threats, fishermen and fisherwomen insist on their resilience and
11:34perseverance.
11:35We will continue to fish, we will continue to go out against all odds, we will not stop,
11:48we are producing, we have awareness.
11:51The fishing sector today is incredibly organized, and that has influenced a lot in everything
11:56that has to do with production.
11:58But more than that, we are not afraid.
12:00This project not only ensures protein-rich food for schools, health centers, and communities,
12:06but also sends a message of organization and empowerment to other women in the country.
12:12Well, I tell those women to empower themselves, to be well-empowered, because this work is
12:16not just for men.
12:17Women also have the right to get on a boat, go out and fish, because we are empowering
12:22women, if they do it, we do it too, and sometimes we do it even better.
12:25Between nets and pots, fisherwomen show that the sea is not just a man's world, their work
12:30is an example of a people that produces, resists, and empowers itself.
12:34And the Caribbean is on alert due to Hurricane Melissa, which has now reached Category 5.
12:54The authorities in Jamaica, Haiti, Cuba, and the Dominican Republic ordered the immediate
12:58evacuation of thousands of people to save locations in anticipation of heavy rains, flooding,
13:04and the risk of storm surges and landslides as well.
13:07As it approaches Jamaica, the weather system is recording winds of up to 260 kilometers per
13:14hour as a precautionary measure.
13:16The Jamaican government set up 881 shelters, closed all airports, and evacuated the capital,
13:23Kingston, and other cities.
13:25For its part, the Cuban government will evacuate more than 250,000 people in Santiago de Cuba
13:31and has declared a maximum alert in four other provinces of the island.
13:36Hurricane Melissa has killed so far three people in Haiti and one in the Dominican Republic.
13:42Both countries have ordered the evacuation of nearly half a million people.
13:46Also in this context, in Cuba, the power company reinforced its infrastructure in the eastern part
14:02of the country ahead of Hurricane Melissa's arrival.
14:05The company's director, Javier Calero-Roman, explained that the stability of solar panels
14:11is ensured, both in parks that are already operational and those that are under construction,
14:17with protective slings, structural enforcement and inspection as well of foundations.
14:23Also, pruning work has been carried out in risk areas to prevent damage to poles and cables,
14:29and the power company also urged the public to exercise caution around falling cables or transformers
14:35and to monitor the equipment.
14:41And we continue with more information about Hurricane Melissa.
14:45Our correspondent, Crystal Hoyden, brings us more details on the risk facing Jamaica
14:50and the protective measures adopted by the government.
14:53Jamaica is facing what could be one of its most dangerous storms in recent years,
14:59as Hurricane Melissa rapidly intensifies south of the island.
15:04Prime Minister Andrew Holness addressed the nation on Sunday night with a stark warning.
15:11Based on current assessments, all of Jamaica will likely be affected by hurricane conditions,
15:16meaning heavy rains and winds above 100 miles per hour.
15:19It is also likely that hurricane conditions could linger over Jamaica
15:23due to the slow-moving nature of this system.
15:27The Prime Minister highlighted the serious dangers ahead,
15:31pointing to widespread flooding, landslides in high-risk zones.
15:36He made clear that some communities are especially vulnerable.
15:40Low-lying areas, coastal areas, river courses, gullies and other waterways
15:44will overflow either from excess rain or storm surges.
15:50Extended rainfall and heavy rain flows will also trigger landslides in hilly areas.
15:58Buildings and activities in or along those waterways or hillsides
16:02will be at high risk of damage, complete displacement and loss of life.
16:08Hurricane winds will most certainly damage roofs and compromise some structures.
16:14In response, the government has triggered national disaster protocols,
16:20granting emergency powers, activating shelters and preparing for large-scale evacuations.
16:28We have issued an order under the Disaster Risk Management Act
16:31declaring the entire island of Jamaica a threatened area.
16:36This provides us with the legal framework to take all necessary measures
16:40to safeguard lives and property during the hurricane.
16:44All our national agencies, ODPEM, the JDF, the JCF, the NWA,
16:49and our first responders are on high alert.
16:52Shelters have been prepared, supplies pre-positioned,
16:55and emergency teams are standing by across the island.
16:58Hurricane Melissa is expected to make landfall on Tuesday
17:02as a catastrophic Category 5 hurricane.

18:40We have doctors and health professionals in different regions of Saudi Arabia
18:45and there is an agreement between both ministries of health.
18:49Biotechnology is an area in which Cuba is very strong
18:52and we believe that this is also a sector in which we can reach concrete agreements.
18:57And also Russian President Vladimir Putin ratified the Treaty on Strategic Partnership and Cooperation
19:06with Venezuela that was signed in May 2025.
19:10On Monday, the Russian President signed a decree ratifying the association agreement with Caracas
19:16in which both countries expressed their willingness to strengthen multifaceted and beneficial cooperation
19:23in the areas of trade, economy, investment, science, technology and culture.
19:28In addition, the treaty expands bilateral interaction on security
19:32and denounces racism, genocide and other crimes.

20:56Council President Clement Attang in Ghana announced that Villa had won his eighth term with 53.66% of the vote.
21:04The announcement came a day after four people were killed and several members of the security
21:09forces were injured in Douala during protests led by opposition supporters.
21:15In this scenario, opposition candidate Issa Tashiroma Bakari, who had declared himself the winner
21:22the winner of the winner of the election, obtained 35.19% of the votes.
21:33And in the United States, the government shutdown now in its 26th day threatens to leave millions of low-income people
21:39without food stamps, but with reduced assistance on Sunday.
21:44The Department of Agriculture reported that the well has run dry, meaning they will no longer
21:49have the resources to guarantee food aid to low-income populations.
21:54In this scenario, food aid will not be distributed starting in November, putting more than 46 million
22:00people at risk.
22:01The Supplemental Nutrition Assistance Programme is used by 1 in 8 people in the United States
22:07and plays a vital role in many family budgets for food purchases.
