03:50Welcome to Beyond the Tape. I'm your host, Mark Bassan.
03:52Welcome to our viewers across Trinidad and Tobago and across the globe as well.
03:57It's Wednesday and of course, you know what Wednesday brings.
04:01It's legally speaking Wednesdays.
04:03And with us today is Acting Sgt. Zahir Ali, a tenured law with the Trinidad and Tobago Police Service.
04:09Welcome, sir. How have you been?
04:10Well, thank you very much, Mark.
04:11Mark, when you said, you know, what Wednesday brings, I was, you know, for a moment, you know,
04:15told that you're going to indicate to the beautiful citizens of Trinidad and Tobago that Wednesday brings or should be bringing some sunshine, you know,
04:22during this inclement weather.
04:24But, you know, you didn't, you didn't, you know, traverse that direction.
04:28But thank you very much. It's a pleasure to be, as always, with you.
04:31Thank you to Jackie and our family on Beyond the Tape, you know, behind the scenes, but, you know,
04:36very critical work to ensure that the citizens of Trinidad and Tobago get, you know, the full view, I should say, of Beyond the Tape.
04:46You know, the citizens of Trinidad and Tobago, most importantly.
04:49Mark, I know we may be meeting some of them this afternoon.
04:54Probably cleanup efforts, you know, probably bracing, you know, further rainfall.
05:00But whatever situation that you're in, you know, I trust that you will exercise patience.
05:05And, you know, I also call on the authority to continue.
05:08And I want to use the word continue because I've seen in the public domain, Mark,
05:14I am seeing the local and rural government and other state agencies very active in trying to engage and render assistance.
05:22So, you know, I want to ask them and urge them to continue to, you know, render that service to the people of Trinidad and Tobago.
05:29And, you know, my colleagues in the law enforcement agencies, Mark, you know, I cannot not recognize them, like always, you know, this afternoon as well.
05:38While we may be dealing with crime and criminality, you know, Mark,
05:41when there's disasters or in this situation where there's heavy rainfall leading to flooding and all these sorts of other concerns,
05:50it's important that law enforcement is also vigilant to ensure that we're in a case where there may be a need to direct traffic and, you know, other related matters.
06:00You know, the role and functions are very clear.
06:02But again, it's a pleasure to be here this afternoon.
06:04And, you know, I'll see what difficult questions you have for me this afternoon.
06:08Well, Sid, you talk about the inclement weather.
06:11And, of course, we just showed you some images there taken by our journalist from TV6, Cindy Raguba Tikasingh, involving our cleanup efforts in the Penal Debate Regional Corporation.
06:23Yes.
06:24By them, of course.
06:25And this is one of the major problems we have across Trinidad and Tobago, clogged drains, because persons at times would be throwing garbage into these drains.
06:36And when the rainy season comes around, we have this issue.
06:39And here, these gentlemen in the pouring rain, clearing these drains, you know, Penal is an area very flood-prone, of course, and environs Barakpore and some areas of DBA as well that have faced the brunt of flooding over the last couple of years.
06:55And obviously, you know, dredging these ponds or even these rivers and these drainage, clearing them is extremely important going forward.
07:06You know, the result of the rainfall over the last few days, I've seen a number of areas in Trinidad and Tobago facing this kind of weather and this type of flooding, of course.
07:19And all the regional corporations have been going out there and assisting where they need to since the weekend.
07:28The local government minister, of course, Kidija Amin, deploying various corporations and teams out there, as well as together with Minister of Works, I believe, Julian John, also on the ground as well, trying to ensure, as I said, taking a lot of precautions even before the, I know we are into the rainy season now.
07:53That's correct.
07:54We are expecting a lot more rainfall over the next five to six months.
07:57So we have to be prepared.
07:59Well, Mark, you know, you're definitely on point.
08:02And, you know, just to, not to digress, but, you know, just to make a point, you know, when we focus on crime and, you know, we call on the society to join in and other stakeholders.
