A spectacular start.. to Carnival celebrations in Tobago.. as jouvert morning on Saturday ..saw over fifteen thousand revellers.. take to the streets of Scarborough and along Claude Noel Highway.
That's according to Deputy Commissioner of Police Intelligence and Investigations -Suzette Martin.. when she spoke with reporter Elizabeth Williams.
