02:33And let me tell you all something.
02:34The TTPS, they are out and about.
02:36And I am wondering what they have planned.
02:39And I'm sure you're also wondering that as well for persons who are looking to come out and take in the masks.
02:43And even those who are masqueraders who will be reveling throughout the streets.
02:47To help us talk a little bit more on that and so much more, of course, my co-host with me this evening, we have ASP Russell.

02:55How are you today?
02:56Good evening, Ms. House Bones.
02:57Good evening, Trinidad and Tobago.
02:59And our international viewers from the Commissioner of Police, Deputy Commissioner, Assistant Commissioner of Police, First and Second Division Officers, esteemed Trinidad and Tobago Police Service.
03:11Well, you know the countdown is on.
03:12The countdown is on.
03:13And so where are we because we saw over the weekend what took place in the peninsula and the West was just, let's say, you know, the craziest place to be over the weekend.
03:24And from what I understand, the TTPS did everything possible and then some to try to deal with that situation.
03:31Well, Ms. House Bones, you know, I am attached to the Western Division, so I was intimately involved to some extent.
03:38There were several meetings, about four meetings with the different stakeholders, the different arms.
03:43And, you know, based on the volume of persons, everything was done.
03:50And the promoter brought out several car packs, you know, as much as possible.
03:55There were some traffic restrictions.
03:57We had the wrecker on board.
03:58There were drones on board to have an aerial view to ensure that persons are safe, persons party safely.
04:04We brought out some of the toys.
04:06You know, there was consultation after consultation with everyone.
04:09Everyone involved, from CDA to the Coast Guard, the Defense Force, police, fire, all stakeholders.
04:16And we do apologize for the way it turned out, but, I mean, at the end of the day, things could have always been worse.
04:23And I want to commend the officers that came out and supported until everything was cleared up.
04:29Some of the things that contributed to the pileup as well, we stand here daily and we still ask persons to drink responsibly
04:37and to really behave and comport themselves in a manner, but persons, you know, still overdrunk.
04:44There were some accidents across the way.
04:46Of course, there was no planning for an accident in situations where it's a one-way in and one-way out.
04:52Once any little thing happens, there will be some sort of backup.
04:57I attended the event.
04:58I was on as well as the duty officer, and I came out a little bit earlier, and the traffic wasn't bad.
05:04I went in, I got some traffic going in as well, but when you look at 14,000 persons trying to converge in one area,
05:16and let's just say two persons per vehicle on average, you know, you will get some sort of congestion.
05:23It's about managing the congestion.
05:24Trinidad and Tobago has been hailed as the mecca of carnival.
05:27But let me ask Trinidad and Tobago, all who are looking, name two purpose-built carnival venues.
05:36No, but I mean, that is the argument that is across the board.
05:39And then when we are seeing situations like this, at this magnitude where persons are going to specific events,
05:46because that is a go-to event, what is next to ban it?
05:49And that is the question many people are asking, where next?
05:54Where would we put 14,000 people?
05:56Where could we hold 14,000 people when there are other events happening at different venues?
06:01Well, I know, you know, probably we could, I know the Savannah as a place would have held various sizes of events before.
06:10Maybe we can look at that.
06:12But anything that we have to do, there will always be some sort of congestion.
06:17Let me tell you this, our roadways remain the same size, but we continue to sell vehicles.
06:23You ever see how fast the series changes?
06:25So there are more motorists, there are more motorists, there are more motorists,
06:28but we are not really expanding and putting that necessary infrastructure in place to really expand the road networks.
06:35So we would always have, I mean, just coming to work in the morning.
06:39But we know the headache.
06:40One person gets a flat, not an accident, a flat.
06:42And by the time everybody stood on to see why that car stopped,
06:46you know, we tend to have a backup of traffic.
06:49So I say that the police service, we will continue to do what we can do to assist the band leaders,
06:57the event promoters, because, you know, we want to meet with all stakeholders
07:01and hear from all persons involved.
07:04But we need to come together and we need to debrief and look at it and analyze what went wrong,
07:12do what we call a SWOT analysis, looking at our strengths, our weaknesses, our opportunities, our threats,
07:17and see where we went wrong, what we could have done better, rather than just say it's banned,
07:23because it has moved from the event in south, so it cannot be held in the west anymore.
07:28So it's like, you know, what's next?
07:30So what is the advice to tell individuals, because they have other events leading up into that same area?
07:35What could be done?
07:36Now when you say individuals, promoters, are you looking at that?
07:38No, no, no.
07:38Not just the individuals alone, but the promoters as well.
07:41What could be done?
07:42What I would want to tell promoters, don't wait until the end of the year.
07:49Start planning for carnival as soon as carnival is finished.
07:52You know, I know some persons would have already had contracts in their hand, however, they were revoked as well.
07:58These were issues that came up in our stakeholders' meetings with the TTPS and the promoters as well,
08:03so we understand and we exercise some discretion, but we are asking that we work hand in hand,
08:09you know, that all sectors, all persons that may be affected communicate with each other,
08:15hold that dialogue so we could all, because as much as, and I could understand it,
08:20because they are persons who do not partake in the festivities,
08:24and they do not want the festivities to disturb their peace and quiet,
08:28and by the Constitution, they are indeed entitled to enjoyment of property as well.
08:34So it means that somebody may have to look at some vacant land that has no residences,
08:40that our residents are wrong, and really, really go into it and see what we could develop going forward.
08:46And the patrons, what could they do?
08:48The revelers, the...
08:49The patrons...
08:50The fetters.

