00:02Ben Carroll came not to praise his predecessors, but to bury them.
00:07I am not Daniel Andrews, I am not Jacinta Allen.
00:12In my government, integrity will not be optional.
00:17A month ago Ben Carroll was Jacinta Allen's loyal deputy, promising to back her all the
00:22way.
00:22I've got a young daughter at home and I couldn't be more proud to make sure she grows up knowing
00:27that I supported Jacinta Allen.
00:29But ongoing panic in the Labor Party over her dire poll numbers led MPs to force a spill.
00:35The circumstances changed.
00:37The stakes at this election are too high.
00:40Jacinta Allen had planned to fight his challenge, but shortly before this morning's caucus meeting
00:45she stood aside.
00:46I stepped down after 1,036 days.
00:50But behind closed doors, caucus turned to chaos.
00:54There's been shouting behind us.
00:55Two hours later the deal was done.
00:57Ben Carroll has been unanimously endorsed as our next premier.
01:02Ben Carroll's first act was to address the government's biggest problem, the continuing
01:07scandal of alleged union and organised crime corruption in its massive infrastructure projects,
01:13calling the Royal Commission Jacinta Allen had long resisted.
01:16We will also immediately establish a special prosecutor that will work in parallel with the Royal
01:25Commission.
01:26In her farewell speech Jacinta Allen lauded her big build legacy, but skipped over the scandals.
01:32Not too many people get to see a project of this size and scale through from the start
01:37to the end.
01:38Labor is hoping for an unprecedented fourth term of government, but polling points to a hung
01:44parliament.
01:45A Liberal One Nation government that will cut hospitals, cut schools and cut front line services.
01:54Victorians want change.
01:55We're going to have to achieve a change.
