00:27This is the target of the launch of the government's latest education program,
00:31the Programa para sa Buti ng Bayan at Mamamayan, Galing, Access, Batid at Angat Tungo sa Yaman ng Bayan or PBBM Gabay ng Bayan.
00:40The program was launched led by Locos Norte 1st District Representative Sandro Marcos,
00:45representing President Ferdinand R. Marcos Jr. in Lawag City.
00:48The program covers various government initiatives aimed at making education in the Philippines more inclusive.
00:54One of the highlights of the program is the signing of a joint memorandum circular
00:58that signals the launch of the Bagong Pilipinas Merit Scholarship Program,
01:03a merit-based scholarship for senior high school graduates, and test the certificate holders.
01:08The program targets 20,000 scholars for school year 2026 to 2027.
01:13In the President's message, which was read by House Majority Leader Marcos,
01:17it was stated that scholars may take courses aligned with national priority sectors.
01:22Through this scholarship, the top five graduates of each senior high school nationwide
01:27will have the opportunity to pursue in any high-performing higher education
01:32or technical vocational institution, undergraduate degree, or TVET diploma programs.
01:39These programs shall be aligned with our national priority sectors based on our country's real and urgent needs
01:44that, if left unaddressed, would hold back national development.
01:49The project PEPA was also launched, an information caravan that aims to inform
01:53four-piece families of opportunities to free education, as well as CHED Tanao,
01:58an online platform that provides clear and reliable data on colleges and courses in the country.
02:04These initiatives reflect a coherent approach to higher education reform,
02:08expanding access, strengthening institutions, and ensuring that every peso invested in education
02:14yields value for the Filipino people.
02:16However, the President pointed out that beyond these mechanisms,
02:20attention must also be given to teachers who shape the capabilities of students.
02:25A total of 789 newly promoted teachers took their oath today under the expanded career progression system.
02:32I have seen the countless sacrifices that teachers make every day.
02:37May this achievement inspire you not only to broaden your skills and horizons,
02:42but to continue shaping the character of our learners.
02:47The Commission on Higher Education and the Pag-Ibig Fund also signed an agreement
02:50for affordable housing for students and teachers.
02:53The President encouraged students across the country to take full advantage of this opportunity
