33:56the the drugs that the fentanyl that people are addicted to now is literally rotting people from the
34:03inside out this is a rich market to make a lot of money and they come here purposely to establish

34:57these are the names of individuals that we've lost to overdose obviously not everybody people that we
35:03served people that we knew that we loved and we put it on the steps of the capitol every year

39:49this area specifically led the city in homicides and shooting violence um unprecedented numbers of
39:59shooting victims and we saw that was a direct correlation to the the narco sales that were going
40:07on here you have to go after the drug dealers right but the other thing is i have to come
40:12back from the
40:12other side and and and remove that that market from the buyer right being able to uh again unconventionally
40:22come after a lot of these individuals who are addicted to these drugs and try to engage them as much
40:27as
40:27possible to uh provide them with social services to get out of this lifestyle and leave the area
40:59in 2020 fentanyl wasn't yet quite the thing here in the state of oregon that it is now and it's
41:07entirely
41:07possible that the drafters of the measure left that off we had probably one of the worst state hospitals
41:15going to mental mental hospitals going in the united states back in the 2000s we stood up a lot
41:23of preventative services making more naloxone available and that sort of thing and those are all
41:28things that the straight-up medical system doesn't cover
41:32we definitely heard from police and firefighters that there's too much open drug use we don't think
41:38this decrim approach is working we have high use of substance higher levels of depression than most
41:45and we're not getting the outcomes that we we should be getting in light of the spending and the
41:50investments we're making
42:12we have two overdose response teams where we get tapped to all of the low acuity calls still but we
42:18are the main team that goes to the overdoses during the day it's fentanyl and then all of the
42:25different subsets of fentanyl that they've been making whether they the tranq or now it's the purple
42:30pill which is mixed with benzos or anything like that is causing overdoses and then just the long-term
42:36downtime there's tearing and their nose will run and their vomit and they'll be cold and then they'll be hot
42:48so now we're just waiting to see if she's interested in buprenorphine but she's so cold because it's so
42:53cold out here today that we're just gonna wait and see if that's something she wants to do
42:59so i just need a thought from you on what you're thinking if you want to go down that path
43:05or if you
43:05just want us to leave you be i know it's so hard right now it's so hard do you have

43:57and um mom understands the the fight mom seems like she's a nurse in the trauma center so
44:05she sees the other side or the side that we drop off you know and so she's going to be
44:11home with
44:11mom and then she has resources that we're able to help her with
44:14so in the next morning we need to make sure that they have their snow shovels their chains that we
44:44Our chat program may, in fact, end as the sunsets of our current grants end,
44:50and we're unable to obtain any additional funding.
44:54The reality is we had hard drug users on our street prior to Measure 110.
44:59It certainly increased a lot after Measure 110 occurred.
45:03If you're funded and you have the treatment facilities, everything should align.
45:09But we didn't necessarily have it funded well as it was discovered.