08:14You know, you may have a Ministry of Homeland Security and Defense as leading the charge.
08:21You know, you normally call on the other ministries to support.
08:23Let's look at it from a context, from a natural disaster context.
08:27We've made these floodings.
08:28You have, and you spoke about it a while ago, like, for example, the rural and local government ministry, the works on infrastructure.
08:35You have these agencies now are stepping forward to lead the charge and other agencies now will be coming to support.
08:40Now, why I'm saying that this afternoon?
08:41Again, it continues to demonstrate as a society, as a country, that we must see ourselves, every single one of us, whatever the situation may be.
08:51Whether it be going to represent and support our national teams in a sporting game.
08:56We are required to play and play our role.
08:59And just back to that issue where you spoke about the, what you have dubbed a very serious concern in relation to the cause for flooding.
09:07Yes, we know there's climate change, you know, a lot of rainfall.
09:10But critically, and I've heard the, if not the Minister of Works and officials in the Ministry of Works and local and rural, local government.
09:22They spoke about the issue of mark this littering.
09:24It's a very serious matter.
09:25I heard the, one of the public officials spoke about, you've seen appliances.
09:30Yeah.
09:31You know, you've seen car parts.
09:33You know, you are seeing these things and it's really troubling.
09:35And, you know, I'm asking, you know, from a law enforcement context, because littering is a criminal offense.
09:40And perhaps that should be in the new parliament, an opportunity to be able to demonstrate that that's a very serious matter.
09:47So I hope that within the next couple of weeks, we will see a lot of focus being directed to persons who are bent on, you know, pollution.
09:54And pollution or littering that is causing or contributing, I should say, to the flooding situation.
10:01But again, Trinidad and Tobago, let us continue to do our part and let us continue to make our meaningful contribution for the best interests of the people of Trinidad and Tobago.
10:09Most certainly.
10:10All right.
10:11We're going to take a quick look now at our headlines.
10:32So those are some of the headlines within the last 24 hours.
10:47One of those that stood out there, of course, is that that incident where persons were robbed after leaving the bank.
10:56And, you know, we have traversed this particular subject matter for quite a while over the last year, year and a half.
11:02Yes.
11:03Talking to people about when you go to financial institutions, you know, how to be more alert and, of course, stagger your activities.
11:11Because then people know that you're going to collect salary per se for a worker.
11:16And you go every Friday at three o'clock.
11:19They're going to be monitoring that.
11:21They're going to see, OK.
11:23You leave at two o'clock to go to the bank at three o'clock.
11:26So when you leave there, there's a particular path you might follow.
11:29You might even stop sometimes.
11:31Leave the money in your vehicle.
11:33And sometimes that is where the bandits strike.
11:35Or rather, they would wait at an opportune time.
11:38Well, Mark, you know, you're definitely on point in terms of the advice.
11:42Very strong advice, you know, for members of the public, you know, to be intelligent, you know, to, you know, environmental conversing, even organizational conversing to know exactly, you know, how you are going about doing your business and your commercial activities and engagement with the bank.
11:56And, you know, that's excellent.
11:57And, you know, all I'll add to that, you know, from looking at, you know, from an individual responsibility context to extend it that, again, I always see that YTC citizens of Trinidad and Tobago always have to be now making the adjustment.
12:10The criminal element has no legitimacy to be affecting the law-abiding citizens in relation to their everyday business.
12:18And I want to make that abundantly clear this afternoon.
12:20Or I should say continue to make that clear.
12:22So while we may be speaking about the let's apply it into the home, you ask persons, you know, to ensure that your house is secure.
12:29Those things come at a cost.
12:32So, yes, in these circumstances, yes, you know, self-responsibility, but let us always be direct in our focus.
12:40And when I say us, meaning in the first instance, the agencies that are entrusted with a responsibility to protect and serve, that right to safety and security.
