01:44All right, viewers, let's get you up to speed with the latest news break that has just come in from State of War Bihar.
02:02Well, now in high gear, the politicking.
02:06BJP has announced its second list of candidates.
02:09Meitli Thakur, amongst the 12 names announced, will contest elections from Ali Nagar.
02:15Chirag Patswan also announces first list of 14 LGP candidates.
02:20I want to quickly cut across to my colleague Piyush, who's joining us for more updates on this from Patna Piyush.
02:26All of this in the backdrop, even if you look at the NDA camp, all not well, says one of their own allies, Upendra Kushwa.
02:35Well, certainly, Preeti, a lot of biffering is going on in NDA camp.
02:45Upendra Kushwa is the man to whom the top Bidip leaders tried to pacify in a late night meeting.
02:51And after a meeting with these leaders, he had also flown to Delhi, where he met with a home restaurant.
02:56And after that meeting, he is now saying that NDA is going to form the government comfortably in the state of Bihar.
03:03But despite these claims that are now coming out, all is not well.
03:07Why? Because still, the discussions are going on in NDA among the political parties like Upendra Kushwa, Chirag Patswan, J.D.'s Nitesh Kumar.
03:18That which party will contest from which seat amidst all these discussions, BGP has also released a list of 12 more candidates.
03:28So, so far, out of 101 sitting, 101 candidates of BGP, it has now officially declared the names of 83 candidates.
03:3818 more names are to be announced on the other side.
03:41J.D. has also announced the names of its 57 candidates.
03:45LJP has announced the names of 14 candidates.
03:48LJP has announced the names of 6 candidates on all seats.
03:51But Upendra Kushwa has not officially announced the name of any candidate.
03:566 seats have been announced to Upendra Kushwa.
03:58So, all is not well.
04:01That's what he had claimed.
04:02But now he is claiming that NDA will comfortably form the government in the state of Bihar.
04:07Discussions are still going on.
04:09We will have to wait and watch for how long.
04:11These, you know, deliberations will go on.
04:14Why? Because we have very limited time to file nomination on 17th of October.
04:20First phase of nomination will come to an end.
04:22And after that, the nomination for second phase will begin.
04:26Before that, all names have to be decided on these allotted seats.
04:31All right, Peeu, stay on with me.
04:32So, that's their viewers.
04:33All of this happening in the backdrop of two things.
04:36Number one, you have the NDA camp, which itself is in a tizzy because Upendra Kushwa seemingly not happy,
04:42especially on certain number of seats that he wanted of his choice.
04:46Saying all not well, but saying NDA will form the government.
04:49But fair amount of politicking going on there.
04:51With that, viewers, when you look at, once you have the NDA camp, even though they've come up with their seat-sharing formula,
05:00there are still fair amounts of disagreements.
05:02They're yet to come up with the entire list on either part of the ally group,
05:07of the entire list of those who are fighting elections, especially for the first phase, the list of candidates.
05:12But on the other hand, you've had the likes of where Mahagadbandan is concerned.
05:16Tejas B. Yadav, who today, amidst much fanfare along with Lalu and Rabri, filed his nomination from the seat of Raghopur.
05:23But in all of this is the fact that the Mahagadbandan is yet to announce their seat-sharing formula.
05:30Once again, to get you up to speed with the fact that 17th of this month is the final date for nomination for the first phase.
05:37So really, where is the time?
05:46Less than 48 hours to go for the first phase nomination deadline and the drama over seat-sharing arithmetic in both ruling and opposition alliances continues.
06:10In the direct battle of alliances, while the ruling NDA has clinched their seat-sharing formula, grievances and bickering over seats are still on.
06:20Trouble is brewing within the NDA, as RLM leader Rupendra Khushwaha has expressed displeasure over the Mahua seat being allotted to Chirag Paswan's LGP.
06:31He met Union Home Minister Amit Shah in Delhi for 45 minutes.
06:34P.J.P.'s chief negotiator in Bihar, Union Minister Nikanand Rai, was also present.
06:42Before the meeting, Khushwaha indicated that all is not well in NDA.
06:47But post-meeting, things seemed to improve.
06:49Khushwaha is not the only thorn in the side of the NDA.
07:18The JDU has released its first list for 57 candidates, while it has given away party symbols to over 70 candidates.
