00:00Mr. Speaker, the government cannot ask the police service to do more with less.
00:06The declaration by Homeland Security Minister Roger Alexander in his statement to the House of Representatives
00:11in which he first focused on the present staffing of the TTPS.
00:17The current sanctioned strength of the Trento Bago Police Service stands at 7,884 officers.
00:25However, Mr. Speaker, operational analysis has confirmed that the service maintains an effective deployment strength
00:35of approximately 5,500 officers on any given day.
00:42By the Minister's statement, that's a difference of 2,384 police officers.
00:49This gap exists because officers are necessarily engaged in vacation leave, sick leave, training,
01:01administrative assignments, court attendance and specialist operational duties.
01:09Mr. Speaker, the reality, therefore, is that the Trento Bago Police Service has been required to police
01:16a modern and increasingly complex criminal environment with a frontline operational strength
01:24sufficiently below its sanctioned establishment.
01:28Minister Alexander said that for more than four decades, the TTPS had expanded its specialist capacity
01:36to handle emerging threats such as gang activities and transnational organized crime.
01:42However, Mr. Speaker, the specialized units were created without any corresponding increase
01:52in the overall establishment.
01:55This result in fewer officers being visible, available within the communities, reduction in patrols,
02:03increase in operational strain and growing overtime dependencies.
02:09The Minister then announced the Governments proposed the solution.
02:14This proposal, therefore, speaks to increase the sanction strength of the Trento Bago Police Service
02:19from 7,884 officers to 10,200 officers.
02:27This increase is designed to ensure that the TTPS can sustainably maintain an operational presence
02:35of approximately 7,800 officers nationwide.
02:42House Speaker Jagdeo Singh allowed a question from the Opposition's Chief Whip, Marvin Gonzalez.
02:48Can you indicate, Minister, whether the decision that was taken by Cabinet to increase the strength
02:53of the Trento Bago Police Service have been taken after completion of a human resource audit,
02:59a manpower audit of the TTPS?
03:02Yes, Mr. Speaker, and it's also in conjunction with the International Association of Chiefs of Police.
03:09Mr. Speaker.
03:12The Homeland Security Minister told the House of Representatives that the proposed increase
03:16in the strength of the police service is an investment in public safety,
03:20an investment in operational resilience and national stability.