12:50It's important for us to recognize that if we are seeing that there has been a trend or pattern in relation to these activities by banks, you know, perhaps it is happening.
12:59But you want that effective engagement between law enforcement and the bank to work out a plan of action so that it limits the burden that is placed or the risk that is associated to persons who are coming to do business.
13:12So, again, let us reverse that and push back on the criminal element.
13:17They shouldn't feel confident, Mark.
13:18They cannot out-think us or they should not be out-thinking us.
13:21And what you are looking at in terms of that matter you spoke about banks.
13:25Easily, if you really look at it in an analytical way, that's not a single matter.
13:31That's an organized crime because someone, as you indicated, may have to alert that, listen, a large sum of money is going to be deposited for payments on a Friday afternoon.
13:42Who is taking it?
13:43What time they are reaching?
13:45And more importantly, sometimes, and I'm not casting aspersions, but we cannot rule out the internal, even from a banking sector, because we are dealing with human beings.
13:54You do not know who will be in a vulnerable position or who may be easily bought or who may have associates in different places.
14:00So, again, let us look at this thing in an organized way.
14:04But to the business people and persons who are feeling the brunt of the criminal element, I'm asking you all to, whatever information you have, whatever intelligence you have, or if you have the opportunity to alert the police or alert, for example, those private security companies who facilitate that service, Mark, please use it so that at least you can protect your property.
14:25But we need to push back and push back within the rule of law.
14:29Yes, certainly.
14:30And, you know, talking to police officers over the last few months, these people are very organized and meticulous in how they plan robberies.
14:39And they even have persons that go and they sit inside of these banks and observe the persons or person going to the teller, which teller they're going to, if they're going to the commercial teller.
14:50Yes.
14:51And sometimes, you know, some of the areas that persons would go, you have to open a door and close the door.
14:58Yes.
14:59So you know that those are really coming to deal with huge sums of cash, in a matter of speaking.
15:04Yes.
15:05So you look out for all those telltale signs, of course, and they sit there well-dressed, of course, in the bank.
15:11Yes.
15:12And then there's persons outside would know when you're coming out.
15:15I've written about this a couple months ago.
15:17Yes.
15:18As well.
15:19And it was also a story on television and how these people are operating.
15:23So they have to be more mindful and cognizant going forward.
15:27And again, Mark, I'm happy that you're building that momentum on this particular issue.
15:31And again, I'm not saying that it's not happening.
15:33Perhaps it's happening.
15:34But I've seen that a lot of emphasis is placed within the precincts of the bank.
15:40So when you enter a bank, you'll see, okay, there are security officers that are positioned in a strategic position.
15:45But perhaps the time has come to have, if it's not already happening, that, and again, it will obviously impact us.
15:51But we need to have that external perimeter as well.
15:54So that point you spoke about where a person is sitting and paying attention.
15:57The person who is doing the compounds entry could recognize this, and this person has been here for a lengthy period of time.
16:03Or I have seen this person consistently but not participate in any bank activities.
16:08Or if the bank is associated with a mall setting, then you could also have some collaboration with the mall security
16:15so you have additional eyes, additional persons, in addition to the National Law Enforcement Agency.
16:20So it has to be something that has to be just as they are thinking about it in an organized way,
16:25where is the law enforcement, the private security, and the commercial banks respond to it in an organized way as well.
16:31So discussions are definitely required to ensure there's a plan of action and a fluid plan of action.
16:37Well said.
16:38Acting Sergeant Ali, we're going to take a short break, and we'll be back after this.
16:42Stay with us.

25:37If you go back on these programs, especially we are up here on these programs, the first
25:41time that issue came about where a question was posed whether in fact in dealing with
25:45public nuisance, whether in fact the police had a power, and I intentionally identified
25:51under the Summary Offenses Act that there's a particular section that one can use to be
25:57able to start to investigate a report of public nuisance, and luckily for us and under the
26:03hands of Justice of Appeal, Lucky, and others of the Court of Appeal, and also from the
26:08Privy Council, it was very clear that within all law books, that particular offense of
26:14public nuisance under the Summary Offenses Act is an area that we can start.