08:52Best advice could you not, Ariel?
08:53Well, what I want to tell the fetters is to fete responsibly.
08:57I saw some scenes.
09:01I saw persons lying on the ground, and I am asking friends,
09:07if you go out and you recognize that your friend is having too much to drink,
09:13a good friend will have a conversation and stop that friend from drinking.
09:16I would have seen persons lying on the ground, in water, just totally...
09:21You're out of it.
09:22Out of it.

09:24And anyone could have done anything to you.
09:26I thank Gitchin and Tobago Fire Service because they stood there.
09:30I wasn't too far from where it was taking place.
09:31To make sure they were alive.
09:32And they stood there and they make sure that persons were breathing and make sure that persons were okay.
09:36And, I mean, some persons may want to blame the promoters for that,
09:39but how could you blame a promoter for somebody not being able to control themselves?
09:45A lot of persons sit at home now and look at the program and know that when they are home,
09:52even when they were young, when they are home, they were one child.
09:55But when you reach in school with your friends, you are a different child.
10:01Well, I mean, I can't relate to that.

10:04My parents don't be like...
10:06Yeah, a lot of people.
10:08And, you know, we speak.
10:09And I would have stood here before a few weeks ago.
10:11We spoke about the excessive drinking.
10:13We spoke about the drive-in.
10:15We spoke about the use of the synthetic drugs and stuff like that.
10:18But I'm wondering if my words are falling on deaf ears if the persons are actually taking heed, you know.
10:25And we would continue as the TTP has to urge and to encourage and to disseminate information
10:30so that you, Trinidad and Tobago, could make wiser choices,
10:34not just better choices for a safer carnival, but choices that...
10:38Because when you're going to a job interview and those images surface,
10:46you may find yourself in a problem.
10:50Do not allow one event cause you to make a mistake or decision that may be irreversible.
10:57And parents, guardians, community people, the churches, we have to speak to the young one.
11:03We have to really be there and encourage them and nurture them and mentor them.
11:08Yeah.
11:09Because anything can happen, you're right.
11:10Because in situations like that, we have to really be careful.
11:14Yes, we want to have a good time.
11:15We have this saying, ride down till we lie down.
11:18We don't mean it literally, but some people really go and push it to the edge
11:23where they could really harm themselves and others.
11:26So I hope persons are taking heed and everything is falling on deaf ears at all.
11:30Now, I'm going to dive straight into what is recorded thus far.
11:34Now, on Monday, the country recorded three killings, two shootings and one stabbing.
11:39And we will continue to try to make every place in Trinidad and Tobago a safe place.
11:48But sometimes, Miss Husbands, we will not throw our hands up in the air.
11:56Let me assure you that, Trinidad and Tobago, we could all do more.
12:01Yes, you sitting at home, we can all do more.
12:05We could do more.
12:06We need to, I think probably we have to go back to the school curriculum and probably put a subject like conflict management on the curriculum now.
12:15We need to bring back religious instructions in school.
12:21Maybe we need to go back to those days.
12:23I mean, foundation is one that is necessary, I believe in that.
12:28But we also need to find a way with the times that have changed.
12:31We are evolving.
12:33Yes, we want to go back, but we need to find a way that we could work with the times to make sure we instill certain values and morals in the children
12:41because their mindset is developing in a different way compared to you and myself.
12:47Maybe we need to really change the way that we teach, change the way that we educate, advance the way that we educate.
12:54Because I'm saying in our days, there were the same kind of lyrics, there were the same kind of tunes that emphasized violence.
13:02But look at how we turned out.
13:04Yes, but they didn't have social media like that.
13:07That is it too.
13:07Social media is very influential.
13:09What I want to encourage you at Antobago, the parents, the guardians, the families, the relatives, the friends, pray with your children.
13:20Converse with your children.
13:22Spend time with your children.
13:26Ask questions for what's going on in their lives.
13:28Be there.
13:29Be present.
13:30Go into school.
13:32Go where they are.
13:34We have the Hearts and Mind program in the TTPS.
13:36We have police youth clubs more or less in every division.
