00:00The Police Complaints Authority fields hundreds of reports on an annual basis.
00:05Fast asleep and all of a sudden you hear knock knock. Police. What do you do? You
00:14wake up in a kind of stupor and they say that we have a warrant to search your
00:18premises. The police officer then comes into the house, doesn't show you the
00:23warrant and then he goes into the rooms without anybody accompanying him, any
00:29member of the family household. You know that you just finished working and you
00:34just put $5,000 in a jar but when the police leave the money is gone. These are
00:39the kind of stories that we hear on a daily basis. At a town hall meeting last
00:44evening at City Hall the PCA told those gathered that it is an independent
00:49civilian based oversight body. We have no coercive powers, we cannot arrest
00:55anybody, we cannot prosecute anybody and we cannot charge anybody okay and there
01:01are no police officers working at the PCA. David West says over the years
01:06complaints against police officers are increasing. Up until yesterday they had
01:11received a total of 7,971 reports which were converted into 4,588 complaints
01:22since 2015. Of those 573 cases were sent to the Commission of Police, 127 to the
01:31Director of Public Prosecutions, 68 to both the top cop and the DPP and 233
01:39cases were sent with advice to the Commissioner. An advice would be like for
01:43example where after an investigation has taken place we have not found that it
01:49has reached the standard of an offence but there are things that could have
01:53been done that the police could have done that could have allowed the whole
01:58process in terms of the investigation and the complaint that not have taken
02:02place. Police involved shootings too have increased since 2015. So there's been a
02:08total number of 329 police involved shootings from 2015. Now that's quite an
02:18alarming statistic all right and the number of victims that is the number of
02:24persons that have died has been 412. And once the police complaints authority
02:31hand over their reports to the respective parties final determination
02:35is out of their hands. So what what we would like to see is more prosecutions
02:42of that once the stakeholder is a is an agreement with our file. There were a
02:47total of 668 investigations into officers for disciplinary offenses 242
02:54for discreditable conduct 193 for neglect of duty and 130 for unlawful
03:01exercise of authority. Criminal offenses assault very common actually assault is
03:08the highest with 70 police officers and percentage was 30% other offenses was
03:1477 damage of property 41 murder 24 last need 21 etc. So 261 offenses. The
03:26division is responsible for the most complaints on northern central and
03:30southern. The B. C. A. Has confirmed receiving reports of officers accepting
03:35bribes to not attend court or if she to worry. Rupanarayan tv six news.