26:20Yes, it requires an immediate review to ensure that the penalties that are associated with
26:24that particular offense is increased to at least cause a deterrent from a context of
26:30the, just looking at the law, but I have also addressed this matter with very high
26:36executive officers to be able to disseminate to the wider police and public that calls
26:42to deal with public nuisance should be treated like any other report that is made to the
26:47police, and I'll tell you why.
26:49What may start off as a public nuisance, if not managed, can end up in a murder, or it
26:54can end up in a situation where persons are calling out for help, but because of the public
27:00nuisance, by virtue of the noise, and then that, we won't go into the situation where
27:04you have children who are writing exams and writing SE, other national examinations, all
27:10age persons, even babies and so forth.
27:14This is a very serious, serious monster, and when you're looking at crime as a public health
27:20issue, what greater example do you want when you're looking at noise pollution?
27:24You ask the experts, they'll tell you the impact that noise can have on an individual.
27:29So Cole, I want to thank you again.
27:30I saw that interview this morning.
27:32I was also alerted to it, and you know, I have the Honorable Minister of Homeland Security
27:39and two other superintendents.
27:41You know, we look very closely at this matter, and I am certain that it will be taken in
27:45the direction that it has to be taken, but again, it will require from very strong instructions,
27:52some clear directions as to how these matters are investigated, because I do not have the
27:56luxury of time, but a public nuisance has to be investigated properly, and the last
28:01one at least, Mark, those who are complaining about public nuisance, members of the public,
28:05I want you all to appreciate as well, in order to ground a public nuisance, you must see
28:10a cross-section of the community coming forward evidentially, not just making the report,
28:17but to explain and identify how you are being impacted, how your properties, your enjoyment
28:25of your property has been impacted.
28:27So it's not about just lodging the report, because you have to come forward and give
28:30the evidence, and yes, we have technology now, that can be factored in, but it has to
28:34be a proper organized response to deal with this, and finally, Mark, I know the Honorable
28:40Prime Minister, again, on the platform, spoke about her and her government's intention to
28:46look at the issuance of license to bars and so forth.
28:50Again, public nuisance can emanate from a bar, so it's also important that when you
28:54are applying for a bar license, that you understand that you must be, what, moderate
28:58in how you exercise your enjoyment of your property or your commercial activities should
29:02not be impacting the enjoyment of other persons, and that the law lords have completely endorsed
29:08balancing the rights of the individuals.
29:12So I'll leave it there for now, but thank you very much, Gola.
29:14I'll do whatever I can do, at least from where I sit, to be able to promote that matter.
29:19All right, we're going to take a short break, and we'll take more of your calls after this.
29:23Stay with us.

31:54I'm good, I'm good, I'm good, I'm good, I'm good.
31:59I'm your host, Mark Bessant.
32:09It's Legally Speaking Wednesdays and of course, with us is acting sergeant Zahir Ali of the
32:14Trinidad and Tobago Police Service and attaining at law and you know, there was this very troubling
32:21video that we saw on social media involving a school fight outside a school in the Tobago
32:28area.
32:29Let's take a look.
33:01with the student and it's backed into a wall but then there's another fight that breaks
33:08out to the right of that fight involving other students.
33:12So you're seeing the adult and the student in a tussle and then there's another altercation
33:19that erupts just there with the students, you know, another adult is being beaten by
33:24the students.
33:25Two of them, of course, came out and crossed the street.
33:30I am not too certain as to what would have triggered that particular incident, whether
33:36or not it was a parent that came to inquire about a situation at the school.
33:41But all in all, from what I saw there, I think it's wrong on both sides.
33:47Well, Mark, every time I see something like this, you know, involving our nation's children,
33:52I'm very concerned.
