01:19Mr. President, it feels like only yesterday that in June last year you invited me to speak at the St.
01:30Petersburg International Economic Forum, SPF.
01:34Then, I called SPF the beating heart of the world's emerging multipolar economy.
01:43Here in Vladivostok, we stand at the Pacific Gateway.
01:50I became President of Indonesia, a country of 290 million people, almost two years ago.
02:00However, this is already my second visit to Russia this year.
02:04But, in fact, this is the fifth time since I became President of Indonesia that I am meeting President Putin.
02:14I look forward to returning the hospitality granted to me by Russia and welcome President Putin and many of you
02:25in Indonesia.
02:30Today, I will explain to you, distinguished delegates, to the 11th Eastern Economic Forum why Indonesia, situated between the Indian
02:44and Pacific Ocean,
02:45is trying to build a stronger bridge to the Russian Far East and to the Eurasian Economic Union.
02:56The Russian Far East and Indonesia are both very vast.
03:02It takes many hours to fly from one end of our territories to the other end.
03:08We know that the capital city can sometimes feel very far from a frontier community.
03:18But, Vladivostok also feels rather close to my home.
03:23The same great ocean, the Pacific Ocean, touches the shores of Russia and also touches the shores of Indonesia.
03:34The Pacific Ocean does not separate us.
03:39It is not a wall between us.
03:43It must be a highway between our two economies.
03:48Excellencies, the theme of this forum is the Far East, development for the benefit of people.
03:58I must tell you that this is not only the theme of the Russian Far East, it is also the
04:05mandate given to me by the people of Indonesia.
04:08Last year, in St. Petersburg, I explained Indonesia's economic philosophy as realism, pragmatism, and the pursuit of the greatest good
04:23for the greatest many.
04:25We believe in enterprise initiative, creativity, creativity, and innovation.
04:31But we also believe that government must protect the weak, must manage national resources well, must fight corruption, and invest
04:44in the long-term needs of the people and the nation.
04:48That is what development for the benefit of people means to Indonesia.
04:54The greatest good for the greatest many.

05:02Development must be measured at the dinner table of ordinary families, whether children receive nutritious food, whether farmers can obtain
05:13fertilizer and sell their produce at fair prices,

05:30This is why Indonesia is providing free nutritious meals for all our children and for their pregnant mothers.

05:56This is why we seek faster economic growth.
05:59Not growth just for growth's sake, but growth that can lift millions of people out of poverty into dignity.
06:09This forum is essentially asking the same fundamental question as the one asked by my people to me.
06:17How can the great wealth of a region translate into better life for the people who live there?
06:25The economies of Indonesia and Russia are not mirror image.
06:30I believe that is precisely why they can fit to work together.
06:37Russia has wheat, fertilizer, energy, science, advanced engineering.
06:44Indonesia has palm oil, fisheries, coffee, rubber, textiles, furniture, consumer goods, and a young workforce, and a gateway to the
06:56680 million people of ASEAN.
07:00One side's strength can answer the other side's needs.
07:03This is the foundation of fair and durable trade.
07:07The results are already visible.
07:10Last year, in 2025, our bilateral trade approached 5 billion US dollars, an increase of 21.7% compared to
07:23one year before that, 2024.
07:26And an increase of 33.7% compared to 2023.
07:32This achievement is just the beginning.
07:36It is not a ceiling.
07:37Here, in this forum, I propose that Indonesia and Russia set clear challenge to ourselves to double our trade within
07:49the first review period of the Indonesian Eurasian Economic Union.
07:56Free Trade Agreement.
07:58This rise will be driven by complementary economies, the expected entry into force of the Indonesia-EAEU Free Trade Agreement
08:09in early 2027,
08:11and perhaps, most importantly, closer ties between our business communities.
08:19For Eurasian businesses, Indonesia is a natural entry point to ASEAN.
08:25We are the region's largest market and a hub of the Regional Comprehensive Economic Partnership, or RCEP, and now a
08:35free trade partner.