07:28Their first list clearly shows them asserting control over all four seats claimed by Chirag Paswan's party.
07:35Nitish Kumar has fielded Ratnesh Sada from Son Barsa, Vidya Sagar Nishad to contest from Morwa,
07:43Dhumal Singh from Ekma and Koshal Kishor from Rajkir.
07:47On Tuesday, BJP unveiled its first list of 71 candidates and it gave tickets to both Deputy Chief Ministers.
07:56Samrat Chaudhary from Tarapur and Vijay Sina from Lakhi Sarai.
08:00On the other hand, Mahagat Bandhan is yet to formally disclose its seat share formula.
08:21Suspense and tussle over seat share between Congress and RGD is yet to be ironed out.
08:29Sources reveal that the grand old party wants more than 60 seats, while RGD doesn't want to relinquish more than 58.
08:37The formula proposed by Congress, as per sources, goes somewhat like this.
08:45135 seats for RGD, 61 for Congress.
08:49The rest 40 seats are to go to left parties and they are expected to accommodate VIP in this quota.
08:55CPIML released its list of 18 candidates on Tuesday and promptly withdrew as the Grand Alliance formula is yet to be revealed.
09:06The hit reportedly is over final negotiations on the seats of Jale, Bahadur Ganj, Kargahed, Banyapur, Saharsa, Bayasi and Motihaari.

09:46On Wednesday, Tejasvi Yadav filed his nomination from Raghapur in the presence of both his parents.
10:02Arjeli hopes that Congress comes on board in going ahead with Tejasvi as the CM face in the final campaign as other allies have.
10:10But the delay in clarity of the Grand Alliance strategy mounts pressure as clock ticks closer to deadline.

10:40The Mahagadbandhan camp, because whatever is going on, consensus hasn't been reached, even though today you had a Tejasvi who went and filed nomination despite that.
10:50Yes, I had anticipated this, that there would be more unease within the Mahagadbandhan camp for many reasons.
11:00The CPIML definitely believes it should get more and it can win more.
11:06And remember, it's an under-discussed party, but has a very high performance level.
11:10There's a problem with your network, Manisha, we're going to try and get to that.
11:23I want to quickly cut across to Amitabh Tiwari, who's with us.
11:27Amitabh Tiwari, the way things are stacking up right now, how do you read them?
11:31The first, at least where the first phase was concerned.
11:33But, you know, the Mahagadbandhan yet to come up with consensus, you have only a day to file nominations, 17th only till 3pm nominations can be filed.
11:43Yes, so there are essentially three stages in any ticket finalization.
11:47One is the overall seat arrangement.
11:49Then there is the which party is contesting which seat and the announcement of candidates.
11:54And the third is the rebel management.
11:55Now, if you add up the total number of seats announced by the NDA, it is on 160 seats they have already announced candidates.
12:03Which is around two-third of the total assembly strength.
12:08However, on the Mahagadbandhan side, we've not seen any overall finalization, neither any seat finalization or announcement of candidates.
12:18We have only two days now left.
12:21It reminds me of the situation in Maharashtra where despite MVA having the edge in the Lok Sabha,
12:27it lost out because of this poor coordination and management amongst the allies.
12:33While the RJD, Congress are planning rallies, Votar Adhikar Yatra, Bihar Adhikar Yatra, etc.
12:40And there was from day one knowledge that VIP is going to be part of this alliance.
12:46So the alliance parties were sort of fixed except for smaller parties like JMM,
12:51an IP Gupta and LJP faction of Pasupati Naath Paras.
12:55They should have done this homework well before.
12:59Now, optically it is not good because it shows that if there is fight amongst the parties right before the elections,
13:06how would they be able to manage the state if at all they come to power?
13:11So all this, I think, is not playing positively for the Mahagad Bandhan.
13:16We'll have to wait and see how this pans out in the next two days,
13:20whether we see friendly fights or we see sense prevailing and RJD and Congress primarily agreeing to some sort of arrangement.
13:28Manisha Prem, it's interesting in all of this because, you know, two days ago,
13:34you know, it's all source-based information that there was a basic consensus where the Congress got 61,
13:39135 for the RJD, the VIP 16, and about 29 to 31 for the left parties.
13:47And maybe the Congress would give two from their share to the JMM.