33:53And why I'm very concerned is that this is the future of Trinidad and Tobago you are
33:59seeing but in a cross, in a small cross section there and you know, it's very, very concerning
34:06to the extent that this particular area of and when we are speaking about school violence
34:13and you know, you delinquency and looking generally at our nation's schools.
34:19You know, perhaps every matter that you have brought on this afternoon, it is giving me
34:24an opportunity to talk about reform.
34:27We spoke about the noise pollution, looking at reform in that area.
34:33We spoke about reform in relation to where crime is concerned with the bank and the robberies
34:37that are going on with the bank and this is no different and again, I have called publicly
34:43for some focus to be directed to looking at how do we deal with school violence, not only
34:49from a detection context but from a preventative context because yes, you are seeing events
34:55unfolding on the outside.
34:56We do not have the facts as to what may have triggered it, whether there may be a need
35:00for self-defense, I do not know.
35:02But what I want a direct focus on is that the whole aspect of our school system, if
35:10you are not treating and exercising diligence with how children are behaving within the
35:15school system, you will not be able to understand what intervention is required.
35:21So for example, if you are not monitoring them, do you know if a child is in need of
35:25medical intervention?
35:27Do you know if a child is in need of intervention where that child may be suffering from poverty
35:32and that child is lashing out?
35:33Do you know if that child is suffering from abuse, whether it be through drugs or other
35:37matters that has a similar effect?
35:41So I am just giving you some examples.
35:43So until we are not closely supervising our children in the school in conjunction with
35:48looking at the parents that are associated with these children, then we are not really
35:52starting to deal with the problem.
35:54So what are you going to have?
35:55You are going to have a what?
35:56A fallout that we are seeing here, which if you really investigate it, could have been
36:01a situation where you know a child was exhibiting delinquency very early and you could have
36:06nipped it in the bud.
36:07But what you did?
36:08You left it.
36:09You did not report it.
36:10You did not engage the parent.
36:11You did not look at the processes.
36:13And then what you have?
36:14You have a violent encounter that thankfully, and I don't know whether the facts suggest
36:18that anyone may have been seriously injured or died as a matter of fact.
36:22So to summarize Mark, this issue of school violence, and again I want to echo and salute
36:28the Honorable Minister of Education, Mr. Daulat.
36:31I saw his passion for the children some time ago where a child would have lost his or her
36:35life and he reached out.
36:37So the Honorable Minister, if you are listening or any person who is listening, please continue
36:43to direct that effort in relation to looking at our nation's schools and the Children's
36:47Act is a legislation that we seem not to be wanting to use and apply in the school
36:52system.
36:53In that Children's Act, there are provisions that you can hold parents accountable.
36:58You can provide the avenue to get help and assistance for the children.
37:02So if you have to invoke a court, invoke the court so the parents can be ordered to go
37:07for counseling, go for parenting sessions.
37:10But we cannot just sit back and see these things spill over.
37:13That is the future of our country.
37:15And Mark, if we are speaking about crime and criminality, in my respectful view, the
37:19gangs want to see children with violent tendency because it's not easy for them to make that
37:25transition.
37:26And I'll say no more this time.
37:27Well, we're certain that Minister Daulat, a former principal of my alma mater, Napa
37:33Rehman College, that message is sent loud and clear to him and he will look into this
37:37matter.
37:38All right, we're going to take a short break and we'll be back.

40:49I'm your host, Mark Bessan, joined today by Acting Sergeant Zaheer Ali of the Trinidad
40:53and Tobago Police Service and attorney at law.
40:56Legally speaking, Wednesdays, and we have another call on the line.
40:59Caller, good evening.
41:00Good evening, caller.
41:01Right.
41:02Okay.
41:03Good day, caller.
41:04Go ahead.
41:05You're live.
41:06Good day, good day, and good evening to Mark Bessan and to the sergeant, Mr. Ali.
41:07Good evening, sir.
41:08One issue I have to bring up and ask is to find out if the police have made a mistake
41:09or not.