08:37Southeast Asia was not always peaceful.
08:40Our region experienced conflict, tension, deep differences, but then our leaders recognized that poverty, limited healthcare education, inadequate infrastructure,
08:59and the need to create opportunity were challenges larger than any one of us.
09:08So ASEAN chose consultation over confrontation, cooperation over division.
09:17For almost six decades, that choice has created a peace dividend.
09:23Farmers can produce.
09:26Factories can operate.
09:29Ships can sail.
09:30Businesses can invest.
09:32Children can go to school.
09:34Families can plan for the future.
09:37Indonesia now invites Russia and every EAEU member to help extend that peace dividend by connecting Eurasia more closely with
09:50Southeast Asia.
09:51The Indonesia-EAEU Free Trade Agreement was signed in St. Petersburg on 21 December 2025 by Indonesia, the Union, its
10:07five member states, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, and the Eurasian Economic Commission.
10:16It commits my country and the EAEU to eliminate or reduce duties on 11,882 tariff lines, more than 90
10:28% of all goods being traded.
10:32Indonesia has completed parliamentary approval of this FTA, and last July, I have signed the presidential regulation of ratification.
10:43Let me state our intention plainly.
10:48Indonesia wants this agreement in force and in use as soon as the exchange of notification allows.
10:59I respectfully call on every EAEU member state to complete its internal procedures so that we can make use of
11:08this agreement as soon as possible.
11:10This agreement is South-South Trade Architecture.
11:15It opens five markets to Indonesian producers and gives Eurasian producers access to more than 290 million Indonesian consumers.
11:26Indonesian business delegations are here today to conclude pilot shipments, name buyers, secure logistics, and settle compliance payment arrangements that
11:42make use of this FTA.
11:44It is my intent that when the tariff schedule opens, the goods, routes, and contracts must already be in place.
11:53This forum must become the marketplace of the agreement.
11:59Excellencies, Russian and Indonesian business delegations are moving intensively in many directions.
12:05Each visit produces introduces introductions, leads, trust, transactions, and relationship.
12:14Since St. Petersburg last year, this circle of trust has grown.
12:19The task before us is to turn personal trust to institutional trust.
12:25Clear rules, reliable payments, predictable logistics, and agreements that survive changes of officials.
12:39I believe in this forum we can establish competitive direct shipping between Vladivostok and Indonesia
12:52with predictable schedules, costs, insurance, and cargo in both directions.
13:03And let us be equally practical about people.
13:08Direct air links would bring Russian visitors to Indonesia and Indonesian visitors to the beauty of the Russian Far East.
13:19Ships move goods, aircraft move friendship.
13:26Excellencies, our future cooperation can be much larger than trade.
13:32In goods, in energy, Indonesia welcomes Russian cooperation that raises the productivity of oil and gas exploration, production, and processing.
13:45We seek knowledge and investment in renewable energy, smart grids, and peaceful nuclear power,
13:54including modular and full-scale technologies.
14:00Under the highest safety standards and international safeguards.
14:05In food security, we see opportunities in working with Russia on agricultural technology,
14:11superior seeds and livestock breeding, farm mechanization, food processing, and the joint production of fertilizer.
14:26Indonesia welcomes partnerships in downstream processing and in the goods our citizens use every day.
14:35Food, household products, clothing, furniture, pharmaceuticals, consumer electronics.
14:52So I say directly to Russian businesses, come to Indonesia, work with us, produce with us.
15:01Let us build industries together, let us create value together, and from Indonesia, let us reach the wider markets of
15:10ASEAN and the Indo-Pacific together.
15:14Indonesia has established Danantara, Indonesia's sovereign wealth fund, with 1 trillion US dollar of assets under management.
15:24Danantara could act as a bridge where Russian and Indonesian capital markets and strategic goals could meet.
15:33Danantara and the sovereign wealth fund of Russia, the Russian direct investment fund, the RDIF,
15:40can move from identifying possibilities to financing bankable projects.