13:50Something clearly went awry because right after that, you had Lalu who started distributing symbols
13:56only for Tejasvi to come back and ask for the symbols to be taken back.
14:00And there is a seemingly understanding where the RJD camp is concerned that if, you know,
14:06Mukesh Sahani is going to dig in his heels, then they'd rather do an exchange offer with the NDA
14:12because Kushwaha is not happy there with six.
14:15Bring him in here, give him 16 and let them take VIP and he'll only end up with six there.
14:20So all of this in the realms of speculation.
14:25Yeah, I mean, these are two different sets of problems.
14:28Remember, the main issue is between the Congress and the RJD.
14:32The Congress wanting more seats did not perform very well in the last assembly elections,
14:40as you are very well aware.
14:41But the Congress believes it's improved its opportunities.
14:44Also, the fact that within the Congress now, there's Kanahia in the leadership.
14:47They have a healthy critique of the arm-twisting techniques of the RJD also.
14:52So the Congress will not come out and say what the differences are.
14:56But on both sides, on the RJD side, a lack of winnable Congress.
15:04On the Congress side, those remain to be issues.
15:07So those are issues.
15:09Again, there's a frame issue, I think.
15:12There's a problem with your connection, ma'am.
15:15Amitab Tiwari, would you want to take the question?
15:17And then we're going to quickly move on in the bulletin.
15:19Amitab Tiwari.
15:20No, essentially, if you see it, it also marks the entry of national parties in the Bihar elections.
15:27I have said this earlier also.
15:29With JDU weakening, the BJP now becoming the equal sort of brother or the Junwa brother.
15:36And with RJD also weakening Tejasvi not having the same charisma as Lalu.
15:41There is feud in the family.
15:43And Prashant Kishore constantly targeting the educational status of Tejasvi.
15:48RJD has also sort of weakened compared to last elections.
15:52Even if you see the popularity ratings of Tejasvi, Adav has gone down from 37% to around 35% as per C-voter now.
16:00So the national parties see an opportunity for themselves that the regional parties are weakening.
16:08And it is better or it is an opportune time to call the shots.
16:13And Congress is also perhaps bargaining for seats because, see, the Congress party has lost ground largely to regional parties in the north.
16:22And going by the Lok Sabha elections, it feels that, and after the Votar Adhikari Yatra, it feels that it has a chance or it has grown stronger.
16:31And with Rahul Gandhi closing the gap with Prime Minister Narendra Modi, it also sees that the local elections in Bihar this time is Nitish plus Modi versus Rahul plus Tejasvi.
16:43So it should get its appropriate due.
16:46And the tensions largely are between RJD and Congress at the moment in Mahagadmandan and they need to sort it out.
16:55All right, Amit Abdiwari, appreciate you joining us because that's the latest coming in where the politicking, especially where seat sharing in Bihar is concerned.
17:03Well, there's not much time because if by 17, 3 p.m., nominations are not filed for the first phase, that's the final day.
17:11And usually one would give at least a day earlier because if there is any problem with your paperwork, that would practically mean that seat will go uncontested on that party.
17:21So most people actually file in nominations much before that.
17:24With that, let's quickly move on to the other big news that we are tracking.
17:27A second suicide of police officer in Haryana within days has intensified public and political uproar.
17:34After IPS officer Vaipurankumar was found dead last week, ASI Sandeep Kumar.
17:39A cop was found dead on Tuesday in Rahatak with a gunshot wound.
17:44A note found at the scene accused Puran Kumar of corruption and urged a probe into his family's assets.
17:49Rahatak police confirmed Sandeep's death and said an investigation was going on.
17:54Posted in the cyber cell, ASI Sandeep Kumar had allegedly arrested a gunman close to Puran Kumar in a bribery case.
18:02His family from Jeand claim they learnt of his death via television and alleged he was under pressure and mental torture.
18:09Relatives said he had returned home just two days earlier and spoke of harassment.
18:14Haryana Chief Minister Nayab Singh Saini visited ASI Sandeep's house today to pay tribute.
18:18Meanwhile, after a Chandigarh court directed IS officer Amneet P. Kumar,
18:23and wife of Puran Kumar to respond on the post-mortem identification of his body,
18:29his wife agreed to the post-mortem.
18:31Amidst this, political tensions flare up where Rahul Gandhi blamed the Haryana government
18:35initially citing caste oppression in Puran Kumar's case,
18:39which Puran Kumar's suicide note had done so in any case.