41:10If they have made a mistake, please let me know.
41:11If they haven't, please let me know.
41:12If they haven't, please let me know.
41:13If they haven't, please let me know.
41:14If they haven't, please let me know.
41:15If they haven't, please let me know.
41:16If they haven't, please let me know.
41:17If they haven't, please let me know.
41:18If they haven't, please let me know.
41:20The last press conference the new government had, the attorney general iterated that there
41:46was an issue with respect to the potential of alleged misbehavior in public office.
41:58And what he basically said, the person who did it, they said about it, and I, from looking
42:13at it, I believe he was basically pointing fingers at the last prime minister with respect
42:23to the meritless.
42:24The fact that you all say when you see something, you say something, and attorney general have
42:32identified an alleged misbehavior in public office and has the TTPS open an investigation
42:44with respect to that.
42:47The other thing that is close to me is home invasion.
42:54It is frightening.
42:56And I'm going back to an activist who said jump the wall and deal with them.
43:02I have highlighted this question to several officers on this program who have always said
43:10they will come back with an answer.
43:13And that has never happened.
43:15Nobody has responded.
43:17Because that to me, from my vantage, might possibly be influencing that sort of behavior.
43:26More importantly, it might be right now happening because the changing political governance
43:35are going to have a nice effect.
43:46And when you hold up the line sometimes.
43:48So just be mindful going forward.
43:50So go ahead, Sergeant Ali.
43:52Thank you, caller.
43:53Thank you for your two issues.
43:55Mark, I wasn't privy to the press conference, so I'm not in a position to be able to respond.
44:02But those who are aware, if they find favor with the caller's request for an investigation,
44:09I hope that good sense prevails.
44:12I have an issue with the issue of home invasion.
44:14While he spoke about someone allegedly making a call, which he is of the view that may have escalated it,
44:20I want to look at this issue of home invasion, Mark.
44:23And I know, again, it's an area that has been a mark for reform.
44:27And that particular area of home invasion, from a legislative context,
44:32and again, I know the present government have directed focus to that area.
44:36There's a lot that I can say about that particular area.
44:39As a matter of fact, I'll say publicly there's a lot that I want to say on behalf of the citizenry of Trinidad and Tobago
44:44in terms of that particular area and how I humbly believe that the legislation should be couched
44:50and the enforcement powers that should be given to the police,
44:53and more importantly, the depth of protection that should be given to persons who are within that household,
45:01who are affected by persons who are coming into their property.
45:04But again, a very important area that has to be addressed immediately.
45:08Yes, certainly.
45:09And one of those other very important areas, just before we run out of time,
45:14we just wanted to touch on, deals with the sexual offenders registry and, of course, that whole act and so on.
45:21And if you can, just give us a little update as to what's happening with that and where we're at.
45:27Okay, well, just a while ago, I was advised by the Director of Communications,
45:30and may I, you know, salute her this afternoon, Ms. Joanne Archie,
45:34on behalf of the TTPS.
45:35Next week, there's a press conference that is scheduled to be able to speak about this issue in a deeper sense.
45:44But generally speaking, a couple of years ago, the Sexual Offenses Act was amended,
45:49and it amended and it would have created basically two registries,
45:52a sex offenders registry for the public's benefit or the public view,
45:57and also there was a registry that was created for the police, which will have more detail, more information.
46:03So basically, you have two registries that are basically in the public domain,
46:06one for the police domain, one for the public domain,
46:09and it's all geared towards that crime prevention, that sexual offenses,
46:15preventing those offenses by alerting the community as to who is who,
46:19so that they can take the necessary caution when they have the opportunity to view a particular database and say,
46:25okay, X or Y has been convicted by a high court for, let's say, rape,
46:31so that they will know that they need to exercise care and be vigilant in terms of wherever this person or persons may be,
46:37depending on who on the register.