13:40Enroll them.
13:41They are cadets.
13:42Yes.
13:42As well, they are Boy Scouts.
13:45They are things you can enroll your children in to help shape how they grow in this life.
13:51So I am asking persons, yes, it's our job.
13:55Not because the child may not be biologically.
13:58Your child means that you don't have some sort of responsibilities.
14:02The children are ours.

14:06Now, at Concerned Citizen Street, California, 45-year-old laborer from Indian Walk, Princess Town, was shot and killed around 1.05 p.m.
14:17So we continue, well, I'm seeing, of course, crime is continuing and is moving forward.
14:25And the TTPS is trying their best to deal with situations.
14:28Now, at this time, there was, in the Londonville area, on Monday evening, a 28-year-old laborer was also stabbed to death.
14:36So I know we're seeing now stabbings happening more than anything else.
14:40I will tell you something.
14:41Every scientific research has shown that with stabbing is somewhat of a personal crime in the sense that where stabings occur,
14:49you always find the two persons knew each other to some level, to some extent.
14:55So a stabbing is a personal, intimate.
14:57It's more kind of, you know.
14:58Most times, it really hinges around some level of personality between the two persons.
15:03And, you know, we ask the community to get involved.
15:07We ask them 800-TIPS-999-555 if they see something, say something,
15:12and trust that the police will do their best to bring these persons to justice.
15:17But when we continue to turn a blind eye, persons feel comfortable in continuing to behave in such a way.
15:23The person who sells, you know, persons are out there renting illegal guns and selling ammunition.
15:29What if this gun or this ammunition comes back at you and your family?
15:33Stop for one minute and think, please, now.
15:35Stop for one minute and just ask yourself, self, I am going to rent somebody a gun.
15:40I am going to bring in some ammunition illegally to do illegal stuff.
15:45Ask yourself if it was your mother, your child, your brother, your sister, and your receiving end of that wrong.
15:51How would you have felt?
15:52Because we continue to operate our thinking selfishly and not really doing role reversal as to if I or if you were the other person on the other end,
16:04how would you have felt?
16:05Do unto others as you have others.
16:06Do unto you.
16:07Now, also, we have an update with the 17-year-old, which is Gabriel Nelson.
16:13His body was recovered by Mayaro fishermen around 2.10 p.m.
16:17Captain Ramberat and his team, they were on site.
16:21And condolences to the family here because this was a sad situation.
16:26We want you all to take a look at what transpired there with the discovery of the body.
16:30This is a rescue team led by Captain Valence Ramberat.
16:35The body of Gabriel, the 17-year-old that was drowned in Mayaro, was recently recovered by some boatmen.
16:43Around 2.10 p.m. today.
16:46So, we are at the scene here right now.
16:54And, of course, the family is getting some sort of closure there.
16:57It is still going to be a hard experience to go through knowing that your 17-year-old is no longer with you.
17:03Definitely.
17:03And it's just sad.
17:05And you know what?
17:06Let me first say condolences to the family on behalf of you on Tobago Police Service.
17:11I know the loss of a loved one is always something difficult for anybody.
17:15And as we are on that, I know a lot of persons have hiking plans.
17:21They have camping plans.
17:23Some of them may visit the various beaches.
17:25We are asking that you supervise these children.
17:29We are asking that you do not consume alcohol and go into the water.
17:34We are asking that you obey the instructions of the lifeguards.
17:37We are asking that you act responsibly.
17:41Look out for each other.
17:42Be a brother's keeper.
17:43We are asking for those who are hiking to walk with GPS equipment.
17:47So if something happens, you can be located.
17:49Walk with touch light.
17:50Walk with extra batteries.
17:51Walk with the proper gear.
17:53Walk with enough water.
17:54Remain hydrated.
17:55And a rope.
17:56Yes.
17:56Some captain.
17:57If you have vehicles and stuff like that, park a vehicle in a position where it's not too far away from you.
18:02Because sometimes you can shine a light and you light the effect of the glass on the vehicle.
18:05It may give you some sort of direction.
18:07You may need a vehicle to be utilized in the case of an emergency.
18:12So I'm asking that as we get ready for camping, parents, parents, parents who are sending their children to various camps, do your due diligence.