18:42The Haryana Council is a very important thing to say that in the past,
18:47the Haryana government of Puran Kumar was in the past.
18:50The Haryana explained that the Haryana government of Puran Kumar had done so in the past.

21:34When the first suicide happened of the IPS officer where he died by suicide,
21:38there was a full interplay of caste.
21:41Especially because his suicide note also stated
21:44that he was being harassed because of his caste.
21:47He happens to be a Dalit in the state of Haryana,
21:50which in fact later, viewers, was picked up by political parties like the Congress.
21:54You had Rahul Gandhi who went to visit him.
21:56You had Chirag Paswan who went to visit his wife at his residence.
22:01The wife, till now, had held on to a post-mortem
22:05or even to give the laptop in which the IPS officer had drafted the suicide note.
22:12However, now, a short while ago, the wife gave permission for a post-mortem
22:19and his final rights were conducted.
22:21Now, in the midst of all of this, viewers, you had an ASI who himself died by suicide,
22:26stating that there were corruption charges where the IPS officer was concerned.
22:31Joining me right now is my colleague Kamal Jeet Sandhu.
22:34Kamal, can you explain what's going on right now,
22:37which has of course led to its own slew of politics?
22:41Well, this has really exposed Haryana police because there are skeletons in the closet quite literally
22:52and things are really coming out in the fore.
22:55What is also important and significant is the second FIR which has been done just about some time ago
23:01and what we've been told is the FIR has been named against four people.
23:05And as sources indicate to us, this actually does include Amneet Kaur, the wife of Vaipurankumar.
23:12Now, this is going to be very significant because remember, so far Vaipurankumar's family has been claiming to be a victim.
23:18Allegations of caste discrimination against IPSIS officers including the then DGP Shatrujit Kapoor.
23:25But here it seems the tables have turned with this fresh case coming in.
23:29There was an outpouring of grief.
23:32The family of ASI Sandeep Lathar has been claiming that he's been made victim.
23:38He was being pressurized.
23:40The fact that he was very close to SP Rotak Narendra Bijarnia.
23:44All this points to murky details really coming out of Haryana police
23:48and shocking incident about how this is all about power tussle.
23:53It seems about politics, about corruption.
23:55All this now transcribing specially in Haryana police.
23:59Now, how it precipitates is now that there are two FIRs.
24:03One being investigated by the Chandigarh SIT.
24:06And remember, today after nine days of permission for post-mortem and subsequent cremation took place.
24:13So now thereafter we do expect that Chandigarh police will pick up pace.
24:17But this is also a question of whether Sandeep Lathar was one of those who was wanted by Chandigarh police
24:22in terms of detailing of investigation as far as allegations on the gunman is concerned.
24:29Because remember, he's the key person.
24:31On sixth, Sushil Kumar, the gunman of why Puran Kumar was arrested.
24:36And subsequently on the seventh, he committed suicide.
24:39That is why Puran Kumar committing suicide.
24:41And then thereafter what we see is Pandora's box really opening up.
24:45Definitely there was a one-sided narrative.
24:48But with the ASI now committing suicide and he's from a Jaat family.
24:52This is where it does seem that the caste politics as well as corruption and polarization in that particular sense.
24:59Because remember, the politicians and the slew of them coming towards why Puran Kumar today,
25:06there were several including the chief minister, Bupinder Huda, also somebody who's been from Rohtak,
25:12as well as the other dignitaries really making a beeline towards the residents.
25:17So this is where things are not all well in Haryana police.
25:20And if sources do indicate to us that Amneet Kaur, her brother, who is also the Aamadi party, MLA, have been named.
25:29This is going to be an all-out fight.
25:31And it does look that Haryana police as well as the IS officers seem to be divided on this particular line.
25:37Because remember, Amneet Kaur herself is a Haryana Kader IS officer.
25:42Her husband was an IPS officer.
25:44A whole lot of Dalit officers are saying there is discrimination which does go on.
25:50The others saying that the other parties are being victimized and this was simply a case of corruption.
25:57So becoming extremely complicated at this point of time.
26:00And obviously, it does seem that many say it's not about Chandigarh police or Haryana police.
26:05A central investigating agencies really needs to investigate this and come to the fore and come to the bottom of this entire investigation.