46:38I'm aware, Mark, that the court has ordered several persons to be listed on our database,
46:43so you should be seeing quite a number of persons.
46:45So next week, you're going to get further details with reference to those two registers,
46:50and you're also going to be, perhaps, you know, I was alerted that I may be appearing in that press conference as well.
46:56Let me just interject here.
46:58Sure.
46:59You talked about having knowledge of where these or who these persons are, rather.
47:04Yes.
47:05Right? Now, in Canada, I resided there for quite a while,
47:08and one of the very important things that they do with the sexual registry there is that when the offender is released,
47:15they don't try to put them in an area where their children or whatever,
47:22the case that they would have been charged for and tried for and saved time.
47:28Yes.
47:29Is that something that perhaps law enforcement would be also looking at?
47:34For instance, many years ago, there were a couple of registries that came down sexual offenders that saved time in the U.S.
47:42Yes.
47:43Incidentally, one of them was a teacher, and he found himself back into secondary school teaching.
47:50Yes.
47:51So I'm just wondering if they're going to be that meticulous.
47:54Well, one would expect, Mark, if you look at the whole policy position behind the two registers,
47:59and in this particular, the public register,
48:03is to perhaps address that set point that after a court has ordered and after you have served your sentence,
48:09there's still a level of responsibility or a duty of care for members of the public because of the individual
48:16in terms of having been convicted for that particular offense.
48:18So if perhaps you go on a database and you've seen someone who may be engaged for employment in a particular school,
48:24that will be a very sensitive matter.
48:26And the fact that it's appearing on the database, it will cause you to look deeper, and you may now have the option.
48:31That's the employer that we are speaking about to say whether, in fact, you're in a position to allow the employment
48:36or you're going to now perhaps ask for additional information with reference from the individual.
48:41But the genesis is to bring away to the community that that person is a person that we need to be vigilant and careful
48:50if they are in your community or in your environment.
48:53All right, we're going to take a quick call. Caller, good evening.
48:56Good evening. Are you hearing me?
48:58Go ahead, quickly.
48:59Yes. Officer Ali?
49:01Good evening, ma'am.
49:02Concerning the people who will be coming back to this country, who will be deported,
49:07and some of them have crimes and all that, will we be able to continuously take them in charge?
49:13Because, you know, you have to get evidence and whatever.
49:16Will we have this evidence and we will continue this case, or they will come and they will just get away?
49:21That's my first point.
49:22My second point is, you see the bank you're talking about?
49:26And when you're in the bank, you know that when they're checking the $100 bill and they're mushing that,
49:30they're telling people how much money will be coming out because, you know, they will get out of that.
49:36And condolences to the family of the couple who got killed.
49:40I don't know if you remember, another couple, a newer family, and he got killed with a motorbike.
49:46All the best, and be safe, all of you. Thank you very, very much.
49:50Caller, thanks for your input. We're going to take a short break, and when we get back, we'll answer.

53:05A message from the Counter Trafficking Unit
53:07of the Ministry of National Security.
53:20Welcome back to Beyond the Tape.
53:21I'm your host, Marc Vasant.
53:22It's Legally Speaking Wednesdays.
53:24And joining us today, of course,
53:25Acting Sergeant Zaheer Ali
53:27of the Trinidad and Tobago Police Service
53:29and a trainee at law.
53:31And we're talking about community engagement
53:33with the police and, of course,
53:36citizens across the country.
53:38And it would be remiss of me not to mention
53:40tomorrow, there's a meeting
53:42in the Eastern Division, town meeting,
53:45at the Mayaro Civic Center at Pleasant Road
53:48in Mayaro at 6pm.
53:51So we're encouraging all those residents
53:54of that particular area to come out,
53:57voice your concerns, give your opinions,
54:00give your feedback about what can be done
54:02better in your community,
54:04what assistance the police needs to render
54:07in certain circumstances,
54:09and how we can mitigate this crime problem
54:13across these communities
54:15and across the country, of course.
