One hundred and forty-two police officers have now graduated with certificates from the Faculty of Advanced Law Enforcement Education and Training - an augmented pool of knowledge which the Top Cop believes will make for a much better TTPS. This as the Top Cop reports a 44% decrease in homicides, but he's advising officers - progress does not equal victory. Rynessa Cutting has more from the graduation ceremony.