26:14Alright, Kamal, appreciate you joining us. We're going to keep a keen eye on all developments there.
26:18My colleague Indrajeet Kundu joining us live for more.
26:21Indra, this case, as much as it's been politicized, there is also a fair amount of, you know, on what really happened,
26:30intrigue attached to this case.
26:32Because there are two statements that have come in from the survivor.
26:35And on the basis of that now, the police establishing that this wasn't a gang rape but a rape.
26:41And the prime accused is the friend of the survivor.
26:45Well, that's right. In fact, you know, the arrest of the friend with whom the victim went out of the campus on that fateful night,
26:59you know, that has come in as a huge twist because there was a lot of focus on that person.
27:05He was being questioned by the police who were investigating this case.
27:10However, there was always this question as to whether he would be arrested or not.
27:14Finally, that arrest has happened yesterday. So the arrest now goes up to six.
27:18But as far as, you know, the intrigue as to what exactly transpired on that fateful night, that remains unsolved as of now.
27:26Six people have been arrested. And the police at least have been able to clarify on one aspect that this is not a case of gang rape,
27:35that there was one perpetrator of the sexual assault, though they have not come clean as to who do they indicate so far.
27:43Of the six of those who have been arrested, the police haven't specified who actually was involved in that act.
27:49However, there was, you know, some change as far as the statement of the victim is concerned,
27:55because the victim initially gave one written complaint to the hospital authorities,
28:00where she came that she had been assaulted by one person.
28:03And then she gave another statement to the police, which began the probe saying that she had been gang rape.
28:10But now, after the technical evidence and the prima facie evidence that the police has been able to gather,
28:16they have confirmed to us that this is not a case of gang rape, but the assault was conducted by one single person.
28:25The police is now conducting forensic, you know, test to ascertain who was, who among these six people that they have arrested is the main culprit.
28:34The spotlight now in terms of the prime accused, the friend of the survivor who she actually went out with at about 8.30 p.m. that night.
28:51Well, absolutely, you know, much would depend on the victim's statement before the magistrate, you know, at this point in time,
29:00which has been recorded today, we are being told by the police.
29:05Of course, when the parents of the victim came to West Bengal, they had first raised a stink about the role of her friend.
29:14And therefore, he became the prime accused.
29:17The question, of course, was why did the police not arrest him earlier and waited for about 72 hours.
29:24But the police, of course, on their part, say that they have been questioning him continuously, trying to corroborate.
29:29In fact, his clothes have also been confiscated for forensic testing.
29:34So clearly, the focus will be on the friend who is also a student at the same very college with whom the victim had gone out, ventured out of the campus on that fateful night.

29:59TVK Nitas have gotten bail in the Karoor Stampede case.
30:02If you remember, both TVK Nitas were named accused by the Tamil Nadu cops and arrested.
30:08In total, 41 people died on September 27th during Vijay's rally.
30:13The Tamil Nadu cops blamed TVK for the Karoor Stampede and arrested two particular leaders on whom they said were the prime accused where this incident had taken place.
30:26And the reason why was because they did not make proper arrangements for the rally.
30:31After the arrest, you had Vijay, who came out with a video suggesting to not attack the Kader or leaders and come for him.
30:39And now the latest coming in is that both of them have gotten bailed.

30:47Certainly, Preeti.
30:48These were the two important leaders from the Tamiraga Vithri Karagam.
30:51One is Madhi Araghan, who is a Karoor District Secretary, and another, Konpound Raj, who is also a District Secretary.
30:56They were arrested of which Madhi Araghan was one among the three people.
30:59He was named along with Bursi, Anand, and Nirmal Kumar in the FAR for the death of 41 people.
31:05And now both have been granted bail.
31:07And this too, as the case has been transferred to CBI.
31:10Also, the court has ordered them to appear for CBI inquiry any time when they are being called for.
31:15And it was a big development when it comes to CBTVK because many petitions were filed in the Supreme Court seeking a CBI inquiry.
31:24And the Supreme Court went ahead and ordered a court-monitored CBI probe over it,
31:29while Tamiraga government had went earlier and ordered a one-man commission and a special investigation team.
31:35So, amidst this, two people who were arrested from TDK and both District Secretaries have now been issued bail
31:40and have been told to appear for CBI inquiry pity.