54:17Well, Marc, you know,
54:19these engagements are very, very important.
54:21You know, you have looked at it
54:23as the police going to meet members of the community,
54:25but really and truly, when you look at the Sir Robert Peel,
54:27and I know you're very interested in that philosophy,
54:30basically, the oath officers
54:32are going to meet the non-oath officers.
54:34So really and truly, we're going to meet
54:35our brothers and sisters
54:37if we are speaking from a policing context
54:39because the citizen,
54:41or should I say members of the public,
54:42is the police and vice versa.
54:44So again, a very important engagement
54:47which you have bridged gaps,
54:49you have identified issues, you know,
54:51and that concept of community policing,
54:53it's a start where it can really develop
54:56and really achieve the objective
54:58of what real community policing,
55:00in terms of dealing with community issues
55:01and that sort of thing.
55:02But just to go back to the caller,
55:04I just want to acknowledge the caller
55:05in terms of her three issues,
55:06and let me join with her and you, Marc,
55:08and the national community
55:09to express my condolences to the police officer
55:12who lost his life in the road traffic accident
55:15I think two days ago.
55:17I think down in Cali.
55:19Down in Cuva.
55:21And that issue with the deportees
55:23coming into Trinidad and Tobago.
55:25Again, a very sensitive process.
55:28And for various reasons,
55:29I will not go into detail
55:31to be able to deal with some of the issues,
55:33but those persons have to be dealt with
55:35in a particular way.
55:36The law must be applied.
55:37This is just not about a situation
55:38where you are deported.
55:40The law must be applied.
55:42And many commentators have spoken
55:43about a particular approach to be taken.
55:45And I hope that good sense will prevail
55:47in terms of the continued monitoring
55:49at minimum of these persons
55:51in relation to their antecedents.
55:54Yeah, but you know,
55:55she brought up a point quickly.
55:57Yes.
55:58And if you,
55:59once you know the names of these persons
56:00and they have saved time in the United States,
56:02for instance,
56:03you can go on that database and find them.
56:05Yes, of course.
56:06You can access the database.
56:08But I think, Marc,
56:09from a proactive context,
56:12I think that perhaps
56:13we should give some consideration
56:14that once a person would have hit
56:15an international database,
56:17that we look at our laws
56:18and look and see whether, in fact,
56:19we have the opportunity
56:20to make it public to Trinidad and Tobago.
56:23Maybe for, let's say, for example,
56:24you have also sexual offenders
56:26that are within those deportees.
56:28It's also important
56:29because it will go smack
56:30into the two registers
56:31that I spoke about a while ago.
56:32So it's very important
56:33to look at that particular issue
56:35in relation to deportees.
56:36So, Kola, thank you very much
56:38for bringing that to the forefront.
56:40Marc, I don't know
56:41whether there's any issue
56:42that I need to deal with quickly.
56:43I know that we have limited time.
56:4530 seconds.
56:46Anything you want to add?
56:47Maybe safety on the roadways
56:48with the inclement weather
56:49going forward
56:50in the next couple of days.
56:51That's most certainly
56:54that when we have
56:56those kind of weather conditions
56:57or experiencing
56:58those kind of weather conditions,
57:00motorists, you know,
57:01exercise due diligence and care.
57:03Care for yourself
57:04and other persons
57:05that are on the road with you,
57:07including the pedestrians.
57:08But, Marc, like always,
57:09I want to thank you
57:10and TV6 for the opportunity
57:11to communicate
57:12with the members
57:13of Trinidad and Tobago,
57:14and I want to ask them
57:15to continue to make
57:16their contribution
57:17to Maurice's promise to no one.
57:19So do your part
57:20when you have the time
57:21to do your part,
57:22and we have spoken about
57:23a lot of topical issues.
57:24So I hope that you carry
57:26that further
57:27as you move forward, Marc,
57:28in your other endeavors.
57:30Acting Sergeant Ali,