18:23Where it is.
18:24Who is going.
18:25Ask the character of the persons that are going.
18:29Remember, this is your picnic.
18:32Ask about the activities that they will be engaging in.
18:35Who is medically trained?
18:37Who could issue first if you have an emergency?
18:40You need to ask these questions.
18:43Parents, guardians, friends, relatives.
18:46We have to secure our loved ones.
18:49Most importantly, my mother does it up to this day.

24:34Now, from a media release from the TTPS, we have a police officer and pedestrian injured in Tunapuna shooting incident.
24:41Now, a police officer and a pedestrian were injured during a shooting incident in Tunapuna yesterday.
24:47The officers observed two armed assailants emerge from a nearby yard and open fire in their direction.
24:54PC Philip was struck by projectiles and sustained injuries in his right leg and back.
24:59The officers took cover and returned fire in their defense.
25:03The two assailants subsequently escaped.
25:05A pedestrian who was walking along the road on his way home was also injured in his right shoulder from the projectile.

25:14Well, in the train of time, Tobago, you know the TTPS.
25:17You know when you're ready, how we do things at times, you know.
25:20And I want to say that I want to thank the public for their information firstly because as coming out of that, an exercise took place today where officers of the North Central Division tasked for,
25:29would have proceeded on exercise in the division where two young men, ages 20 and 22, ages 20 and 22, were taken into custody based on information received concerning this.
25:49They are currently in police custody and investigations are going on and we're hoping that very soon we could place them before the court to be prosecuted.
25:58In addition to which, continuing on exercise, officers went to Eastman Street to Tunapuna.
26:05Guess what we found?
26:07Drugs or ammunition?
26:08Based on information, again, public.
26:10This is what we wanted, the cooperation and the partnership.
26:12One AR-15 rifle with magazine and rungs.
26:18AR-15, automatic rifles, weapons of war.
26:23So we continue to partner with the public and these are the results we like to see.
26:27When the public trusts us to share that information because the public are our eyes and our ears when we are not there.