15:47Every agreement announced must specify its value financing and delivery milestones.
15:54Distinguished participants, we meet at a difficult moment.
15:59Today, trade many times are used as a weapon.
16:05Supply chains are redrawn by suspicion.
16:08Finance is divided by geography.
16:14Precisely, because the world is fragmenting, every bridge built here, in food, energy, science, logistics, and trade, is a practical
16:24answer.
16:26In global finance, resilience requires more than one functioning system.
16:32We should not rely on a single financial architecture, because if one system is disrupted, another must remain able to
16:43facilitate the flow of funds that keeps trade moving.
16:48Without reliable payment and settlement channels, trade itself can be paralyzed.
16:55This is not about replacing one system with another, but about ensuring that another global financial system can operate alongside
17:05existing arrangements to preserve continuity, stability, and confidence in international trade.
17:15Indonesia's foreign policy is free and active.
17:18We determine our own national interest, and we want to contribute actively to peace.
17:25At SPF last year, I said to you, Indonesia does not want to join any military alliance, but we seek
17:34to join economic alliance.
17:36For us, our FTA within the Eurasian Economic Union is exactly that, not an alliance against anyone, but a partnership
17:45for the prosperity of everyone.
17:48Indonesia works to the east, west, north, and south as a sovereign and equal partner.
17:56For us, 1,000 friends are too few, one enemy is too many.
18:03We come to St. Petersburg to make friends, and now we come to Falifostok to turn the friendship into pragmatic
18:14results.
18:22The global south is not a new bloc, it is a constituency for fairness, for a fair share of prosperity,
18:33and a fair voice in writing global rules.
18:40Indonesia stands ready to support every sincere effort towards a just and lasting peace, wherever conflict persists.
18:50Indonesia and Russia have been friends for many decades.
18:56Indonesia remembers the support of the then Soviet Union during the early years of our young republic.
19:04We remember that history, and we never forget our friends.
19:12But friendship...
19:19But friendship cannot live only in history.
19:27Our generation must have the courage to write a new chapter.
19:36Let us be equal, let us be independent, let us work together mutually for the benefit of both our countries.
19:46And let us be measured, but by what our efforts can deliver for our peoples.
19:56Peace is not separate from development.
20:01Hunger, unemployment, injustice, and humiliation are the raw materials of conflict.
20:09The Far East that provides opportunity, countries that feed its children, and an Asia Pacific that trades openly are real
20:23and durable contributions to peace.
20:26Sovereignty makes peace possible.
20:30Peace makes development possible.
20:33And development for the benefit of peace, for the benefit of people, makes the peace endure.
20:40That is why the theme of this forum is not merely an economic slogan.
20:47It actually is a doctrine of security.
20:51Participants, distinguished excellencies, I understand that the Russian people have a saying.
21:07There can be no victory if you fight alone.
21:12In Indonesia, we have the same saying, we say gotong royong.
21:15Any heavy burden becomes light when we carry it together.
21:21We have different language, but we have the same ancient wisdom from our forefathers.
21:28Everything we have discussed today, the tariff lines covered by FTA, transport corridors, payment systems, industrial projects, exist for one
21:41reason.
21:42So that a fisherman in Indonesia and a shipbuilder in Russia can each look at their children and believe that
21:53tomorrow will be better than today.
21:56Our young people will not ask which block we belong to.
22:01They will ask what we built for their future.
22:07Let us build the direct shipping route.
22:10Let us open the direct flight.
22:12Let us make our free trade agreement work from its very first day.
22:16Let us double our trade.
22:18Let us produce food, fertilizer, energy, medicine, technology together.
22:24Let our sovereign wealth funds, Danantara and the RDIF finance strategic projects together.
22:32And let us ensure that every agreement announced in Vladivostok produces a result that our people can see and can

22:42Let it be said of this forum that in a season when some others were building walls, we built bridges.
