00:42requesting the user brief of the project concerning the government assisting in funding the construction of the school.
00:49The series of WhatsApp messages were shown to TV6 News.
00:53The Minister of Education indicated to me, because I've always been involved in following the project,
01:00indicated to me that whenever I ask about the user brief in order to advance the Saudi loan discussions
01:07and meeting the deadlines in Saudi Arabia for the meetings and so on,
01:12the Minister will tell me the THA has not submitted the user brief to her.
01:17Dr. Rowley said the funding for the Scarborough Secondary School project came to note,
01:23as only in December of 2024, a response came from Education Secretary Zorisha Hackett
01:29to the Minister of Education via WhatsApp message.
01:32Mr. Hackett writes to the Minister, saying that she had not seen the request for the user brief.
01:41And it's only when she scrolled through her phone from December to January going backwards
01:49that she sees the request for the user brief.
01:52The long and short of the story is that that entire year,
01:55all the work that was done between foreign affairs, finance, and the Prime Minister's office
02:02came to note because we could not enter the room,
02:07our request could not enter the room to be considered for the Saudi loan
02:10because we had no user brief.
02:12Via WhatsApp, the user brief was sent via Education Secretary Zorisha Hackett
02:17to the Minister of Education on February 4th, 2025.