26:33And we want the public to continue to work with us.
26:36And as I say, we are not perfect and we will not always get it right.
26:41However, continue to work with us, continue to pray for us, continue to partner with us.

27:53Well, you know, there was a recent judgment that dealt with some things with respect to recording of officers.
27:59And we ourselves do use our body cameras once they are available and that they are functioning.
28:09We are not afraid of using the body cameras as well because we have nothing to hide.
28:12But at the end of the day, we are asking that persons who want to record you cannot come to place your cameras in the face of the police officer.
28:22Whilst in the execution of their duty, you have invaded their personal space.
28:27And of course, any officer would react to that.
28:29But I don't think that's what she meant.
28:31She meant like if you're recording from a distance where you're not obstructing the officer and the officer then proceeds to walk towards you because the officer realizes that you're recording and slaps the phone out of your hand or tries to get the phone.
28:44If the officer comes and slaps the phone out of your hand, it could be, one, an assault or two, it could be malicious damage with respect to the telephone.
28:54I mean, we are recording in the public when we use our body cameras and we have nothing to hide.
28:59And, you know, the whole thing about being recorded because persons have a little issue with it and we are all being recorded.
29:07When you leave home to come to work, I'm sure if you look up at certain cameras and stuff like that along the highway, you would see cameras.
29:14Yeah.
29:15So our behaviors are always being recorded.
29:17Once we are doing the right thing, you have nothing to fear.
29:20And I tell my officers, I tell my officers that once you act in accordance with the law, you have nothing to fear whether they record or they are not recording.
29:30If you're making an arrest and you know the person probably, to the public it may appear that he or she may not have done anything wrong.
29:38But you know there's an outstanding warrant for that individual in the station.
29:42You go ahead and arrest the person.
29:44You could justify that arrest.

30:10I would have put on my wipers to let the young man know, hey, my wipers work.

30:17And he then decides to start shouting and saying, um, you know, Barbara, the young you.
30:24And he decides to hit the driver's side glass.
30:27Now generally, I would just pull up and I would say, no, I'm good.
30:31But the young man in particular would make it his business to still put the wipers on my glass and attempt to, and I want to say extort money out of me.
30:39And it's tiring at this point.
30:42Because in him hitting my glass, you know, I'm not a violent person.
30:48Yeah.
30:49But I'm sure if my husband were in the car, I mean, it would be different.
30:52But because there's no reason to hit my car the same time.
30:55Because sure, it's fine, but don't hit my car.

31:23And I am at the point where we ask persons to, how to put it nicely, not encourage them.
31:33Because if they weren't getting monies, because some persons believe, leave them there.
31:38They are trying to make an honest dollar.
31:40Trinidad and Tobago, we have this idea that we're trying to make an honest dollar by doing the wrong thing.
31:45So you're vending legally on the street, but leave them alone because they are trying to make a legal dollar.
31:52How could you make a legal dollar doing something that is wrong?

48:49And I find it very strange because the speed limit of the highway is at 100 and when you approach that flyover, it reduces immediately at 60 and many people get trapped there from speed traps and not even observing.
49:06Sometimes there are the signs there, but persons are not even aware that there's a speed limit at 60.
49:12Well, you know, the road narrows, eh? So you can understand, you know, going from the highway on to what you call probably a local road.
49:20You know, so we have major roads, we have highways, we have local roads.

49:24So that is really what you call a local road.
49:25So you, as a driver, must know that there is some level of decrease of speed that is required because you're now on a local road.
49:34So like, for instance, in the city, the speed limit is different on the highway.
49:37There are some roads based on the size of the road, based on the area of the road, based on the lighting of the road at times, it may require a different speed limit.
49:47What I'm saying is that I'm hoping that, you know, the necessary persons are listening so that we can have proper signage so that motorists could know a reduced speed.
49:57And we can't just rely on the technology in the vehicle because some persons have older vehicles that are not equipped to read the street signs.
50:04So they may not have a vehicle warning system to tell them to reduce the speed.

50:09But there's a drastic reduction in speed from 100 straight to 60 years.
