00:01Today marks 100 days since I assumed command of the Trinidad and Tobago Police Service.
00:10100 days of recalibration, resolve, and might I dare say results.
00:19100 days of confronting fear with facts, inertia with action, and doubt with data.
00:30Between June 18th, when he took office, and today, the TTPS has seized 41 illegal firearms,
00:36recovered more than 700 rounds of ammunition, and detected nearly 300 serious crimes.
00:42The commissioner said the state of emergency declared on July 18th on his advice brought a new tempo,
00:48with firearm seizures tripling, ammunition recovery doubling, and national detection rates climbing from 30 to 35 percent.
00:55These are not just numbers, they are ruptures in the criminal ecosystem.
01:01We have exposed the underbelly of organized violence.
01:06We have disrupted narcotics networks and intercepted illegal firearms,
01:12and brought dozens of murder cases closer to resolution.
01:17He pointed to a 42 percent reduction rate in homicides compared to last year,
01:22and surging detection rates in several divisions.
01:25Beyond enforcement, Guevara stressed efforts in youth outreach, community forums, and officer welfare,
01:33adding that challenges such as equipment damage and power failures were met with digital innovation and officer rotation.
01:40Deputy Commissioner of Police, Junior Benjamin, has been moved from operations to administration,
01:47with DCP's Suzette Martin now heading operations.
01:50There has never been a more unified front in the Trader and Tobago police service.
01:58When you have a hand, a palm open like this, all you can do is slap, because these are individual fingers.
02:03But when you hear you clasp it together, you get a fist, which is a more powerful weapon.
02:08This is the fist of the police service that you are seeing here, ma'am.
02:11Guevara also commented on the appointment of retired senior superintendent Johnny Abraham to head the National Operations Center.
02:20Mr. Abraham has got 40-something years of police experience.
02:23So any bit of experience or assistance, anybody who is willing to come on board to help Trader and Tobago get to that place where we want it to be,
02:34we will welcome those persons to get on board.
02:36So here, get on board.
02:38Abraham, who has almost four decades of policing experience, told TV6 News yesterday
02:44that he intends to tighten coordination of police responses across divisions.
02:49The commissioner also revealed that 131 preventative detention orders have been granted since the SOE began,
02:57with 77 already executed and several resulting in charges.
03:02He confirmed investigations are continuing to bring others before the courts.
03:08On reports of missing marijuana from a station in the Northeastern Division,
03:13he said only that investigations are ongoing.
03:16What I do know is that there is an investigation ongoing that we will not have any discussion about the details
03:25with regards to that particular incident.
03:28When that investigation is completed, I will be the first to come back in front here and update you.
